i'm not convinced they will make that, but it's a good idea to take it easy tomorrow, stay hydrated and we'll come back and talk about why we continued our code yellow alert. it's not all for heat. >> thanks a lot, topper. a half million dollar shoe dropped today in the wake of a 9 wants to know investigation. the general services administration, gsa, announced they are cutting bonuses for 80% of its high ranking people. russ uncovered the bonuses in the aftermath of gsa's infamous las vegas convention. we remember those videos. >> this has been a long haul and anita, our investigation showed the very gsa officials responsible were among dozens who received dozens of $10,000 a piece. we uncovered the bonuses shortly after those gsa videos with workers bragging about easy government money. with details of 2200 square

foot hotel rooms for gsa executives and 823,000 las vegas conference run by a man now infamous for his champagne bathtub shot. jeffrey was awarded $9400 no bonus money. but our freedom of information act request showed he wasn't alone and it went on for years. received 33,880 in a bonus in 2009. 15,500 in 2010, and another 22,000 in 2009 followed by 10,000 in 2010. of the most recent bonuses, documents uncovered by 9 wants to know 6700 high ranking officials splitting more than half a million in bonus money. all between $8,000 and $10,000 a piece. today's announcement would eliminate 85% of that. acting administrator said quote, i believe that these immediate changes will help the agency achieve better clarity

it is slowly, very slowly being lowered into place. the process takes about 40 minutes. >> everything has to fit together. at the end of the day, we have to run a train across there and there can't be anything. >> it is the final piece of the concrete and steel track bed, or guideway for phase one of the dulles rail project. >> guideway is connected from end to end. from the existing orange line to the station. >> the 12 miles of phase one has been under construction for more than two years now. it includes three miles of aerial guideway, constructed with reenforced concrete segments. >> instead of using traditional cranes, which would have meant stopping traffic all the time. they have used horizontal cranes called launching gantries and walk themselves along the track. this particular one walked more than a mile to lay the track bed into place and now has

layed the final piece. applause went up when that final piece was flush with the rest of the guideway. >> whether people appreciate the area, i'll leave that to the individual. for us, it's a beautiful thing. >> and now that the guideway is completed, the workers can start focusing on completing, laying the tracks down. final completion date sometime at the end of next year. i'm peggy fox reporting live. >> we have more good news for you on the transportation front. the reconstruction project is all done. d.c. dignitaries got together to mark the accomplishments. they had a ceremony along that stretch of road in northeast d.c. that project was aimed at improving the flow of traffic along bening and making it look nice, too. the ntsb is investigating yesterday's plane crash in montgomery county that killed a local aviation legend. frank and another pilot were practicing touch and go at

davis airport when their small beach craft airplane crashed a few hundred yards from the runway. the student pilot is still in the hospital. schmidt was killed almost instantly. >> i'll try and be half as good as he was. that would be pretty excellent. >> frank died doing what he loved. in an airport he loved. doing what he loved following his life's work. >> schmidt had nearly 19,000 flight hours and he has been an instructor at davis airport for 40 years. the ntsb says they will release the findings of their preliminary investigation in about a week. pilots could be going on strike. they voted after two years of failed negotiations on a new contract. the airline pilot's association says 99% of the pilots who voted, voted to authorize a strike. now the national mediation board has not declared an impasse in negotiations. that is something that needs to happen before those pilots

could legally walk off the job. one of the most ride lee read black journalists is being remembered tonight. william raspberry was a columnist for the national post. he wrote his opinion column for nearly 40 years. more than 200 other papers carried it. raspberry won the prize in 1-9d 94. his wife, sandra, said he died at his home this morning after a battle with prostate cancer. coming up at 7:00, fire them all. the maryland politician calls for heads to roll over those power outages from last month's storms, but guess what? he's not talking about the power companies. we tell you who he does want kicked out at 7:00. >> a man shuteds his mom and stepfather before turning a gun on himself. we'll take a closer look at the investigation into the violence. >> but first, an update on that couple caught on camera in

back now with an update on the search of a couple of photographers thought she captured getting engaged. we showed you these pictures last night. angela thought she captured a special moment on camera and posted a video on youtube to track these folks down. today, the couple issued a statement asking for privacy. they say they had actually gotten engaged two weeks earlier and were walking through the memorial as a possible place to exchange vows, still a beautiful picture. a small plane from the buckeye state is raising quite a rucus. the plane is towing a banner that reads, take the statue down or we will. presumably the statue of the late football coach, joe paterno, caught up in the sex abuse scandal. there is a debate whether the

school should remove statue. turns out that plane belongs to an ohio company and the faa once grounded one of those planes after they taunted tiger woods during a golf tournament. virginia's governor said he didn't mean to offend anyone. phil was giving the republican response to one of the president's campaign stops in richmond when he told a reporter that people who think president obama has done a good job with the economy should quote, vote for him and check themselves into a mental hospital. the head of the national alliance on mental illness is calling for an apology. he is running for governor in 2013. still ahead, a major car company has a recall tonight. we'll tell you all about it coming up next. which way is the economy heading? we have a frank assessment today from the chairman of the federal reserve. we'll have that tonight on the cbs evening news.

back on 9news now with a consumer alert andnissan owners, this is for you. nissan is recalling suv's from model year 2012. a weak weld can cause the rear seat back to break loose in a crash. it will let you know about if you have one of these vehicles and of course, the dealers will make the necessary repairs. the chief compliance officer of the big international bank, hsbc, says he is stepping down from that position. this after an investigation found that lack controls at the bank allowed mexican drug cartels to launder billions of dollars to its u.s. operation. that compliance officer and other hsbc executives got grilled today by senate during a hearing on the matter. new information tonight about virginia's attorney general's decision not to seventy certify new guidelines for abortion clinics. that means that the department

of health has to re-examine its provision requiring existing clinics to comply with standards for new building construction. today, abortion right supporters announced they plan to attending the attorney general's public appearances to try and press him on this issue and protest what they call his antiabortion agenda in virginia. it turns out for the past two years, the boy scouts have been reviewing. excluding homosexuals is the best policy for the organization. that policy was upheld by the u.s. supreme court back in 2000. a woman and her husband are recovering after her son shot both of them before turning the gun on himself. >> i'm scott broom in waldorf where a former high school librarian and her husband were shot and wounded by her own 33- year-old son. from sky 9 this morning just after dawn, charles county

sore oblique. he is getting aggressive therapy and not yet headed to the dl just yet. the nats turned. his last outing, july 5, that he had was a rough one. he gave up three runs and 11 hits to san francisco. they will face, but he is 2 for 4 against the mets. new york will send jonathan to the mound. davey also added that closer, dew, get some work in a rehab start. he will most likely rejoin the team or hopefully rejoin the team in the next week or two. that is great news for the nationals. and after seven years in d.c., andre andre blatch will still get paid, but not be in a wizards uniform anymore. and finally tonight, former redskin, charles mann, helps pass over 2,000 backpacks with school supplies today. those backpacks going to children of military families.
