we're going to wake up to sunny skies. temperatures will be hot. by lunch 95 degrees. by late this afternoon getting up to 99, close to 100. we do have a chance for an isolated thunderstorm late this afternoon, early this evening. that storm could be strong or severe. we do have some areas of fog this morning. right now only in manassas and call per. advice i can't -- culpeper. visibilities down to 5 miles. our satellite and radar picture showing it's pretty quiet overnight. we did see a couple of scattered showers that did pop up and some storms. right now temperatures in the lower 80s in downtown. 77 arlington. 73 in bethesda. rockville, good morning to you, 74 degrees. highs for today, yeah, it's going to be a scorcher. 99 in downtown. 101 in manassas. 98 in gaithersburg. and 96 degrees in winchester. tappahannock, you should get to

the triple-digit mark. so drink lots of water and don't forget your sunscreen and sunglasses for this morning's commute. when the sun rises it definitely effects you -- affects you coming in on 66, for example. right now it's just so humid and hot outside already. no problems other than that as you travel on the beltway north side of town. you'll be fine. the bw parkway and route 50 inside the beltway looks good. we'll take a live look outside. on 270 southbound coming in from clarksburg still no delays. down to germantown and down to the point where the lanes divide. good time to head out. let's go back over to the maps where there are no problems to report here in southern maryland. route 4, route 5, route 301. everything is fine up to the beltway, andrews air force base. we'll take a live look at route 301 and route a coming out of brandywine. all lanes are open and no issues yet to the beltway. in my next report, another look at area roads 5:09. back to you. >> see you in a bit.

the first phase of metro's line to dulles isn't scheduled to open till late next year but a key piece is being put in place today. delia goncalves is live in tysons corner with the story. good morning, delia. >> reporter: good morning, jessica. this indeed is a major milestone for the project. you can see the train's aerial guideway that's stretching along route 7 here. later this morning, crews will finally install the final segment of that aerial guideway. the 11 and a half-mile project will extend from reston west to dulles airport ending at route 7, 72 in eastern loudoun county. supporters say the silver line is vital to the economic development and longevity of this region, but it certainly has been a controversial project. the loudoun county board of supervisors argued whether the train should be built above or underground and held off its support until a 5-4 vote earlier this month that paved

the way for the $6 billion project to move forward. supporters of the silver line are hoping this will ease the major traffic congestion in this area, especially for those folks who are driving heading to dulles airport and for loudoun county which is the fastest growing county in the nation. so what's next for this project? i'll let you know coming up at 5:30. back to you. >> thank you, delia. delia live at tysons corner this morning. that's good for shoppers. today a team from the national transportation safety board will arrive at the site of a deadly plane crash in montgomery county. the small single engine plane went down last night in laytonsville near davis airport. it was carrying two men, an experienced flight instructor and experienced pilot. witnesses say the plane failed to clear tree tops and appeared to stall during landing. they saw it spiral to the ground and crash into a thickly wooded area. >> the wind shield was ripped off of the aircraft. the tail was badly damaged and

in pieces. both wings were mangled and the engine was falling out of the aircraft. >> the flight instructor pilot in the plane was killed in the crash. the second man is listed in serious condition. the plane that crashed was listed for sale on a website called trade a plane. investigators are trying to determine what caused a big apartment fire in woodbridge, virginia. the fire broke out last night on gemstone drive. one firefighter was injured there. he is expected to recover. no one else was hurt in this. but as many as a dozen families need a new place to live now. a couple of prince george's county firefighters are recovering from injuries after a house fire on monday in temple hills. 40 firefighters and medics rushed to the scene to work on it. one woman was inside when the fire started. she got out unharmed. a firefighter suffered minor burns. the other one suffered smoke inhalation. both of them are expected to be okay. the time right now almost 5:05. i am watching your money.

the losing streak on wall street goes on. stocks have been down in seven out of the last eight trading sessions. and today the focus moves to capitol hill. investors are hoping federal reserve chairman ben bernanke has enough positives to say to capitol hill in order to boost stocks. checking the numbers now, the dow stands this morning at 12,727, dropped 50 points in trade yesterday. nasdaq was off by 11 and a half. and the s&p 500 was down by 3 points. the rhetoric is getting more combative in the battle over extending the bush era tax cuts. in december 2010 democrats lost their battle to drop the tax benefits for the wealthiest americans. and at the time they agreed to an extension for everyone just before the cuts would have expired. now they say they are going to stand their ground. >> unless republicans end their commitment to protecting the rich above all else, our country is going to have to face the consequence of

