the leaders want to boost spending and job creation as opposed to austerity. susan mcginnis is in washington this morning with more. susan, good morning to you. >> reporter: terrell, world leaders will apparently say today they will take all measures necessary to stop this european crisis. this new plan comes down on the side of those who, like president obama, support more spending and not budget cuts. fireworks lit up the skies of los cabos, mexico, where the g-20 summit is being held. they were set off as word spread that the group will announce today a plan to fight the economic crisis in europe it calls for government spending to create jobs and growth, something president obama has been pushing for. >> so that the economy grows, the situation stabilizes, confidence returns to the markets. >> reporter: this comes amid concerns that spain may need a bailout as a result of high interest rates on money it borrows. >> they really can't afford to borrow. >> reporter: a separate discussion took place at the

summit between president obama and russian president vladimir putin. this one lasted far longer than expected. >> the fact that the meeting went for two hours that was because they were talking about syria and they didn't want to stop talking about syria. >> reporter: cbs news has learned russia is loading two ships in the black sea with arms and ammunition, a third carrying attack helicopters is headed for syria. russia says it's trying to secure its naval base there. >> we'll have to monitor it very closely and determine whether they're doing anything beyond that. >> reporter: following the discussion, some noted both presidents appeared aloof toward one another. >> the body language stuff, i've been in a lot of meetings with putin, i've watched a lot of video with him there. was nothing extraordinary. that's just, that's the way he looks, that's the way he acts. i wouldn't read anything in to that at all. >> reporter: both leaders said syrians should choose their own next government. now, european markets in early trading today are up slightly, so some optimism about this plan

that's coming out today, terrell. of course, we'll have more on that in "money watch." >> susan mcginnis in washington, thank you so much. the united states oppressioning the egyptian military to quickly transfer power to the newly elected civilian government. egypt's generals tightened their grip on power, issuing constitutional amendments that weaken civilian rule. yesterday, the generals said they would hand over power by the end of the month. the united states provides $1 billion annually to the egyptian military. the military power grab sets up a possible confrontation with the apparent winner of sunday's vote, islamic mohamed morsi. back in this country, the raging colorado wildfires destroyed more homes. the fire west of ft. collins has now engulfed nearly 92 square miles and destroyed at least 189 houses. that's the most in state history. the fire is 50% contained but still being fueled by low humidity and hot weather. the jury in the jerry sandusky child molestation trial could get the case by thursday. the defense is presenting its side as sandusky may take the

stand. sandusky's lawyers are arguing that he suffers from a personality disorder that involves excessive attention-seeking. manuel gallegus has more. >> reporter: lawyers for jerry sandusky are trying to show jurors a different side of the man accused of sexually abusing children. first up on the witness stand for the defense, former penn state assistant coach jake anderson. he said he and other coaches were sometimes around when sandusky brought young boys into the shower at penn state. he testified he didn't consider it inappropriate. a lawyer for one of the accusers says it doesn't seem like a strong defense to him. >> to persuade someone that what mr. sandusky did was right by trying to establish that, well, people shower all the time, i don't think takes you very far. >> reporter: sandusky is charged with 51 counts of sexually abusing ten boys on penn state's campus and his home. he met most of his accusers through his charity for at-risk children. the judge told jurors it looks like the defense and prosecution will have everything wrapped up

by wednesday with closing arguments and jury deliberations starting thursday. the defense may call sandusky's wife, dottie, and members of joe paterno's family, and one of the last to testify could be sandusky himself. >> his lawyer has to see where things stand as things progress. >> reporter: the prosecution wrapped up its case with one final witness, the mother of a boy sandusky is accused of raping. she testified her son had behavior problems after spending time with sandusky. manuel gallegus, cbs news, bellefonte, pennsylvania. the alleged shooter in the ft. hood massacre, major nidal hasan will be bard from today's scheduled pretrial hearing unless he shaves his beard. he appeared earlier this month in court with a beard, violating military regulations. hasan is charged with shooting to death 30 people and wounding more than 30 others in 2009. a bond hearing for the man accused of killing trayvon martin is scheduled for next week.

george zimmerman's bail was revoked after the judge decided he lied over his finances and a phone conversation looks to further the claim. >> reporter: prosecutors say jailhouse phone calls between george zimmerman and his wife show the couple talking about the money, more than $100,000 raised for his defense. they used code to describe the amounts. >> in my account, do i have at least $100 or close somewhere? >> $108. >> total, everything, how much are we looking at? >> um, like $155. >> good. >> reporter: the calls also detail how zimmerman instructed his wife to transfer money between bank accounts. the former neighborhood watch volunteer is facing murder charges for killing 17-year-old trayvon martin. zimmerman claims the shooting of the unarmed teenager was sel self-defense. zimmerman was released on $150,000 bond in april, several days after the calls took place.

