it's a little muggy. by 5:00 86. we do have an isolated shower or storm possible this morning and again this afternoon, but the better chances this afternoon will be west of town of overnight we've had showers and storms to our east. had a couple of sprinkles in northern maryland but on live doppler 9000hd, some leftier showers coming through southern fairfax county, crossing route 1 here east of the lorton area just on the south side of woodbridge. look at this heavy shower in prince william county coming down 234 headed toward quantico. that's about the biggest we have. that's just not much out there except if you're in those areas. temps in the 60s to around 70 in annapolis. it will be a warm afternoon, much warmer than yesterday when we were in the low 70s. low 80s on the bay. let's go to monika at 6:00 a.m. she'll let you know how things are moving or not. good morning, everybody. if you're planning to head over on the southbound side of i- 270, you just have delays right now. it's been about incident free

but about 39 miles an hour as you head for urbana leaving frederick. we'll take a live look outside. here's what it looks like on the beltway at university boulevard. this is the outer loop of the beltway. it's going to slow down past the i-95 interchange but the pace is good here. this time to an accident on the southbound side of the bw parkway. it's right on that ramp to get on to route 50 squeezing the ramp there along the right side so you know that's going to slow you down a bit as you head southbound on the bw parkway. we'll take a live look outside once again. this time we're looking at the northbound side of i-95. there had been an accident in the hov lanes in lorton. it's been cleared but left some slow traffic for you. other than that, it's pretty normal on i-95. want to let you know foggy bomb entrance escalators are out of service. the station remains open and hopefully you'll have bus service to help you out. another look at area roads at 6:11. >> thank you, monika. are pit bulls inherently dangerous dog or can they be

kept calm with the right owners? >> that's the subject of a pit bull task force. >> delia goncalves is live with more on this heated issue. i thought there were already laws outlawing certain breeds like pit bulls. >> reporter: some areas but in maryland the law right now is you have to prove if the pit bull attacks you, you have to prove the homeowner knew that dog was vicious and that's a difficult thing to prove. this would remove that requirement making it a lot easier for these homeowners to get sued. you can expect a lot of fireworks at today's hearing. lawmakers are going to hear from a number of witnesses, 25 in fact, including some dog owners, some landlords and even some advocates as well. the task force that will meet today will consider an april ruling by the maryland court of appeals labeling pit bulls as dangerous dogs after the mauling after 10-year-old boy.

the proposed law could make homeowners liable if a pit bull on their property attacked while other lawmakers are hoping that they can reverse the ruling all together. >> when they attack, they don't stop. this is what ends up killing people. pit bulls are the top killing dog breed. >> every animal is an individual. so to say that all pit bulls are inherently dangerous is absolutely untrue. >> reporter: we're told the task force will likely make its recommendation at a hearing. it's already scheduled for text tuesday. so what is the best and worst says sin father crow if this pit -- scenario if this pit bull law takes effect in maryland? we'll take a look at 6:30. >> delia goncalves is reporting live from our satellite center this morning. police in delaware are looking for a person of interest in what might be the first murder in the history of dewey beach. the town was incorporated in 1981. it's about 25 miles north of

ocean city, maryland. police say a woman was found dead yesterday morning in a room at the atlantic oceanside motel. the victim's name has not been released. a tourist michael brown says he was staying in the room next door. >> no, would never expect that to happen. very odd for this town. it gets busy in the summertime. generally people are down here having fun. >> dewey beach police have called in the delaware state police to lead this investigation. nine years after the alleged crime, montgomery county police say they found a man wanted for attacking a woman in silver spring. investigators say d.n.a. evidence linked david martinez to a 2003 attack. a national database informed investigators of the match. martinez was behind bars if texas. montgomery county authorities escorted him back to maryland last week where he's now awaiting trial. the hunt is on this morning for three suspects who terrorized a university of maryland student inside of his

