coming in from the southwest the 95 is going to feel a couple of degrees warmer. overall the forecast will start out on a fairly good note. if you are getting anything done early this morning it shouldn't be a problem. much of our forecast area, outside of the beltway, still into the 60s. but that will not last too much longer. at reagan national airport right now. southwest winds are pulling in moisture and will also give us cloud cover later on this afternoon. i'm forecasting highs today moving into the middle range 90s. for most of us we could see the upper 90s toward the south and he is with. over the next three days it is a code yellow weather alert day. we will have the opportunity for late day showers and thunderstorms. we'll keep temperatures around the middle 90s but the 7-day forecast gives us an opportunity for steady and heavy rain coming through on the fourth of july. we'll monitor that for you. monika? >> reporter: scattered power outages and signal lights out all around the metropolitan area. i'm going to tell you how many

signal lights are out until they are all fixed. let's go back over to the graphic. if you are planning to head over to the beltway, and around town, you are going to be okay. but first, let's just go here. inbound on i 66, hov restrictions were lifted inside the beltway today to help everybody out and also construction from overnight was canceled because of the scattered power outages. the dulles toll road 66 and the beltway, let me tell you about the signal lights out. montgomery county 199, fairfax 75 and in the district about 55. again treat those intersections as a four way stop. let's take you outside live right now. if you are planning to head over to route 108 and prince philip, traffic volumes are very, very light this morning again. the outages are scattered, so you may come upon an intersection unknowingly that is out. coming up in my next report, we'll go into virginia at 5:09.

back to you guys. congratulations. you have power if you are watching us or you are at least in a shelter where you can be cool. there are still hundreds of thousands of your neighbors without power. >> here are the latest power outage numbers. dominion, virginia has a total of 138,000 customers. 83,000 of them are in northern virginia. in the last hour pepco reported more than 130,000 customers out, 76,000 in montgomery county. 31,000 in prince george's county and 23,000 in the district. in verge individual anyonian power welcomed the arrival of crews last night. >> crew as arrived from other states and even canada. they have identified more than 16,000 work sites from the weekend storms and more than half their customers have been restored. there are still more than 8000 smaller work sites left to address. 9news now reporter jessica doyle joins us live on bailey's

crossroads. good morning jess. >> reporter: good morning to both of you. that's right. there are 4000 line workers working for dominion trying too get the power back on. now they are doing things like picking up tons and tons of trees. they are replacing poles. replacing a pole that is a good one day of work there just to get the pole back in the ground, not even talking about the transform and stringing the line. obviously very tough work as they try to get into the neighborhood. now here on bailey's crossroads an interesting situation. you go into neighborhoods, you look around, people have power on one side of the street or down the neighborhood. the other side does not have that. that leads to the conversation why don't we have power and they do? well here is a situation with the haves. power and the have nots. here is an intersection that is completely dark. energized on one side of the street, not energized on the

other. now as for traffic, people are supposed to treat this as a four way stop. in this case a three bay stop. that is not happening. so just a reminder today if you see these intersections, you are supposed to stop. >> this took down wires about an eight house stretch. it is just a mess. >> reporter: now that is a pretty good attitude. they know it is going to take awhile. i'm going to leave you with a lovely picture of la luna, since it is so dark out in that neighborhood, at least one benefit, they have a beautiful view of the moon, set go on this tuesday morning.

andrea mike, i'll tell you -- send it back to you in the studio. montgomery county executives have strong words for pepco. >> they said the utility has failed to bring enough crews to restore power in the critical areas. >> i want them to do this and get every nursing home and citizen in montgomery county and i'm not going to accept july 6th as a date for doing this. >> he made those comments while he was visiting a senior housing complex in silver springs. he knows of care facilities still without power. i did see crews in my neighborhood yesterday so help is definitely here. if you work for the federal government today, you again have the option of unscheduled leave or unscheduled telework. however do not report if he work at the national capital region headquarters, and annex

we well have sunshine mid and late day. right now our current forecast does call if a partly cloudy afternoon. we'll take our temperatures out of the 70s where most of us are sitting right now. we have 60s outside the beltway, we'll flip into the middle range 90s with the high humidity by later on this afternoon. in fairfax county approximately 75 signals remain dark. other than that, on the marriage if you are fairs such as 95 here in springfield, it is only

