i'm very sorry. >> reporter: there has been a whole lot of tension, nervousness, and concern about the future of the d.c. council chair. some council members already discussing who might replace d.c. second highest ranking elected official should he be forced to resign over ethics allegations. my colleague, bruce johnson, reported yesterday that prosecutors have already met with brown and outlined the evidence they have collected. the big question now is how brown will respond should prosecutors file charges in the next hours, days or weeks. one-year-old federal probe started with questions about whether brown had benefited from $239,000 in campaign funds that were steered to his brother's consulting firm. it expanded far beyond that. brown spent all day hashing out the city's budget with council

members. but this morning, city hall reporting became the kind of contact sport when brown physically shoved a reporter for wtop. >> he came out, he indicated he didn't want to answer any questions. i asked him about bruce johnson's report. i wasn't even able to finish my question before he turned to me and put his arm up and pushed me against my chest and pushed me against the wall and told me i was in a room. >> show me about how much he is? >> it was more than a glance. he was in front of me. he turned and he pushed me again and he started to talk to staff to ask them to remove me from the room. >> minutes later, brown was back up winking and smiling at mark segraves. we'll have an update coming up at 6:00 and we may have more to report in the coming days. lesli, back to you. >> we'll see you then.

well, a day after saying that he would -- george zimmerman's defense attorney is changing course. mark omara announced on his legal team's website that he is delaying that motion, but didn't explain why. the only thing else he said that a new bond hearing won't take place for several weeks and zimmerman will stay in jail until then. the neighborhood watch captain is accused of murdering trayvon martin. he returned to jail on sunday after his previous bond was revoked. if you have ever gotten a speed camera ticket in maryland, like most of us, tomorrow is a day worth watching. that's when the state's highest court will consider whether the way most jurisdictions are running are even legal. >> reporter: here in maryland, a lot of the counties and towns, every time a speed camera like this one issues you a $40 ticket, the company that supplies and maintains the equipment gets a $16.25 cut.

>> it means that they have a financial incentive to issue tickets, which may or may not be valid. >> timothy says none of it is legal. he got so angry when he got nailed by one of these cameras in 2008, he took it to court where the case grew into a class action and now goes to maryland's highest court for a final ruling. at the heart of the case, this phrase from maryland law. if a contractor operates a speed monitoring system on behalf of a local jurisdiction, the contractors fee may not be contingent on the number of citations issued or paid. >> the top two are the flashes. >> how is it the jurisdictions like montgomery county, rockville, and gaithersburg get away with paying contractor, acs, now owned by xerox. the county says it's legal because they don't actually operate the cam ares, it just supplies and maintains them.

which leahy argues is hair splitting that defies common sense. >> the way the government has been running the system is illegal. >> tomorrow, maryland's court of appeals will hear the case and hopefully decide, are these tickets legal when a contractor gets paid $16.25. and the stakes here in maryland are huge. by one estimate, last year speed cameras in this state collected $77 million. scott broom, 9news now. >> that's a staggering number. by the way, the village of chevy chase pays its contractor a lump sum. a fiery car crash in montgomery county left one person dead and another fighting for his life. a car rammed a railroad overpass on route 28 this morning. that is about 8 miles west of 270. witnesses were able to pull 23- year-old oscar hernandez from the burning car. still he suffered serious

injuries. the driver of that car died on the scene. her name has not been released yet. down in st. mary's county, two people died after a crash involving two cars and a motorcycle. it happened just after 11:00 p.m. last night near kingston creek road. the motorcycle ran into the back of a jeep grand cherokee and the two people riding it were thrown off. the second car then swerved to miss the accident and collided with the jeep. one person on the motorcycle died at the scene. the other was taken to the hospital and later died from her injuries. the passengers of both cars were treated for injuries and released. police are investigating speed and alcohol as factors in the crash. one of the men accused in a deadly shooting at a pizza joint now faces up to 30 years in prison. 19-year-old charles butler entered an alferd plea. that means he doesn't admit he is guilty, but acknowledges they have enough evidence to convict him.

butler and three other teenagers are accused of killing flores at an attempted robbery at mr. wings and pizza in november of 2010. and howard county cops say they busted a suspected meth lab in elkridge, maryland. police got a tip that meth was being manufactured inside a room at the holliday inn express. chemicals were found in that room and four men were taken into custody. now just as a precaution, the entire fourth floor of the hotel as well as rooms above and below are suspected meth labs were evacuated. >> great britain wrapped up four days of pump and pageantry, marking queen elizabeth's diamond jubilee. the queen's husband remains hospitalized with the bladder infection. andrea mccarren is live to show us the tributes to the queen that hasn't been just overseas. this is such an exciting thing for a will the of people. >> lot of people. >> president obama sent the queen a message. congratulating her for her 60

now. >> to me, it's interesting because of the precision that we have gotten to know our solar system. in the past, it was hard to calculate these things. >> the best way to view tonight's event is with solar eclipse glasses or welding goggles. you are more likely to have a pair of binoculars. you want to project the sun's image and on to a white piece of paper. then you'll see an image of venus crossing the sun. venus' trek will take six hours and 40 minutes. during this time, scientists from around the world will use atonic clocks, capture video and pictures and take measurements. >> this will be a test run, request we detect atmospheres around the planets that are now being discovered around other stars? that's mind blowing. >> thank you for that, anny hong. you can look through a regular telescope, but it will burn your eyeballs, so don't do it.

