national. monika samtani will have traffic in a moment. olga is in for howard bernstein and she brings you the weather. >> reporter: we are getting a lot of sunshine this morning. clear skies, a good start to the day. temperatures sitting in the 60s outside the beltway. close to 70 degrees in town. at least our humidity is low for now. things are changing winds are already out of the southwest this morning. that is going to leave a few passing clouds from time to time today. for the most part we'll see a lot of sunshine in the afternoon, we'll push through the 60s and 70s very, very quickly. most of us should hit close to 90 degrees by noon time. early in the afternoon, if you are headed out to the at&t nationals, make sure you take precautions with you. you want that sun visor and hat and you definitely want liquids with you. current temperatures aren't too bad right now.

we will continue with the south and southwest winds that will give us cloud cover later on tonight. definitely going to feel hot as we head in toward the afternoon. the 7-day forecast heats up even more. things are cool and calm out on the roads. i'm happy to say really right now is the best time to head out. we don't have any major incidents. most of the construction has been cleared up. what is not to like? things are looking good into springfield with the lines at 395. past duke street, heading up to the 14th street bridge, everything is looking great both in the main and hov lanes. this time to the gw parkway leading the beltway all the way inbound you are going to be fine. no problems on the toll road and we'll take a live look at the american legion bridge. the beltway in my next report

business policy. i am watching your money. wall street has been in rally mode. investors don't have any high lopez for today's summit in brussels. german chancellor angela americaal has already signaled she doesn't want all countries to share the debt burden. stocks rallied on upbeat news about housing and manufacturing. the dow starts today at 12627, jumped 92 points in trading. the s & p 500 was better by almost 12 points. he is the brother of ponzi scheme king pin bernie madoff. peter madoff will plead guilty tomorrow for his role in the multi-billion dollars fraud. thousands of investors lost their savings in this scam. peter is a former chief compliance officer at the private investment arm of

partisan politics were put apart yesterday as president obama hosted the white house congressional picnic. members of the house and senate along with administration officials brought families to the southlawn. they lucked out with pretty gorgeous weather. some of the same people in congress were voting on contempt of court of the u.s. attorney general. he was going to be there as well. looks like everybody had a nice time. it is a good thing that picnic isn't today because we are soaring into the 90s and are staying there for the entire 7-day forecast. details coming up at 5:15. at 5:21, we'll look at the possible pick for the wizards's for the nba draft

grab your sunglasses. even put on the sun screen. you will see hazy, hot and humid conditions. as we get into the afternoon, humidity slowly rising as we get late into the day. still the dangerous heat headed our way for tomorrow. an excessive heat watch is already in place for tomorrow morning and heading into tomorrow morning and we will see the opportunity for showers and storms to develop into the evening hours. this is what we have come to expect in this region of the nation. futurecast is quiet for now as we go into tomorrow morning not too bad for your thursday evening. by friday afternoon and evening that is when i think we'll have a good chance for showers and storms. highs today are definitely going to be on the warm side. 96 to manassas. the short-term forecast definitely signals a change. we'll build in the heat closer

overshadowed by today's other huge story in washington. the high court could uphold or overturn the law in its entirety or rule on it piece by piece. 9news reporter delia gonzalez is live outside the supreme court. good morning delia. >> reporter: good morning andrea. certainly the day many folks have been waiting for. we are just about four and a half hours away from that historic decision that is likely to have a major impact on the presidential election. we know that is just a short four months away. president obama is confident the measure will page pass, but challenger mitt romney has already vowed to repeal the law if he is elected president. the justices can either decide to uphold the bill or strike down the individual mandate if they deem it unconstitutional. the question is will the other provisions of the bill survive without it? some accusing the court of playing politics. >> how much federal

for the independent women's forum which filed a court brief against obamacare when the arguments were first heard. gail, thank you for being here with us this morning. why do you think there will be a difference? or at least hoping there will be a different outcome this morning? >> we are hoping the supreme court is going to completely overturn the law because the law fundamentally changes the relationship between the government and the citizen. more importantly, the whole reason behind the law was that it would change the access and affordability of healthcare for citizens and we see now after two years of the law being in place with some of the provisions not coming into effect even until 2014 that it already moved everything in different directions. more importantly the law is unconstitutional because the basis of the constitution, which they say gives congress the authority to make this. >> the commerce power. >> yes the commerce power, it doesn't meet the command for

that. because our 220-year history of this republic, the government has never forced individuals to buy a product. a conservative, judge lawrence in the court of appeals, in ruling obamacare was constitutional, says the limits aren't very clear. the supreme court today must in its ruling show us what those limits are very clearly and succinctly what those limits are. >> the court usually tries to make the smallest ruling it can to give the federal government as much leeway to make laws that improve lives and people as possible. the court is not trying to just turn down everything, overrule everything the congress does, it is really trying to generate a limited decision. we are hoping in this case because the bill is 2400 pages long it will strike down the

whole thing. we don't want the supreme court trying to pick out which parts of the law are tied to the individual mandate and which parts are not. >> if not obamacare we still have americans who need affordable healthcare. what is the solution? obamacare sounds just like what governor roommy but in place, including the mandate? >> it is interesting you say that. there is a difference between state and local action and federal government action. as you continue up, you increase costs and put the decisions in the hands of washington bureaucrats instead of the patients and their doctors. so we have a lot of solutions at i w s.org if you go to our website. a main one we suggest is allowing people to buy health insurance across state lines. there is a bigger market and more competition to compete for our business. >> we have to cut it off there. gail trotter, thank you for being with us. as we said, we'll have the other side of this argument later in our newscast.
