we are following breaking news right now. kwame brown, the chairman of the dc city council, has resigned after being charged with lying about his income on loan applications. we have team coverage for you on this breaking story. >> bruce johnson has more onto nature of the charges against brown and reaction from other council members, including marian berry. >> council woman mary cha is the

temporary chair woman and she'll be joining us live here in the studio. >> and why dc politics are seemingly overrun with corruption. >> and we have new details and brown's resignation letter. >> reporter: we and histated the resignation letter was coming. he admits to making "serious mistakes in judgement." here is the letter in its entirety. the now former chairman kwame brown wrote dear madam secretary, i hereby resign my position as chairman of the council of district of columbia effectively immediately. i made serious mistakes in judgement for which i take full responsibility. because of the great respect i have for the institution i have chosen the only honourable course in submitting my resignation at this time. i will not hold this body and its important work hostage to my person indiscretions. i have behaved in ways i should

not have. i was wrong and i will face the consequences of that conduct. i offer my unconconditional apology to the members of the council for all of the negative attention my conduct has brought about. brown told reporter he would be making a public announcement tomorrow and we'll see if he elaborates on what's in the letter. we have more on the nature of the charges against brown and reaction from the council itself. >> i'll have a comment tomorrow. no comment as of now. >> i'm sad myself, but for my own history with kwame brown. worked with me for 16, 20 years. >> i think individuals find themselves at times in these situations but to say that the whole government is corrupt is a mistake. >> reporter: information documents filed in federal court today charge brown with one count of bank fraud. the three page document says he

provided the document falsified documents that overstated his income to allow him to obtain a home equity loan to purchase a boat. sources say brown falsely claimed in the application to have an outside job that did not exit. the mayor issued a statement late today saying he is shocked and disappointed and saddened by today's news. 11:00 friday morning, we go before leon for arraignment and then on wednesday the rest of the council meets to select his replacement. the dc council conconvenience next wednesday to elect an interim chair to replace brown. your initial reaction to the charges, the resignation. >> i'm numb now, but my initial reaction, which still remains, is that i'm devastated and

deeply saddened. but i do want to assure the public of something. we will carry on with the work of the council. these are body blows, but we will absorb them. we have a process in place. nothing will go undone. we will do all of our work and by next week we'll have an acting chair and an acting chair pro tem. then there will be a special election in november. >> you heard about this behind closed doors. what was the mood in the room? what is there outrage? . like you said, body blows. >> it was extreme sadness, i think. i convened the meeting, then we, you know, we met in closed session and then, you know, kwame came in. he apologized to us because he has a deep institutional concern and connection to all of us, and then we talked amongst ourselves with him and all i can say it

was extraordinarily emotional. i think i had tears in my eyes. >> what about the feeling of trust violated by constituents. >> that's a real problem and all i can do is ask the public to reserve judgement. let us try to get things under control. i think, you know, we will continue to do our work. i do ask, though, that whoever out there has something that they need to come forward on, come forward on it, take your punishment, and go away. if there's no such thing, i expect the u.s. attorney once the investigation is completed, usually they don't do this, but i think under these circumstances we would need a statement our investigation is completed. we have to be able to move on in the district. as i said, our work will be done. we won't skip a beat on that. but the mood and the feeling in the district is quite low. and we have to, we have to do something to revive that.

>> what is it with dc government and corruption? >> i'm not going to get into that kind of nonsense because the great overwhelming 99.9% of us who are serving in public office do it honourably. >> i think these are vestiges in the ... >> reporter: they point to a lack at dc outrage at misconduct. >> if you like at berry, there is quite a deep reservoir of allowance for misbehavior. i mean marion is the one who not only spent time in jail, but has not paid his taxes, gave some contracts to his girlfriend. he sets a very, very low bar. the fact that he keeps getting elected does send a certain sense and a certain message. >> are you blaming marion berry. >> i'm saying along berry to persist and not throw him out

me here and take me there and we said no we're going to take you to the hospital because that's what we wanted to do and then he was saying don't let me die. we wanted to transport him to get help. >> the victim suffered nonlife threatening injuries. the suspect took off on foot and caught in a nearby creek by a k-9. charges are pending. police have made an arrest in last night's deadly shooting at the southern avenue metro station. 32-year-old norman bonds is charged with first degree murder in the death of 43-year-old harold debtor. detectives say debtor was shot in the head. investigators have not determined a motive. a judge has granted a new bond hearing for george zimmerman. he is the neighborhood watch volunteer charged in the death of trayvon martin. the judge revoked his earlier

bond after learning he misled the court about how much money he could put up for bail. president obama spent much of his day in cal attending fund raisers that are adding to his campaign war chest. he arrived in l.a. addressing the lgtbgala. the washington red skins are going long. starting next year they'll hold training camps in virginia rather than ashburn. it's to help to keep the key components of the franchise to virginia. some are okay with it, some fans not so much. >> it will help them win, i guess it's okay. >> i'll stay up here and wait for them to come up and play and go watch them then. >> richmond will ante up 400,000 to get the training camp.

two charter seats for non-democrat members. the problem is not the democratic party itself. but the lack of any credible opposition. current council members sound sad when they talked about their cheeg n in scandal but i would like to see a viable opposition party reflecting your outrage. remember back in 1994 democrats had been running the house of representatives for four decades, corrupt, out of ideas, they deserved to lose to gingrich. they had to lick their wounds, and they came back even stronger. interestingly, local republican tim day only got 6% of the vote when he challenged now disgraced harry thomas back in 2010 but day is the one who tipped off the authorities to thomas's $350,000 swindle. look, a good opposition party can be partisan and tough to work with but it can also take you down when you slip up. it makes you better. perhaps even helps to keep you
