sunrise less than an hour now. we're coming up on 5:00 a.m. about 5:52 i think today sunrise. yeah, 5:52. 8:35 on the sunset. 85 by noon. mix of sun and clouds with a spotty shower this afternoon. we'll see highs in the mid- to upper #s on. so that's -- upper 80s. so that's pretty comfortable. richmond got hit with a lot of rain. actually reports over 3 inches. this is extending into the northern neck and even toward parts of senior maryland. look at this stuff east of richmond. not a good ride down 17 going to williamsburg. southern maryland south of leonardtown approaching st. mary's city, watch out, our friends at buzzards marina and ridge. you'll get a little rain this morning. let's go to monika at 5:00 a.m. with a look at time saver traffic. at 5:00 a.m. most of your overnight construction has been cleared up i'm happy to say. good morning, everybody. the beltway is looking great. no problems on the north side of town between college park and bethesda. all of the major corridors

including 270 and 95 are also incident free. let's take a live look outside right now. if you're planning to head on 270, looking good from clarksburg down to the point where the lanes divide. you can see all lanes are open. no issues to worry about right now. let's go back over to the maps. this time we'll go into downtown where i want to let you know all the potomac and anacostia river crossings are fine. no problems on 395. we'll go there live right now at duke street. this is nice and light still early morning rush hour. looks great up to the 14th street bridge and beyond. i'll be back more the west side of town this time at 5:10. the pressure is mounting on pepco after massive outages during the epic storm last month. the d.c. city council is targeting the utility now. >> they are considering legislation that would force pepco to start putting power lines underground. delia goncalves is live at the wilson building with a preview of what they're working on there today. good morning, delia. >> reporter: good morning, mike, andrea. today is the last full session before the council breaks for the summer and mary cheh is

hoping to push the pepco legislation through using the frustration of many power customers in the district of columbia. she says it's time to consider underground lines for portions of pepco service areas in dg. pepco as we know routinely blames outages on the weather knocking down trees and the overhead wires. mary cheh says burying the wires at least in some neighborhoods here in the district is at least one solution. >> we know that process will cost an awful lot of money and will be disruptive but unless we begin to do it, we'll never do it. >> the only thing that corporations of pepco's size respond to is the threat of penalty. >> reporter: the utility board here in the district says d.c.'s public service commission is partly to blame for these problems consistently with pepco. i'll explain coming up at 5:30. mike, andrea, back to you. >> delia goncalves reporting live from northwest d.c. montgomery county was

especially hard hit by power outages of the june 29 storm. county council president had a scathing review of pepco calling the utility's response unacceptable on every level. >> we need more boots on the ground. i have been told by numerous sources that pepco has only between 120 and 130 linemen full-time. >> betterlynner says -- berliner says pepco has trouble getting assistance from other power companies because it has little aid. the national weather service says it was not a tornado but a microburst which caused a building collapse in spotsylvania county sunday night. more than 30 parents and children were inside the cheer fusion gym when 80 mile an hour winds destroyed the building. the sunday der block walls collapse -- cinder block walls

collapsed, the roof flew over into an elderly couple's home next door. thankfully everybody survived but four people did go to the hospital. montgomery county police are looking for a man they say attacked a woman yesterday in gaithersburg. the woman told investigators she was sexually assaulted around 5:00 p.m. behind the pool at green farm park which is on snouffers school road. the victim was taken to the hospital to be examined. at last check police have not released a specific description of the suspect. if you have any information, please call montgomery county police. what caused a fire at the old webb elementary school in northwest d.c.? investigators are going to try to find out this morning. the school was closed in 2008 so no one was hurt but for fire companies battled the flames which started inside the building last night. no word yet on just how much damage was done to the building. coming up on 5:05, time for the latest your money report of the morning. >> here's jessica with the headlines. this is this going to be termed the decade of the bailout? >> i know.

seriously. we haven't really done much in terms of markets either the last ten years. but that's today. today we're going to be focusing on bailouts as well as earnings season. leaders in the eu have agreed to terms of a stan ysh -- spanish bank bailout. investors have been a little bit edgy ahead of the start of corporate earnings season. here's your proof. the dow stands this morning at 12,736, dropped 36 points in trading yesterday. the nasdaq fell by five and the s&p 500 was off by two. after dealing with that epic line of storms, many people probably felt like tossing back a cold one. if that's you, alexandria's port city brewing company has a beer now. it's called the durecho common from a '60 batch lager beaver. there's a type of brew called a steam beer that's made

