one on canal road and another near falls church and seven corners. here's what it looks like on canal road. no issues to report here at arizona avenue or fox hall road but canal road at clark street between arizona and reservoir, you want to watch out for a tree and wires down in the roadway. that's been an issue from overnight. let's go over to our maps. the beltway looks fine. no problems to report. if you're traveling around town right now, all of your overnight construction should be okay. we'll take another look live. if you're planning to head over to the beltway north of town, we'll go to our mdot cam would where there are no issue -- camera where there are no issues to report on the beltway, 95, university boulevard, 270. 270 is looking great down to the point where the lanes divide. i'll have more on what's going on in falls church in my next report. back to you. >> thank you, monika. it's been two weeks since the drama started at the university of virginia, and today that conflict may be resolved. >> university's board of visitors will reconsider their

decision to force out president teresa sullivan and their own jobs are now on the line. 9news now reporter delia goncalves is in our satellite center with the story. good morning, delia. >> reporter: good morning, andrea. certainly an interesting twist of events. governor bob mcdonnell who appointed many members of the board now seems to be fed up a bit and he has given them all an ultimatum. fix the issue by today or resign your position. 62-year-old teresa sullivan was ousted as president of uva after just 18 months on the job. though she gained support of faculty, students and staff, the governing board was apparently getting impatient with her slow progress. the head of the boort of trustee -- board of trustees helen dragsa said we want her to stop running for president and be president. many gathered on the campus sunday to demand the

president's return. >> i don't know anybody who has said anything negative about president sullivan. it's not that the board of visitors was putting into action something that had been discussed. >> this unjust action of the board must not stand. we're united in asking for our president to return. >> you can't have division and have new students come in and have this lingering over their education. >> reporter: coming up at 5:30, i'll let you know the calls now for the resignation of the woman behind this ouster. back you to, andre yarks jess-- >> andrea, jess. >> delia goncalves reporting live with that update from our satellite center. police in falls church, virginia have spent the night trying to resolve a barricade situation. a man has been alone inside a home on hillwood avenue since 4:30 yesterday afternoon. that's when officers were called to the scene for some sort of domestic incident. police say the suspect has fired some shots but did not hit anything. officers broke some windows late last night in an unsuccessful attempt to get the

suspect to surrender. d.c. police say dozens of children were in danger when someone opened fire in southeast washington. about 30 youngsters were headed to a free lunch program yesterday when two of them were shot on savannah street. a 7-yard boy was hit in the -- 7-year-old boy was hit in the shoulder and an 8-year-old boy was hit in the leg. a camp counselor was also wounded. all are expected to recover. the shooter remains at large. police believe the children were never the intended target. fairfax county police have arrested a teenager in to attacks against animals at frying pan park in herndon. three horses were slashed and then a month later the teen slashed two goats, a chicken and a calf. the teen is charged with four counts of maiming animals. it now appears the supreme court ruling on health care reform will come down thursday morning. however, the nation's highest court has made its decision

about arizona's controversial immigration law. the justices took the law piece by piece and struck down the requirements for immigrants to always carry papers. the court let stand a requirement for police to check the immigration status of people they stop. >> the heart of senate bill 10- 70 has been proven to be constitutional. >> we will continue to litigate any and all instances of these anti-immigrant statutes showing they break with american tradition of justice and equality under the law. >> the court did rule police cannot arrest people on minor immigration charges and they left the door open for other legal challenges to the law. the time right now is 5:05. i am watching your money. we did see a small global rally this morning after another sell- off on wall street but it's since pretty much disappeared. european markets were trading higher after they were shrugging off yesterday's bad

news. spain and cypress asking for bailouts. checking the numbers from wall street, the dow stands this morning at 12,502 after dropping 138 points, a loss of 1%. nasdaq was down by 2% or 56 points and the s&p 500 was down by 21. spain has formally asked its european union partners for a loan but hasn't yet said how much money it will ask for. but two recent international audits found spain's banks could need the equivalent of $77 billion u.s. people in spain have been protesting the possible bailout getting help from the eu means the loan will have conditions and those conditions are likely to force spain into austerity measures. many older people feel they'll lose their pensions. spain is the fourth largest economy. almost 100 career training schools are in jeopardy of losing their student aid dollars. 46% of student loan dollars in

default or of students who attended for profit institutions. since most cannot find jobs, the schools are unable to meet the requirements of the gainful employment rule. it was enacted last year in order to reduce the default student loan rate. dozens of maryland national guard members get a warm welcome home from combat duty. >> and ahead in sports, maryland swimmer michael scel:s is now -- fell:s is now officially -- michael phelps is now officially headed to the games in london. kids, do you know what it is that makes this country great?

