controversial provision. danielle nottingham is at the high court with more on that ruling. >> reporter: the supreme court struck down parts of an arizona law designed to crack down on illegal immigration. for now, the justices are letting a provision go forward that requires police to check the immigration status of anyone they arrest or apprehend. but in their 5-3 ruling, the justices said police cannot arrest people on minor immigration charges as the arizona law laid out. arizona officials say they passed the law two years ago because the federal government was not doing enough to stop illegal immigration. the law sparked protests across the country and calls to boycott arizona. critics said it would lead to racial profiling and the obama administration filed suit on the basis that it interfered with federal immigration laws. today the supreme court ruled that federal law trumped many

provisions in arizona's law and that's why they struck them down. the justices also left the door open to other legal challenges. still arizona's republican governor jan brewer called today's ruling a victory for the rule of law saying the heart of her state's law can still be implemented. the supreme court's ruling has implications beyond arizona's borders. 13 other states have similar laws or are considering new ones. danielle nottingham, cbs news, the supreme court. >> justice kagan did not take part in the case because in her former job as solicitor general, she helped the obama administration craft its legal arguments. the supreme court is expected to rule on the constitutionality of the president's health care legislation. republicans say that the law drives up health care costs and make it is harder for spall businesses to -- small

businesses to hire workers. democrats say the law gives health coverage to millions of uninsured americans. republican lawmakers promised to vote to repeal any part of the health care bill that the supreme court leaves standing. meanwhile lawmakers have less than a week to renew low student loan rates. the current low rate of 3.4% will double if lawmakers do not take action by july 1. experts say this could be a major issue in the presidential race. >> both parties agree that they don't want to see the increase in loan rates, particularly right before an election season where students are going to be up for grabs for both parties. >> figures show a third of all college students use federal loans to help pay for their tuition. sky 9 was over a smoldering brushfire on kent island this morning. authorities believe that they will get that blaze under control later today.

firefighters from maryland and delaware were fighting that blaze all weekend. many residents stayed in emergency shelters over the weekend. the fire unfortunately destroyed about 50 acres of forest. meanwhile crews in prince george's county are resuming their cleanup efforts after friday's violent storm. a huge tree fell on newton street and damaged several parked cars. howard tells us that more storms could be moving throughout the metropolitan region today. he joins us with more details. howard? >> watching a few showers, isolated thunderstorms now. we've seen much bigger storms to the east and northeast this morning. really hit ocean city toward bethany pretty hard earlier today. new york, now boston is getting it. one severe thunderstorm watch across southern new jersey. locally we've got a line of showers coming through with a little bit of lightning and thunder. this is actually with a pretty good cold front. i say pretty g. it's going to keep us comfortable the next couple of days and lower the

humidity levels. you can see south of town about the heaviest thing we're looking at. i want to switch it over to doppler. big storms south of ocean city and toward cape may and lewis, delaware. locally thankfully it's been a relatively quiet day so far with just a couple of showers here and there. about the heaviest thing we're looking at is across areas in southeastern prince george's county. you see it approaching baden. this is drifting toward the east at 35, 40 miles an hour. a few light sprinkles coming across route 1 toward the potomac out of fairfax county. we'll get into prince george's county and into areas in charles county as well. but this stuff is pretty light. then up north near gaithersburg, a little bit of dying shower not far from shady grove and durwood area. a few showers and storms now. as the front moves south and east, we've got to concern ourselves a little bit for those areas east of i-95 because the storm prediction center still believes there's enough energy that these areas in southern maryland, the northern neck over toward the eastern shore could still be looking at a few strong thunderstorms this afternoon,

potentially with some gusty, maybe damaging winds. we'll be watching that. >> thank you. the pga tour and the world of golf is turning its attention to the congressional country club here in bethesda. tiger woods returns to the washington area for the at&t national tournament. the last time that tiger was here, he actually won that tournament after a rough outing at the u.s. open, however, he has a chance to reclaim some of his glory. he'll be joined by other players making a splash this season. tiger says congressional is a tough course and he's looking forward to hitting the links. >> i think it's a fantastic tee to green golf course. you have to drive the ball well to get into some of these flags but once you get on the greens, there's a lot of pitch to the greens, a lot of movement. usually from back to front. placing the ball in the correct spots is vital giving yourself

we want to go back to one of our top stories today. the supreme court issued a major ruling this morning in the case of arizona's top immigration law. and so with me now is immigration attorney tonight moores to talk about it. >> justice roberts joined justice kennedy along with the three left leaning justices as they're so known so for a 5-3 decision and justice alito agreed with the majority on two of the provisions as well. so really there is a 7-2 decision on most of the cases. justice scalia came out with i'd say a fairly bizarre

dissent where he says that the congress does not have the power in immigration, that it was left to the states and he points to the provision in the constitution that allowed slavery to continue, slave trade to continue till about 1808 whatever as the only provision in the constitution because that provided it for the states to -- and congress shouldn't imping on their right till 1808, that immigration is in the states' rights and they have the right to set up any immigration im -- immigration -- [indiscernible] -- they want to. in one area they did not turn over is the 287g provision which allows cooperation between states and the federal government. >> this was such a controversial issue for immigrants. what does this mean now for immigrants not only in arizona but in the rest of the country? >> we're going to see. hopefully they can now know that federal -- or the state

