. this is 9news now. after more than 24 hours of standoff between police and a man barricaded inside his home, it's finally over. >> it all started yesterday afternoon in the 600-block of hill wood avenue in falls church, and that is where we find ken molestina. he is live with the very latest. ken. >> reporter: guys, talk about a long standoff.

this whole ordeal lasted 28 hours. 9:00 earlier today they were able to tazer the unidentified man. they arrested him and took him into custody. tonight they're still here on the scene of the 600-block of hill wood avenue where it all happened. >> it was less than lethal force used. >> reporter: the falls church police department police officer described a tense moment that put an end to the 28-hour standoff. >> after he essentially was tased, he surrendered to the swat team. >> reporter: police originally got the call for a domestic disturbance here at about 4:30 on monday. the unidentified man at the center of all of this refused to come out of the house. police say they had reason to believe he doused himself and the house with gasoline and at some point he fired off a gun. >> we heard a shot or what we thought to be a shot fired. and later confirmed through the family members that he was in possession of a weapon. >> reporter: neighbors looked on. many were not allowed inside their homes. more than 40 officers on the

ground from four different jurisdictions used swat vehicles and robots to try to lure the man out. one neighbor described him as being non-violent. >> he's a very kind, very gentle person. he gave me a fig tree last week. he's a nice man. something is going on that is making him really desperate. >> reporter: many that live in the area are wondering what the cost of this massive response will be and why it took so long to come to an end. >> why wasn't this handled yesterday? why is our street closed halfway up. why is this whole situation occurring. >> reporter: and city officials say the exact cost for this entire response is still unknown, but you can expect for it to be in the tends of thousands of dollars -- tens of thousands of dollars. police are still on the scene. they're going to keep that area blocked off. traffic is expected to reopen tomorrow morning. we're live in falls church, ken molestina, 9news now.

>> peaceful. a struggle for two days with a terrible question. how do you tell your daughter badly injured in a car accident this past sunday that her little girl died in that very same crash? this drunk driving horror story got worse a few hours ago when the same grandparents were told by doctors it's unlikely their daughter will survive either. gary nurenberg is back from their home. >> reporter: well, derek, leroy and patricia has struggled about how to tell their injured daughter that her 7-year-old daughter had been killed in the accident that put her in the hospital. they agreed to talk to 9news now about the struggle. but then learned tonight that marquita has suffered a severe stroke and there is nothing more doctors can do. >> the accident was on route 210 sunday afternoon. alcohol was involved. the driver of an suv crossing the median strip striking another car before plowing into this nissan carrying 36-year-old

marquita mcgee and her 7-year-old daughter jenna who died instantly. >> god makes the decision. some people tell me it was her time. as far as my granddaughter, no, i disagree with that. the guy out there that took my baby, took my grand baby, that was his fault. because he shouldn't have been driving drunk. >> reporter: mother, father, daughter and grr moved into their dream home in march. jenna owned the place. owned the neighborhood. >> she was full of life. she was very outgoing. she went outside. she knew everybody in the cul-de-sac? jenna's mother giving the little girl all she could. >> i'm so proud of her today. and as far as my little granddaughter, i feel so sorry for her. >> reporter: your daughter seemed like she did a good job as a mom. >> no problems at all.

right to school. right to work. never missed a day. no drinking. no smoking. she really apologized. >> reporter: marquita didn't know that job ended sunday. on tuesday afternoon, she suffered a devastating stroke, not what her mom was planning for. >> well, i said when she come home, i want to focus on taking care of her. believe me. and i washed all of her clothes thinking my daughter was coming home. she's coming home. but right now after my husband gave me the news. >> reporter: life changed in a flash. >> this is like a double -- a double whammy for me. my grand baby. and i had to go yesterday to view her body. and that was very hard. it's like she was just laying up there sleeping. and now marquita is not doing good.

