the a man room to the dance room which is -- from the main room to the dance room which is still standing surrounded by cinderblocks. the main room's walls has garage doors. >> as soon as that garage door went up into it the whole building fell and then it was like light. >> reporter: there were 17 people injured, two parents with serious injuries but not thought to be life threatening. >> they were just yelling everybody get in the dance room. that's when we just all ran in there. >> i'm so happy. >> it raised up. then it dropped and we fell in the floor and then the ceiling stated fall in. >> reporter: the building's roof blew into john bettis' house next-door. he and his wife who are both in their 80s were inside. >> everybody was down in there where the dance studio is and i saw his car in the yard and i knew they were in the house. so i grabbed three boys from the parking lot and asked them to come in and get them out and they did. >> reporter: the bet bettis

couple lost their home, but their fine. >> he's got guardian angels. you come over and we'll take care of you any time. god love you. bye. >> reporter: in that cheer fusion building collapse seven people were injured, four were taken to hospitals and tonight two parents remain hospitalized with broken bones and a concussion, but those paints stayed in that main room to -- parents stayed in that main room to make sure all the children went to safety. i'm peggy fox reporting live in spotsylvania. back to you, bruce. harsh words about pepco's recent performance today from montgomery county council president prisoner berliner. he said -- president roger berliner. he said the county will ask for permanency to seek power elsewhere and that was just one of the -- permission to seek power elsewhere and that was just one of the headlines today. >> reporter: i'm near the intersection of old georgetown road and north brook lane in bethesda, a neighborhood that

lost power for an entire week. so the residents here can probably relate to roger berliner's harsh words. he offered a scathing assessment of pepco on behalf of his constituents and shed new plight on why the restoration project in montgomery county and the district took so long. ♪how long can it be to clear up [ bleep ] pepco has got one job to do. ♪ >> reporter: this profanity laced music video about pepco's performance is one of many that have surfaced on youtube. the song may be amusing. the lengthy power outage during a historic heatwave was not. >> pepco's performance on every level was unacceptable. the length of the outages, the appalling communications, the computer glitches and data distortions. >> reporter: berliner says pepco needs to hire more linemen immediately. >> we need more booths on the ground.

i have been told by numerous sources that pepco has only between 120 and the 130 linemen full time. >> reporter: and that makes it harder for pepco to get aid from other parts of the country. >> if you are not able to provide mutual assistance to them, then you get less in return. so we do get less crews because we have less to offer. >> reporter: berliner also urged the state to change the way it deals with pepco. >> what we need in maryland is something that other states have adopted, performance-based rate making. it's a simple concept. if the utilities perform, they make their money, but if they fail to perform, it gets whacked. >> reporter: storm debris across the area serves as' reminor of what happened and what's -- as a reminder of what happened and what's likely to come again and so montgomery county plans to ask the state legislature for permission to

seek public power elsewhere, an issue that will be ultimately decided through referendum. now council president berliner also said pepco must be held accountable. when i asked about the public service commission fine, initial fine against pepco last december of $1 million, he called that chump change, a slap on the wrist, instead something around the neighborhood of 40 million might get their attention. finally montgomery county will hold public hearings into pepco's eight to restore power that. will be july -- pepco's ability to restore power that. will be on july 19th starting at 12:30 in the afternoon and you can imagine what an earful elected officials are expecting then. andrea mccarren, back to you. >> many headlines on the power issue today as you said. the clean-up also continues at arlington national cemetery which lost several old trees during the storm. this morning cemetery staff got help from hundreds of landscapers from around the

country. our kristin fisher has more on the project. >> this is some small way of saying thank you for people that gave their lives so that i could run my business. >> reporter: don derby runs a lawn care company in ohio, but today he's come all the way to arlington national cemetery to help keep these sacred grounds green. he's joined by nearly 400 members of the professional land scare network who are donating materials, manpower and equipment. >> we get to come here and do what we do best for the folks that gave their all and gave us our way of life. >> reporter: this clean-up really came at the perfect time. arlington national cemetery lost 30 huge trees in that big storm 10 days ago. you can see many of them still need to be cleaned up. >> some of them, three or four, were some of the older bigger trees in the cemetery that are 200, 225 years ole. >> reporter: these huge trees that date back before the civil