and local authorities cannot just willy-nilly arrest them. they've got to have a reason for stopping them. that's not just immigration. this decision uphoppeds the state's rights to work in con-- upholds the states' rights to work in convention with the federal government to check so long as they do it in an objective format for all of us. other than that, it goes part and parcel i think with the president's decision last week about the dream decision he made. good news. good news for immigrants in america. >> and good news for the obama administration. >> even better news for the obama administration. this was fantastic. the fact that chief justice roberts joined in the majority and also that justice alito joined in much of the decision cast a different light as well. it's not just two blocks. there seems to be some thinking that's going on case by case and the constitution was the

you can get this tv for $599.99 and shipping is free. if you have an offer you've seen or you're a local merchant with a deal for our viewers, i would love to hear from you on facebook. i'm jessica doyle, 9news now. tropical storm debby is in the gulf of mexico bringing heavy rain to northern florida and also alabama. there have been reports of tornadoes actually touching down near tampa and some parts of florida could get up to 2 feet of rain. is that right, howard? >> it's such a slow moving storm, it has a lot of time to sit and spin and throw that tropical moisture over florida. orlando, probably not the greatest week to be going to disney world. some of this will try to get into georgia but we're seeing signs it's turning to the east away from alabama and louisiana. doesn't look like it will get all that strong. wind wise anyway but plenty of rain nonetheless.

let's talk about what's happening. we've got some showers out there on doppler radar. heavier, stronger ones with the bigger winds, lots move lightning. well east of us. that front is actually coming through now with a few showers. as we zoom in a little bit, you'll see there's just not too much. that's okay. we had all that severe weather friday that we're still trying to clean up from in some areas with lighter showers out to the west and fauquier county and prince william, down to the south here. you see it prince william right up the river, almost national airport. about the heaviest think we have is south and east of town. we're picking this up on live doppler 9000 hd. a new shower, that is way down here. even south of fredricksburg it might go and stuff along the coast. i want to take you into prince george's county. this one is almost to the patuxent now, about to cross in toward calvert county. i think huntingtown may see the showers. if they make chesapeake beach, it will be on the south side. you see they're not all that intense. out to the west wider showers

in western prince george's county from clinton toward marberry. to the north we've been watching light showers also in montgomery county. they pushed through olney. they're tracking off toward laurel there and jessup eventually and thankfully that's it so far. but south and east of town, don't let your guard down because there's still more heat down there and the front's coming through. so we could be looking at a few storms. temperatures are slowly dropping off. we were 88 at 11:00. we're 8 a now. and you'll see -- 85 now. and all you a see some recovery here, about 83, 84. we've seen our high for the day with sunshine and drier air moving n. dew points are up to 70 along the chesapeake. very sticky tropical air but to our north and west, the drier air is moving in. notice these numbers in the 50s. that's where we're -- that's what we're going to have for the next couple of days. very nice weather. mid-70s from winchester to gaithersburg and it's 90 in tappahannock. culpeper is 82. as we look locally, you see the

big difference. northwest 70s here to mid-and some isolated upper 80s now south and east. arlington is at 80. we're looking outside on our michael & son weather camera. a mostly cloudy noon hour. temperature at national down to 85. winds turning from the southwest. they'll be northwesterly soon. west at 13. that barometer 29.75. so we're still looking at maybe a shower or storm, especially south and east of town over the next couple of hours. got a yellow alert. that's boarder line yellow. we haven't seen that much and we hope it stays that wai. 88 earlier. temperatures are going to hold in the mid-80s this afternoon. low 60s tonight with 50s north and west. beautiful tomorrow at 82. wednesday looks good, too. a little warmer but not humid, 87. then get ready. some serious heat. it's in the middle of the country now but 94 here by friday. by thursday with the start of the at&t national and we could be in the lower 100s by friday. jc? prison put as strain on relationships between fathers

and their children. the nonprofit hope house d.c. is trying to change that. the organization fosters family bonding through summer camp and so today, i salute hope house d.c. inside prison fathers and sons play basketball, enjoy arts and crafts. >> because it makes a big difference. just because their dad is in prison don't mean they stop being a dad. >> reporter: brenda marberry works with children who spend time with their fathers who are serving time. her own 11-year-old daughter got to visit her father in a ohio prison years ago before he was released. >> who is the first man that a little girl loves is her daddy. >> reporter: bonding with daddy is a mission of hope house d.c., a nonprofit that puts on a free summer camp. for one week children ages 9 to 14 spend five hours a day with their dads behind bars.

>> what happens at summer camp is kids leave knowing that they're cherished and loved by their parents, even though that parent may not be there every day for them. >> reporter: carol finley is the founder. she says when a father goes to prison, children feel abandoned. >> kids tend to do better, have better behavior issues once they have an experience with their dad. >> reporter: the connection with dad continues through an ongoing reading program where dads record dvds of themselves reading to their children. >> the children love to see the books come in and it builds their reading skills and the dads love to read to the children. >> reporter: gl hope house d.c. tries to keep the connection alive between father and child. so when the father comes home from prison, they don't go back. for more information on hope house d.c., go to my website