off campus home. investigators say the home invasion happened sometime friday afternoon. the men got in through a locked door and attacked ryan miller. he believes the robbers may have been guests at a party that he hosted at the house. >> if it's true, it's because they've been inside before and they've been able to look around. i was being woken up with whatever it was, like a baseball bat, blackjack to the head, whatever. >> he had to get staples to close the gash in his head. he and his roommates plan to tighten security around their home and get baseball bats for protection. voters in the district will pick a new council chairman this november. it doesn't look like vincent orange will be on the ballot. "the washington post" reports the councilman told colleagues he's going to stay out of the race but phil mendelson will be in it. he picked up petitions yesterday to formally run for the seat. the at large councilman was picked last week to serve as interim chairman in the wake of

kwame brown's resignation. looking ahead to 2013, republican delegate scott lingamfelter is hoping to become the next lieutenant governor. he represents prince william county. republicans plan on holding a convention instead after primary next year. it's 6:36 on this -- it's 6:06 on this tuesday morning. i'm watching your money. a new database of credit card complaints goes online n. is from the consumer financial protection bureau. it will will let you see -- it will let you see the kind of complaints received. the database will launch today. when you're planning out your summer vacation budget, there's one thing a lot of people overlook and that is tips. it's -- it always helps to have a bunch of small bills on hand.

most arsenio hall show that went off the air in 1994. the white house and d.c. government have reached a deal. the obama administration will allow the school vouchers program to continue. >> but the debate goes on. should public money be used to allow students to attend private school? bruce johnson takes a look. >> reporter: nearly 900 d.c. students are using public vouchers to pay tuition at city catholic schools alone. >> we're just delighted that it provides families that power to make that choice for their kids. >> we have a lot of opportunity in choice for students. and we don't need vouchers in addition. >> reporter: so-called opportunity scholarships have divided local elected leaders. the new chairman of the dx council phil mendelson points out that compromise agreed to between the white house and senator lieberman gives $20 million to the voucher program. that's d.s.s. 20 million -- that's $20

million the president had earmarked for public and charter schools alone. >> he proposed roughly 50 % of the money goes to d.c. public schools and 40% to the charter schools which is roughly the same as the enrollment. but with this agreement we'll see less to both charters schools and the public schools. >> reporter: one group clearly satisfied with the voucher program, parents. they point out that 94% of the students attending school on vouchers graduate from high school. of that number # 9% go -- of that number 89% go on to college college. >> they're getting nurtured and matured in these schools. >> reporter: the demand for vouchers is also apparent. since 2004 there have been 11,000 applications for the d.c. opportunity scholarship program. roughly 5,000 vouchers have been awarded. president obama had budgeted zero dollars for d.c. vouchers in the current budget. bruce johnson, 9news now.

>> under the program in the district right now, elementary school students can receive a maximum of $8,000 a year in vouchers, $12,000 a year for high school students. now to the drama at university of virginia. the board of visitors has chosen the dean of the undergraduate business school to take over as interim president. that's slated to happen august 15. but the faculty senate met monday demanding president teresa sullivan be reinstated. it wants the two visitors members tossed out instead. they say sullivan was forced to resign behind closed doors. >> i think it's veries can tressing and it -- is very distressing and could do real damage to the university of virginia which is the flagship for the commonwealth of virginia. >> in her first public statement about this situation,

blue ridge and some of the higher elevations toward i-81 and the mountains. everything is moving northeast. showers and storms toward the delmar advancement light showers moving in toward northern maryland. in the last half-hour the showers have popped up. there's a little bit of lightning that has poured out of stafford. another heavier shower is about to move in toward northwestern areas in charles county. you can see it in marberry perhaps. locally your temps are running in the 60s to about 70. we've got 67 in crofton and columbia. out west of town, mid- to upper 60s in fairfax county with restton at 65. fort belvoir and manassas are at 66. as we look outside, cloudy skies this morning. 69 degrees. but it's a muggy 69.