mcarthur boulevard as your alternate route. i'll keep you posted on that and a situation in falls church in my next report at 5:17. >> thank you, monika. making news now at 5:10, rescuers are desperately trying to find any survivors after a landslide in uganda. at least 18 people are dead but hundreds more are unaccounted for. the landslide buried several villages in a coffee growing area near the border with kenya. striking police officers in bolivia used dynamite to draw more attention to their grievances. lower ranking officers are staging a mutiny to demand higher wages. dozens of officers have been hurt and several police stations have been destroyed. 30 members of the maryland air national guard have returned home from afghanistan. family members welcomed them back yesterday. the 135th airlift unit spent three months in the combat zone moving supplies and helping keep ground troops out of harm's way. hundreds of u.s. troops have lost their limbs in

at 82 and still be 80 by 6:00 p.m. weather problems few if any this morning. got temperatures in the 50s. 55 in centreville. it's 58 in haymarket. up to the north we've got the mid-50s at gaithersburg. bethesda at 58. south of town still low 60s right there on the river in alexandria, 62 degrees. also upper marlboro to our east 62 while 358 in -- while 58 in columbia. looking good out there at 5:15 on this tuesday morning. 63. humidity only 46%. but there's that wind out of the northwest at 16 miles an hour at reagan national. it's a little stiff, that breeze. middle of the country, this is the forecast high temperature map. the cool stuff to the northwest and northeast. when you see the white, that's white hot for 100 degrees plus. we're looking at near 110 across parts of western kansas and western high plains. north pla 108. -- platt 108. denver 102. dallas 107. all of this heat will be

building and expanding eastward and replacing the 60s and 70s and low 80s with 90s and 100s here i think by the time we get toward the end ever the week. satellite and radar, unsettled weather in the northwest but really the east is the -- or the problem areas are in the east. northeast gulf and north florida, this is debby spinning out here. you can see most of the thunderstorm activity with it is north and east of the center. so not a well organized storm. winds only 45 miles an hour. but it's slow moving brings tons and tons of rain and flooding problems to north florida and parts of southern and southeastern georgia. in the northeast still plenty of showers here. that's the statement storm system that dragged that cold front through yesterday which had big storms just south of us. richmond got hammered yesterday along with southeastern virginia. see the front going all the way down into fort and south carolina. behind it the air has cleaned out nicely. temperatures this morning as we just saw were in the 50s and 6 on the. high pressure is -- 60s. high pressure is going to build in. we'll have a northwesterly breeze with the storm in new england and high to the west

the next couple of days. we'll be on the cool, dry side. here comes the building heat by the time we get into thursday. temperatures will climb back into the 90s. so today 82, breezy. back into the low 60s tonight in town. 50s in the suburbs. tomorrow 87 but not humid. then here comes the heat on thursday, 96. high heat. after that, friday, 101. could be an afternoon storm and isolated afternoon storms through monday, upper 90s to around 100. that's plenty hot to start july. here's monika at 5:17. these' got time saver traffic. new issues. >> new issues. turning out to be a terrible tuesday i'm afraid. on the southbound side of i- 270, look at this. an accident between route 121 and route 118. two lanes are blocked right now. let's take a live look there and show you what's going on. it's three vehicles involved and a fuel spill. you can see a ton of equipment at the scene of the accident southbound on 270 right before you get to route 118. it looks like one lane

>> we'll give it a 98 over 100. the winds will be a little too much to give it perfection. we've got clear skies in tysons this morning. good looking, though. the light being reflected from the east on the buildings. i always love this time of day. we've got temperatures in the low 60s outside but many 50s out there. 75 by tonight. today's high about 82 degrees. we've cleared out behind the line of thunderstorms off to the south and behind the line of thunderstorms, the air really dried out. that's allowed these beautiful temperatures this morning down to 50 in cumberland. 45 in glare rhett county in oakland. -- garrett county in oakland. still in the 60s around town. manassas 54. going to 82. it's 5:29. monika samtani stepping in. not quite perfect by any stretch in the traffic world. it's super tough on the southbound side of 270. the accident happened about 20 minutes ago southbound 270 right at route 118 with three

vehicles involved and a fuel spill. therefore, only one lane is squeezing by. in fact, let's take a live look there on the southbound side of i-270 where you can see all the equipment on the scene. it looks like it's beginning to improve just a bit as they move the vehicles off to the side of the roadway. but still only one lane getting by. you can see at the top side of your screen all of that heavy traffic early southbound i-270 coming down from route 121 toward route 118 in germantown. that fuel spill also is going to need to be cleaned up. it may take a little while in that case. let's take you back over to the maps. on the northbound side of i-95 in virginia, that's great coming out of dale city into springfield. a live at the 14th street bridge. no issues into downtown here. in my next report another look at 270 at 5:39. a state of emergency is now in effect in florida. >> it's all thanks to tropical storm debby. forecasters now believe the system will cross north florida and head into the atlantic but with debby creeping along at