nigeria says it has indefinitely suspended the license of the air carrier involved in this weekend's deadly crash. that aircraft was trying to land when it went down in a densely populated area on sunday. the government says all 153 people on board were killed. most of those bodies have been recovered. the plane destroyed a print shop and residential building. more than 30 people on the ground also lost their lives because of that crash. here in this country, federal officials are blaming last year's deadly tour bus crash in new york squarely on driver fatigue. the national transportation safety board also sited the bus

next week, a man from our area will compete in one of the toughest cycling races in the country. he will bike from san diego, california, to annapolis, maryland, all in two weeks time. our peggy fox has been following this man's journey and she's here to tell us why he's doing this. >> his name is len. he is the founder and ceo of milestone communications that

builds those cell phone towers that look like light poles and trees. you'll see them around the area. well he is going to compete in this grueling bike race to raise money for a cause that is close to his heart. >> it's a carbon fiber bike. >> what len is about to do sounds completely insane. this 53-year-old father of two from vienna, virginia, plans to ride his bike 3,000 miles in ten days. getting only four hours of sleep a night. >> i'll be riding 20 hours a day. 250 to 300 miles each day for ten days. >> he is the only solo competitor from the d.c. region competing in race across america, also called the world's toughest bike race. he is doing it to raise money for his nonprofit organization called, hope cam. which helps kids like jessica. >> jessica, can you see the calendar? >> jessica was diagnosed with liver cancer last year and hasn't been able to go back to school. she's been through surgery and

professionals for the job. >> we wanted to have people with outstanding qualifications and reputations. of course, the kind of independence that they would be able to enjoy in making the decisions that they would need to make in order to move this effort forward. >> those three members are laura richards, and former d.c. attorney general, robert. and as expected, the d.c. city council unanimously passed a new budget today. it totals $9.4 billion. the spending plan extends bar hours to 4:00 a.m. for 19 nights during the year and they include certain holidays. also included, doubling the number of traffic cameras and changes to parking meter fees. the budget heads to mayor gray for his signature. the two most senior battalion chief says kent eler by is creating fear and singled them out for retribution.

they are being punished for reaching decisions less harsh than what the chief had wanted. gary talked with the men and found out it all started with a grateful citizen who wanted to thank local firefighters for saving his home. >> he brought two 12 packs of beer to this fire station to express his gratitude. told by firefighters there, they could not accept the gift, he left it on the floor and walk aid way. >> they didn't exactly handle it right, there was no intentional misconduct. >> richard stern presided over two cases when beer was found at the fire station and ordered a letter of reprimand be put into firefighter files. >> i considered all the facts. i listened to what they had to say and i made a decision. apparently the fire chief or somebody didn't like my decision. >> he was demoted to captain. the fire chief writing, you're failure to hold the receipt

fire officials say rescues in this canyon are actually pretty common. >> majority of the times, everybody comes out and they are not prepared. they don't have the right footing. they don't bring water bottles and unprepared for the weather and terrain. >> it's a lot better than it could have turned out. >> the fire rescue helicopter lifted that hiker to safety and she's expected to be okay. well, a store owner in michigan had quite a unique break in yesterday morning. a 130-pound doe crashed through the front window of the business in saginaw township. surveillance shows the police chasing this deer for ten minutes before capturing it in the back of the store. amazingly, she never touched or damaged any of the merchandise, but she was badly injured and had to be put down. still to come, controlling your dream. now this may sound like something out of some weird 80 science fiction movie, but actually, it's a 21st century thing. there's an app for that.

first confirmed to wusa9.com. kristen. >> thanks, guys, capital one field in college park is getting a facelift. thanks to private donations, the grass is being replaced with a more high-tech turf football field. it is designed to keep athletes safer and cooler. but that's not the only thing that has folks talking in college park. if you thought the terps new uniforms were an attention getter, they might have something else. >> maryland is replacing the field at bird stadium and word on the street is, the new turf is going to be different to say the least. >> might give it a change of things to come. hopefully a great lift to the football team and give them some good hope for the next season. >> it will be a lot better for us. you know, bring a lot more energy to the team and to the teammates.
