$653,800, came from wealthy businessman, jeffrey thompson. there was no evidence or testimony in court today that mayor gray knew about the illegal shadow campaign. he wasn't talking to reporters. his press person had this to say. >> is his position the same as it has always been? not going to comment on this or is position as it was earlier that they didn't know about any of in this. >> this? >> there's no comment. even with these new developments. >> he had no comment. >> harris as part of a plea agreement, she collected contributions from 16 people who didn't have the maximum $2,000 to give. she says jeffrey thompson kicked back the sums to those people. that money came to more than $40,000. one source close to the investigation told me today over the past two, he may have contributed more than a million dollars to national and local

campaigns. the building today, some d.c. council members had this reaction. >> people don't know what to expect next. i think it is a waiting game to see if jeff thompson next, is somebody else next? >> they have limitations and people should not be circumventing them. it's disturbing what when that happens. >> and we haven't heard from jeffrey thompson or his attorney. we haven't heard from them since this began. i'm told she won't do jail time, part of the plea agreement. also we're told tonight, the mayor had not been called for this investigation. a number of other people have not gone before the grand jury and that's normal in these kinds of cases. prosecutors normally do not call the people who are the ultimate targets. one more thing, tried to get jean harris to leave town, if

not the country. back to you. >> some staggering facts. thank you so much for your report. matt. >> today was the last day that d.c. council was scheduled to work. as of half an hour ago, the council had no taken up bills about installing screens outside the verison center or incentives. mayor gray is willing to authorize a special session if the council doesn't get everything on its agenda. the council did table an amendment on regulations for the company. but passed an amendment making the company legal with no new fees imposed. and they discussed two bills that would force pepco to bury lines in the district. >> would establish them for utility districts. >> in light of the cost, a working group would be established consistenting a representatives of the mayor of the council and pepco to determine how to fund the project. >> put the price tag for burying lines. critics say that is just too

expensive and won't necessarily keep the lights from going out in the next big storm. meantime, more surprise and anger from customers. 9news now learned state regulators will allow power companies to charge extra when they couldn't connect after those storms a week and a half ago. russ is here because 9 wants you to know if you'll be charged for an outage. this doesn't seem rational. >> well, the power companies make their money for delivering the power to you, not so much for the electricity. but for the billing charge to bring you that electricity. and this is the state order that allows the power companies to charge you when they can't charge you for delivering that power. so when the power is out, there's a way for them to recoop their losses when they can't charge you for delivering that power. >> ask any maryland customer who went without power after the storm. >> i wasn't aware of that.

>> that's news to me. >> and you're unlikely to find one aware while they were counting the hours without electricity, the ewe till tills were counting the losses so they could bill the customers. and regulators allow it. >> it isn't fair. i don't see anything else. >> they are getting paid when regular citizens are losing out. >> in maryland neighborhoods, many that went days without power, consumers are billed separately for the electricity. it's the line item charge that utilities can recoop. >> i am paying for something that i received. >> in virginia, officials say utilities can't charge customers for what they didn't receive. district regulations prohibit it, too. >> one of the things that we certainly wanted to guard against was compensating pepco when they were out for some odd reason not associated with energy efficiency. >> in maryland, officials say

until this year, it had been unlimited, but an order reduced billings for the first 24 hours of losses. >> if you're in the district and virginia, you're in the clear. in maryland, this order applies to pepco, bge, and dell morva. so, that is who will be getting this extra charge in what is called a bill adjustment. >> so they can recoop the delivery charge, but from whom? individual homeowners? >> officials say this is an automated process and this will be included in everyone's build. the costs spread across all their customers. it might be less than $1 a customer. >> not a big deal. even though it may be a matter of sense. >> all right, thank you. >> you bet. >> anita, two people are still in the hospital after our most recent round of storms on sunday. and one of the people injured when a building collapsed in fredericksburg is speaking only with 9news now about what

happened. i'm peggy fox in fredericksburg with an exclusive interview with one of the two parents injured in that building collapse. >> i was like, the building is coming down. i couldn't believe it. >> michelle smith was in the fredericksburg cheer fusion building when a microburst brought it down sunday evening. >> way the door crumbled in. >> the cinder block walls on two sides caved in. smith was thrown through a door and into another room. >> my leg was going to shrink, but my foot was over here. >> her ankle is shattered, and a lung was collapsed. she was dark and alone. worst of all, she didn't know what happened to her son and the other kids who had been practicing their cheerleading routines. >> it's so scary. i didn't hear any of them screaming or make any noise when i was yelling for them when we were in the building.

