quickly and howard bernstein has your weather first, first. good morning to you. weather wise improving from yesterday. we don't have the stick questions. it's not going -- stickies. it's not going to be that way at all. we're in for a nice stretch of weather for the next five or six days. here's a look at your day plan other this wednesday morning. we're down to 69 with partly cloudy skies. 77 by noon. highs today about 82 or so in d.c. some areas may stay in the 70s well north of town with a brisk north wind at 10 to 20 miles an hour. we've been watching showers and some thunderstorms over the last six hours. really push away from the region. came through the area last night. had a couple of stronger ones west and south of town but right now the line extends from maine and boston coming all the way down through the carolinas with the heaviest stuff off shore. you can see southeastern virginia still dealing with a few of these showers and storms this morning. but the storms are weakening. temps are in the mid-60s north. 73 still in annapolis but 55 in

chairperson. >> former chair kwame brown resign add week ago -- resigned a week ago before pleading guilty to two criminal charges. 9news reporter delia goncalves is live at the wilson building with a preview of today's vote. good morning, delia. >> reporter: good morning, andrea, jessica. you may remember kwame was not the first but the second council member to resign his office in disgrace and facing criminal charges. so many say the body now needs a leader who can clean house and n many ways. and for many, we're hearing that's phil mendelson, a 14- year council member with a reputation for being a stickler to the rules and someone who's not concerned with showboating. when kwame brown pled guilty to bank fraud last friday he repeatedly said in a statement he did not misuse public money or abuse public trust making a clear distinction him and his former colleague harry thomas, but no doubt residents and the council, well, everyone need as fresh start. >> what i think is important is

that we have a leader who will work with all the members, who will pull us all together and we'll look toward rebuilding this institution -- rebuilding this institution and by that i mean the people's trust in this. >> now we need honest, strong leadership. and leadership that is not subject to investigation. i'm not under investigation, have not been under investigation, have not been fined. >> reporter: that of course is at large council member vincent orange who is also up for the interim chair who will be sitting in kwame brown's seat the next 114 days or so until a november election to elect his replacement officially and permanently. though vincent orange says he's not under investigation or hasn't been fined, you may remember his name was connected to a scandal involving campaign funds. we'll have more on that and more on the ongoing investigation here at the wilson building all coming up at 5:30.

allison silberberg, redella pepper, paul smedberg and john chapman will be on the ballot this november. witnesses describe two dogs as pit bull-rottweiler mix who attacked a 75-year-old man. one neighbor used a pole to beat the dogs but they didn't stop biting the 74-year-old victim. then another neighbor set his own pit bull on the two other dogs. that worked. however the victim is suffering from life threatening injuries. the dogs are in custody of animal control. he's been away from his office and his co-workers for almost four months but kevin o'toole returned to his bladensburg firehouse last night. he suffered the worst burn injuries among seven firefighters who got caught in a house fire back in february. he was hospitalized for two months and has been recovering at his parents' home in new york since then. he joined the other injured

firefighters so they could be recognized by maryland congresswoman donna edwards. time right now almost 5:06. i am watching your money. wall street's roller coaster ride continues but at least we're on the up kite cycle. world markets -- up cycle. world markets up. the dow stands this morning at 12,573 after rallying 162 points. nasdaq climbed by 33 and the s&p 500 rose by 15 sphwhrz a study published in today's journal of the american medical association is putting the gender pay gap in perspective. the difference in what a female scientist and physician are paid versus their male counterparts could pay for a college education, retirement nest egg or a spacious house.

at large council members are eligible for the interim chair. right now the top to men vying for that job phil mendelson and vincent orange, both at large council members. the men are now distinguishing themselves from their former -- distancing i should say from their former colleague kwame brown saying they are honest and not under investigation but no doubt the council must repair the reputation of a d.c. government surrounded by scandal, including the ongoing investigation into the mayor's campaign and of course the f.b.i. probe into jeffrey thomas. he's a long time campaign contributor who gave money orderers to vincent orange that the council member now admits looked, quote, suspicious and questionable. >> all of us received contributions and at that time we were dealing with an individual that had an impeccable reputation. today it's been called into question. but i think one thing is key is that i recorded it properly.