humidity 81%. so it's up there. big area of hot weather across much of the country right now from the central part of the country to the great lakes with the jet stream well to the north firing off storms in minnesota and into michigan. just on the edge of the hot air, this is what we've been seeing. these showers and storms through pennsylvania and new york and occasionally they get toward us. that's what we're dealing with this morning. this afternoon better chance of that i think again will be in the higher elevations out west. so the forecast today, upper 80s. it's hot. very warm to hot. sticky. could be that stray storm. tonight we're in the 60s and 70s, muggy, hot tomorrow, 95. isolated afternoon storms. tomorrow and thursday, yellow alert days due to the heat. 97 thursday. the record is 98. we may make a run at that. towards friday looks like a better chance for some storms at 90 and at least cooling down a little bit toward the weekend. let's go to monika at 6:17.

she's got time saver traffic. things are going okay for some. >> they're okay for some and not so good for others. if you're planning to head out of southern maryland, an accident on the northbound side of route 5 branch avenue right here on the ramp to the outer loop of the beltway. so it's squeezing that ramp enough that it's going to cause close traffic here. this is long-standing northbound on 295 right after the 11th street bridge. that's also taking up a lane causing slow traffic as well. let's go to the live pictures out of southern maryland. here's what it looks like at 301 out of brantdzywine. back over to the maps this time we're going to head over to the west side of town. no problems on the dulles toll road or inbound side of i-66. just a bit of slow traffic right here in centreville and route 50 is that' stretched to the nutley street before the pace improves. we'll show you a live look from sky 9. the left side of the screen is the inner loop approaching i-66. nice and light heading

>> good morning to both of you. it's one more case of federal prosecutors taking on a very high profile defendant and then losing in court. this morning we'll take a look at how the justice department spent millions trying to convict roger clemens and how attorney general eric holder is becoming a bit of a political target when it comes to some of these courtroom failures. plus, the unexpected benefit of exercise. ladies this is especially for us. we're introduced to a group of women fighting off the effects of middle age by banning together, working out and getting a whole lot more out of it than just a healthy burn of calories. that's ahead when besee you at 7:00 -- when we see you at 7:00. >> a little help from your friends. >> it always works. a buddy system works well. we warned you about this first yesterday. prince william county police say today is the day they'll begin a crackdown on illegal parkers at the horner road computer lot. that's near i-95 and the prince

william parkway. the lot has 2,000 spaces but a lot of people still double park, park on the grass or ignore the big sign that says no parking. for now you'll just get a warning but they'll start towing cars july 2. aaa is out this morning with this travel prediction for the upcoming 4th of july holiday. it says this will be the busiest in a decade. more than 42 million americans will travel 50 miles or more for independence day. it will seem like all 42 million are going to the national mall. aaa estimates a quarter of people traveling will leave the friday before the holiday. july 4 falls on a wednesday this year. after years of debate action there will finally -- debate, there will finally abground breaking on a new wal- mart in orange county, virginia. it's expected to open in one year. it's in the community of locust grove, four miles away from the original site wal-mart wanted. preservationists did not like that site saying it was just too close to the wilderness battlefield. the case wound up in court.

wal-mart says its new facility will create more than 300 jobs. maryland's highest court says pit bulls are inherently dangerous. it was a controversial ruling this spring. today the state's new pit bowl council meets for the first time. delia goncalves is live in our satellite center with a preview. pit bull council? >> reporter: that's right. it's a group of about ten lawmakers from the house and the senate side. they'll be meeting today to review the ruling that you alluded to, that appeals court ruling. then they'll also hear from 25 witnesses and we're told on the list will you be law mangers, add -- lawmakers, advocates, pet owners, land lords. they'll be hearing from all of those witnesses before council makes its final recommendation. we're told that recommendation will likely come at a hearing that they scheduled for text tuesday. lawmakers -- for next tuesday. law make letters have to decide whether they'll uphold the ruling by the maryland court of