united nations special envoy kofi annan says the plan to bring peace to syria will be carried out. syrian president bashar al- assad says he will remain in power despite calls for him to step aside. pro-democracy forces blame assad for killing 17,000 people since the uprising started last year. the l.a. county coroner is changing the death certificate of actress natalie wood. the cause of death is now listed as undetermined instead of accidental like it was. wood drowned back in 1981. several legal analysts believe that change means the case is being officially reopened. the l.a. sheriff's department is not commenting on that. lance armstrong's attorneys will be allowed to refile a federal lawsuit against the u.s. antidoping agency. a judge threw out the case yesterday calling the suit an effort to get public favor. armstrong denies agency accusations he used performance enhancing drugs. 5:10 now. a teenager emigrated to this

good morning. welcome back to 9news now. it is 5:14. it's tuesday moving through the week. temperatures maybe moving up again. >> they'll start to creep up as we get toward the weekend and could get really hot again. mid-90s next week. >> it still doesn't feel like 105. >> even is 105 -- even 105 felt like 110. if you go to topper's block, there's a whole thing about it. so check it out. weather wise we'll check out the forecast for you this morning. we've got a day planner which temperature wise, we're all happy with this. mid- to upper 80s eventually with 85 by noon. about 87 or so at 4:00 p.m. a mix of clouds and sunshine. at times it will be mostly cloudy farther north you are i think we'll see more sunshine. it may be partly to mostly sunny even with spotty showers in the afternoon and evening

and we're dropping to 84 by 8:00. winds northeast to east 5, 10 miles an hour so not much of a stretch there. here's a look the at the doppler radar and satellite combined. big picture showing areas down to the south seeing the showers and the clouds. here's doppler. we'll show that you without the clouds with the lightning now. there's pockets of lightning. we've seen some in the richmond area. had every 3 inches of rainfall. we've got lighter showers tracking toward fredricksburg, maybe into charles county in another 30 minutes or so with some thunderstorms diminishing but still heavy rain on the south side of richmond east across 17 in toward the northern neck. our friend bill said it's trying to rain in newland. heavier showers to the south and east. down toward webster field, south of leonardtown in southern st. mary's county seeing some of that rain. temps in the 60s in montgomery and loudoun county. much of fairfax in the 60s, at least northern fairfax in the

upper 60s in vienna and reston. springfield is 73. alexandria 74. upper marlboro 71 degrees along with college park. and in washington a little bit light starting to try to show up here about a half-hour or so before the sunrise. the temperature on our michael & son weather camera 76 degrees. the dew point still way up so the humidity at 82%. another muggy start with an east, northeast wind at 7 miles an hour. cold front slipped to our south believe it or not. it's tough to tell because we still have these high levels of moisture in the lower levels of the atmosphere but it's across tennessee and the carolinas. that's where the better concentration of showers and storms will be today. for us southern virginia sneaking into southern maryland might see some of those showers and storms. a little disturbance coming out of the great lakes will sweep across the region. that will help spit out a spotty shower or thunderstorm. other than that, i think it will be a decent day. in fact, the next few days look pretty good.

88 today. some areas are going to stay in the mid-80s with the spotty shower. tonight we're back in the 60s and 70s. easterly flow tomorrow so we could see a thunderstorm develop in the afternoon east of town in the higher elevations. 88. thursday 87. we talked about temperatures creeping up. it's going to start toward the weekend. friday 89. saturday 91, some scattered afternoon thunderstorms. then by monday we could be back in the mid-90s. 5:17. monika shaking your head yet? >> no, not yet. i'm going like this. yes, everything is good. it's a positive thing. there is a water main break on goldsboro road near massachusetts avenue. you want to watch out for that in the glen echo area. other than that in virginia, things are looking good on 66 and the dulles toll road coming in from the west no problems to the beltway. all of your overnight construction through this corridor between piesons and springfield -- tysons and springfield pretty much cleared up for the morning so that's good news for you. let's take a live look at 66 heading for the beltway coming

feigns -- thankees fans. the two left standing were prince fielder and jose bought test take --bautista. he beat out -- fielder beat out bautista to win his second home run derby. tonight bryce harper get as chance to show the nation why he's been so highly touted. he's been the focus of the media monday out in kansas city, even the great frank robinson took some time out to chat with the youngster before batting practice. >> i was just trying to go in and play the game the right way, play it hard. i think going to a winning clubhouse like we are, it really helped me out [ inaudible ] >> bryce's teammates stephen strasburg also out in kc. they were hanging out during

in manassas, virginia. good morning. i'm mike hydeck. here's monika samtani. >> this is your life. >> facebook, it's awesome. here's howard. >> radar will be powerful showing you where the rain is falling and our friends in southern st. mary's county, a lot wetter than a lot of other folks right now. here's a look at your day planner. we look outside from our tower camera. looking north out of northwest d.c. that's friend ship heights in the foreground. bethesda in the distance there with some high clouds out there this morning. temperatures 76 in town. 86 by noon. highs today in the mid- to upper 80s. about 87 or so for d.c. spotty shower can't be ruled out but these are seasonably warm temperatures. some big thunderstorms this morning down in the richmond area have caused minor flooding in spots with doppler estimates

