thanks. back to you guys in the studio. >> bad joke or serious threat? that's the question tonight after a d.c. police officer was reassigned from being a white house motorcade escort to desk duty. for comments he made about the first lady. another officer is accusing a 17 year veteran of making threats against michelle obama. but chief kathy lanier cautions this investigation is in its early stages. >> there's no place for jokes of a nature that could be perceived as threatening to the president, the first lady, or anybody else. that's not funny and police officers get that. this is not something that you joke about. and when i talked earlier about the process. if it is determined that the statement was made is not criminal threat in nature, it is still possible that in the administrative investigation, that the statement was extremely unprofessional and conduct unbecoming of a police officer. so you know, it's going to be one of those tracks. >> the secret service issued a

statement today saying it is aware of the incident and is taking the appropriate followup steps in this case. 12k3w4r-9 9 wants to know is breaking news on why local utilities is able to charge you even when you don't have power. russ found out the program wasn't originally intended for storm outages. it was intended to encourage energy efficiency? here's the deal. >> it was designed to encourage the utilities to encourage energy conservation. to help them make it to the bumps when people use less energy and charge less for delivering that energy to your home. we conserved a lot after that storm. we have spoken to regulators and the utilities and read the order. virginia and the district don't allow it. even in maryland, they had a hearing six months ago and whether this was manipulating the system. instead of eliminating it, they cut it back to the first 24 hours that they are billing you that they can bill you now.

this is the official maryland public service commission order that put the charge into law in january. and take a look at this wording. right there on the original intent of this payback, it was to encourage ewe utilities. spoke against utilities using the order, supporting energy conservation, reimburse utilities where no energy is going through your meter. >> it adds insult to injury to say to a customer, just keep in mind, you lost power for six or seven days. you have thrown out all the food in your refrigerator and being told you are boing to pay extra because you weren't buying electricity, because they weren't delivering any electricity. >> the bill stabilization adjustment eliminated the incentive to restore lost service. but the order did limit the reimbursement to cover only the first 24 hours. prior to that, it was open ended. allowing pepco to get nearly

1.4 million for july 2010 blackout. dell morva more than 35,000. and bge more than $81,000. in a statement tonight, pepco emphasizing that you're not being billed for the electricity you didn't use. consumer advocates say you are being charged for the delivery charge of what they didn't deliver in that power. and tonight, the maryland public service commission is saying that the cost could be just 15 cents, 12 cents, 8 cents a customer. no response when we asked the governor for a comment tonight. you know, i know you were curious about what public officials are asking and right now, people don't want to talk about this. >> i can imagine because one penny could be too much. it's about the principle. >> it is. even if you are green. >> repealing it, it's not likely? as far as that's concerned? >> well, you know, mum is the word. this is a volatile subject right now and there is an

president obama spending the next two days campaigning in virginia. including a stop in chicago. his trip started this morning and he called on voters in the battleground state to help move the country forward. >> this election is about more than just two candidates or two political parties, virginia. this is about which direction we take this nation. >> the president swept through hampton roads, virginia, the governor was something up i-64 for mitt romney. he says the obama campaign's focus is an unnecessary distraction. >> all that record of hope and change and uplifting language that we heard in 2008 has now turned into a campaign this

we are following breaking news out of pennsylvania now. penn state announced it will renovate the shower and locker room where jerry sandusky assaulted a young boy years ago. the announcement comes one day after the lui free report found that penn state missed several opportunities to stop that abuse over a decade's time. sandusky was convicted last month on 51 charges. the teenager from texas has reached the white house carrying quite a burden. he walked all the way here carrying a cross. his name is junior garcia. he has been walking on behalf of a charitable campaign. it's nationally assemblies of god program that raises money to buy cars for missionaries. well, more than 17 people needed to be rescued this morning after a fire broke out in a burtonsville apartment building. >> helping dozens of residents

displaced by an early morning fire that flaired up. hours after this early morning three-alarm fire was apparently extinguished. firefighters had to rush back and do it all over again. cleanup crews and residents had been trying to salvage anything they could. >> anything i could get out. >> instead, they had to scramble to safety a second time. while firefighters tried to douse the stubborn pockets of fire under the rubble. the original fire began at 7:30 this morning in this resident's apartment. dozens of people were trapped on their balconies and had to be rescued by firefighters. >> one of the last people we got her out, the balcony was engulfed in flames. >> i had to be helped over the balcony because it was too much fire. >> in burtonsville, 9news now. >> the cause of a house fire in chicco, california, blame it on charlotte's web.

the homeowner didn't like cobweb in the yard. what to do? grab a blow torch, of course. the cobwebs caught fire, then the plant, then the house. nobody was hurt. but the damage is estimated at $25,000. what were you thinking? unusual circumstances also surround a fire earlier this week in bethany beach, delaware. firefighters put out a small fire at a home wednesday night and a few hours later, they were called back to the same home. the fire that time gutted the house and damaged several others. one obvious question, did the remnants of the first fire lead to the second one if. >> not only do we tear apart the wall looking for fire, we use thermal imaging cameras, which is using for heat sources, and we look for that. we are confident that fire was out. >> fortunately, no one was hurt in this. the case is under investigation. now, just a bit off the beach in california. you could see a goat into the waves. two goats have been taught to
