will be the heat. it's a good looking morning. 62 at national. 75 by noon with a high today in the low 80s. and a northwest wind 10 to 15 gusting 20 or so. yeah, just a bit breezy. this would be a perfect day. big storms yesterday. a lot of damage around richmond as the line went through around 4:00 in the afternoon. some damage to the ballpark where the richmond braves play. we're clear this morning. very comfortable. lots of 50s. low to mid-50s in many areas with some 60s in town and by the bay. la plata down to 55. 53 in frederick. we're going into the low 80s. great looking morning weather wise but traffic is the other story. >> completely the opposite. >> here's monika. at least the weather is g. you're driving in cooler weather. that may cool you off a little bit when you hit the delays on the southbound side of 270. look at all the red trying to

get into germantown. got news is the accident is on the shoulder. we'll take a look live on the southbound side. you'll still see the activity here but traffic is looking at the situation and slowing you down from about clarksburg into germantown. let's go back over to our maps. just got word of another situation, this time in virginia on the prince william parkway just south of i-66 closed down with an accident in manassas. it's not affecting 66 coming into manassas into centreville. we'll show you what it looks like at sutdly road. the -- sudley road. just the normal heavy volumes trying to get through this area toward the beltway. we'll keep you posted on both of those situations once again at 6:12. back to you. we begin this hour with two breaking stories we're following out of northern virginia. the first in reston. crews are on the scene of a three-alarm fire there. this is on gate hill place just off of north village road. no one is hurt but at least 80 people and a dozen apartments

have been affected. and part of the building has collapsed. about 80 firefighters have been there since 1:00 this morning. the red cross is also helping out people. we're also following a breaking story out of falls church, virginia. a police standoff there is entering its 14th hour. this is happening along hillwood avenue near cleve drive. police rushed to the home around 4:30 yesterday afternoon for a domestic call. authorities say the man is arpd and is inside the home alone -- armed and is inside the home alone. at this point there's no word on what's being discussed in negotiations. the uva's board of visitors will consider whether to keep its president. the ouster of president teresa sullivan has been met with protests. the meeting happens later today. delia goncalves joins us from our satellite sure with more. >> reporter: we'll be watching that meeting. it's sure to be a heated meeting and lots of folks are

waiting to see what will happen at the end of the day. you can bet the students will indeed protest in silent vigil on campus outside the meeting. president teresa sullivan was forced out two weeks ago. after just 1-8g months on the job -- after just 18 points on the job. but no one knew exactly why. she gained the truths of students and faculty, even campaigned on transparency. that's why the decision made behind closed doors to get rid of her outraged the campus community. the board of trustees voted her out and we're now learning members were growing impatient with what they deemed her slow progress as president. the board appointed a dean ever the school of commerce -- of the school of commerce as interim but he has now decided to step down. >> take one step back and allow the conversation to continue and allow the board of visitors to make the decision that i hope that they will make on

tuesday afternoon. if the board decides not to reinstate the president and if they want me to be the interim president, then i will do what i can. >> there is a lot riding on today's meeting, including the jobs of the members of the board of trustees. the governor has said if they don't decide on what to do and how to fix this problem, leask for their respect nation. the governor weighs in on this controversial issue coming up at 6:30. >> thank you, delia, delia goncalves live in our sat loot center this morning. -- satellite center this morning. d.c. councilman marion barry is changing his mind about the city's streetcar plans. after a week of calling it unnecessary and delaying the project, he's backed down. there will not be a 45-day delay on the $50 million project. it will eventually put streetcars along h street east of union station. this morning both sides are claiming victory after the

supreme court's decision on the illegal immigration law in arizona. the court did uphold the centerpiece of the law. state and local police are allowed to check the immigration status of anyone they've already stopped if the officer suspects that person is in the country illegally. but the court said that part could be challenged later. the court struck down three other parts of the law. that includes sections which made it a crime for illegal immigrants to fail to carry government papers. the part making it a crime for illegal immigrants to solicit work and the section which let police arrest illegal immigrants without a warrant. the success of part of arizona's law is good news for prince william county leaders. they spearheaded a crackdown on illegal immigration over the last few years. county board of supervisors chairman corey stewart believes the county's law will withstands a legal challenge. >> no one in prince william county is judged on the color of their skin or what language they speak or anything like