over 3 inches and the rain continues to fall. here's the heavy stuff. you can see some of the darker reds here. this extends into the northern neck and even in toward parts of st. mary's county. here's st. mary's city. this is toward webster field. heavy rains there. newland a couple of sprinkles but we're also seeing south of that. temps mainly in the 70s with some 60s, mid- to upper 60s north and west. 5:29. time for monika and time saver traffic. everything looks great. no problems to report all along the beltway. we're looking fine. if you're planning to come in from the north out of frederick to clarksburg and down to the point where the lanes divide. let's take a live look at 270 at route 121. still a good time to head out. you know this gets heavier pretty soon as you head in from frederick toward 121. otherwise right now you're fine. let's take a look at the maps again. this time we'll head all the way down south to southern maryland. looking good on route 4, route

5, 301. no issues to report as you head out of brandywine over to the beltway and through oxon hill. in fact, let's take a live look at the beltway south of town. no problems at branch avenue. really prince george's county beltway looks pretty much like n. in my next report we'll go out west at 5:38. there could be a last ditch fight at today's d.c. city council meeting. >> high-tech company opposes a bill to require a $15 minimum for car services in the district. san francisco-based uber make as smartphone map that matches high end car services with customers but company executives had hoped to lower prices to offer services for less affluent customers, excuse me. council member mary cheh says uber is trying to muscle in on the taxi market without being required to meet taxi regulations. another item coming up before the d.c. council today involves pepco. council woman cheh is introducing another bill which

would force the utility to lay more power lines underground making them less vulnerable to storm damage. delia goncalves is live at the wilson building with more. we heard this before. it's going to be costly but hey, when do we start if we don't start now, right? >> reporter: exactly. what's what mary cheh is saying. i know the process will be long, costly and annoying for many residents here in the district as they're digging up all over the place, but she says we have to start the conversation now if we really want to see any improvements in regards to our power outages when it comes to pepco and these storms. thousands of d.c. residents were in the dark for several days following last week's wind storm that knocked down those overhead wires. a council member says burying some of those lines, at least in some neighborhoods here in d.c. would solve the problem but it's just one solution she says. she's also called on the public service commission here in the district to impose fines on pepco which she says the psc has never double.

however, through -- done. however, through this bill, she says the power company would still pay. >> it would place annual assessment on pepco -- an assessment on pepco which they'll probably pass on to the ratepayer but still an assessment on pepco, create a special fund out of which we could then begin to identify the areas and begin to jowndz ground the -- underground the wires. >> the whole undergrounding is not really the answer to our problems. i think vigorous oversight, regulatory oversight is the key thing. >> reporter: it may be the key thing but where is the oversight here in the district of columbia? we know that in maryland the psc there has already fined pepco a million dollars for their reliability issues in regards to the last major storm and the last huge outage that folks went through. so where are folks here in d.c. on that issue? we'll take a look coming up at 6:00. andrea, back to you. >> zeal deal reporting live from -- delia goncalves reporting live from outside the wilson building. today a former campaign

aide to d.c. mayor gray is expected to enter a guilty plea. gene clark harris is charged with making illegal contributions to federal and local candidates. harris is a public relations executive. she's -- she also has ties to businessman jeffrey thompson, a prominent fund raiser who is already under federal investigation. a judge has ruled anne arundel county executive john leopold must stand trial. leopold had requested the case be thrown out. he was indicted in march on charges of misusing his police detail for personal and political gain. the accusations include having police look into political rivals. leopold's trial is set to begin september 4. baltimore's public works department is trying to avert a potential disaster. they are asking people who get their water from the city to conserve as much as possible. public works crews have found weak spots in a 54-inch transmission main which carries water to howard and anne arundel counties. today workers are going to try

to perform some tests to see what kind of repairs are needed and whether or not the entire main needs to be shut off. there are some people in southwest virginia who still do not have power after the june 29 epic storm around here. to get relief some of them are going to jail. the county jail has been reopened so people can have air conditioning and a place to sleep. the building was closed a few months ago when a new regional jail opened. second careers are so- called encore careers are becoming increasingly popular. more and more people are into this. this is a way to reimagine ourselves or a way to deal with careers that simply vanished during the great recession. approximately nine million people have found new livelihoods after turning 50. which jobs are recommended as encore opportunities? a.o.l. boiled down a list. here are the top five jobs

considered ie zeal for those owe he ideal for those considering a second career. become a marketing analyst. the median income is over $56,000. the higher end jobs may require a master's degree. number two, a home care nurse. median annual pay over $62,000 a year. a background in health care required. number three, become a dental hygiene i.r.s. annual -- hygienist. annual salary approximately $67,000 and a background in health care is necessary. think about software development. annual median pay over $72,000 and a background in computer science or bachelor's degree may be required. finally at number five, something maybe you've heard of, maybe not, a supply chain consultant. these folks work with companies and organizations to design better methods for moving products from a supplier like a manufacturer to the consumer. the average pay, get this, almost $96,000 a year. a background in finance or business and a bachelor's degree may be required.