just 4 miles an hour, she just keeps dumping more rain on areas which are already flooded. debby is expected to make landfall tomorrow and it could take until the weekend for debby to move off of florida's east coast. some scary weather closer to home last night in richmond, virginia a thunderstorm sent 4500 fans scrambling to safety at a minor league baseball game. fortunately no one was hurt but the wind gusts ripped down the left field wall. owners of the richmond flying squirrels hope to get the stadium repaired before the next home game on july 4. faculty and students have been protesting for nearly two weeks since university of virginia president teresa sullivan suddenly resigned. today the university's governing board is meeting to reconsider its decision to force her out. 9news now reporter delia goncalves is in our satellite center with that story. why are they even reconsidering their decision, delia? >> reporter: because their jobs are on the line literally. governor bob mcdonnell who appointed a lot of these

members of the board is fed up and issued a letter on friday saying fix this problem today or i want all of your resignations. so their feet is held to the fire and they're meeting a little later this afternoon in hopes to calm the university and clear up any confusion that was there. the board of trustees needs eight votes in fact to reinstate president teresa sullivan. the president was forced out after just 18 months on the job but the board never explained why they made their decision. rector helen dragas whose tenure ends july 1 pushed for the president's resignation and now faculty and students upset at the lack of transparency are calling for her to leave. >> while our actions in this matter were firmly grounded in what we believe to be the very best and long-term interest of the university, we want to express our sincere regret for the pain, anger and confusion. >> i believe the right thing

for rector dragas would be to resign. i've heard wonderful things about rector dragas. i believe that this was fundamentally a misguided decision. >> i think she has to go because she's violated the spirit of uva's honor code and ousting a president behind clouds doors. i think this was a coup and it's done lasting damage to the university. >> hector dr -- rector dragas apologized for the pain and suffering as a result of the board's decision. students are planning a silent vigil when the board meets a little later this afternoon. coming up at 6:00, i'll let you know what the interim president has done to support sullivan's return. i'll see you in a half-hour. back to you. >> delia goncalves reporting live from our satellite center. as you heard delia tell us, governor bob mcdonnell has

threatened to remove uva's board of visitors if they don't resolve the controversy by the end of today. governor mcdonnell will be in the district for wtop's ask the governor radio program. after some other stops in northern virginia tonight, the governor is scheduled to be at dulles airport to address the dulles corridor rail association. the loudoun county board of supervisors is scheduled to vote in one week on whether to fund their end of metro's silver line. the two final stops past the airport. labor unions in maryland are calling on lawmakers to support additional casinos. the d.c. trades building council represents 15 local unions and some of its members demonstrated yesterday. they support a proposed casino in national harbor in oxon hill saying it would create hundreds of jobs but last week a special committee in annapolis failed to reach a consensus on the issue. for now a special general assembly to address expanding gambling is off. a former bailor -- baylor

basketball player is out of jail after allegedly trying toax tort redskins -- to extort redskins rookie robert griffin iii. he threatened to go forward with derogatory information about griffin unless he was paid for his silence. richard hurd picked up the money from f.b.i. acts and way -- agents and was arrested friday. he's facing a federal extortion charge. i'm watching your money. who isn't tired of paying too much at the gas pump? turns out, though, you don't have to buy pricey hybrids to save money on gasoline. here are some alternatives with high fiewcial efficiency and low stick -- fuel efficiency and low sticker prices. number three, the chevrolet cruise echo has a fuel economy of 28 city and 42 highway miles per gallon. the car is spairks like a mid- size sedan with a fuel efficiency of a compact car.

southern georgia with a lot of rain. we'll start with debby and then look at our great weather. it's spinning in the northeast gulf not too far from florida. all the heavy rains have moved into georgia for the most part and over toward jacksonville. they're dealing with that. the official advisory from the hurricane center put the winds at 45 miles an hour sustained. you see it slowly creep off toward the east crossing gainesville by thursday morning. friday back in the atlantic. this potentially could strengthen a little bit. we'll have to watch and see if next week it gets a little close and could cost some riptide issues but for the most part the heavy rains will be the big problem. around here a glorious tuesday. we're starting in the 50s and 60s. still 67 at 9:00. winds out of the northwest. 15 sustained winds. there will be gusts to ten, even over 20 at times with a 5:00 p.m. temperature of 81. i'm forecasting a high in