so this is very hard. >> reporter: the suspected drunk driver non- non-life-threatening injuries. no charges yet as police investigate. anita. >> oh, gary. all right. thank you. republican and democratic leaders in the senate say they've agreed on a plan that would stop student loan interest rates from doubling on july first. the extension would cost about $6 billion over the next year. according to the washington post, it would be paid for by raising premiums on federal pension insurance. in other campaign 2012 news tonight, utah still counting the votes in the last primary race of the election season. but voters there are also heading to the polls and senator hatch's toughest primary challenge since he was first elected way back in 1976. and in new york state, congressman charles rangel is in a tough race as he runs for his 22nd term. mitt romney spent part of today in virginia stopping at a company gearing up for thursday's supreme court ruling

on the president's health care reform law. >> if obama care is not deemed constitutional, then the first three and a half years of the president's term will be wasted on something that will not help the american people. >> and he promised he will repeel what has been dubbed obama care and then went onto hammer the president on the economy. president obama has launched his own new attack on mitt romney's business record with tv commercials in three key states, including virginia. the romney camps says the ads are showing jout shoring -- outshoring. but the president pressed his point while fundraising in atlanta. >> we don't need somebody in a pioneer in off shore. we need a president in the white house who is going to every single day be fighting to bring jobs back to the united states. back to the u.s. i'm really delighted to report to you today our endorsement of a 14 seeded playoff as part of college foot bull's new post season struck -- football's new post season structure. >> and just like that, the case is closed on one of the most heated issues in all of sports. kristen berset joins us now on more on these championship changes. kristen, what is the new deal? >> well, derek, you know, the current bowl championship series has been a controversial one since its inception in 1998, relying on poll ranks and computer formulas to decide who plays for a national title. not anymore. starting the 2014-15 season, ncaa football will implement a four-team playoff system. it's the first time in d1 history this has been done. that means two semi final playoff games and a final game with the national championship. those teams will be selected by a committee. but the new plan doesn't do away

with the tradition of the current bowl system. the oversite committee says this decision should appease those on both sides of the issue. >> it's a best of both worlds result. it captures the excitement of a playoff while protecting the best regular seasons and sports i think is a consensus built on compromise. i think they've done a terrific thing in bringing us to a milestone that is good for college football generally speaking and certainly for the acc. >> now, it may not be a 16-game playoff -- or even 8 games, but i believe football fans will certainly be happy. a playoff system has been something they have been clammering for for a long time. lawmakers have been trying to change the pcs, and even in 2009, president obama expressed his desire for a playoff system. >> i think people go nuts. i think people love the semi final games. they're going to be on new year's eve and new year's day and then a week later they're

going to have the national championship game. and i think it will be really popular. i think it's definitely a good step. and i think that a lot of college football fans are very happy. >> now, this committee chosen to select the four semi final teams will base their decision on win-loss records, strengths of schedule and head to head record with conference champions getting the edge. this plan has been approved for 12 years. and it was also a pretty good day in the life of adam oates. he was named as new head coach of the washington capitals. an hour before being inducted into the hockey hall of fame. i'll have more in sports coming up in just a little bit. anita. >> a good day indeed. thanks, kristen. tonight university of virginia's popular president has been restored to her position after weeks of outcry and protest under her ousting. they voted unanimously to reinstate theresa sullivan to her post. peggy fox brings us more from

it is now a tropical depression. i guess the really good news is it has some momentum to get across northern florida into southeastern sections of the atlantic. it will become a tropical storm again as we get into thursday. but i tell you what, still some heavy rain possible south of jacksonville and we're looking at the latest guidance actually does take it out this way northeast ward. but the last observation it's actually turned a little bited to the southeast. -- bit to the southeast but it should go back to the east as we go through the night. right now the live weather cam, 72. a fantastic night. dew points in the 40s. that is a real treat for late june. open your windows but not too far because temps are going to dip into the 50s in the burbs. we actually last night hit 49 in manassas. another cool start tomorrow. it will warm up a little quicker. grab your shades again. pretty big time sun going in on 66 eastbound. warmer but not humid on wednesday. that is really the key. and then heat returns on thursday. by the time we get to friday,

it's going to -- this tuesday with temperatures in the low 80s and low humidity will feel like a distant memory. so overnight, very nice. clear skies. cool again. turn the ac off. 54 to about 64 and a nice northwest wind. 10-15. occasion lool ee a little gus -- occasionally a little gusty. 50s and 60s in the morning. it will warm up quicker wednesday morning. air quality good. that's nice. any time we have good air quality in the summer, that's rare. 84-88 in the afternoon. that's about in our wheel house in terms of average temps and winds northwesterly again at 10-15. that is what is keeping the humidity down and keeping the temperatures down a little bit. look at this heat, 102 tomorrow oklahoma city. some areas in central kansas can be 106-107. here is the deal. we'll break it down.

now the sports with kristen berset. >> changes are coming to college football. after years of kfrt controversy and complaints, they decided to implement a playoff series. four teams will play in two semi final games to determine who will play in the championship. one game on new year's eve. the other on new year's day.
