but things are starting to pop. in virginia there is an accident that involves a tractor-trailer on the northbound side of i-95. north of route 1 but before you get to lorton. it's in the hov lanes. it's sitting on the shoulder. waiting on some help. let's go back over to our maps. this time out west where there are no problems to report on the dulles toll road or i-66 coming in from anap liss or the airport. we'll take a look inside the beltway 066 where there are no issues at spout run. in my next run we'll update you on the accident in lore ton at 5:09. -- lorton at 5:09. are certain breeds of dogs inherently dangerous or does it depend on the humans and how they treat those dogs? that's the question before a group of maryland lawmakers today. >> they're creating a special

designation just for pit bulls. 9news reporter delia goncalves is in our satellite center with the story. good morning to you. >> reporter: good morning, jessica, andrea. this is a pretty heated debate. folks passionate on this issue. it has dog owners and lawmakers at odds over this issue. lawmakers want to make pit bulls dangerous dogs as you mentioned, and theyle want to make homeowners liable for the dogs' actions. let's take a look at some video. the law follows a maryland court of appeals ruling recently that labeled the dogs inherently dangerous. now a task force of lawmakers will review the ruling, even consider legislation backing it. the proposed law makes it easier for a landlord or a homeowner to be sued if a pit bull on their property attacks someone. dog owners who protested in annapolis recently say they fear choosing between their home and the family pet.

>> i'm afraid of being told to get rid of him or get out of my house. >> i'd move to virginia before they told me to get rid of my dog. >> we have families who are having to choose between their rental home and their beloved family pets. please say no to that. >> reporter: that last sound bite is one of the ten lawmakers who are part of the task force and that task force will be meeting a little later today. they will be hearing from a number of witnesses, including dog owners who live in maryland. coming up at 5:30, hear from an animal advocate who admits himself that pit bulls are often chosen by criminals, including drug dealers. andrea, jess, back to you. >> thank you, delia, reporting live from our satellite center. police are looking for a person of interest after a woman was found dead in a beachside motel room. a cleaning crew worker found the woman's body yesterday morning inside a ground floor

county attorney, his tree trimming bill will be rewritten to apply to all companies. county residents have complained pepco is being much too aggressive in trimming their trees away from pow wire lines. -- power lines. pepco has maintained trimming is needed to help prevent power outages. virginia governor bob mcdonnell's bill to keep the redskins headquarters and training camp in the commonwealth is coming under scrutiny. democrats questioned members of the governor's administration yesterday about that deal. lawmakers asked them to prove that the team would have left redskins park in loudoun county without it. the $6.5 million deal was signed earlier this month and guarantees the redskins will stay in virginia the next eight years. we want to remind you about tonight's big gala to fight breast cancer. the news babes bash is at 7:00 a.m. at the renovated howard

good morning. welcome back to 9news now. it's 5:15 on this tuesday morning. get ready for the heat to return. it is summer after all. >> that's right. summer officially begins tomorrow night 7:09. we hit the summer solstice so the sun angle about as high as it's going to get. sunburn about as easily as it can. >> i knew that last weekend.

i'm still scratching. >> wear sunscreen, a hat. weather wise let's talk about what's happening outside. the allergy numbers came in. they were all in the low category which is good. as far as this morning, we've got some clouds out there now. i think we'll get into partly sunny conditions later this morning into the afternoon. as noontime temps approach 8 on, we will have a stray shower or storm possible, mid- to upper 80s for highs this afternoon. winds southeast to southerly at about 5 to 10 miles an hour. here's a look at the radar since last night. had a few showers and storms on the eastern shore down toward the beaches right now. and some very light sprinkles are coming in from southern pennsylvania into northern maryland right now. we're seeing them up across northern frederick county getting up toward caroll county, approaching frederick and thurmont. so we're going to watch those areas as well for just a couple of very light sprinkles this morning. temps are in the mid- to upper 60s. it's 67 in sterling.

manassas 66 in prince william county with 67 in spring field. 67 also for alexandria and rockville. 68 up in baltimore this morning. as we look outside, just a little bit of light. we're not quite from sunrise here. cloudy skies and a southerly wind at 8 miles an hour. your barometer rising slowly 30.13. big dome of hot ware from the great lakes back to -- hot air from the great lakes back to texas. the jet stream, this is where we're fining the most active weather. on the edge of this dome of high pressure, this is where we're seeing the bigger thunderstorms. some of them have been riding through the great lakes and coming through new york state. we've been on the tail end of this the last couple of days. you'll notice the clouds are sinking from the northwest to the southeast. so anything that forms again wants to move in that direction. so as we head toward later this morning and the afternoon, we'll watch to see what's going to pop here with the showers and storms and we see some