war came crashing down on top of tombstones. >> this damage to the trees definitely exceeded that from hurricane irene. >> reporter: local crews are continuing to clean up which could take weeks. at least today the rest of the cemetery grounds are tended to by the volunteers. >> we come here to arlington as a people to heal around green plants, as the grass grows, we heal a little better. for us it's a giant green blanket that's covering our heros and comforting their families and once a year we get to come here and tuck them. in. >> reporter: at arlington national cemetery, kristin fisher, 9 news now. >> today volunteers donated roughly $200,000 worth of materials, manpower and equipment. a historic tree severely damaged in the storm that devastated our area was removed today. we're talking about the champion post oak in ago ton. the tree is believed to -- arlington. the tree is believed to have dated back to the mid-1700s. pieces of the post oak will now be preserved by the county's

lees 66 to 72. we'll come back and talk about how long the 80s will last and we'll graph the temperatures. pretty cool stuff. we here in the d.c. area and millions more up and down the east coast and midwest are finally getting brake from record setting heat. the heatwave is -- a break from record setting heat. the heatwave is blamed for 46 deaths across the nation. the scorching temperatures also took a toll on the nation's infrastructure. roads buckled including route 50 near i-97 in bowie and friday a u.s. airways flight out of reagan national was delayed three hours after a passenger says the plane's wheels sank into the melting tarmac. >> there was a pretty violent jerking motion as they were trying to pull back. the pilots went out. they were kind of chuckling that because of the heat the plane had sunk several inches into the faults. >> only three weeks into the summer -- into the asphalt. >> only three weeks into the summer the temperatures have

shattered 300 temperature records across the country. it was smooth sailing for the first time since friday when three cars went off the green line. it was believed extreme heat caused the rails to kink. the section of the track is now repaired. police shot and killed a man overnight in the mount vernon area just before midnight on frye road at route 1. fairfax county police tell us two services were talking with two men they thought were acting suspiciously. one of the men ran off. police chased him. the suspect got into a scuffle with the officers and pulled out a gun. >> the suspect produced a handgun and fired toward the officers. one of our officers was able to return fire striking the suspect. >> the suspect died at a hospital a short time later. police have not released the victim's name nor the names of the officers involved. a horse that was slashed a couple months ago near a fairfax county park is

recovering from new wounds tonight. that horse was cut over the weekend in a paddock on centreville road, the same place the same imagine was attacked last april and the paddock is next to frying pan park where three other horses were slashed back in may. a 17-year-old herndon area boy was arrested last month for the attacks. he remains in police custody. >> that's not to say that it's not someone who knew of the incident, who had knowledge of it or something like that or it could be a copycat. we just don't know, but we do need the public's help. >> detectives believe the attacks took place sometime between saturday night and sunday morning. the horse should be okay. police want your help finding this man who is accused of stealing a ring worth more than $16,000 from shaw's jewelry in manassas mall. he asked to see the ring and then ran away with it last thursday. he was last seen getting into a white done magnum speeding away from the park -- dodge magnum speeding away from the parking

november's presidential election could determine the fate of tax cuts for the wealthiest americans. today president barack obama called on congress to extend tax cuts for middle class families earning under $250,000 per year. the plan differs from that of his republican challenger mitt romney and house republicans. they're calling for an extension of all bush era tax cuts due to expire the end of the year. >> i'm not proposing anything radical here. i just believe that anybody making over $250,000 a year should go back to the income tax rate we were paying under bill clinton. >> mitt romney said the president's plan to let tax cuts expire for higher earning americans amounts to a massive tax increase and house republicans say it's another one of the president's failed attempts to fix the economy. for a second straight month republican mitt romney has outraised president barack

obama. democrats and the obama campaign raised $71 million in june, well below the $106 million collected by the republicans. damage from last summer's earthquake could keep the washington monument closed until the year 2014. repairs will require massive scaffolding to be built because engineers have figured out most of the damage is above 475 feet on this historic structure. the national park service is now accepting bids on this monumental and important project. joining us live from the monument is robert vogel, superintendent of parks for the national mall and memorial parks. good evening. is this a setback to find out this kind of a timeline for you all? >> reporter: well, it's not really a setback. we have been anticipating pretty much the time frame that we're talking about and we're excited to announce that the bid solicitation has gone out