morning, not widespread but just in manassas, out in warrenton, also out in petersburg and cumberland we are seeing some visibility being affected. if you live in those communities, you may want to leave the house a little earlier to make sure you don't get rushed getting into work today. currently temperatures are still warm out there, especially in downtown. lower 80s in d.c. manassas in the lower 70s. culpeper 70. fredricksburg around 75. so we're expecting to get up close to 100. i think we could challenge some records, especially at dulles with the record high there for today is 100 set in 1997. so it's going to be a hot one. here is a look at your traffic with monika. good morning. look at this delay on the inbound side of i-66. you don't expect this at 5:09 a.m. it's all because of a disabled vehicle after nutley street in the center of the roadway. traffic is having to go by to the right and to the left right now. coming up in my next report, an update on this situation in a few minutes. >> see you then. making news now at 5:09

this morning, one of the busiest bridges between the a united states and canada is open once again after a bomb threat shut it down for hours. the ambassador bridge connects detroit and windsor, ontario and officers spent about five hours sweeping the bridge yesterday. but no explosives were found. two americans taken hostage friday in egypt's sinai peninsula have been freed. local security officials say the to members of the church in boston were released monday after negotiations with tribal leaders in the area. the two were abducted while traveling on a bus from egypt to israel. after reports of half of the country being in a drought situation, there are some places like arizona that are getting way too much rain. it rained nonstop for hours in the southern part of the state triggering flash flooding. firefighters carried out at least one swift water rescue while police scrambled to close the roads that were covered with water. >> nothing quite like those pictures we just showed you, but we do have a chance of

it's 5:13. problems on the inbound side of i-66. it's a truck that lost its wheel after nutley street right in the center of the roadway. all those people that usually get an early start are delayed. take a look at this delay. we'll go outside live on our camera. that is inbound 66 right now and it's 5:14 in the morning. but it should be out of the roadway shortly. clues are on the scene -- crews are on the scene trying to get it over to the shoulder. back to the maps and this time to the north side of town no problems on 95, route 29, the bw parkway. we're good coming out of baltimore, columbia and laurel. no problems on the beltway. we'll take a live look at university boulevard. the outer loop still running smoothly between 95 and silver spring. 270 pretty much the same story. we'll go there live next time around in my next traffic report at 5:23. >> thank you so much, monika. anny is for n for howard. it -- anny is in for howard. it's a hot day. >> temperatures will climb very

prepping for london. last night's exhibition game against brazil, the u.s.a. was actually down one point last night. here they're down 6 in the second. durant finishes a pass from kobe. then durant again putting on an impressive show for his hometown in the corner for 3. later on lebron with the steal. team u.s.a. rallies from a 10-point deficit to beat brazil 80-69. president obama in attendance last night. his wife and kids joined him a bit later. they got the crowd riled up when the couple appeared on the kiss cam and didn't kiss. next time their daughter made sure the parents made up for it and the crowd was loving it even though michele was a little embarrassed. the women made easy work of brazil earlier in the day. lindsay whalen led all scores with 21. u.s.a. wins this one 99-67.

for most of today most of us should be seeing just some really hot conditions but temperatures right now are already in the lower 80s in downtown. so a pretty warm start out there, especially inside the beltway. 72 manassas. lower 70s for la la plata and annapolis 79 degrees. so highs for today close to 100 in downtown. 101 in manassas and culpeper. here's monika with your traffic. good morning. >> this is what we officially call the dog days of summer. if you're planning to head outside, kind of tough as well on the inbound side of i-66. not only are you dealing with the humidity when you head out the door but then delays as well. let's take a live look on the inbound side of 66 where there's been a disabled truck just after nutley street. it was blocking the center lane for a while. it had lost its wheel and i believe it was just moved out of the roadway. so you can see that actually the pace is beginning to improve leaving nutley street to the beltway. that was a tough one early in the morning. let's take another look at our maps. this time we'll go to the other

obama cited saying its author donated money to the obama campaign. meanwhile the presumptive nominee may try to inject a new topic into the race. a top romney advisor says he could decide on a running mate by the end of this week. metro's silver line should start running a little over a year from now. today the final piece of the aerial tracks over tysons corner will be put into place. nine nine now reporter delia goncalves -- 9news now reporter delia goncalves is live at the site with a preview. good morning. >> reporter: good morning, jess. i can already see some crews climbing the scaffolding and heading over to the rail line to begin work on the project that is long been running and happening here in the region. a lot of folks say that this is an eyesore but for many the silver line bridge represents the future of the region in regard to transportation, the economy, and certainly growth of the area. the silver line, dulles metrorail will eventually carry trains over the beltway and