volume to contend with, with no major delays. coming up we'll look at area roads at 5:17. back to you guys. at one point early saturday, well over half of dominion power's customers in northern virginia had no electricity. >> hit very, very hard, the number now is below 100,000. dominion spokesperson le that anderson is on the phone. >> good morning andrea and mike. >> reporter: where are the outages? >> right now we have 78800 customers without power, down from as you said, 450,000. our goal today is by the end of the day to have 80 to 85% of our customers restored, and we are going to meet that goal. by the end of thursday, we should have between 90 to 95% of our customers restored and virtually everybody by the end of the day on saturday. >> reporter: we always hear

about northern virginia and that they recover quickly buzz so many of their lines are buried underground. but what else is making a difference coming down dramatically from 450,000 to 78,000 today? how many people do you have? how many did you have to call in from out of the area? >> well hard work is making it possible for us to get the lights back on. but we have a long way to go. we have 5000 crews working throughout our system. over 2000 of them are dedicated to northern virginia. and we have crews that have come from 15 different states, plus canada. so we'll have lots of crews working today. we'll begin working into the neighborhoods today and i think more people will begin to see us working on those devastated areas in the deep parts of the neighborhood. i can't i would imagine the power and tree crews are separate. it must be tough to use all the

chainsaws. the trees are huge. >> they are. we have tree contractors that work with us. and they come in before our line crews work. they remove the trees, get everything safe away from the power lines and then our crews can come in. and then what we are doing today and tomorrow into the next few days is rebuilding infrastructure in the neighborhood. that neighborhood that you are looking at on video is a neighborhood in arlington. there were a dozen broken poles that came down as a result of this tree. there is a ravine and a steep slope behind those homes. all the poles and the equipment we need to restring have to be brought into the neighborhood by foot. we started this yesterday, we are going to be there all day today. it is two days worth of work at this particular site to get

and then move on in toward the end of the weekend before we even get a little wind shift. partly cloudy, some of us saw a tiny bit of rain. that passed through the south of the beltway. our day plan soldier clearing out nicely. mainly supany skies by the middle of the day. we should make it into the lower area of the lunch break. we'll see the temperatures pretty steamy at 95 to 96 degrees. we'll start to pull in a little bit of cloud cover later into the afternoon and evening and we might see one of the spot showers or storms pop up later on tonight. those chances are very, very slight. >> the current temperatures at reagan national airport. 71 in la plata, 60s off to the hills of virginia. we are dealing with significant dew points right now. partly clout did i skies, winds out of the southwest pumping in

even more moisture and our dew point sitting right at 65 degrees. the humidity will remain high for the next couple of days. moisture moves in and makes it feel a couple of degrees warmer than it actually is. we will get a treat for the sunshine until late afternoon when the future track brings in a little bit of the showers and storms. most of it stays off to the west ask toward the southern portions of our region. some of us have the opportunity to get wet later on this afternoon and evening. partly cloudy to almost clear. about 2:00 on fourth of july afternoon we could see showers and storms start to move on through. overall forecast highs are lacking like this. today we'll be in the middal 90s. next three days our code yellow for us, as far as our weather alert. mid 90s, very, very hot sticky and humid.

the 7-day forecast does not show any relief. we will stay in the upper 90s by friday. for the most part, i'm happy to say at least early this morning we don't have any maiming incidents to report. but with the signal lights dark, you want to use extra caution and give yourself extra time. as the rush hour progresses, definitely it will slow you down. even yesterday midmorning i felt it. a lot of delays along river road in bethesda, just as an example. montgomery county you are dealing with 199 intersections. in fairfax about 75 and in the district about 55. i'm going to take you first over to the north side of town. no problems to report here. as you leave college park into bethesda, your major thoroughfares, including 270, where there are no restrictions and 95 copping in from baltimore are incident free and clear right now. let's take a live look route 108 at prince philip is a good

this is a repeat through the remainder of the week. looks like the first part of your fourth of july looks good during the day, but we are tracking shower activity and storm activity that could impact you in the afternoon. let's get through our tuesday. the day planner for today is starting to clear out. we have morning clouds but the conditions are improving. mainly sunny skies by noon. we'll zip out of the 80s into the 90s. with the dew point it is going to feel a little bit on the sticky side. 77 in the city center right now. headed for highs into the middle range 90s for tuesday and even into wednesday we'll peak right around 97 degrees. pretty good nights for the next few ahead. we'll sit into the 70s and temperatures will continue to be quite toasty as we head toward the end of the week. monika? it's been a very challenging week, not only when you don't

have power at home, but then when you deal with all the signal light outages around town as well. i have been giving you these numbers all morning and i really hope that somehow they get less and less throughout today and tomorrow. montgomery county still stands at about 199, fairfax about 75 and in the district 55 approach the inlet sections carefully. if you are planning to head over to the west side of town, no problems to report on the dulles toll road and 166. there are no hov restrictions inside the beltway but they remain in effect on 95 and 395 as well. no problems to report? springfield. increasing volume heading up to the beltway, all lanes are open. coming up in my next report, we'll look at southern maryland at 53:00. andrea and mike?

