civilian president. the military had promised a full handover to a civilian government. a gang of crooks gets more than they bargained for after trying to rob a man inside his own home. it happened in a wide water subdivision in virginia early this morning. that is where we find reporter, bruce leshan, tonight. >> the husband tells me he knew he had to do something when these teenagers allegedly threatened to tie him and his wife up and burn down their house with them inside. i talked to the couple briefly. the husband's arm is in a sling. the wife's face bruised and battered and they are just too shaken to talk on tv. >> all of a sudden, we hear this screaming outside and the guy is at our front door and he's yelling help. >> 15-year-old kayla is still shaken. >> these people were at our front door and they were bleeding. the guy had his hand wrapped.

he was bleeding. >> the victims ran two doors down to plea for help from kayla and her friends after escaping the teens who broke into their hand, beat them, and ransacked their home for valuables at 2:00 in the morning. >> he was hit in the head, you know, punched, hit, there was a club involved. also a knife. >> the husband grabbed a knife and fought back. stabbing two of the teens. police picked up one of them. minutes later in the neighborhood. they arrested the second after his mom brought him to the hospital. the third, 18-year-old terri welch finally turned himself in. >> the couple says they don't know what the teenagers were taking, but they know that they were high because as they were beating them, they kept saying, you're bringing me down. you're ruining my high. and then, that crazy threat to tie them up and burn down their

but the question is, can the gray administration afford another scandal? >> when you resign from his job as top administrator for the housing authority last week, michael kelly signed personal reasons. turned out that staffers there had accused kelly of having a sexual affair with a female staffer that he had appointed to a senior staff position, then approved her pay raises. >> he is a nationally respected professional. >> d.c. mayor says he nominated michael kelly to head the d.c. housing authority because of kelly's past work. and a hod investigation, which gray says cleared kelly of any wrong doing in philadelphia. >> can you afford to bring michael kelly on given all the other stuff going on right now? >> you know, the issue in question was investigated by hud. they indicated there was

consensual relationship. michael had a very, very successful career. >> kelly maintains a home in d.c. where his wife and children live. his no nomination to head the d.c. housing department must now be confirmed by the d.c. council. >> the primary issue should be his ability and skills. if there's something that is in his personal life and getting this much attention in philadelphia, then we should look at that as well. >> he'll take a big pay cut. kelly will make $165,000 here in washington. in philly, the job paid $125,000. >> he resigned three years ago in a dispute with the adrian fenty administration. before the sex scandal. he was given credit for bringing stability to the philadelphia housing authority. >> michael kelly is 58 years old. no date has been set for his confirmation hearing. the 38-year-old woman is also left her job at philadelphia. she was here on a work visa. she has gone back to her native

country. back to you. thank you. there is yet another new development in what may be the first ever murder in dewey beach. the suspect in the case, kumar of wilmington was found dead in belleville, new jersey, just a few hours ago. investigators identified the victim in the case as 26-year- old danielle melma of pennsylvania. she was found stabbed to death at the atlantic ocean side motel. a d.c. park may soon serve as a permanent tribute to chuck brown. between 18th and 20th streets northeast as chuck brown park. in a statement, the mayor said that d. c. and brown are linked to each other and the god father of go go should be honored by the city that embraced him and his music. how do we keep this financial crisis in europe from spreading to the rest of the world? that has been the big question before the g-20 leaders who

popular shoe maker, adidas, is under fire for a controversial new shoe design. the company released its new pair of kicks that comes with plastic ankle shackles attached to them. the tag line for the sneakers ask consumers if they got a sneaker game so hot you'll lock your kicks to your ankles. some critics related the concept to slavery. >> i don't think i want to see a young person of any background decide with the message they want to send to somebody, it's okay for me to be handcuffed and in prison shackles. >> the shoe's design says it has nothing to do with slavery

u.s. combat operations in iraq are over a plan in place to bring home our troops from afghanistan. the u.s. is planning to station 13,500 troops in kuwait. according to a report by the senate relations committee. the middle east is home to half the world's oil reserves and over a third of its gas. with political and security challenges abound, the u.s. needs to stabilize the region. used a web cam to spy on his roommate kissing another man. now, robbie is out of jail after serving 20 days of his 30 day sentence. his roommate took his own life after finding out about the video. robbie was convicted back in march on charges of bias intimidation, invasion of

privacy, and tampering with a witness. the chesapeake oyster is a regional favorite. this year, the largest oyster hatchery on the east coast is on a track to produce a record number of baby oysters or something called fat. kristin fisher takes us on a tour of a university of maryland lab oyster hatchery in cambridge. >> we want clean water, healthy water. healthy seafood. we need a lot more oysters out there. >> merit made it his life's mission to restore the oyster population in the chesapeake bay. right now -- >> the populations are decimated. >> slowly, year by year, his team at the oyster hatchery are trying to change that. it's part of a state's oyster restoration program. >> we are trying to help mother nature to get back to a population, that we can turn the corner and the oysters will start to help themselves repopulation. sperm being expelled right out

there. see it? >> the fertilized eggs are just floating in water. they are brought to these huge tanks to develop and they are fed this, home grown algae. then, they are released into the chesapeake bay. now these are just some of the shells of the $2 billion baby oysters that this hatchery deployed over the last ten years. they'll deploy half a billion this year alone, which makes this the largest oyster hatchery on the entire east coast. it's record breaking number, but designed to produce up to four times that amount. the problem, funding and oyster shells. >> this is a tiny fraction of when we need. >> much talking about the mountain of oyster shells behind him. to make more, he needs more shells for them to attach to. he is cautiously optimistic. >> as the oyster harvest increases, we hope that will supply some more shells for us. >> on the chesapeake bay, kristin fisher, 9news now. >> if you would like to see