the patuxent naval air station where they're 67. they're a little drier so places are able to cool off a little bit more. cumberland middle 60s. as we look outside on our michael & soon weather camera, we're looking north from northwest d.c. in toward friendship heights and bethesda way in the distance. we have a few minutes before sunrise. 76 degrees but the dew point way up there. this is why it's so sticky with the humidity at 82% and an east, northeast wind at 7 miles an hour. we've cleared out nicely in the northern plains and the northeast but we are looking at a couple of passing showers. thunderstorms in tennessee back into the carolinas and our neck of the woods this morning. this boundary close enough we're going to have to keep the threat for a spotty shower or thunderstorm in the forecast today, tonight and yet again on wednesday. looks like the best chance of storms wednesday, though, as the winds will be more easterly. if you are traveling south this morning, you'll run into more activity than if you're going

the euro zone has already bailed out greece, ireland and portugal but the spanish economy is larger than all of those three countries combined. president obama is reviving the debate over the bush era tax cuts. he wants congress to extend the cuts for people making $250,000 or less. house republicans want them extended for everyone. the white house says the president would veto that. today the house of representatives begins debate on repealing the affordable care act. last month the supreme court upheld the major parts of the health care reform law. >> republicans in the house are expected to pass the repeal bill but as susan mcginnis reports, that measure is not expected to get very far in the senate. >> reporter: house republicans are making a move to repeal president obama's health care reform law. >> this has to be ripped out by its roots. this is government taking over the entire health insurance industry. >> reporter: just days after the supreme court upheld the law, the house begins debate today and will likely vote

tomorrow on house resolution 6:07 -- 6079, the repeal of obama care act. the vote will be the 31st time congress has voted to repeal, defund or dismantle the affordable care act. >> it's like groundhog day around here. >> reporter: the bill look likely pass the house but is virtually certain to fail in the house. even if it passes the president already said wee veto it leaving some wondering why they would hold yet another vote. most republican voters want congress to keep trying to repeal the law. 41% of independents and just 14% of democrats feel the same way. >> the most obvious downside of obama care is that it's not affordable. his plan raises taxes by over $500 billion. >> reporter: mitt romney promises to repeal the health care law if he's elected in november. he's been able to raise millions of dollars for his campaign as a result of the supreme court ruling. >> this health care issue is definitely going to be firing

of town. in southern st. mary's county down toward st. mary's city, reports after lot of thunder and lightning. this goes down toward richmond and parts of the northern neck. as we look at future cast this morning, it does appear that by noon we'll be in decent shape. partly sunny to mostly sunny. about 85, 86. it's going to be a warm day but normal warm for this time of year. spotty showers can't be ruled out as we go into the afternoon. we'll see how we put the futurecast in motion stopping it by 3:00. some of the ridge ridgetops may help to initiate a few showers or maybe even a thunderstorm. might flirt with 90 in one or two spots. a spotty shower going home and tonight we'll be back in the 70s. there is going to be some heat building later in the weekend toward next week. i'm tell you about that coming up. right now let's go back to mike and andre ya. >> thanks -- andrea. >> thanks, howard. time for this week's hero

central. we recognize the value of education. this one young man come came to this country only to have his plans for a new life fall apart. >> he wound up homeless in northern virginia but that's when a nonprofit group in fairfax stepped in to help. >> i have my own place, do my own things, go wherever i want to go, go to school, come back. >> reporter: he came to the united states nine months ago from africa. the 18-yard was supposed to live with his family in texas but because of financial stress, he had to move in with an adult cousin in virginia. >> things did not work well so i moved out. >> reporter: he said he was reduced to being a live-in nanny or house boy just doing chores and not going to school. that's when he realized his education was a top pry quart. >> that's -- top priority. >> that's when -- [indiscernible]

i don't want things to go wrong with me so i focus on my education. >> reporter: when he enrolled in public high school in falls church, school officials realized he was homeless. he was referred to the alternative house and use their initiative he now shares a home with three roommates. >> my roommates usually ask about my education, how i go about my ed indication. i know they -- education. i know they care about me. >> reporter: the rent is subsidized. he pays $150 a month with the money he turns working at sears part-time. last year the homeless youth initiative helped 17 high school students earn their diplomas. >> it's been just phenomenally successful. it takes kids who probably would have to drop out of school to feed themselves and get them the high school tip proposal ma and the support -- diploma and the support they need to go on to further education and employment. >> reporter: now with a stable living situation, he has big plans for his next chapter.