we have new power outage numbers for you in this half hour. pepco is reporting a total of 117,000 customers outside. 70,000 in montgomery county, 26,000 in prince george's county and 20,000 in the district. in virginia dominion, virginia is reporting 133,000 customers out. 79,000 are in northern virginia. and it is not just homes without power, some gas stations in alexandria had to tape up the pumps because they can't operate without electricity. that was bad news for drivers who needed to refill their generators and gas tanks, and they faced some long lines at some of the stations that were open. 9news now reporter jessica doyle is live in bailey's crossroads in morning with more on the story. morning jess. >> reporter: good morning to both of you. that's right. good morning, everybody. obviously not just a problem at gas stations, also a problem in homes, at pools. you can't run the pool if you don't have a filter.

and another roads. there were about 80 insections in fairfax county alone that don't have power. we are standing in front of one of them. this is seven corners and forest glenn in falls church. we have darkened street lights at four corners. if you come across these situations, you should not blow through the lights as we are about to see cars doing. you are supposed to stop. in this case a three-way stop and in other cases a four way stop. nobody is doing that this morning here at this intersection. obviously not that busy yet, so not really that much of a problem, but it will be later today, so up to respect those rules. in the meantime it is tough on the roads, and it is tough in the houses that still do not have power. >> we went out on friday night with everybody else and we are still not up. it is probably about nine in the house. i have some medical issues, so i'm living in the basement

right now. we don't have any ridge ration, we lost everything. so we are looking at $200, $300 to replace everything. >> that is a big outlay of money just to get food back in the house when power is restored. now the situation in northern virginia right now, about 87,000 customers still without power between dominion, virginia and novak. the timeline right now they are saying thursday for 90% of dominion virginia power customers getting back online. this weekend still looks like the outlying people deep into communities, deep inside the neighborhoods who still do not have power, and you know, it is a tough situation. i'm in the same boat. i haven't had power since friday night. i lost everything in the refrigerator. i'm used to it but at the same

time it is frustrating at this point. dc mayor vincent gray, he is not happy with pepco. he called pepco disappointing. >> frankly i think most would agree. friday is just not good enough to be able to restore power to our people out here in the city. >> unfortunately, one of the things i think is clear. this is going to happen again. >> mayor gray says she is anxious to meet with the governors of maryland and virginia as well as local executives, to come up with a plan of action to hold pepco acceptable. some residents say they haven't seen any help arriving. >> hot, sweaty, no ac. kpix think straight. >> we spoke with residents of ward 8 who live off of good hope road. last night they told us no one from pepco or the city has

showed up to help. they are living off what they can store in coolers but it is getting harder to find ice to keep the food cool. mayor gray has announced dc schools are closed today. if you live in the district and want to get rid of spoiled food you can drop it off at lasalle bacchus elementary and mckinley tech, key elementary and wilson high school, hope elementary and garfield elementary. if you have storm debris from your yard in the district, break up your debris into bundles no more than four feet in length and two feet in diameter. leave it near your front. there will be pick ups through this sunday. if you have storm debris, you can dispose of it for free at round station road and yard way's composting facility through friday. it is not open tomorrow though because of the fourth of july

now on the northbound side of i-95 in individual visual, leaving route 610, toward quantico and then again here just bunching up through springfield. restrictions are in effect. coming up, a look at more traffic at 5:45. back to you guys. >> thank you monika. pepco's largest number of outages, about seventy thousand are concentrated in montgomery county. >> delia has been watching those throughout the morning. she has moved over to rockville. she saw lights come on in her first location. are you providing the same kind of luck? >> reporter: i'm trying to get some mow joe going here. maybe another couple of minutes. we have been watching and chasing the traffic situation here in montgomery county. as you said mike, an hour ago we were in silver spring and the lights magically turned on.