isolated stuff out to the west along the blue ridge. better chance there. we'll just have to continue to watch that for the night and then maybe a shower overnight and even tomorrow morning we could be popping a few showers here and there as we go throughout time. tomorrow afternoon daytime heating more showers and storms pop. so the next three days, green today. going to be warmer, even though there's going to be a stay storm i think there will be few problems. tonight 60s and 70s. tomorrow mid-90s so we've got your yellow weather alerts with the heat. isolated showers and storms. the heat could definitely be impacting your plans. friday a better chance of storms and better for the weekend in the 80s. let's go over to monika samtani with time saver traffic this tuesday morning. there are a couple of accidents right now. one in maryland and one in virginia. i'm going to start off with virginia on the northbound side of i-95. it's involving a tractor- trailer, although it's in the hov lanes on the shoulder, it

is attracting some attention and i believe help has arrived. we'll go to our traffic camera on the northbound side of i-95. on the northbound side here we go. you can see traffic is slowing down. the tractor-trailer accident sitting here on the shoulder in the hov lanes but that sets the tone for a tough one early on, especially when you think about northbound i-95. we'll go back over to our maps this time to the accident in maryland. on the southbound side of the bw parkway, it's after route 202. it's also sitting on the shoulder but as you head through cheverly, you want to watch out for that. the accident in mt. rainier route 1 at south dakota avenue has been cleared so no issues there to report this morning. coming up in my next report, we'll take another look at that accident in virginia. but first, new parking meters are coming soon to a stretch of route 1 in hyattsville. formally rundown buildings have been transformed into new restaurants, shops and apartment buildings. the gazette newspaper reports 61 new metered spaces are being

by midday we'll be about 80 and this afternoon mid- to upper 80s for highs. there's going to be a chance of a shower or thunderstorm. better chance will be west toward the blue ridge and shenandoah valley than here in d.c. you notice some showers and storms overnight off to our east. a few sprinkles this morning. mainly north of town, in around frederick county, caroll county and even toward jefferson county, west virginia. this stuff is pretty light and pretty sporadic. temps are in the low 70s in annapolis but low 60s in easton and mid-60s most everywhere else. monika samtani, 5:29, what's it like for the commuters this morning? we're kind of off to a rough start, especially if you're traveling over here in maryland. first of all i just got word of this accident where you see the icon on route 210 at old fort road. that is in fort washington. so if you're one of those that leaves accokeek heading for oxon hill, you want to watch out for that one. there's also an accident ath further north on the northbound side of 295 right after the 11th street bridge. it's in the right lane so a

couple of factors for you this morning as we head out the door early. we'll take a live look outside. this is fine on route 50 as you leave the bay bridge. no issues to report as you head through over to the beltway. this is northbound i-95 in lorton. this has been an issue for half an hour or so. northbound 95 in the hov lanes in lorton with the accident there on the right shoulder. in my next report we'll take another look at area roads at 5:39. back to you. montgomery county police are looking for help in trying to solve a series of burglaries. >> burglars have hit 18 homes around germantown since early april with the latest one happening sunday night. the same neighborhoods are also seeing an increase in stolen cars and thefts from vehicles. police say the suspect or suspects may be starting with cars and finding what they need to enter homes. >> in some cases they've left car doors unlocked. there's been a spare key to the vehicle or the house or in some cases a garage door open gler

one neighbor captured sur 1r5eu8 lance -- surveillance photos after suspect. he could be responsible for some or all of the recent burglaries. they want to make an arrest before anyone has a violent confrontation with a burglar. today a group of maryland lawmakers will debate a recent ruling in the state's highest court. it labels pit bulls as inherently dangerous. if the designation stands, that would make it much easier to hold owners of this breed liable in case of an attack. 9news now reporter delia goncalves is in our satellite center with the story. good morning to you, delia. >> reporter: good morning, jessica. you got it right. as the law stands now, a victim must prove that the homeowner knew the attacking pit bull was in fact a vicious dog and that can be very difficult to prove. this proposed law removes that requirement. a task force today as i mentioned will review the court ruling and other state laws across the country as they consider a law that would make

homeowners and landlords liable for a pit bull's aggressive behavior. animal act cats fear the law would hurt responsible dog owners and lead to more pit bulls at shelters. but at least one advocate we spoke to says pit bulls got their bad rep decades ago from criminals. >> they're the dog of choice for gang members, drug dealers. that's really when the pit bull problem exploded. it was in the mid-'80s when the drug dealers and crack epidemic, those people started getting pit bulls for protection and they started training them. but it's not just that. it's the dogs that are put in the backyard and forgotten about. and they're not seecialized -- socialized. they're not trained. they're the product of an irresponsible owner. >> the advocate goes on to prove his point saying that an abused and neglected poodle staying in the backyard not being fed, not being taken care of would have the same temperament as a pit bull living under the same

