kilowatts. it is the delivery of the kilowatts where pepco makes its money. that's the money that they didn't make while you were disconnected. that's the money they are trying to recoup. we just gotten word from the state public service commission. telling us that this could be less than 13 cents a customer. >> this is a nominal amount. it was the principle that got people so angriment how long did it take you to get this information from pepco and you also have something on that issue of missing linemen they have out there in power outages. >> just getting this information took us three days of asking. finding out the numbers, that has taken us two weeks. we have gotten word after asking them to respond about our linemen, pepco says it has 147 lineman and a roll of contractors. contrary to union claims, it had 162 permanent lineman 15 years ago. the union says it was more than

200. sorting out these numbers and figuring out how that would impact the recovery and restoration of this storm, we are taking a look at that and that's going to take us time. >> and public officials have come out and said we need to have these linemen here to help other jurisdictions when there are crisis to make sure we get that help back. >> a domino upon domino according to the critics. >> thank you. >> mike. >> thanks, sky 9 was over maryland early this morning. firefighters and police officers rescued more than a dozen people who were trapped inside their apartment building. more than 100 firefighters were called in to put out the fire on castle boulevard. armando trull joins us live from the scene now where dozens of residents need a new place to live. armando. >> they don't have a place to live, but they are working on it. behind me, cleanup operations in full swing. not only outside the most heavily damaged apartment, but inside as folks clean up the aftermath of a very stubborn

fire on friday the 13th. >> hours after this early morning three-alarm fire was apparently extinguished, firefighters had to rush back and do it all over again. and this goes to show you how treacherous these fires can be. the fire was under control and totally out and folks began going inside the building to retrieve, this happened. firefighters had to come back once more. cleanup crews and residents had been trying to salvage anything they could. >> i want to say anything i can get out of it, like paperwork and laptops. >> instead, they had to scramble to safety a second time. while firefighters try to douse the stubborn pockets of fire under the rubble. the original fire began at 7:30 this morning in this resident's apartment. >> dozens of people were trapped on their balconies and had to be rescued by firefighters, police officers, and even their neighbors.

>> one of the last people we got out, we didn't have her out of the balcony and the balcony was engulfed in flames. >> i have to be helped over the balcony because it was too much fire. and they help me and my dog. >> right now, the american red cross is helping about 80 people who were displaced. they tell me that the complex has found living accommodations within the same apartment complex for half of those people. the other half, some of them haven't gotten back because they left before the fire started. they believe they will be able to find more living accommodations here on the complex. the ones who are not will have to go to a red cross shelter. that shelter is already in place. that's the scene out here. i'm live, back to you. >> armando trull, thank you. anita. >> tonight, d.c. police are investigating one of their own after an officer made threatening comments towards the first lady. this officer working as a white

house motorcade escort has been reassigned as the investigation continues. now kristin fisher is live at police headquarters where the chief just addressed this issue. kristen, do we know more about the nature of these comments? >> we don't know too much because right now, we are hearing this could be anything from a serious threat to just a really inappropriate joke. we just don't know and neither does police chief, kathy lanier. just moments ago outside metropolitan police department's headquarters. and here's what we know at this point in time. this all started as an accusation that was made by a d.c. police officer who was accusing another police officer of making a threatening comment towards the first lady. now the accused officer is a 17 year veteran of the department. he had been working as a white house motorcade expert when this comment was made. now he is on desk duty as this investigation continues. now chief lanier cautioned this investigation is in its very

early stages. she says they are still in the process of getting statements from all the people who may have heard this comment. people who were on the scene that day. and as for whether that comment was a serious threat or an inappropriate joke, here's what chief lanier had to say. >> there's absolutely no place for jokes of a nature that could be per seefd as threatening to the president, the first lady, or anybody else. that's not funny and police officers get that. this is not something that you joke about. and when i talked earlier about this process, if it is determined the statement was made is not criminal threat in nature, it is still possible that in the administrative investigation, that the statement was extremely unprofessional and conduct unbecoming of a police officer. so you know, it's going to be one of those tracks. >> now the secret service is also investigating. they say quote, we are aware of the incident and we are taking

the a appropriate followup steps. what exactly those followup steps maybe, we don't know. we don't know, as i said, exactly what these comments were, how serious they were, but one thing is for sure. there's a lot of frustration inside the police department today, chief lanier says that all of the officers here, especially the officers assigned to motorcade duty and white house escorts, those are officers who take their job very seriously. they are very proud of the job that they do. and they are very concerned that if these threats were indeed real, it will reflect poorly on the department and the job that they do. back to you. >> kristin fisher, thank you. you can imagine their disappointment. mike. turning now to the scandal surrounding d.c. mayor, vincent gray, and 2010 campaign under federal investigation now. the mayor is trying to go on with official business despite having to answer questions about illegal campaign contributions. 9news confirmed the mayor knew about a shadow campaign back in january after meeting with jean clark harris, who is now since