here though, twin brooke parkway still in the dark. we did travel down georgia avenue to get here, saw several lights that this be turned on. traffic resumed as normal. even coming down at randolph, you can see some of the street lights are starting to slowly come on. we have seen some pepco crews in the area, so it appears they are eventually making their way to these major thoroughfares and huge intersections. you can see there is a bit of confusion, cars stopping in the middle of the road to head over. again, treat these as four way stops, but you can imagine, with the morning rush, you have four lanes of traffic here. it is going to be quite confusing, so please you know, drive with caution and wash sheens, as you are heading out. you willen countier some intersections with lights. others without. you know, everyone is asking for patience at this point, but it

seems like some patient sheens is running thin, -- wash patience is running thin. >> i want them to get every nursing home back to full restoration and i'm not going to accept july 6th as a date for doing this. >> reporter: july 6th. so that is seven days for many folks who have been out of power, who have been without ac. and you know, facing these 90-degree temperatures, 100-degree temperatures, you can imagine. it is a frustrating situation for a lot of folks who are dealing without ac. i'm one of them. you know, but you make the best of it. knowing that eventually the power will come back on. we actually talked to members of the public service commission. they, indeed, were the folks who fined pepco during the last storm for their reliability issues that they were having.

today right olga? >> reporter: it will, we will be sticky this morning and this afternoon because of our dew points which are going up. your humidity going up as well. day planner for today is going to be on the clear side. we are looking good for the nation's capital right now. little bit of haze, clouds are moving off to the east. we are going to see sunshine through midday and late day. yes that is going to really warm us up by about 9:00. most of us will hit the lower range to middle 80s. by noon we are vieding into the low 90s and later on this afternoon i expect a high at reagan national airport at 95 degrees. we do have winds coming out of the south and southwest. that is pumping in moist our from the south. we are in a code orange air quality alert meaning it is unhealthy for the sensitive

with them on the phone to get updates. montgomery county about 19 and fair faction about 75 to 80. if you are planning to head over to the other side of town, here's what it looks like. in southern maryland, you really don't have any major issues in terms of your major thoroughfares. route 5rbgs route 301 everything is fine heading up to andrews air force base. you are going to be fine. we'll go over to the west side of town now on 66. luckily, inside the beltway, no hov restrictions right now. and if you are planning to head in, you have your restrictions in effect outside the beltway but pretty skies should help you out and delays through centerville and route 50 toward 123. coming up in my next report we'll go into maryland. thanks monika. more than 200 firefighters are battling a fire on neighbor mountain in page county, virginia.

the fire is 1200 acres in size and only 21% contained at this point. several trails and shelters are closed right now. starting july 9th, organizers want people to show up 15 minutes late for work and to tell their friends and co-workers why they are doing it. at some.later today, we should learn whether or not metro's silver line will extend. it is scheduled to vote on funding for a phase ii metro rail extension. the silver lane will stop at dulles airport if it is not funded. this is the time of year when the red cross asks for blood, since donations typically drop off during the summer. however supplies have dropped to critical levels since friday night's epic storm. it is so critical we donate if

we can. doctor, thank you for being here with us. blood, we all have a little to spare. who is eligible to donate? >> well most people over the age of 17 that are in generally good health are eligible to donate. there are certain restrictions, depending on travel and other things. but we usually screen for those things fpeople are interested in knowing when they are eligible to donate or not, they can go to our website red cross blood.org or call 1-800-red cross to see if they are eligible. what are the most critical needs for blood types? >> we need all blood types always. but right now we really need, o positive, o negative, bpositive, and bnegative blood. >> it is not just in the washington metro region that you are seeing critical shortages? you say it is nationwide? >> that's right. for the month of june we saw

about a 10% drop off in expected donations. going into the independence day holiday that is not a good situation for the community blood supply to be in. >> we have a volunteer who is giving blood. you say it is easy. what does that mean? there are people out there who still don't like needles. >> you have to do a health history screen to make sure you are healthy and able to donate. it is about a pin and ten minutes and you are done. >> how much blood is actually take then i don't usually about a pint of blood. >> how many times can a person be a blood donor? >> for whole blood like this donor here today, every 56 days or loud to donate a pine of blood. >> is this totally a volunteer thing? is there any remuneration? >> no our den nationsive sem completely voluntary. it is a great way to give back. we know in tough financial

good morning. welcome back to 9news now. a review of insurance claims finds many newer technologies in our cars are actually helping us avoid crashes. >> the insurance institute for highway safety released a study this morning. researchers found crash avoiding systems that automatically apply to brakes tend to work. another big plus comes from the adaptive headlights which shift direction as the driver steers. however the study found cars with lane departure warning systems designed to help a driver avoid drifting into other lanes are involved in more crashes than those without the technology. >> part of the problem may be they depend on the driver responding to the warning. newer systems steer the driver