that. what we do is we check the immigration status of every single person who is arrested and i'm -- and we haven't had a single case of racial profiling. >> it's believed about 12,000 people, many illegal immigrants, left the county after the law took effect. some other important rulings from the supreme court monday. it said juveniles convicted of murder cannot be automatically sentenced to life in prison without parole. that affects laws in 29 states. maryland's new congressional map was upheld. it was redesigned last year. it's seen as favoring democrats. and a headline for one ruling the court didn't make monday. the justices will announce their ruling on president obama's health care reform law on thursday. i'm watching your money. the travel site orbitz is reportedly steering mac users to more expensive hotels. "the wall street journal" reports people using an apple

computer spend as much as 30% more on hotel reservations than people using windows-based computers. that's 20 or 30 extra buck as night on a hotel. the journal says orbitz may be pushing mac users to higher end hotels because they're seen as higher end consumers. the catch here? this is all legal. half of americans aren't ready for a rainy day. according to a new poll 50% of the population has less than three months of savings tucked away and even worse, a quarter of all americans have no emergency funds at all. according to bank rate everyone should try to save enough to cover at least six months of lost wages. the company says the recession caused a lot of people to deplete their emergency funds. there's a pretty cool new website out there. it's called turningart.com. think of it assonet next for your -- as netflix for your walls. you pick the artwork you like on its website. it will be sent to you. if you want something else, send the old art back and the

morning. we're in for a gorgeous day. it will be breezy at time. temps by noon in the mid-70s with highs in the low 80s. got some heat returning in the seven-day forecast. details just ahead. early morning accident on the southbound side of i-270 here at route 118 in germantown was finally cleared. all signs of the accident pretty much gone but take a look at this delay coming out of clarksburg. barely moving into germantown. i'm have more on this and other area roadways at 6:18. back to you. >> thanks, monika. police in texas say they've stopped a would-be blackmailer. his target? redskins quarterback robert give finish iii. >> court documents show a series of exchanges between rg3 and a former student at his alma mater at baylor. >> reporter: robert griffin iii's name is now being linked to an unseemly case involving a former basketball player richard hurd was arrested friday for attempting to extort the redskins quarterback. according to a sworn aft hurd

contacted griffin's agent and told him he had derogatory information about one of his clients. the aft does not mention griff -- affidavit does not mention griffin by name but authorities confirm it is the heisman trophy winner. hurd said he intended to release the information to the media unless griffin paid him a substantial amount of money. surprising? one radio host says not really. >> when a guy is in the public eye the way rg3 has been in and has been a public position as anybody in the history of sports, went from unknown to heisman trophy winner to second overall pick, there's always somebody out there trying to take advantage of a guy like that. at this stage i can't say i'm stunned. >> reporter: his agent enlisted undercover f.b.i. agents after initially speaking with hurd early last week. after an undisclosed lump sum amount of money was given to hurd, agents arrested him. the derogatory information

wasn't illegal or scandalous in any way. dave owens, 9news now. >> hurd was in a texas courtroom monday afternoon and released after an initial hearing. a waco television station reports bond was set at $25,000 but hurd was released without posting it. at 6:14, let's get a check on some other news making news this morning. more than 35,000 customers in the tampa bay area are without power because of tropical storm debby. it's parked itself off the florida coast and could dump two feet of rain by the end of the week. >> search and rescue teams will begin sifting through the ruckle of a -- rubble after mall in ontario, canada. one person is confirmed dead. 22 others were hurt. we're just getting in these live pictures from reston, virginia. this is gate hill place. a three-alarm fire there has forced dozens of people out of their apartments. fortunately no one was hurt.

