this time, the charges come from the u.s. anti-doping agency. it claims armstrong was at the center of a systematic doping scheme during his title runs. that agency has the power to strip armstrong of all of his titles. susan mcginnis is in washington with details. susan, good morning to you. >> terrell good morning. armstrong hoped these allegations were over but the drug agency says it has new evidence armstrong's lawyer calls it a vendetta. for seven consecutive years, lance armstrong waved the u.s. flag as champion of the tour de france. now, the u.s. anti-doping agency says he used performance en hassing drugs touring his title runs. armstrong has repeatedly said he never doped. >> we've proven time in and time out there were claims. >> but the drug agency said it recently uncovered evidence that armstrong used epo, as well as blood transfusions, testosterone and court coe steroids from 1996

to 2004. u.s. federal prosecutors close a two-year criminal probe this past february but unlike the justice department, the u.s. ada does not have to prove a crime was committed, only that drugs were used. the drug agency has ten former teammates who have testified that lance armstrong used drugs. it also says armstrong used a campaign of intimidation to keep witnesses from testifying. tyler hamilton is one witness who came forward. >> i did see a transfusion, a blood transfusion. >> he told "60 minutes" he saw armstrong use drugs during the 1999 tour de france. >> really no difference between lance armstrong and the majority of the -- >> the armstrong claims there is a difference between him and the cyclists who were busted using drugs. he says i have competed as an endurance athlete for 25 years with no spike in performance. passed more than 500 drug tests

and never failed one. armstrong faces a possible lifetime ban from the sport. as of now, estebaned from triathalons where he's competed since he retieshd from psyche llg. >> thank you, susan. the prosecution in jerry sandusky's child molestation case could wrap up arguments tomorrow. three more alleged victims testified yesterday, one identified as victim number 10. he was threat yented if he told anybody he'd never see his family again. the former penn state football coach is charged with molesting boys over a 15-year period. he denies the charges. government forces have recaptured a rebel stronghold near the mediterranean coast. it lasted eight days with both sides deploying heavy weapons. a human rights group says hundreds of rebel fighters pulled out overnight. u.n. observers have been unable to reach him. this amateur video allegedly

shows a u.n. envoy on tuesday. back in this country in the race for the white house, president obama and mitt romney will be campaigning in the critical state of ohio today. it's the first time they've campaigned in the same state on the same day. the president in cleveland, romney in cincinnati. both men will be talking about the economy. no republican has won the presidency without winning ohio. mitt romney will appear on face the nation this sunday right here on cbs. cbs "moneywatch" time on a thursday. growing concerns over the european debt crisis and april bump in foreclosures spells bad news for the market. good morning terrell. cell phone maker nokia plans to lay off 10,000 workers worldwide. the finnish company says the cuts will take place by the end of 2013. although it's cutting costs, it remains focused on the smartphone market. timothy geithner is pushing

leaders to lay out specific steps on how to solve the confidence debt crisis. last night the treasury secretary said that by presenting concrete plans on ficking europe's finances, leaders will help improve investor confidence. his remarks come days before an important vote in greece and next week's g-20 summit in mexico. europe's debt crisis weighed heavily on overseas markets. there are concerns that cyprus could be the next economy to buckle. that sent asian stocks lower. tokyo's nikkei was down a quarter percent. the hang seng lost 1%. on wall street, news that retail sales slipped in may sent stocks lower. the dow lost 77 points. the nasdaq was down 24. and the number of homes that entered the foreclosure process was up in may. the firm realty trac reports the number of homeowners received default or scheduled home auction notices was up 12% from april and 16% from a year ago.

and terrell, that means more homes could hit the market and drag prices down. >> erica ferrari in new york with us this morning. erica, thank you so much. the ceo of jpmorgan chase says the buck stops with me. jamie dimon told a senate committee that his banks multibillion dollar trading loss was an isolated incident and some executives will probably have pay taken back. danielle nottingham reports. >> capitol police escorted protesters out of the hearing room where the ceo of jpmorgan chase came to explain how his bank lost more than $2 billion on risky trades. jamie dimon apologized. but said he wants congress to put it in perspective. >> no client, customers or taxpayer money was impacted by this event. >> senators asked dimon why he was pointing the finger at the bank's investing unit. >> shouldn't you take personal responsibility since they were following the game plan that you personally laid out? >> that's why i'm here.