condition. so when are we likely to see a decision on this hot pit bull issue? i'll have that for you coming up at 6:00. back to you. >> thank you, delia. nature versus nurture, a tough question. in the meantime a georgia law school graduate accused of killing a 27-year-old from laurel, maryland wants his bond reduced. steven mcdaniel is charged with the murder of laura about a year ago -- lauren giddings about a year ago. he will argue his $850,000 bond is too high. using d.n.a. testing, the urban institute ruled out the convicted person in 5% of cases. and when considering only sexual assault cases, the wrongful conviction rate was over 8%. the wrongful conviction rate previously had been estimated at 3% or less. after years of battling to

more and not realize how much if you're getting to be outside and it can be a dangerous situation when we get this hot. let's talk about a coastal flood advisory going into effect till about 10:00 a.m. that's for the immediate washington area on the potomac and also anne arundel county northward there on the west side of the bay. just looking at high tides this morning which are going to run a foot, foot and a half above normal, we've seen a lot of this. it's becoming almost a regular thing with the flood advisories. our day planner we're starting out with mostly cloudy skies. low 70s by 9:00. partly sunny this afternoon. there will be an isolated storm. most of that will be west of d.c. out toward the blue ridge with highs mid- to upper 80s here about 4:00, 5:00 this afternoon. look at these winds south, southeast 5, maybe 10 miles an hour. so not too much wind and the muggies are back. went through that too quickly. the rays are in town. nationals hosting tampa bay.

first pitch 7:05. mid-80s around 7:00 with lower 80s later on with the humidity. you get baseballs flying out a little easier when it's warm and humid. here's a look at the radars across the region. had this flow from the northwest to the southeast. some showers and storms on the eastern shore have moved south and east just about off shore. but locally we're watching some light showers. a few sprinkles, if you will, coming in toward northern maryland here just north of mount airy in read rick county -- in frederick county in towards westminster seeing it along route 30 in pennsylvania as they drift off the southeast. they're fairly light. that's about the only game in town on the radar. 63 in cumberland. that's comfortable. one thing out there along with the temps in the 60s to even 70, the humidity is back. we really have been hug gi. we've got -- muggy. we've got the cloudy skies. humidity 78%. watch the dew point number. that will be creeping up.

mexico. >> president obama and russian president vladimir putin have also been meeting to discuss syria. susan mcginnis reports. >> reporter: fireworks lit up the skies in mexico for the g20 summit. they were being set off as word spread that the group will announce today a plan to fight the economic crisis in europe. it calls for government spending to create jobs and growth, something president obama had been pushing for. >> so that the economy grows, the situation stabilizes, confidence returns to the markets. >> reporter: this comes amid concerns that spain may need a bailout as rawflt high interest rates -- as a result of high interest rates on money it borrows. a special discussion took place at the summit between president obama and russian president vladimir pew continue. this one -- putin. this one lasted far longer than expected. >> it lasted for two hours because they were talking about syria and didn't want to stop

5:55. we've been talking about the sprinkles in frederick and caroll county. look at this. some heavier showers have popped in southern fairfax. this is just east of 95 and east of lorton and also in prince william county passing through. this is headed toward quantico. moving off toward the southeast making it into charles county in the next 20 minutes or so our futurecast, clouds and any showers will be moving southeast, 73. the showers are few and far between. we'll get toward the noon hour. 80ish here. partly sunny skies. maybe a patch of clouds in other areas. then this afternoon the better chance of showers and storms west of town with highs mid- to

upper 80s. arlington county ranks as one of the most prosperous in the country. census data shows the county has the fifth highest median household income at almost $95,000 a year. but there are still plenty of people living there who can't afford to buy enough food. in this report, jc hayward recognizes the arlington food assistance center. >> i was at one time a wealthy man, but due to circumstances, i am not any more. without this i would not have the subnantz to -- substan nantz to live well. >> reporter: he's 76 years old and retired. he can't buy enough groceries to last through the week so he gets supplemental groceries at the arlington food assistance center. >> some people would feel ashamed but i don't because the people don't make you feel

ashamed. they make you feel welcome. >> reporter: the 20-year-old food pantry not only provides food to over 4,000 qualified residents, but it also tries to give as much choice of foods as possible. >> strawberries are always nice and bananas and especially meats. >> reporter: they get 60% of its food from donations and the nonprofit buys fresh food, eggs, milk and chicken. >> by allowing our families to choose, they'll choose hopefully those things that their family likes and need. it also respects the dignity of the individual. >> wow, all kinds of goodies. >> reporter: families coming meet a variety of volunteers. >> we basically have all age groups. we even have family night that allows parents to bring in very young kids to do bagging of groceries for us. >> reporter: the volunteers say