gaithersburg has them beat by 52. many 50s across fairfax county. mid-50s now fairfax 56. we've got 58 for crofton. 61 at college park and upper marlboro and outside on our michael & son weather camera, a gorgeous looking shot at tysons corner this morning. we've got 62. mostly sunny skies at national airport with a northwest wind at 13 and humidity levels only in the 52% range. beautiful out here. we've got some cool temperatures in the northeast and northwest. the middle of the country, our forecast highs, they're going to be well up above 100. in fact near 110 in parts of western nebraska, down through western kansas. oak city 10 -- oklahoma city 105. all that heat will be expanding off to the east other the next few days. so enjoy it while you've got it. we have debby still spinning. 45 mile an hour sustained winds. looks like it will be moving on shore the next couple of days but the rains in southern georgia, maybe into extreme south carolina will continue to

get hammered with heavy rains the next few days and more flooding problems there. in the northeast we've got some showers. maine looks wet today but behind that storm system, that's what pushed the front through us and richmond yesterday with the severe weather down there. it has brought in this flightfully cool, please -- delightfully cool, pleasant air mass. tomorrow it starts to warm up a bit. high pressure will build in toward tomorrow morning. we'll see temperatures tomorrow still a little bit breezy but in the mid- to upper #s on. today gorge -- upper 80s. today gorgeous, 82 degrees. tonight we're in the 50s and 60s so another night you can open the windows and take advantage of it. 87 tomorrow. thursday 96. as we head towards friday, it's going to be hot for the golfers at the at&t national. i think we could be over 100 friday with an isolated afternoon storm. the weekend looks very hot, upper 90s to around 100. again an isolated afternoon storm. 6:17. time to check with monika samtani. it's been a rough start to the

tuesday commute. especially to those traveling on the southbound side of i-270 early on a tuesday morning. we had an accident southbound side at route 118. at one point two lanes were blocked. right now it's been cleared but look at the slow traffic. actually that stretch begins at route 109 all the way down to route 118. let's take a live look outside right now at route 121. again, this is pretty much what it looks like coming down from 109. once you get to 118 the pace does improve down into rockville again with the lanes reopened. let's take you back over to the map. a couple of situations i want to let you know about. once is the prince william parkway an accident south of i- 66. it was just a minor accident but it haded lanes shut down for -- had the lanes shut down for a bit. affecting traffic getting into manassas at 234. slow into centreville. another situation this falls church between seven corners and falls church where there's been a police barricade situation blocking hillwood between cherry street and cleve

welcome back. your weather first. we're calling for a beautiful tuesday arch here. just a little bit after breeze at times. could have gusts toward 20 miles an hour but lots of sunshine and pleasant temperatures. lots of 50s out there this morning. 75 by noon. the 3:00 temperature 79 and a high about 82. it is going to be a gorgeous day. jess, over to you. stephen strasburg is trying to become the first pitcher for the franchise to win seven consecutive starts. >> the nats led the rockies 2-1 in the 6th. strasburg accidentally hit marcos scutaro in the head. it was a 90 mile an hour fastball. strasburg was visibly shaken. the next batter was carlos gonzalez. he singled to right bringing in the game tying run. two batters later the rockies

would take the lead for good. nats lose it 4-2. to the teams play again tonight. the university of arizona has won its first college world series title since 1986. the pitcher got this flyout to end the game and win the series. arizona topped south carolina 4- 2. wildcats sweep the series 2- 0. the at&t national golf tournament gets under way today. the pros taking part in the tournament will take their practice rounds at congressional. on monday, you know this guy, mike hydeck got a private tour inside the congressional clubhouse. it was a chance to see the memorabilia from this historic club. did you know five u.s. presidents were instrumental in finding congressional? taft, coolidge, willard, harding and wilson. >> none of them were president -- none of them were sitting presidents at the time that this club was established.