and i think that in september we'll have a better idea when we actually award the bid how long it will take, but we're saying it could take 12 to 14 months. >> walk us through this project once it actually begins with the scaffolding and then the repairs that high up on the monument. >> it is challenging. most of the work is fairly significant but routine work, but it's at a really high level and so that's the challenge is to put scaffolding all the way around the monument and which is going to require to us do some work at the base and take out portions of the plaza and the benches and so the scaffolding is a challenge for us, but we're up to it. >> again we understand that the damage is so high up, but that high up, is it still rather extensive? are there a lot of cracks and infrastructure repairs to be made? >> there's a fair number of cracks, particularly some large ones up in the pyramiddian area, the very highest portions

a nasty virus left hundreds of thousands of internet users hanging on when you tried to connect today. the malware called dns charger redirects an infected user's web, searchers to spoof sites

with malicious advertisements. to give people time to get rid of the virus the fbi set up temporary servers, but today the fbi turned off those servers after giving people time to check their computers for the virus. the fbi's latest estimates showed nearly 211,000 computers still have the virus. about 42,000 of those are height rear in the u.s. now if -- right here in the u.s. now if your computer is infected and is not connected to the internet, first you'll have to contact your internet service provider for help reconnecting to the internet. second, insist on guidance to also delete the malware. if it's not taken off, the criminals will be able to criminal to control your machine. internet service providers will try to help keep victims online, come car, for example, sent out e -- comcast, for example, set out e-mails to customers whose computers appear to have been affected. being called the most widely anticipated overhaul of microsoft windows since 1995, today microsoft announced the official launch of windows 8 in

we've got new was in about last week's power outages in the district. d.c. council member mary cheh tells 9 news now she'll introduce a bill tomorrow to force pepco to start installing some of its power lines underground. the fear is that power outages after every major storm have become status quo for customers. mary cheh says the time to seriously consider underground lines for at least some parts of the pepco service area is now. >> we know that process will cost an awful lot of money and be disruptive, but unless we begin to do it we'll never do it. >> reporter: she'll introduce a bill during tomorrow's final legislative session before summer recess that would require pepco to set aside funds to put some lines underground. >> we would place an assessment on pepco which inevitably they'll probably pass on to the rate pair, but still an assessment -- rate payer, but still an assessment, create a special fund through which we

could begin to identify the areas and underground the i woulds. -- wires. >> reporter: it's been charged that pepco put profits over service some years ago and it's now up to the public service commission to force pepco make changes. >> the only thing pepco responds to is the threat of financial loss of penalty. >> reporter: it's already been reported many times pepco is a big player in d.c. politics. the utility company has an army of lobbyists who were paid more than $400,000 dating back to the year 2003. i also been reported that pepco's lobby -- it's also been reported that pepco's lobbyists have visited the d.c. council members more than 100 times last year alone. >> has the public service commission done its job? >> no. >> the maryland public service commission even fined pepco $1 million for past performance. we have heard nothing remotely

resembling that level of vigorous regulatory oversight in the district of columbia. >> we've put in calls to the public services commission and to chairman betty an king. she got back to us a short time ago and says it's true, pepco has not been fined by the public service commission but she says pepco since 2005 hasn't violated any of the city's rules or regulations. it's the 9th of the month. don't forget to remind your buddies to do their monthly breast op exams and schedule a mammogram if it's time. if breast cancer is found, what are your chances of a recurrence of the disease down the road? will you need chemo? lots of questions and there are tests available to answer. that this one is called onco type dx and our buddy jc hayward had it at the time of her surgery. andrea roane explains. >> reporter: in march jc was diagnosed with the most common form of breast cancer. in april she had a lumpectomy to remove the tumor.

now to prevent a recurrence jc is undergoing radiation and will take the harmony therapy drug tamoxifen but no chemo. her treatment plan was determined in part by a diagnostic test ordered by her surgeon. it's called onco type dx. >> it's basically a dna fingerprint of their tumor. >> reporter: dr. victoria crug is the radiation oncologist. >> it tells success this a tumor that needs additional treatment beyond hormone therapy to keep it from coming back or is this tumor one that would not respond to chemo at all and it's going to get the most benefit just from the hormone therapy? >> reporter: the onco type dx test takes place on the pathology specimen taken at the time of surgery. it looks at a group of genes within that sample to see how active they are. the results of the test are scored between 0 and 100. jc's score was 13. >> below 17 you're considered

