thunderstorms rolled through the region leaving a path of damage in its wake. >> delia goncalves joins us live from rhode island avenue in northeast with a look at things there. that was a really bad place to be last night, delia. >> reporter: i know. it's like these folks just can't get enough. just give these folks a break. we've all been through a whole lot these past couple of weeks but some good news to report this morning. it seems like pepco is making some progress. we checked about a half an hour ago, and the outages were at about 7500. now they're down to 5200 and here's one example why. you can see the lights are flashing here at this intersection of 20th and rhode island avenue in northeast. fortunately the lights were just back on so power was restored a short time ago after the lights were knocked out following last night's fast moving storm. let's take a look at some video that was shot last night. you can see that the heavy rains caused widespread flooding throughout the area washing out roads and

basements. for thousands in the area this is the third smack by mother nature in recent weeks, by far the larmingest and most frustrating -- largest and most frustrating was that derecho which knocked out power to thousands in the area. the manager of pepco tom graham has had to defend the company's history of reliability but it's not been easy, especially when he just can't get his message straight. let's take a listen. >> i say to myself, is it reasonable for an individual to be upset that they're out of service for a week or more. and obviously the answer is no. >> i'll give you a second. rewind the tape and start again. >> reasonably upset for not having a power for a week, it's not reasonable for a person to be upset at all. >> reporter: you can hear the folks who were at the meeting were quite upset that even

after the second time -- second go around, he couldn't quite get it straight. tom graham asked for a do over after that. it's been a frustrating couple of weeks for him as well. he's been getting a lot of heat but folks have been in the heat without power for weeks at a time. so certainly it's been a frustrating time all around. that was tom graham speaking at the public service commission in maryland yesterday. and he is asking the psc for 4% rate hike. so if you thought things weren't bad enough, you may have to pay more if you live in maryland. we'll have more on that part of the story coming up a 5:30. back to you. >> absolutely amazing. delia goncalves live from rhode island avenue on last night's storms. >> they were loud. thanks, delia. while the storm dropped rain here in the d.c. region, it caused even worse flooding to our north in and around baltimore. several parts of the city were left under water and plenty of it. down trees and power lines reported in baltimore city and

the county as well as part of anne arundel county. baltimore city police were forced to block off a number of intersections because of flooding. the parents of an 8-year- old prince william county boy are charged with felony child abuse. amy and matthew sweeney of net hollow court in bristow were arrested after the child turned up at a house on glen meadow lane and appeared to be lost. the boy had severe bruising all over his body. they believe the abuse happened on a constant basis. the child is in the custody of child protective services. 5:04 now. 9 wants you to know there are new allegations of misspent tax dollars by the general services administration. the inspector general is now launching an investigation into a reward and motivation conference the gsa held in 2010 at a marriott in arlington. the one-day conference allegedly cost taxpayers almost $270,000. here's what some of the investigators think the money was spent on. $41,734 for travel, more than

$34,000 to rent the venue, $28,364 for a time and temperature picture frames, $25078 for 4,000 drumsticks for a drum exercise and $7,697 on the commissioners reception for a violinist and guitarist. >> california congressman jeff denham's house subcommittee has scheduled a hearing into the latest spending. president obama went after mitt romney's plan to turn medicare into a voucher system. the president told a group of voters in florida florida that the system would cause senior citizens more money for medicare coverage. >> mitt romney continued his attack on the president's handling of the economy. danielle nottingham has more. >> reporter: president obama courted florida seniors

thursday, a key demographic in a key swing state. he said if mitt romney becomes president, medicare would become a voucher system and that would cost them more. >> if the voucher isn't worth what it takes to buy health insurance in the private marketplace, you're out of luck. you've got to make up the difference. >> reporter: the president also pushed his plan to end the bush era tax cuts for the wealthy tying it back to that all important senior issue. >> it's wrong to ask you to pay more for medicare so that people who are doing well right now get even more. >> reporter: president obama has shifted his attacks on romney from his business record to his income taxes and now medicare. romney, however, is continuing to focus on jobs and the economy. touring the small business in roxbury, massachusetts, the former governor said the president was wrong when he said business owners don't build companies without government help. >> the president does in fact believe that people who build

enterprises like this really aren't responsible for it. this is not the result of government. this is the result of people who take risk. >> reporter: romney accused the president of not doing enough to create jobs while holding more than 100 fund raisers in the last six months. >> the job he's interested in protecting is his own. >> reporter: romney campaigned to new hampshire friday, the president florida. danielle nottingham, cbs news, washington. 5:07. i am watching your money. shares of google up 3% after another strong quarter. the number one search engine said earnings rose 11%. that was more than expected. but sales were slightly below predictions. here's why. the average cost advertisers paid to google for each ad click, that actually fell 16% from a year ago. microsoft also reported profits which beat wall street's estimates. after the bell it spent more on computers and software last

quarter which made up for lackluster consumer demand. shares of microsoft up before the bell. on wall street more stronger earnings news sent the dow higher. it added 35 points in trading yesterday. nasdaq up by 23 points and itself s&p 500 was up by almost 4. you knew this was coming. gas prices back on the rise. prices at the pump are 10 cents a gallon higher in the past two weeks. that's always a big jump in crude prices because of increased tensions in the middle east. gas prices often lag crude prices by a couple of weeks. crude is now trading at nearly $93 a barrel. that's its highest level since may. the c.e.o.s of american airlines parent company and u.s. airways met over breakfast thursday to talk about a potential merger. u.s. airways has been pressing for a deal with american which has been operating under bankruptcy protection. we're probably going to see a deal between those two. >> one big airline. >> yes. just about 5:09. coming up in two minutes, olga