pleaded guilty. surae chin followed the mayor today. is he shedding anymore light on what happened? >> the mayor said he is not resigning. he is trying to carry on the business of the district of columbia, but one of his first orders of business today was going on a talk show to answer questions about his 2010 campaign. that is now netted three convictions so far. >> did you know before the primary, during the primary in 2010, that there was a well funded shadow campaign? >> we ran a campaign that was based on the laws and principles of the district of columbia. that is the kind of campaign that i was running. that's the kind of campaign that i supported. >> mayor gray on news channel 8 this morning not able to go into detail about what he knew and when surrounding a shadow campaign of illegal contributions that helped him get elected. >> i talked about those things that i can, those that i can't

related to this investigation. >> mayor gray traveled to ward 8 this afternoon, still avoiding reported questions. >> i have kept to my schedule and continue to keep to my schedule and i'm going to continue to do that. >> can you answer anymore questions? >> i have answered all the questions that i can answer at this time. >> in ward 8 in southeast, where it has been reported 80% of the voters elected him into office are talking. >> it's a sad day. the mayor should resign. >> did you vote for him? >> yes, i did. i voted for mayor gray. i think it was a mistake. >> give him a chance. >> two long time friends couldn't be more opposite on mayor gray. >> perhaps he didn't know anything about it. >> let's get real. >> i beg to differ, because the campaign was huge. it was huge. and behind the door, you don't know what's going on. >> now i talked with the u.s. attorney's office this afternoon. there are still coconspirators who haven't been indicted yet.

but the investigation is active and progressing. coming up at 6:00, we'll have more on the mayor's response to city council members calling for his resignation. mike. >> this is long from over, thanks, surae. police spent the morning passing out fliers as they track down a suspect in a recent sexual assault. a woman reported she was attacked by a man with a knife. she says this took place at green farm conservation. >> this attack did occur in an isolated area in 200 acres of parkland. 21-year-old victim reported to us that she was on foot sitting on a bench adjacent to a pond when she was attacked from behind. the suspect had a knife. he had a piece of cloth covering his face. >> if you have any information, please call montgomery county police. >> prince georges county executive, baker, helped demolish a home today. it's part of a plan aimed at

domination, the president won virginia four years ago and both he and his gop challenger, mitt romney, considered virginia a key swing state in the november presidential election. meanwhile, both campaigns are in the middle of romney's time of ceo. romney says he left the firm in 1999 to run the olympics. but new reports suggest paperwork listed him as in charge until 2002. now the romney camp is asking the president to apologize for that comment made by a staffer and fighting back against the president's claim that romney sent american jobs overseas. >> either mitt romney through his own words and his own signature was misrepresenting his position to the sec, which is a felony, or he was misrepresenting to the american people. >> obama outsourcing attacks. misleading, unfair, and untrue. >> if there's an outsourcer in chief, it's the president of

the united states. not the guy who is running to replace them. >> cbs news sat down with president and mrs. obama at the white house this week for a wide ranging interview and he asked the president about his attacks on romney's corporate record. >> when some people questioned why i would challenge his record, the point i made there in the past is, if you're ahead with large private equity firm or hedge fund, your job is to make money. it's not to create jobs. it's to create a successful business. it's to maximize terms for your investor. that's part of the american way. that's part of the system. that doesn't necessarily make you qualified to think about the economy as a whole because as president, my job, is to think about the workers. my job is to think about communities where jobs have been outsourced. and so it is not that he is

we have a consumer alert about an unusual scan that is targeting utility customers across the country. the better business bureau says people are getting automated phone calls claiming the obama administration has a program that will help them pay their utility bills. people have been conned into giving social security, credit card, and checking account numbers. warnings about the scam spread quickly and investigators are trying to find out who is behind the hoax. >> there is some speculation out there now that amazon.com may be moving toward offering same-day delivery. the financial times reports amazon is adding distribution centers in ten states over the next four years. starting in pennsylvania and california in september. now analysts say that will enable the company to offer delivery to many products in just hours after the orders are placed online. the move is also considered a way of remaining competitive for amazon as more and more states push toward charging sales tax to amazon purchases

online. a local grocery store that has been a staple in the shopping center of silver spring for years is closing. opened its first supermarket in washington in 1875. they were up to ten locations by 2005. but with a closing of its location next week, it will be down to five stores. facing increasing competition from both specialty stores and major grocery chains. kosher supermarket will be moving into that space. pass the glazed donuts. krispy cream is celebrating. they got started in north carolina on july 13, 1937. in honor of the big day, customers who buy a dozen of any of its sinfully good donuts can get a dozen original glazed for just 75 cents. and who doesn't love the ice cream man? finding him, though, can sometimes be a problem, but not today in d.c. in honor of national ice cream month, the