forecast. >> a beautiful morning out here. we've got lots of 50s in many of the suburbs, too. everybody enjoying the cool, crisp air mass which has moved in behind the front that came through about midday yesterday. looking at it from tysons corner this morning, also a nice sunny start to the day. we're expecting midday temperatures to be about 75. a little breezy at times, northwest winds 10 to 15 will gust to 20 and sun setting at 8:37. came up at 5:44. there's that front from yesterday pulling away from us. so skies clearing behind it. humidity levels dropping big time. your morning temperatures low to mid-50s in the shenandoah valley. look at the 40s cumberland west. we've got some low 60s still in town and by the bay. highs later on it's going to be a great afternoon, very sunny, high sun angle. high uv index. don't forget the sunscreen. temperatures topping out 70s, low 80s. monika samtani is returning with an update on time saver traffic. it's not been an easy

tuesday morning rush hour to say the least, especially on 270 and in falls church. let's start off with 270. the early morning accident in germantown, southbound at route 118 was cleared but it left all of this for you heading southbound right now leaving route 109 through clarksburg. we'll take a live look and actually you're going to see the pace is improving a bit heading southbound toward 118 where an accident clears up into rockville. everyone stuck fort at that point. back over to the maps and this time over to the northbound side of i-95 in virginia where things are looking pretty good as you come out of dale city into woodbridge. a couple of slow stretches. and then into springfield where you see the red trying to exit to the beltway. we'll take a live look in springfield northbound 95 has been shents free -- incident free. it's just the volume trying to exit to the beltway or heading north to 395. we'll go live at seminary road. northbound 395 is really looking good here. a bit slow and heavy through landmark but other than that,

syria and iran. >> a full morning. we'll be watching. thank you. at 6:32 we continue to follow two breaking stories out of northern virginia. we start in reston. here are live pictures from the scene of a three-alarm fire. this is gate hill police just off wiehle avenue. the fire department tells 9 news part of the garden apartment building may have collapsed. authorities say some children warned residents inside the homes about the fire. >> was three kids on their skateboards that had saw the fire, heard the fire trucks coming. so they started knocking on doors and asking the residents to evacuate. >> one person suffered smoke inhalation, was treated at the scene. no one else was hurt. we're also following breaking news out of falls church, virginia. police are involved in a standoff at a home along hillwood avenue near cleve drive. officers have been at the home

since 4:30 yesterday afternoon following a domestic call. authorities say the man is armed and inside the home alone. a negotiator is speaking tom but at this point there's no -- to him but at this point there's no word what they're discussing. it's going to be a dramatic day in charlottesville, virginia. the uva board of visitors is being forced to reconsider its decision on getting rid of school president teresa sullivan. delia goncalves is live in our satellite center with a preview of the fireworks. good morning to you, delia. >> reporter: absolutely. fireworks indeed. there's a lot riding on today's meeting. not only the president's job but those of each and every member of the board of trustees. that's because governor bob mcdonnell sent them a letter on friday saying that if they don't resolve this issue, he will ask for their resignation. the board needs eight votes to reinstate the president who was pushed out just two weeks ago, a move that has outraged many on campus sparking protests and

rallies. sullivan, the university's first woman president who's just 18 months into a five-year contract. >> we certainly never wished nor intended to ignite such a reaction from the community of trust and honor that we all love so dearly. >> we have incredibly talented, gifted people on the board appointed by governor kaine and i. they're all smart, successful. most are uva graduates. they love the school. they've contributed immense amounts of time. many insurmountable amounts of money. they've got an incredible love and respect for the school. and they know a lot more about all the circumstances than i do. >> however, the governor goes on to say he does not really request that the board reinstate the president. rather in a letter he says, quote, you should make a clear, detailed and unified statement on the future leadership of the university. we'll ski how it all shakes out when the meeting takes place at

