upper 90s in most spots. 97 in andrews. 97 downtown. better in gaithersburg, still 95 in hagertown and 95 in leesburg. now factor in the humidity. doesn't change it happens much. it feels like it's 98 downtown. 95 in gaithersburg and 97 in manassas. the good news, not crazy humid. the bad news, it's hot. tomorrow, heat advisory goes into effect from 11:00 a.m. to 9:00 p.m. it covers the entire metro area. temperatures tomorrow will be around 100. and heat indexes could be between 105 and 109. although frankly, we'll stay just below that criteria. we'll come back. we have plenty of code yellows ahead and they are not all for heat. we'll explain why. >> you have it right. some kind of hot. so hot in fact, it's having an effect on the evening commute. speed restrictions and they run through tonight's rush hour. trains cannot go faster than 35 miles an hour on all of the aboveground tracks. that is to help the rail cars

stop in time in case they see a heat cink in the rails. riders expect longer trip times and some delays and the heat is not just slowing down metro. both mark and commuter trains are also operating under speed restrictions. a half million dollar shoe drop today in the wake of a 9 wants to know investigation. the general service administration announced it is cutting the bonuses for 85% of its high ranking officials. investigative reporter uncovered those bonuses in the aftermath of the gsa's infamous las vegas convention. >> our investigation shows the very gsa officials responsible for organizationing that las vegas conference. were among dozens of employees receiving $10,000 bonuses a piece. we uncovered the bonuses shortly after those videos with workers bragging about easy government money. with details of 2200 square

foot hotel rooms for gsa executives and an $823,000 las vegas conference run by a man now infamous for his champagne bathtub shots. he was awarded $9400 in bonus money after officials learned about the convention, but our freedom of information act shows he wasn't alone and it went on for years. received 33,880 in a bonus in 2009. 15,500 in 2010. and another $22,000 in 2009 followed by $10,000 in 2010. of the most recent bonuses, documents show 67 high ranking officials splitting more than a half million dollars in bonus money. almost all between $8,000 and $10,000 a piece. today's announcement would eliminate 85% of that. acting administration said quote, i believe that these immediate changes will help the agency achieve better clarity

about our compensation and hiring process as we continue to bring the maximum level of efficiency and effectiveness to the work we do every day. >> there are still a lot of bonus questions the gsa will not answer. our freedom of information act request identified those bonuses of $10,000 and up. the government payroll records don't record those bonuses at all. if not for that 9 wants to know freedom of information act request, those numbers may have never come out. i'm investigative reporter, 9news now. >> now, we go to the controversy over the lengthy power outages following the storm. a montgomery county council member now pushing for the maryland governor, martin o'malley, to fire the whole public service commission. at large councilman hans has started an online petition for his cause and in it, he says only the psc can change pepco and only the governor can change the psc. he admits this storm was the worse yet, but he points to

elected officials to humble themselves and ask and find a way to make this happen. >> try to make an assessment. where people were in the middle of the summer and it came to no conclusion. >> the two main issues facing the lawmakers, adding table games and the new casino at national harbor. they face an august 20 deadline to come up with a proposal in order to get it on this year's november ballot. now o'malley did not speak after the morning meeting, but he did talk to reporters and he is quoted by the washington post as saying, i think we are making some progress. i think there's a strong opportunity to resolve this issue and to do it sooner rather than later. even as we speak, the loudoun county board of supervisors is holding a public meeting on the agenda, whether all types of holiday displays should be allowed outside the courthouse. the on going con contention issue goes on.

where a former high school librarian and her husband were shot and wounded by her own 33- year-old son. from sky 9 this morning just after dawn, charles county authorities in an armored vehicle prepare to assault the home where the shooting happened. once inside, they found the body of 33-year-old shay proctor, who had apparently shot himself with a handgun after unexplain belie wounding his mother, janice proctor wills and his stepfather. from the suspect's myspace page, this photo confirmed by friends as the family all together in happier times. >> really nice guy. >> neighbors said jeff wills is regarded as an outgoing truck mechanic who has a side business landscaping neighborhood properties. >> great person. great personality, wonderful family. never any trouble around here. >> the dead suspect, 33-year- old shay proctor called himself always real. but rarely showed himself outside of the home and didn't appear to have a steady jobs.