through tysons. crews say the final stage represents the most challenging part of construction. phase two of the project could begin as early as late spring of 2013. and is expected to be complete within five years taking the $6 billion project 2k3 miles all the -- 23 miles all the way out to eastern loudon county. the first phase of the project will be complete hopefully by next year and that will bring you as far as reston and that is expected to ease lots of traffic in the area, although some folks still consider it a fairly controversial project. that final piece of that slab of concrete that will complete this overhead bridge will be in place and will be carefully put into place by a crane a little later this morning. back to you. >> delia, those of us who drive through that area will be very happy when that construction is over. thanks so much.

virginia's attorney general has refused to certify the new abortion clinic regulations passed by the state board of health last month. in a memo republican ken kush nellie's office said the board exceeded its authority. the board struck part of the regulations which would have required clinics to meet the same strict building standards as new hospital construction. abortion rights supporters complain those tougher standards would force most clinics to close. the regulations still must go to the governor who could order the board to reconsider. maryland governor martin o'malley says there's about a 50-50 chance when it comes to possibly expanding gambling in the state. today o'malley will meet with leaders of the general assembly after talking yesterday with leaders of prince georges and montgomery counties and the city of baltimore. supporters want to allow tables like blackjack in addition to the slot machines and there's a push to authorize a sixth casino site, possibly at national harbor.

the governor could call a special session to address the gaming within the next few weeks. so far there is mixed reviews when it comes to dominion virginia power's customers. a rate hike took effect yesterday when a new dominion plant in southwest virginia started operating. that increase works out to about $1.30 extra per month for a typical residential customer. however, dominion says the additional adjustments are being worked out with state regulators and those could drop the average bill by more than $4 starting in september. the time right now is 5:34. i'm watching your money and the job market. one of the lingering tolls of the great recession has been on unemployment. with so many people out of work young people are having the hardest time finding a job. >> reporter: at 19 years old, she's already endured hardship. a foreclosure had her bouncing from house to house for three years until she was forced to drop out of high school to bring in financial support.

the unemployment rate for 16 to 24-yards looking for a -- 24- year-olds looking for a job is more than double the 8.2% national average. they're up against experienced workers. for many young people, it's their first time entering the job market. she's working toward getting her ged taking classes at a baltimore youth center. >> we're hoping young people learn how to go to work, learn the soft skills that employers say they want when they hire somebody in terms of being on time, reporting to work every day, being able to follow directions. >> reporter: 21-year-old lewis considers herself lucky. she was hired in the orthopedic rehab unit of baltimore's mercy medical center through a youth jobs program. 7,000 young people registered in the program. 5300 actually got a job. >> this is what i like to do so this gives me more experience to show me how things work so when i get to grad school. if i didn't have this job, i

wouldn't be able to pay for some of my bills that i have. >> reporter: federal stimulus money for youth jobs programs ran out in 2010 but baltimore partnered with the private sector to keep things going. officials say investing in youth now will likely pay off in the long run. >> things are pretty tough for young people looking for work in the district. research from the employment policies institute shows that d.c.'s teenage unemployment rate is almost a 52%. the group links that enormously high rate to local high school dropout rates and competition from area college students. as we heard in the piece, these kids a lot of the time it's not that they're looking for money to go shopping at the mall. they're actually helping their families pay for food, pay for housing. these are high stakes for them. >> absolutely. it's more and more difficult every year it seems like because so many other people are out of work to begin with. they normally walk the beat but why now are some police officers in london required to start helping with security when it comes to the olympics?

>> i was given a letter of termination by the director because i had overstayed my time. >> reporter: in 2002, miss brooks and her three children were living in an emergency homeless shelter. after one year the working mother faced being homeless again because her time at the shelter had run out. but she could not afford to move. >> i didn't know at the time what my rights were as a client ever the shelter. i didn't know what steps were supposed to be taken. >> reporter: the working mother needed legal advice and she needed it for free. she learned about the washington legal clinic for the homeless. >> i was really impressed by the organization. i didn't know there were attorneys out there specifically working with clients that were in my position. >> reporter: brooks visited one of the clinic's seven intake centers and she got a lawyer. >> without a lawyer's intervention, her family would have been back out on the street. and that's something that we're not willing to tolerate. >> reporter: because of the help of the washington legal clinic, brooks was able to