3:00 today. jess, andrea, back to you. >> thank you, delia. definitely lots of drama going on there. delia goncalves live in our satellite center this morning. dozens of for profit colleges nationwide could lose access to federal student aid. 12% of college students are at for profit schools but they represent 46% of the student loan dollars in default right now. that doesn't meet standards set by the white house. if the 93 schools don't meet those standards, the aid programs could be cut. there could be enough storm damage in prince george's county that it could qualify for federal aid. county emergency managers will continue assessing the damage from friday's storms. at least 20 homes and apartment buildings are now condemned. a section of newton street in bladensburg was one of the areas hardest hit by the storms. some residents say things are quickly returning to normal though. >> very good except they're

working on that. but it's 70% better here than it was friday. >> prince george's county are authorities want you to contact them if your home was damaged. the number to call is 301-583- 2230. it is 6:37. the presidential campaign spotlight will be in our region this morning with all eyes on the battleground state of virginia. republican candidate mitt romney will be in salem, virginia later today. he'll speak at the carter machinery company. the presumptive nominee will be talking jobs and the economy on his visit there. president obama was in boston last night. he attended a fund-raiser at boston symphony hall. the president criticized mitt romney's plans for the economy saying it was a quote, a commitment to outsourcing. the president will campaign later today in atlanta. teens are getting better at fooling their parents. a study from the internet security company mcphee finds

17% of teens hide their internet activity from parents. still, nearly half of parents believe they're in control when it comes to monitoring their teen's internet access. they also believe their teens tell them everything they do online. so how are the parents getting fooled? 53% of teens clear their browsing history. 46% close or minimize their browser. 34% hide or delete ims and videos while 23% just use a computer their parents don't check. facebook making some of its users unhappy again. it's changed the e-mail address listed on your profile. instead of whatever e-mail address you had there before like a gmail account, for example, facebook changed it to one that ads with at facebook.com and it hid your old one. facebook says it wants to streamline communications and it says it told all of its users about the change. how do you change it back? here's what you do. go to your profile, click on about and scroll down to your e-

tuesday morning. good morning, everybody. if you're planning to head southbound on i-270 at least i can tell you an early morning accident at route 118 in germantown was cleared a while ago and all this orange you see was bright red only about half an hour ago so that's some good news for you heading southbound on 270 toward route 118 in germantown where that accident was cleared. we'll take a look a little further south at 270 at shady grove road where the pace looks pretty good heading down toward rockville and the point where the lanes divide. let's go back over to our maps and this time all the way south. no problems to report on route 4, route 5, 301 toward oxon hill and across the wilson bridge. traffic moving well. we'll take a live look outside once again. here's what it looks like on the bw parkway at route 175. no worries into cheverly and northeast d.c. in my next report, we'll take another look at area roads. back to you guys. >> thank you, monika. what a great day to have al fresco dining. >> oh, yeah. a little breezy. hopefully it won't be blowing

home performance series. we're real excited about that. >> you've been performing the past week. you start a new round of performances tomorrow. again we're at the atlas performing arts center. what has been the response of the crowds so far? >> everyone is receiving us very well. we're doing a lot of hip hop. we're doing a tribute to chuck brown, go go because we're based in washington, d.c. and so everyone is really, really enjoying it from, you know, all different types of people who are coming to the show. everyone is receiving it well. >> what is it that we're watching? i mean, we're seeing the step, clap. >> right now we're watching a little bit of stepping and beat boxing all actually. we're having a guest performer by the name of kenny mohammad doing a collaboration with us on this year's show. he adds another aspect to our

show. we're really excited to have him with us. yeah, that's just one aspect of the show. we just encourage people to come out. it's going to be a wonderful show starting tomorrow all the way into sunday. >> ticket prices? >> ticket prices start at $39.50 for adults and $20 for students and children. we also give senior citizen discounts so it doesn't matter. everybody can come out and enjoy step afrika. i love watching what i see here. i saw it on the campus on johnson c. smith and just marveled at it when we took our son there. but the reaction in samoa, what did they think of it? >> absolutely loved it. we've been given the honor of being washington, d.c.'s culture ambassador. so we do a lot of international trips. this year we've been to bosnia, croatia, montenegro, samoa and everyone really -- they receive us very well. >> we have information on tickets and the performances at
