on this flag day with a good forecast. looking pretty nice out there. we've had a few more clouds move in overnight but all in all a good temperature regime. we've got the broken clouds. as you look out toward the capitol with some of those clouds behind it. we dropped into the upper 60s now but mid-70s by noon and around 80 or so for the high give or take a degree or two with a northeasterly wind at 10 gusting to 15 miles an hour. the clouds moved in overnight, especially east of town. west of town we've had a lot more breaks and consequently cooler temperatures. it's 59 culpeper. 71 on the bay in annapolis. you see the mid- to upper 60s in southern maryland. nice day today. a little more sun this afternoon than this morning. highs toward 80. let's go to monika at 6:00 a.m. with a look at time saver traffic. >> i've been monitoring the traffic coming inbound on i-66. here's a live look from sky 9 at route 29 in centreville. you can see it's just slowing down with the lanes open. the delays begin back in

manassas. you're used to that at this time of the morning. you hit the brakes again route 50 to 123. let's go over to the maps. the beltway is fine. it's incident free all around town. here's what it looks like on 270 on the southbound side leaving fretd rick this morning. it's from from -- frederick this morning. it's pretty good till you get to urbana where it's 40 miles an hour. still not too bad for that stretch. a live look at 270 a little further south. if you're planning to head toward shady grove road this is what you should expect. let's go back over to the maps and this time actually to another live look. this time it's going to be in college park on the outer loop of the beltway. still looking good at route 1 till you hit the 95 interchange. in my next report we'll go to the south side of town at 6:14. some call it a harmless joke. others say it was bad behavior. either way a group of seniors won't be allowed at graduation today. >> it's all because of a senior prank involving baby oil. the controversy is going on at

herndon high school in fairfax county. delia goncalves is there live this morning with both sides of the story. good morning, delia. >> reporter: good morning, andrea, jess. seniors who were involved, even those who weren't involved say it was all meant in fun but administrators call it a major disruption. six seniors planned to pour baby oil on hallway floors and stairs last week during finals. one student was caught actually pouring the oil and another was questioned and administrators say he later confessed. a total of three students were suspended and banned from graduation today, but here's a concern that some have. whether that one student was being questioned, he said we loosely and a security guard interpreted that as if he also poured the oil. he later admits to us that he planned to but he says he backed out and never poured the oil. all of this comes at a time when a school board is reviewing discipline policies at fairfax county schools, specifically if parents should be notified before students are questioned. >> graduation is such a big

thing. kids take aren't seniors are saying it's not a big thing but if they were in my shoes now, four years of hard work, i've never gotten in trouble and i've been waiting for this moment, my mom has been waiting for this moment, six months that's all she was talking about. >> honestly i feel the punishment was harsh. no one got hurt. the baby oil was just a joke. i heard about it the day before but honestly i didn't think they were going to go through with it but it isn't that bad. no one got hurt at the end of the day. >> reporter: but it could have been much worse. thankfully no one was hurt at all. coming up at 6:30, one student's failed attempt to reverse the decision. back to you. >> delia goncalves, a sad day for their parents, too. she's reporting live from herndon, virginia this morning. now to prince george's county. county executive rushern baker says he wants his administration judged by the success of the county schools. he announced wednesday a 12- person panel to advise him on education. >> the idea is to better support our teaching and

learning in and outside of the classroom. to help our children become the best that they can be. i am confident that this approach will improve student achievement in areas in the county that need it the most. >> the county executive said the council will include education professionals, business leaders, and parents. that news comes as the school system loses its number to in charge. deputy superintendent banita coleman potter is leaving prince george's county. she's going to take the superintendent's job in ocean springs, mississippi. it's a system of more than 5,000 students. dr. coleman-porter tells "the washington post" the offer was too good to pass up. after three decades, some resolution in the the case of a missing maryland teenager. cynthia gastelle disappeared 32 years ago. she left for a job interview on the morning of april 3, 1980. she made it to one appointment and then disappeared. in 1982, a hiker stumbled on

skeletal remains in haymarket, virginia. yesterday police confirmed those remains are those of gastelle. they believed she was stabbed to death but there's never been an arrest in her disappearance. phil mendelson is now the number to man in the district. he is the interim chairman of the city council. fellow counselors picked the at large democrat as its leader. he replaces kwame brown. brown resigned last week before pleading guilty to bank fraud. mendelson will serve as interim chairman through the year. voters will pick an official new chair this november. mendelson says he plans to run in that race. kwame brown and harry thomas, jr. have both resigned in disgrace if the city council in the last six months. the entire council got a lecture on ethics yesterday from none other than marion barry. >> the majority of the community has lost confidence in this council, has lost trust in this council. we are at the bottom of the

barrel in terms of -- [indiscernible] this is serious. this is for game. >> this is the greatest governmental crisis since home rule, quote, i can't think of anything except 9/11 that's been more horrific, end quote. it is 6:06. i am watching your money. the presidential campaign will be all about your money today. president obama is traveling to cleveland this morning. there he's going to lay out his plan for fixing the economy. the white house says the president will focus on creating jobs. presumptive republican nominee mitt romney also going to ohio to talk economics. romney says the president's policies are antibusiness. facebook ads may be more effective than you think. a new report finds people who like starbucks or target on facebook are more likely to buy something from those companies