and that's the worst feeling in the world. i thought all the babies were dead. >> she was relieved to learn her son and other children were okay. only one other parent was injured and he's recovering as well. in fredericksburg, peggy fox, 9news now. >> what an incredible story. arlington county police say they are following several leads in their search for a hit- and-run driver who killed a pedestrian. the incident happened about 5:30 this morning on southbound route 110. investigators believe the victim was hit while he was in the middle of the road. police identified the man as 62- year-old robert shepherd of lawrence, massachusetts. his girlfriend back in massachusetts reported his missing about two weeks ago. coming up tonight at 7:00 on 9news, a five-year-old boy becomes a hero when his dad collapses from a seizure. hear the 911 calls to help save his father. >> and still to come in this half hour, house republicans work to make good on a promise to appeal the president's healthcare reform law.

on the same day two weeks ago that the supreme court upheld the affordable care act, republicans vowed to repeal the healthcare reform law and as danielle nottingham reports, now they are trying to make good on that promise. >> president obama's healthcare reform law is once again center stage on the house floor. >> obama care eliminates millions of american jobs. >> this is the 33rd time house republicans tried to scrap all or parts of the law. their effort to repeal it follows the supreme court ruling that the law is constitutional. >> what a waste of america's time. 30 times that we haven't voted on jobs bills. 30 times that we haven't extended tax cuts. >> house is expected to vote for a repeal on wednesday. like previous attempts, this will die in the democratically

controlled senate. danielle nottingham, cbs news, washington. >> returning now to the race for president. president obama campaigned in iowa trying to make the case that he's the candidate with the plan that will help the middle class. he asked congress to extend the bush era tax cuts, but only for households making less than $250,000 a year. republican challenger, mitt romney, said limiting the tax cut extension will limit the creation of new jobs. i believe that we should make sure taxes on the 98% of americans don't go up and then we should let the tax cuts expire for folks like me. >> so at the very time the american people are seeing fewer jobs created than we need, the president announces he'll make it harder for jobs to be created. >> if congress does not act, tax cuts will expire at the end of the year for everyone. facebook is talking about making yet another change. but don't worry, the social

86 officially downtown. dew point creeping up, 65. winds southeast at 8. pressure steady over the past hour at 29.98 inches of mercury. we'll look at live doppler 9,000. we have been watching this one area of thunderstorms kind of pulling out of fairfax county, pushing over 66 and now about to cross over 95. again, nothing severe, but some heavier rain fall between manassas and just south of springfield, crossing 66 and about to cross 1. this is going to drift, probably stay just to the north of leanardtown. we'll put this into motion. they will weaken no doubt about that and move off to the south and southeast. if you are doing down 95, you will have some wet roads to deal with. but again, nothing severe, just maybe some brief heavy downpours. temperature wise, 77 in springfield. that's a cool spot because you're on the edge of that storm. 83 in bethesda. nice temperatures really. 87 in college park. 86 up in laurel. out to the west, 84 in vienna.

82 in leesburg and 79 also in manassas. so, temperatures are going to remain manageable. an isolated thunderstorm tonight. muggy downtown. seasonal wednesday. and seasonal thursday, which means upper 80s to near 90. for tonight, mostly cloudy, mild. isolated shower or thunderstorm possible. we will keep that in. 66 in the suburbs. 74 downtown. winds out of the southeast at 10. now by morning, returning partly cloudy and pleasant. 60s and 70s to start. winds out of the southeast at 10. by afternoon, a little more sunshine. partly cloudy, seasonal, got to keep an isolated thunderstorm in, high temperatures upper 80s and winds easterly at 10. so we'll break it down for you in the morning. maybe a few left over clouds, but pleasant. warm by noon, low to mid 80s. 85 to 89 and perhaps a thunderstorm. next three days, we're going to keep the 9 weather alert codes