we are back with a health alert and the first government ban of a controversial chemical found in bottles and food packages. the fda announced baby bottles can no longer contain bpa. some studies have shown that the plastic hardening chemical could change the behavior of children under the age of 3 and animal tests linked it to greater risks of cancer. a 180-degree turn from march. back then, the agency said there wasn't enough evidence that the chemical caused any health concerns. chemical manufactures insist that bpa is safe. now, what may be a major breakthrough in helping those with alzheimer's. earlier results show that a new treatment could actually slow down the development of this disease. it is an antibody treatment. it's called gamguard. and it targets a protein that forms plaque on the brain.

through an iv every couple of weeks and researchers are out with results of a small study. four people who got the treatment saw no decline in memory, thinking skills, or daily functioning. >> those who got the most effective dose in the initial study were effectively unchanged after three years. which is an unexpected and happier result. >> so far, no fda approved drug slows the progression, but gamaguard is one of three antibody treatments being tested. those tests are on going. and may be months or years away. >> we got a week off, but the triple digit heat is back and the storms could be back as well by tomorrow. topper brings us all the details in a minute. but first. >> a major milestone means you might want to take a picture of these bright yellow and blue trusses. i'll have the story coming up.

the dulles rail project hit a major milestone today. the final piece of the concrete track bed was fit into place. peggy fox was there and shows us how you move a 40-ton piece of concrete. >> see that higher concrete segment on the right? it is slowly, very slowly being lowered into place. the process takes about 40 minutes. >> everything has to fit together. at the end of the day, we have to run a train across there and there can't be anything in the

track. >> it is the final piece of the concrete and steel track bed or guideway of phase one of the dulles project. >> all the way from the existing orange line to the station. >> the 12 miles of phase one has been under construction for more than two years now. it includes three miles of aerial guideway constructed of more than 2700 of these reenforced, precast concrete segments. each weighs up to 40-tons and was custom made on the grounds of dulles airport. >> it has been over active roadways and they have had to work many night shifts and that type of stuff. a lot of this work people didn't see happening because it happened in the middle of the night. >> instead of using traditional cranes, which meant stopping traffic, they used these horizontal cranes, which are self-propelled and walk themselves along the track. this particular one has walked more than a mile to lay the

track bed into place and now has just layed the final piece. applause went up when that final piece was finally plush with the rest of the guideway. >> whether people appreciate the beauty of an aerial structure, i'll leave that to the individual. but for us, it's a beautiful thing today. >> peggy fox, 9news now. >> all right, the other big construction project in northern virginia, the 495 express lanes could create some big delays for you tonight. starting around 9:30, vdot will close down interstate 66 east. that's right at nuttily street, right outside the beltway. exit 62. crews will be installing an overhead sign for the express lane. drivers will have to detour on to the distributor road, all lanes on i-66 will reopen. >> head's up anybody heading out to frederick this week. do not be alarmed. if you hear something like gun shots. the city is using a bird gun, hopefully to scare off flocks

of birds. the gun doesn't have any bullets, but it does make a loud noise. they will fire the gun every night this week at sun down. and you will be hearing lots of big booms out at harper's ferry. they are putting on civil war artillery demonstrations. it is to commemorate the seeds of 1862. visitors will see and hear the union artillery. demonstrations start at one saturday and sunday and about the 150th anniversary. the grass is always greener. that is if you have plenty of paint. take a look at this green lawn in indianapolis. except it's not, it's just paint. from a bucket and brush. you see, indianapolis placed restrictions on outdoor watering. so, tim decided, i'll just paint my law green rather than watch it turn brown. >> if it rains, the grass grows. at that point, you aren't going to have bad spots.