i provided to the office of campaign finance. they audited my campaign, gave me a clean bill of health. >> i'm focused on the council. i truly amfo cussed on the -- i truly am focused on the council. >> reporter: both phil mendelson and vincent orange have expressed interest for running for the permanent chair in november to replace kwame brown permanently here on the council. but if phil mendelson wins, that would make him the second ever white chairman of the council. so how does race play into this position and how does race play into politics here in d.c.? we'll have more on that side of the story coming up at 6:00. andrea? >> delia goncalves with that update outside the wilson building. d.c.'s health department has put four medical marijuana dispensaries one step closer to starting operations. the four businesses can now apply for business licenses, building permits and

certificates of occupancy. once those steps and other regulatory requirements are met, they will receive their registrations. however, it's not clear when medical marijuana will be available in the district. "the washington post" reports the six cultivation centers approved haven't even begun growing the plants yet. occupy d.c. is moving out of mcpherson square in washington. the group decided to leave sunday and has been tearing down the remnants of its camp. protesters started camping there in october but in february u.s. park police started strictly enforcing no camping regulations. an official goodbye ceremony is planned for the weekend. the group is now operating out of offices at 16th and l streets. metro is changing the name of one of the stations on the redline. d.c. mayor vincent gray and others will gather at the new york avenue, florida avenue, gallaudet university station and they'll officially change the station name to noma gallaudet u. metro has changed

bond hearing. the couple conspired to hide the fact that an online defense fund had raised well over $100,000. mike mcqueary took the stand against jerry sandusky tuesday. mcqueary testified about an assistant where he says the former defensive coordinator was in the shower with a young boy. sandusky is accused of sexually assaulting ten boys over a 15- year span. the world health organization has changed the evaluation from diesel fumes to a carcinogen. the american petroleum institute says the who's findings don't take into account newer and more efficient diesel engines. the photos in this next segment may be difficult to see. and we want to warn you they are graphic, but they are important to see in the fight against breast cancer. survivors donna and barbie are here to tell us all about the

scar project. ladies, thank you very much for being here. this is the notice that we see to save the day. every hospital that i've been in, every doctor's office where women are the primary patients, i have seen this little reminder about the scar project. what is the scar project? >> the scar project is a series of large-scale portraits shot by fashion photographer david jay of young women confronting breast cancer. it's basically an awareness campaign of honest pictures of women surviving the disease. >> it's honest which means that it's not always pretty to look at, even though it's a fashion photographer doing this. and you agreed to do this. why? >> i just -- it was my opportunity to show what i look like now after the breast cancer. >> we just saw a picture of you and if we could put that back up again, we noticed there were dog tags around your neck. you discovered your cancer

while you were fighting for this country in afghanistan. >> yes, ma'am. i was deployed in november 2010 and i stayed there for four months. that's where i found the lover. from there i was sent to walter reed for treatment. >> we've had some comments if people saying this exhibit could be exploitive of women. why should that not be the feeling? why is this so important? >> because it's what breast cancer looks like. i think that the average person doesn't really know what breast cancer does to a woman. >> we see the pink ribbon. >> we do. it disfigures a woman. it's deadly. it's terrifying and these pictures to me finally i found something that it's what breast cancer really looks like because i don't think take until people see it for what it is are we going to get the

reaction that we need to get, which is to end it. >> you have a preview party coming up. when is that? >> we do. eight going to be wednesday, june 20 from 6:00 to 9:00 at the dunes which is in columbia heights. and david jay, the photographer will be there and many of the scar models. it is a fund raisetory help us bring the scar project to d.c. there will be a book signing. you'll be able to purchase the book. there is a scar project book. and there also is a documentary that's been nominated for an emmy. >> the exhibit will be here for a week in october starting october 1. you'll get to see barbie and some of the other women. again, we're saying it's pictures of younger women, especially because we want younger women to know they too are at risk for breast cancer and can't ignore this disease. barbie, good to see you again. you've been to see us before and good to see you're in good health and thank you, donna. >> thank you. this morning the d.c. city council will select an interim