stocks on wall street, including stronger than expected earnings for j.p. morgan chase. the dow finished up 203 points closing at 12,777. j.p. morgan chase says a giant trading blunder was much worse than first reported. >> allison has the details and the fallout for the bank and its traders. >> a bad trade at j.p. morgan chase cost the bank $5.8 billion so far this year. that is nearly triple the $2 billion the bank first disclosed. the ceo said that he fired the managers in charge of that trade and the company is taking back two years worth of pay

from each of them. >> admitted the problems to making systems changes. so they say they are doing all the right things. time will tell if they are. >> the trading loss came from the bank's london office, which was supposed to be balancing risk, but the portfolio got too complex. when j.p. morgan started investigating the loss, the chief executive dismissed it. he now admits the blunder has staken the company to its core. we don't take it lightly, diamond told analysts, but we do think it's an isolated event. even with the giant loss, j.p. morgan made a profit of $5 billion in the last quarter. as the news hit wall street, it listed financial stocks and analysts point out j.p. morgan's loss may be another bank's gain. >> they made a huge loss, someone made a profit. there is another side to this trade. we don't know who this is. >> we don't know if the damage is over yet. diamond admitted that the bad trade could generate future

losses, as much as another $1.7 billion. cbs news, new york. >> currently, j.p. morgan's earnings were better than expected. the security scare at jfk airport in new york after strange wiring was spotted in a plane's bathroom. the flight was headed to madrid, spain, and had to return to the terminal and evacuated last night. the nypd says the wires were not connected to an explosive, but did not belong to the plane. a delta spokesman says the flight left for madrid early this morning. a lot calmer in los angeles after a violent confrontation. tensions escalated and police moved in. rocks and bottles were thrown and police claim some of the protesters are linked to the occupy los angeles movement. u.n. officials are calling on both sides in syria to get a

cease fire in place tonight. this in the wake of what could be the worst civilian massacre in 16 months of conflict. rebels prove royal to al sad. they accuse each other of slaughtering villagers. syrian tv -- >> preparations j underway for the anniversary of the maryland campaign. a series of battles recognized as a turning point in the civil war. the fighting again when general robert e. lee led into the second battle of manassas. it was an attempt to shift toward virginia and engage union troops in a showdown outside the old dominion. the failed campaign ended on the banks near maryland. that's where a fierce battle resulted in 23,000 casualties. it is widely considered the bloodiest one-day battle on american soil and a dramatic turning point in the civil war.

in today's health alert, it's been over two years since a massive earthquake devastated the caribbean island of haiti. the country still faces infrastructure problems, healthcare shortages. the medical team at howard university took action after the quake and they just got back from another humanitarian mission. the students had an experience of a lifetime. >> january 2010, a major earthquake shattered the island of haiti. teams from around the world came to the aide of a country in crisis. >> it was a really sad event. my family was okay. haiti suffered a lot of losses. my initial reaction was to wait until things calmed down and then assess the situation again to see what i could do. >> joann is part of the team from howard university hospital who just returned from haiti this week. the students and physicians provided much needed medical care in a region that is still rebuilding.

>> the patients lined up to see us. some were dressed in the best clothing that they had to come and visit a physician and they were excited about that. >> there are medical resources were drained over time. they need the infrastructure to build their medical resources back. >> as soon as they arrived, they saved a woman after a brutal attack. >> there was some lacerations. there was an attack. and we immediately were called to the room. >> team stopped the bleeding, closed and stitched her wounds. >> that was all in day one and we were really excited and kind of terrified, because we never experienced anything hands on like that before. >> i think what we saw in that one day, probably 150 patients, if not more. >> topnotch medical care for the haitian community and a lasting global experience for these students. the howard team can't wait to go back. >> it is rewarding. when i got there, this is why i came to med school. this is why i want to become a

doctor. >> team included 25 doctors, dentists, and medical students. the region where they provided care has one doctor for every 25,000 people. the 28-year-old autistic man says frogs helped survive a three week ordeal in the desert. he left boulder, utah, at the end of the first week of june. he was trying to hike about 90 miles to page arizona. to pick up money his father had wired him. well he wandered through the remote desert and he was found late yesterday. local sheriff says he is amazed they found him alive. >> the wrong number became the right call for a woman having a medical emergency. listen to this. steven was driving home when his cell phone rang. he didn't recognize the number, but he answered it anyway. and dyke said he was about to hang up when the woman on the other end said she was having a stroke. he asked her where she was and eileen was just a few blocks away. so he called for an ambulance