at his bond hearing, his wife, shellie, testified the couple was broke. she is now facing perjury charges and zimmerman's bail was revoked. zimmerman can also be heard in the phone calls asking his wife to buy bullet-proof vests for both of them and for his attorney. >> we'll need three. >> three? yeah. >> one for me, one for you, one for mark. >> reporter: the phone calls could play a crucial role in zimmerman's second bond hearing next week. cbs news, new york. baseball great roger clemens says he's thankful that a jury a acquitted him on charges of lying to congress about lying about usining steroids. clemens repeatedly denied using steroids. an emotional clemens spoke after the verdict. >> it's been a hard five years, and they've been great behind dad and supporting dad. my wife has been a rock. all you media guys that know me

and follow my career -- [ applause ] i put a lot of hard work in to that career. >> the main witness in the government's case was clemens' former trainer brian mcnamee. prosecutors conceded mcnamee was flawed. dharun ravi, the former rutgers university student convicted of using a web cam to spy on his roommate is due to be released from jail. ravi was convicted on 15 criminal counts and convicted to jail. days after he posted video of his roommate kissing another man. clementi killed himself. classroom charity. a california teacher makes a huge donation to her school, and it's not the first time. this is the "morning news." sometimes, i feel like it's me against my hair.

investigation of f to include the most popular car in america. the probe now includes 600,000 camrys from 2008 and 2009 model years. toyota and the government have received 161 complaints of fires starting in the doors of the camrys, along with several other toyota models. 1.4 million vehicles are included in that investigation. and investors got a positive sign about the economy on monday. a report by the national association of homebuilders showed confidence among u.s. builders is at a high, a five-year high. that's an indication that the housing market may be improving. jpmorgan chase ceo jamie dimon goes back on the hot seat on capitol hill today. dimon will testify before the house financial services committee. last week, the senate banking committee grilled dimon about his bank's recent multibillion dollar losses. during that hearing, dimon told lawmakers that the executives

sun, 62 in seattle. top stories on a tuesday morning. today the leaders of the g-20 summit in los cabos, mexico, will unveil a plan to ease the economic crisis in europe. the proposal calls for more growth with an emphasis on job creation. and that growing wildfire in northern colorado has now destroyed 189 homes, a state record. the fire is 50% contained, but hot weather and dry conditions are hampering firefighting efforts. apple's ipad is about to face some more competition. microsoft has unveiled its new tablet called surface. the company hasn't said when it will hit the market, but the software giant has a lot riding on this new gadget. >> reporter: take a look at microsoft's new tablet computer called surface. it's an ultrathin touchscreen device designed to compete with the apple ipad. >> microsoft did something that people said they would never do, which is they got in to the hardware business building something that's almost a pc.

>> reporter: surface runs on microsoft's new operating system, windows 8. it has a built-in stand and snap-on cover with a keyboard. >> i think people expected either a tablet or a pc. i don't think people expected them to sort of pull the two categories together as well as they seem to have done. >> reporter: the new surface is only about 9 millimeters thin, weighs less than a pound and a half, and depending on which version you buy, can score between 32 and 128 gigabytes. this is the third time in microsoft history that it's offered a computer of its own. the surprise announcement comes just three months after apple announced the latest upgrades to its ipad, including a sharper screen display and faster 4g wireless. >> we are redefining the category that apple created. >> reporter: apple has virtually cornered the market on what it calls post-pc devices, the ipad as well as iphone and ipod. more than 172 million were sold last year alone, helping to make

>> we're going to crank it up. yesterday we got real lucky. a bad forecast in the sense that we only stayed in the upper 60s at dulles. we'll take it because we have mid- to upper 90s coming the next few days. today we'll get into the 80s. so much warmer than yesterday. we'll back it up and show you the view outside. nice looking morning. we have temperatures in the upper 60s here in town under cloudy skies. by noon we should start seeing sunshine, 81. highs today right about 88 degrees. we are looking for the isolated shower or thunderstorm. got this northwesterly flow. we had a few showers earlier form on the eastern shore. they're down in the delmarva. a couple of sprinkles in southern pennsylvania this morning. they're starting to show up on live doppler 9hd from hagerstown to thurmont. we're seeing some of these. maybe toward myersville and boonsboro. these are tiny little sprinkles right now. visibilities tiny bit of an

springfield. now to 66. you have traffic on the inbound side of i-66 at nuttily street and if you're -- nutley street. and if you're planning to head on the other side, construction i-66 east at 123. one more look at the beltway in landover. traffic is moving well. coming up in my next report, we'll take a peek at 270 at 4:39. pit bulls, are they instinctively a vicious breed or man's best friend? maryland lawmakers will begin considering that question today in annapolis. >> today's rules has to do with the maryland court of appeals which labels pit bulls inherently dangerous. we spoke with one man with one rather unique perspective on the issue. >> reporter: andre hawthorne knows a little bit about dangerous dogs. >> i was scared but mostly i was angry. >> reporter: he fought off do

of them back in april after they started attacking several children in the northeast neighborhood. the dogs were eventually found and euthanized while andre is still recovering from his injuries. >> i can't move these two fingers. >> reporter: talking about the need for stricter regulation of certain breeds of dogs. >> these dogs would have killed them kids. >> reporter: a recent maryland court of appeals ruling labeled them inherently dangerous, a ruling that would make it easier of pit bull attacks to sue the dogs' owners. a task force of the maryland legislature will start reviewing the ruling and perhaps consider legislation to block it. >> some dogs need to be legally dangerous. >> reporter: which andre hawthorne thinks would be a very bad idea. >> it should only be allowable if the owner attacked the person. >> reporter: scott has a much different opinion. >> it's in the hands of the person. any dog can be dangerous when
