d.c. man is fighting for his life after getting caught in a house fire this evening. this happened on a house on 15th street northeast. firefighters were able to knock down. the victim was found on the second floor and taken to the hospital. there were initially a report of a missing five-year-old. that youngster fortunately was found across the street. it is landmark change to the way our country deals with immigration. the white house announced today that it will stop the deportation of younger illegal immigrants who came to the united states as children and don't have a criminal history. >> it makes no sense to expel talented young people who for all intents and purposes are americans. >> the new policy applies to illegal immigrants under the age of 30 who came to the u.s. when they were younger than 16. those individuals may now apply for permits to work legally in the u.s. they also have to have been here for five consecutive years, have no serious criminal

history, are in school or graduated from high school, or have served in the military. as you may expect, not everyone is cheering the president's decision as armando triewl explains, the policy shift creates a big time challenge for opponent's dream act. >> that's right. tonight the big question for those on either side of the illegal immigration debate is that the president's decision can be challenged in the courts or ballot box. >> we'll have to put a fence around maryland. so many illegals looking for amnesty. >> effective immediately, the department of homeland security is taking steps to lift the shadow of deportation from these young people. >> president obama's decision to allow young undocumented immigrants are angering those who support a hard line on illegal immigration, including brad, who spearheaded the drive to repeal maryland's dream act. >> is this not an administrative dream act that could allow them to get in

state tuition regardless of whether the dream act is repealed here? >> yeah, i think that it will not give them in state tuition, we'll have to see how this plays out. we are on the referendum against in state tuition. it will be voted on in november. >> outside the white house, jubilation. students celebrated the chance to live the american dream and make a difference. >> most of us are here, we want to pursue our education. we want to pursue our future and give back to this country. i live with my cousin who has muscular dystrophy and i would like to find a cure for his disease. >> the president has the authority to grant this blanket to defer deportation status. they also believe having these work permits can help students secure a status as it qualifies them for in state tuition as long as they meet criteria

regardless of whether the dream act is repealed. back to you. >> thank you armando. mitt romney is hitting the road. the gop presidential nominee will be stopping in small towns. romney started with new hampshire earlier today. >> when americans rose up and demanded stop borrowing money and sticking our kids with the bill. the president wasn't listening. he was in the line with china getting another loan. >> i don't support him and i think it's going to destroy our country. >> as you just heard, not everyone in the crowd was on board with romney's message. he has an uphill battle on his hands. the president won all six during the last election that romney plans to visit. pennsylvania is his next stop. disgraced d.c. councilman is scheduled to report to prison next week. but tonight, supporters gathered to pray for him at the michigan park christian church in northeast. thomas was sentenced to 38 months behind bars last month

convicted of stealing more than $350,000 in government funds and filing false tax returns. new documents have surfaced that show secret service agents have been accused of scandalous behavior long before the news broke about that trip to columbia. those papers show that agents were accused of sexual assault, partying with under age girls, another misconduct. secret service director has said that the events in columbia were not part of a larger pattern of misconduct at the agency. >> a popular deli that became a crime scene. today became a the scene of an emotional outpouring. a vigil to the owner of that deli shot to death in her own shop. june lim who ran the grace deli. family members and customers came to remember her. among them, her son, peter. >> it's overwelming. i had no idea she touched so many people.

take people for granted. i always knew my mom was a wonderful person who loved so many people. >> those people loved her right back. >> a $25,000 reward goes to anybody who has information that leads to an arrest in her death. a major election in greece that could have an impact on economies around the world. depending on who wins, greece could become the first country to stop using the euro. if that happens, it could trigger a financial crisis across europe. that would eventually hit the u.s. as well. >> he's accused of absolutely horrific crimes. next week, the defense in the child sex abuse trial will try to prove the former penn state assistant football coach has done nothing wrong. this week, the prosecution made a powerful case against san dusky. many of the victims coming forward, telling their stories of sexual abuse, even rape. young men under oath testifying they were taken advantage of by san dusky over and over again.

but what makes a victim return to a sexual predator? sometimes repeatedly. ken takes a look at what is behind the abuse and joins us with more. >> earlier today i spoke with a former victim of abuse. he said victims of abuse are trapped and feel too helpless to fight back. >> asked a really insightful question. >> mark is a crisis communications consultant. he is most known for being the first survivor and describe what a priest did to him. now he's explaning why victims allow themselves to be hurt over and over by their abusers. >> a predator like that is very skillful, very patient at stripping away the instincts. >> creates a feeling of being trapped. >> the kid just doesn't know that the perpetrator convinced him that this is their secret, this something special.

this is something just for them. >> a predator makes victims feel special by rewarding them for gifts and praises. many times victims who come from broken homes, the rewards offer incentive for them to keep quiet. that's exactly what happens to serano and what jerry san dusky is accused of doing to his victims. >> he used bowl games traveling with the defensive coordinator for his vision one football team. >> the intimidation by the abuser. accuser number nine in the san dusky trial was asked why he didn't try and get it away. what was i going to do? he was a big guy, way bigger than me. >> victim is being traumatized is because the victim is trapped. >> the defense in the san dusky trial will get their chance in providing their take on the allegations on monday. anita. >> great insights ken. thank you. in virginia, a victory for supporters of abortion rights. the virginia board of health approved a new set of regulations that apply to abortion clinics, but, they

eliminated one key provision. it would have forced existing abortion clinics to meet the same building standards as new hospitals. opponents said it was unnecessary and would have forced many virginia abortion clinics to close. >> we have ophthalmologists, dermatologists, and certainly plastic surgeons doing procedures in their office that are far more complicated and have never been subjected to these targeted regulations. >> today's vote is not the last word on the matter. the board's decision goes back to the governor and attorney general for consideration. and that's followed by a 60 day period for public comment. this weekend marks the kickoff of the bicentennial commemorating the war of 1812 in baltimore and the writing of the star spangled banner. meanwhile, here in the nation's capital, the occasion is going kind of unnoticed. scott broom is in charm city with more on the difference and why. >> reporter: in baltimore,

falls. making his way into history. as randall was one of those following each one. >> nik wallenda stepped on to a 2-inch cable and stepped into history. the first person to cross the horseshoe falls from the u.s. to canada. >> it's very natural to me and normal. >> from the moment he mounted the wire, spectators were spell bound. >> i thought it was really cool. he had a lot of guts to get up there. >> this takes the cake right here. this is the big thing. >> there were 1800 feet of danger. the wind, a swaying cable, the mist rising from the gorge. but wallenda said he was prepared. >> we train on a cable the same tension, but close to the ground. so i get a feel for that cable and we throw in heavy winds of 55 miles an hour and we brought in the niagra falls fire department, which were amazing guys that came out with their

fire trucks and sprayed me down to recreate that mist. >> nick was on the cable alone, but his family was behind every move. >> his father and uncle engineered the equipment. his mother designed his shoes. taking risks is in his family's dna. his great grandfather led the flying wallenda's until his death from a high wire fall in 1978. >> i do everything i do to pay tribute to my grandfather. >> it would make his grand dad proud. randall pinkston. >> look at that fist pump. so happy to be done. that was impressive, but our own meteorologist is a daredevil himself, and he doesn't need any tethers. >> i am feeling pretty confident here. a little scary, but let's see what we can do. not bad. what do you say we go backwards and add fun, like a beach ball?