appeals or overturn it. some lawmakers want to old the homeowner responsible for a pit bull on their property attacks someone. advocates fear that law would force renters out of their homes and add to the pit bull population at area shoalters but proponents say that law would eliminate the abuse of the breed that have been used by criminals because of their vicious nature. >> they would find another breed. they're not the ones who are likely to be law abiding citizens anyway. so if there was a ban of pit bulls, the only ones it would really affect are the good responsible dog owners. >> reporter: this has been a very passionate issue on both sides of this der debate -- of this debate. the pit bug legislation will likely be debated among -- pit bull legislation will likely be debated among all lawmakers at a special session that could be

called later next month. back to you. >> thank you, delia goncalves live in our satellite center this morning. montgomery county police are looking for help solving a series of burglaries. burglars targeted 18 homes around germantown since early april. the latest break-in happened sunday night. montgomery county police have noticed an increase in stolen cars and thefts from vehicles which can escalate into home urk hears. -- home burglaries. >> they've left car doors unlocked. there's been a spare key to the vehicle or to the house or in some cases a garage door open gler police say you can avoid being victimized by removing valuables, spare keys and garage door copier from your cars at night. >> the time 6:36. i am watching your money. . we get a sneak peek at microsoft's surface. >> reporter: take a look at the

new tablet computer called surface. it's an ultrathin touch screen device designed to compete with the apple ipad. >> microsoft did something people said they would never do which is they got into the hardware business building something that's almost a pc. >> reporter: the surface runs on the microsoft new operating system. it has a built in stand and snap on cover with the keyboard. >> i think people expected either a tablet or a pc. i don't think people expected them to sort of pull the two categories together as well as they seemed to have done. >> reporter: the new surface is only about 9 millimeters thin, weighs less than a pound and a half and depending which version you can buy, can store between 32 and 128 gigabytes n. is the first time in microsoft's 37-year history that it's offered a computer of its own. the surprise announcement comes just three months after apple announced the latest up grades to its ipad.

>> we are redefining the category apple created. >> reporter: apple has virtually cornered the market on the devices. the ipad as well as iphone and ipod. more than 172 million were sold last year alone helping to make apple the most valuable company in the world. microsoft hopes to change the playing field with release of surface. microsoft didn't announce the price of the new device so it's unclear how the cost of the new tablet will compare to apple's best sellers. >> for all you techies out there, you're going to have to wait a little bit to get your hands on n. microsoft plans to release the surface this fall when windows 78 hits the market. windows 8 hits the market. you can bet people are going to love that. our time is 6:38. those red capital bike share bikes are everywhere these days. in nine minutes learn how much

welcome back to 9news now. it's 6:43, 69 degrees. a couple of things to tell you about. i've been telling but this accident on the ramp to the outer loop of the beltway. apparently it does involve a motorcycle. as you head northbound branch avenue, you want to watch out for that accident. the accident on 295 past the 11th street bridge was cleared. let's take a live look out of brandywine on route 301 at route 5. this is still moving very well out of southern maryland. let's go back over to our maps. this time to the northbound side of i-95 heading into dumfries. watch out for that rain coming down. it's going to slow you down a bit. then heavy across the occoquan

an isolated shower, even an isolated storm to the south. by noon partly sunny, 81. partly sunny skies. a mix of clouds and sunshine this afternoon. mid- to upper 80s with a threat of a thunderstorm in a couple of spots. best chances will be west of d.c. a high about 4:00 and then 85 still at 8:00 p.m. the tampa bay rays are coming in to take on the nationals. going to the game tonight should be okay. temps in the 80s. winds west, southwest. light showers up to the north. but it's down south right down here there into charles county, across the river and into stafford county where we're seeing the heaviest stuff. a little thunder as the showers and storms come out quantico. this goes to stafford along 95. there is goes. garrisonville through stafford tracking southeast at 15. in montgomery county, just some very light sprinkles that we've been watching here. one between boyds and poolesville back toward olney.