than people who aren't. it's not just them. it's their facebook friends, too. starbucks finds people who see its ads on facebook are 38% more likely to buy something. for target it's 21%. do you find your personal life interfering with your professional life? you're not alone. when asked what your biggest distraction at work is 22% said personal relationship issues. this study was down by the wellness company compsyche. 22% said personal relationships, 19% said chatty co workers and 16% work relationships. only 4% said cell phones and social ya media were the biggest distractions. >> do you buy that? >> personal relationships, kind of. i think we tend to obsess about these things and sometimes we bring those to work with us. 6:07. cloudy says a -- howard says a

we are back at 6:11 on this thursday morning. here are some of the stories making news. one person is dead, three others hurt after a gas tank blew up south of los angeles. authorities aren't sure what type of gas was in the tank. the blast happened in an industrial area near the university of southern california. more than a thousand firefighters are working to

contain this 47,000-acre blaze near fort collins, colorado. look at that video right there. authorities say the blaze is only about 10% contained at this point. crews are also battling wildfires in ohio or rather in utah, wyoming and arizona. look at this. live from new york, it is the new one world trade center. the president and first lady will visit today. they'll get a progress report on construction. the building is expected to open late next year. >> you always see so many beautiful shots of this structure going up on facebook. >> the biggest one is in new york, the empire state building 776 feet appropriately when it's all completed. >> a great looking building. >> if you've seen any of the shows on how they built t it's redundantly strong. unbelievable. weather wise we have pretty good weather here. not quite unbelievable but we'll take it. for the next several days right through father's day, we're looking very nice before some heat builds into the early part

of next week. here's your bus stop forecast for the second to last time this week. this year, this school year. we're going to get one more day tomorrow. mostly cloudy. it's become partly cloudy. temps running in the 50s and 60s this morning. we're going to see sun and clouds mixed with i think more sun this afternoon. temperatures climbing in toward the mid-70s for lunch time. so could be a decent day to be outside for lunch, especially if you've got something to block the slight breeze out of the northeast. this afternoon we're going toward the 80-degree mark for a high. 5:00 p.m. 79. northeast winds at 12 miles an hour. so boarder line breezy today. we've got the moisture on the atlantic which is right there. you see the green areas, the higher dew points if you will. the drier air to the northwest. upper 40s and low 50s on the dew points but with the winds coming out ever the northeast today, this is trying to push back agent by. that's why we've seen a few clouds moving, especially east of town where temperatures also are the warmest into the 60s to even 70 in norfolk. inland we've got 50s and some

upper 40s. as we look outside our michael & son weather camera and tysons corner looking off toward the west, a few clouds out there this morning. national is checking in w-6 8 degrees and a north, northeast wind at 12 miles an hour and humidity 59%. we're going to watch the northeast flow behind this area of low pressure east of hatteras this morning drifting off toward the south. this will continue bringing in a little bipt of moisture so -- bit of moisture so partly sunny today and a few more clouds tonight but tomorrow and beyond right through the weekend looking really, really fine. around here today, near 80 degrees with a mix of clouds and sunshine. tonight partly cloudy, 50s and 60s. the nice weather friday, saturday, father's day as well. temperatures slowly climbing into the low 80s. monday mid-80s. then tuesday and wednesday hot with isolated afternoon storms. wednesday summer begins at 7:09 in the evening. high temperature could be into the mid-90s on that day. let's go to monika samtani here at 6:14. she's got the latest for you in time saver traffic.

>> thank so you much. good morning, everybody. the beltway has been incident fee all morning long. you just have a couple of slow stretches on the northbound side of i-95 as you leave quantico heading off and on toward dale city in woodbridge. i'm going to step out and show you a live picture from sky 9. northbound 95. this is what it looks like at the prince william parkway. again it's just that delay, that volume as you head towards springfield and on up to the beltway but all lanes are open as you can see. traffic is still moving pretty well all things considered. let's go back over to our maps. this time over to the bw parkway and route 50. heading through cheverly, you're going to be fine all the way to the northeast corridor. all your anacostia and potomac crossings are incident free. coming in on pennsylvania avenue, that's running smoothly across the anacostia river. there is a structure fire north capital street fort of rhode island avenue so you want -- north of rhode island avenue so you want to watch out for the activity in that area. we'll go to the north side of town at 6:25. >> thanks, monika. it is 6:15. summer vacation is upon us but

few more clouds off to the east but all in all, andrea is right, it's going to be delightful. we start with a look in the tysons corner area looking off toward the west with a few clouds there as well. partly sunny skies. 68 degrees at reagan national with noontime temps in the middle 70s. highs up around 80. a northeast wind at 10 gusting to 15. some clouds have moved in overnight on the northeast, especially east of washington and south south of d.c. but right now we have a nice hole overhead. sunshine, 68. a lot cooler out to the west but a beautiful afternoon. a mix of sun and clouds, highs upper 70s to about 80, 81 in the warmer spots. let's check in with monika samtani here at 6:30. a decent morning but a couple of issues here and there. it really has overall been a decent morning, you're right, howard. on the northbound side of 95, this is right in lorton. you'll find it pretty much continuous into springfield on