a shocking tractor trailer accident caught on tape. this is surveillance video taken last thursday at gas station in akron, ohio. watch the top of your screen. as the truck's brakes give out causing it to overrun and overturn coming to rest right against deface pump. inside workers and customers just couldn't -- against a gas pump. inside workers and customers couldn't believe what they were seeing. >> we heard a big noise. it almost felt like the roof came down. >> this is my first reaction oh! >> workers quickly shut off the pumps before they could blow and a customer helped a passenger out of the truck while the driver escaped on his own. some of the vehicles in the truck's path were suffering heavy dang, but nobody was seriously hurt -- damage, but nobody was seriously hurt. now the bulls got a little payback today in pamplona

spain. three people were gored today. >> none of the injuries were believed to be serious. this is the third day of the festival. you know how this goes, people running side by side with the bulls in the northern spanish town. a total of seven people were hurt today. the festivities run through saturday. a chinese acrobat somehow walked away from this death defying fall in china. he was attempting to walk backwards and blindfolded on a tightrope when he fell 656 feet down a ravine. the daredevil took no safety precautions other than a pole to help with balance. despite the steep fall he only had minor injuries. wow. some say they've been doing it all along, but men carry their we'ves on their backs during a contest in finland this weekend. three obstacles on the 277-yard course including one pool of water. rules say the woman has to be at least 108 pounds. she doesn't necessarily have to be the runner's wife.

in today's health news, word that the family pet actually has concrete health benefit for younger children. researchers from finland show newborns who live with a cat or dog during their first year have fewer respiratory issues and infections contrary to many beliefs. doctors say the animal's effect on an infant's immune system as it develops served to protect better against certain childhood infections. the study which followed 400 kids will be published in full in next month's issue of pediatrics. now late this afternoon we learned a d.c. public relations executive is facing felony

charges for campaign finance violations. jane clark harris was an associate of jeffrey thompson. thompson is the prominent businessman and contractor who is already being investigated for his ties in contributions to several local politicians including d.c. mayor vincent gray. harris is due in court tomorrow. bruce johnson has been following this whole corruption thing from start to finish. this is a bombshell. >> this is amazing. you may not know the name jean harris, but you do know the name by now of jeffrey thompson. his house was raided late last year by fbi. this comes very close to the mayor because this involves his campaign. we're talking three charges, two federal, conspiracy charge and fraud and false statement charge against jeannie harris. those are felonies. she apparently has agreed to some kind of deal with prosecutors. that's why they filed an information and not an indictment. it's the third charge that we're looking at here because

that involves what goes on locally. it's a misdemeanor charge, but apparently what prosecutors are saying is jean harris got money from family, friends and co- workers who in their names made donations to the mayor's campaign. we're talking $38,000 worth. she was reimbursed for that money. jeff thompson who is identified as co-conspirator no. 1 in these documents, he then paid her back that money. so in other words, it was an illegal contribution from jeffrey thompson if you follow this. he reimbursed her to the tune of $44,000. that's money that went into the mayor's campaign. so jean harris due in court tomorrow for a plea hearing. >> what's next? will this point towards the mayor or thompson? >> obviously jeff thompson is the next step in this ladder here. he's co-conspirator no. 1. jean harris probably as part of her plea deal agreed to cooperate with authorities and will probably give them testimony against jeff thompson. jeff thompson would put them

we learn -- certainly do and this weekend we learned bryce harper is making the trip, too. kristen berset is here now with more on some natitude. >> that's right. despite finishing third in the final fan vote a couple last minute scratches means bryce harper is headed to kansas city as an all-star, the fourth nationals player to get the nod this season. harper becomes the youngest position player to ever play in the mid-summer classic and the third youngest of all time behind bob seller and dwight gooden whose manager back in '84 was also davey johnson. this morning on 106.7 the fan bryce harper tells the guys how the team broke the big news. >> after the game davey called me in and everybody was standing there. so i just walked in and he said hey, congratulations, you're going to the all-star game. it's a pretty exciting time. i just tried to take in that moment and really just try to

cousin in virginia. >> things did not work well, so i move out. >> kargbo said he was reduced to being a live-in house boy just doing chores and not going to school. that's when he realized his education was a top priority. >> that's when i didn't want things to go wrong with me and i focus on my education. >> when he enrolled in public high school in falls church, the social worker realized he was homeless. kargo was refused to the alternative house and through their homeless youth initiative he now shares a home with three roommates. >> my roommates usually ask me about my education, how i got my education. i know they care about me. >> reporter: the rent is partially subsidized by alternative house. kargbo pays $150 a month with the money he earns working at sears part time. >> my manager rafael, he always care about me. >> reporter: last year the homeless youth initiative helped 17 high school students