washington of 82. right now 50s. 50 in the shenandoah valley. luray is 53. 54 winchester. 64 down at the pax river naval air station. that is our warm spot. looking outside tysons corner, we're actually looking off toward the west. that's reflected sunlight at us this morning. a beautiful start to the day on our michael & son weather camera. a northwest wind at 15. humidity only 46%. but many of the temps in the 50s. the weather headline gorge us a today. cool again tonight. back in the 50s and 60s. open the windows. enjoy mother nature's air conditioning. warmer tomorrow, in the 80s. then just down right hot by thursday, into the 90s. we could be a hundred or so as we head toward friday. you can see all the heat in the middle of the country. these are the forecast high temperatures today. we're looking at near 110 in parts of western nebraska and western kansas. this heat is just going to build toward us as we head toward friday and looks like it's going to be with us friday, saturday, sunday, maybe even into monday.

we should be encouraging that, not attacking. this is just another assault on free enterprise by president obama. >> today mitt romney will make a stop in salem, virginia. virginia is one of those states where those new obama ads are scheduled to air today. making news now, just about 5:51, wildfires blazing across colorado. the waldo canyon fire started over the weekend. at first prompting more than 11,000 evacuations. some of those evacuees have been allowed to return to their homes, even though the fire is only 5% contained. it's one of eight major wildfires in the state. a michigan mother is crediting the family's black lab with saving her youngest son's live. she found 14-month-old stanley floating in their pool with dog bear standing underneath him. stanley wasn't breathing but regained consciousness and doctors found no water in his lungs. both the boy and his dog are okay. >> that's amazing. this one is adorable.

a california homeowner captures this amazing video of a bear cub inside her garage. take a look at this. apparently the cub -- oh, my god, he's on a ladder. he climbed on top of the garage tracks thinking -- maybe thinking it was a tree drank. momma bear heard the cub and got the garage door open. >> unbelievable. lots of bears out there these days. it can be difficult for children to understand the absence of a father and even more so when the reason a father is gone is because he's in prison. >> but a local nonprofit is trying to change that dynamic. jc hayward takes us to hope house in this week's hero central. >> reporter: fathers and sons play basketball, enjoy arts and crafts. >> because it makes a big difference because their dad is in prison don't mean that they stop being a dad. >> reporter: brenda marbary

works with children who spend time with their fathers who are serving time. her own 11-year-old daughter got to visit her father in an ohio prison years ago before he was released. >> who is the first man that a little girl loves? it's her daddy. >> reporter: bonding with daddy is a mission of hope house d.c., a nonprofit that puts on a free summer camp. for one week children ages 9 to 14 spend five hours a day with their dads behind bars. >> what tends to happen at summer camp is kids leave knowing that they're cherished and loved by their parent, even though that parent may not be there every day for them. >> reporter: carol finley is the founder of hope house d.c. she says when fathers go to prison, children feel abandoned. >> most kids tend to do better in school, tend to behave better, have fewer issues once they get -- have a camp experience with their dad.

>> reporter: the connection with dad continues through an ongoing reading program where dads record dvds of themselves reading to their children. >> the children love to see the books come in. it builds their reading skills and the dads love to read to the children. >> reporter: i'm jc hayward, 9news now. >> hope house d.c. also tries to keep the connection going between dads and their kids. that way when dad returns home from prison, he stays out for good. for more information on the program, go to jchayward.com and click on hero central. >> i did a reading for that group to help raise money for it at christmas time. really a worthy cause. >> fantastic. today the university of virginia's governing board could reverse their decision to oust president teresa smith or rather sullivan that story is coming up. >> plus, their combat duty ended with the sacrifice of a limb but now dozens of wounded warriors are finding a way to dive back into life.

we'll have more on this story and others when 9news now returns. it was like a red rash... very sore looking kinda blistery. like somebody had set a bag of hot charcoal on my neck. i was a firefighter for 24 years. but, i have never encountered such a burning sensation until i had the shingles. i remember it well. i was in the back yard doing yard work. i had this irritation going on in my lower neck.

>> reporter: far away from the sounds, the images and the memories of the war in afghanistan, u.s. marine corporal charms stringer, a single amputee wounded in combat takes a dive into the national aquarium in baltimore. >> it just clears your mind and you kind of toaght about everything for a little while. enjoy the scenery. >> reporter: he's part of the group called soldiers undertaken disabled scuba or suds. trainers at the aquarium encourage the divers to get up close and personal with the animals like this giant sea turtle missing a flipper proving animals and humans can adapt to severe injuries. >> i get to work with the animals every day and even then it's so exciting to see the guys have that face-to-face encounter with the animals is really special. >> reporter: more than 200 wounded warriors have taken part in suds. families call it life changing. >> this is really a great program. i can't thank them enough for what they have done for us and just the fact he's able to do