a good little pick me up. i'm get you some, charlie. was it a crackdown or misbehavior or an overreaction to a teenage prank? either way a group of seniors from herndon high school won't be walking at graduation today. >> it's all because of a planned senior prank. delia goncalves is live outside of the high school with reaction. >> reporter: typically schools don't tolerate this kind of behavior. i remember when i was a senior, several moons ago in high school, there was an announcement made if you were caught in a senior prank, you could forget about graduation. many of us thought it was an empty threat but this school actually went through with it. six students planned to pour baby oil on the hallway floors and stairs last week during finals. three of those students were caught and suspended, banned from walking across the stage to receive their diplomas later this afternoon. one student who said he never poured the oil but did admit to being a part of the prank

pleaded his case with his parents at a school hearing yesterday but the decision was final. >> we understand if people got hurt, we would have accepted the consequences and we still do but i feel like seven days and cannot walk at graduation is too harsh of a punishment. >> i was willing to do any punishment that didn't involve me not walking graduation. i wasn't trying to avoid punishment but the fact that they think it's okay to take away really the only proud day i'm going to have leaving high school, i disagree with that. >> reporter: just to put this all in perspective, a fire alarm was pulled just an hour after this baby oil prank. the students all evacuated the school safely but you can imagine with slippery floors, it could have been a disaster and many students could have been hurt. he also just got word from the school pio that racial slurs and vulgarities were spray painted on on school pot overnight -- property overnight

near the branlses of number -- entrances number one and three. school officials can't make a connection to these particular seniors or the backlash of them being suspended but school officials say this new event is rather suspicious because the timing is suspect. jessica, back to you. >> definitely a troubling development. delia goncalves live in herndon, virginia this morning. loudoun county will decide in the coming weeks whether to fund the extension of metro's silver line to ashburn. county leaders are reportedly leaning towards saying yes. "the washington post" says lawmakers are listening to business leaders in the county. they say without the extension past dulles airport, the county will lose business to neighboring fairfax county. without the metro, they say loudoun will be an old fashion bedroom community. an official kickoff today for the u street rehab project. the historic corridor in northwest is getting a facelift between 9th and 14th streets.

sidewalks will be rebuilt and widened, there will be new landscaping and new street lights. the $5 million project will be done by next spring. midders will be able to decide if illegal immigrants can receive in state tuition at state schools. the state's court of appeals ruled wednesday the dream act can be put up to a referendum. the lower tuition would only apply to illegal immigrants who lived in maryland for three years and pay taxes. opponents hope the issue will be on the ballot this november. what grade would you give the district? now you had your chance to rate city agencies all in one place. the city launched the website grade.dc.gov. you can compliment or complain. the city is hoping you'll give both positive and negative feedback. we have a link to the site on our site wusa9.com. the time right now 6:36. i am watching your money. jpmorgan chase stock ended up

1.5% yesterday. the company's c.e.o. jamie dimon spent the day on capitol hill being grilled by senators about the bank's billions of dollars in losses. danielle nottingham has that story. >> reporter: capital police escorted protesters out of the hearing room where the c.e.o. of jpmorgan chase came to explain how his bank lost more than $2 billion on risky trades. jamie dimon apologized but said he wants congress to put it in perspective. >> no client, customer or taxpayer money was impacted by this event. >> reporter: senators asked dimon why he was pointing the finger at the bank's investing unit. >> shouldn't you take personal responsibility since they were following the game plan that you personally laid out? >> that's why i'm here. we made a mistake. i'm absolutely responsible. the buck stops with me. >> reporter: dimon did say chase will probably take

payback from senior executives involved in the risky trades. the hearing comes as congress finalizes new banking regulations, including the so- called volcker rule, designed to prevent makes from making risky trades for their own profit. >> it hasn't been written yet. it's complicated. >> reporter: lawmakers are trying to get a handle on whether big banks are still a big risk. >> what would you do to make our system safe senator. >> the biggest disappointment i've had is that we never actually sat down, republicans, democrats, businesses and had real detailed conversations about what went wrong, what needs to be fixed. >> reporter: dimon insisted there are some parts of stricter regulation that he does support. danielle nottingham, cbs news, washington. the volcker rule is supposed to take effect next month, but banks have two years to fully comply. our time is 6:38. what dad wouldn't like to be fed well for father's day. >> in nine minutes, we're going

welcome back. 9 news now at 6:43. a pleasant 68 degrees. it's pleasant outside on the roads. no problems to report. i'm happy to say i haven't any major incidents all morning long to talk about close into town, including on the beltway here from college park into silver spring. we'll take a live look at new hampshire avenue and it's just par for the course here. no problems, just the delays on the outer loop as you leave new hampshire avenue. it's going to be pretty much continuous to georgia avenue before that pace improves. back over to the maps and this time heading in from route 50 and annapolis all the way in toward the beltway, new carrollton through cheverly