we made a mistake. i'm absolutely responsible. the buck stops with me. >> dimon did say chase will probably take payback from senior executives involved in the risky trades. the hearing comes as congress finalizes new banking regulations, including the so-called volcker rule designed to prevent banks from making risky trades for their own profit. >> it hasn't been written yet. it's very complicated. it may very well stops -- >> lawmakers are trying to get a handle on whether big banks are still a big risk. >> what would you do to make our system safer? >> the biggest disappointment i've had is we never actually sat down, republicans, democrats, businesses and had real detailed conversations about what went wrong, what needs to be fixed. >> dimon insisted there are some parts of stricter regulation that he does support. danielle nottingham, cbs news, washington. federal prosecutors have dropped all charges against john

expanded. it's destroyed more than 100 buildingsment one woman was killed. in southern new mexico, hundreds of residents have been chased from their homes. at least 22 buildings. since arriving in -- chung gang chen has lived quietly on the campus of new york university. when he fled china, he had to leave behind his aging mother and family members in the village where he grew up. holly williams of sky news went there to learn how they're doing. >> chung gang chen no longer lives in the village. we found it guarded by men who locals said were thugs hired by the government. >> these men are refusing to identify themselves but are saying that we're not allowed into the village and we can't film here at all. he escaped house arrest in april.

we went there to find out what happened to the family he left behind. chen's older brother met with us at a secret location nearby. he told us police tortured him to discover how chen managed to escape. they handcuffed me and tied me to a chair he said. then they chained my legs together and began to beat me around the head. they removed my own leather belt, looped it together and then hit me with that as well. he said, they also beat his wife and when his son tried to defend himself with a knife, he told us the police arrested him and charged him with attempted murder. we waited until nightfall when the guards were off duty to try again to get inside the village and meet chen's elderly mother. she is 78 years old.

she told us, she's been targeted for years ever since her son spoke out about how the local government forced women to undergo abortions as part of china's one-child policy. the men follow me wherever i go, she said. three or four of them at a time. sometimes they search me. my bag, my clothes, my pockets. they even search my shoes. this is the wall that chung guangcheng scaled. he waited until the guards went to get water to make a run for it. he had only ten seconds to do it. it was a desperate act after years of imprisonment and abuse. now, chen has freedom and a new life in new york with his wife and children. but the rest of his family still faces an uncertain future. holly williams, sky news, for

here's a look at the weather in some cities around the country. in d.c., partly sunny, 80 degrees. partly sunny, 86 in atlanta, partly sunny, 90 in st. louis. mostly sunny skies, 84 in denver. 63 in seattle. the punishment phase of a houston murder trial begins today following the conviction of a man who defended himself using the texas version of a stand-your-ground law. he faces up to life in prison for shooting a neighbor who was holding a noisy birthday for his wife in 2010. carrying a gin and a video camera, rodriguez walked into the neighbor's driveway and opened fire claiming he was in fear for his life from the unarmed victim. in buffalo, new york, police are hunting for a doctor suspected in the shooting death of a hospital receptionist. 49-year-old dr. timothy jordan is a trauma surgeon and former army special forces expert.

and monika samtani is here. howard bernstein kicks it off with weather first. >> look what he's wearing. flag day. when i was in elementary school, we had a big assembly on flag day every year. always close to my heart, a special day for me. weather wise it should be a special day for you. it's comfortable. it's not going to be in the 90s. it's late june. we're going to be in the 70s, maybe 80. had some clouds roll off the atlantic. we're cloudy right now. sunshine mixing in this afternoon. that will keep temperatures in check in the upper 70s to maybe 80, 81 in the warm spots. the warmest will be west of town where it's a little drier and it will be a little sunnier. tough to see the low clouds coming in. they're coming southwest here off the atlantic while the high clouds are moving in that direction. they've overspread the region. we're cloudy and a little more humid. it's warmer, temperatures upper 60s, even low 70s in annapolis.