we are back with mostly cloudy skies this morning. so far so good on the roadways. the moisture has moved off toward the east but we're watching the possibility for some more showers and

thunderstorms later on this afternoon. our weather planner will keep the temperatures fairly moderate. we should push the upper 80s later in the day. heading into the evening hours we could see a late day shower or thunderstorm. on the northbound side of i- 95, thankfully it's friday morning light because we do have issues to deal with, especially on small neighborhood roads. you may find tree limbs down or high standing water from the storms overnight. i'll be back with more traffic coming up in a few minutes. back to you guys. here's what's making news now at 5:11 this morning. u.s. officials believe hezbollah is responsible for a suicide bus bombing in bulgaria. the group denies any involvement in the attack, but says it believes the bomber targeted the bus because it was full of israeli tourists. israel has vowed revenge on iran for the killings. iranian leaders say israel's accusation is baseless. the former chairman of the penn state board of trustees is the latest person to resign in the wake of jerry sandusky's

sex abuse scandal. steve garban said he is stepping aside immediately. he said his presence has become a distraction and impediment to the university's efforts to move forward. he was harshly criticized over his handling of this crisis. sandusky convicted of abusing ten boys over a 15-year period. contaminants found at a former dump site at fort detrick are now showing up in carol creek. the frederick news post reports that the contractor studying the contamination for the army made the discovery in april. the company found chloroform and cleaning supply chemicals in the creek near the fort. the report says all the chemicals, however, are at acceptable levels and under the federal law pose no risk when it comes to drinking water. a crucial vote on the future of the civil war in syria does not go the way the u.s. would have liked. >> now u.s. officials are looking to form a new multinational agreement to try to end the violence in the middle eastern country. nine nine now returns right after this -- 9 news now

. we're back at 5:15. cloudy skies and mugginess too because we had the showers move on through. well keep the mostly cloudy skies. well very a peek of sunshine from time to time through mid- morning but the lights should be light and variable. about 3 to 5 miles per hour. for the most part temperatures should make the middle range 80s by noontime. we'll push the upper 90s before a round of showers and

thunderstorms start to move on through late day afternoon and evening. for most of us, you want to make sure you have the umbrella with you as you step out this morning. with all the moisture we had coming in last night, we do have our flood advisory in effect until 1:00 in the afternoon. there's some swollen creek beds and rivers as well as streams so be cautious of that. the day planner will feature all the cloud cover and push the temperatures out of the 70s are where we're sitting right now. if you're stepping out for lunch or coming in in the later afternoon hours out and around town, you will see those showers start to pop up from west to east. we will see the opportunity, though, to get some more moisture moving in here as we go through our extended forecast. we're already in the summertime pattern which will give us the thunderstorms each afternoon. we'll have a shower or thunderstorm later on today. it will taper off tonight which means we won't get quite as hot

because we don't have the sun filtering on through and even cooler and unsettled weather as we get into the weekend days. for the most part though for most of us, we're looking with mostly cloudy skies. a little bit of moisture on the lens. the temperatures have been holding right around 75, 76 degrees for the last several hours. we will start to bump up a little bit through midday and late afternoon. future cast does keep the scattered showers and storms around and pockets of that can be a little heavy at times, particularly after 12:00 and in toward the afternoon hours. i would say about midnight we begin to clear out all this moisture. we're left with partly cloudy skies into your saturday morning morning. forecast for the next two days, we're going to keep with our code yellow with the showers and thunderstorm opportunity. it should be quite nice on sunday as temperatures will only be about 86 degrees. then the heat returns for monday and tuesday as we see those temperatures creep back into the 90s. on the inner loop of the

first public appearance since a deadly attack on his top lieutenants. >> manuel gallegus has more. >> reporter: syrian television showed a split screen of president bashar el-assad as the u.s. ambassador to the u.n. criticized a failed diplomatic effort to end the fighting in syria. >> the security council has failed utterly in its most important task on its agenda this year. >> reporter: assad was swearing in his new defense minister the day after three members of his inner circle died in a bombing. he had not been seen in public since the attack. it's unclear when or where the video was taken. at the united nations, russia and china rejected a resolution that threatened nonmilitary sanctions against syria. it's the third time both countries have blocked the measure. >> two permanent members are willing to defend assad and protect him to the bitter end, even if it would seem logically

we do have overcast skies and it's very muggy. our day planner has mainly clouds for the morning. we'll filter in a tiny bit of sunshine. it will be hard to get the sun through so we'll officially be calling it partly sunny today. temperatures should move out of the 70s where we are right now and hit the middle range 80s by your lunch break and we should top out by 87 at reagan national airport during the 4:00 hour. that's whether we'll start to see a -- when we'll start to see a better chance of showers and thunderstorms from west to east. we'll be very rain cooled by the 5:00 hour as these temperatures are going to start to slide back down with all the moisture moving through. right now we're doing okay. around the beltway mainly the 70s. we are pulling in some moisture from the south so we've got 75 toward fort belvoir. 75 in college park and city center of course staying a little bit hotter but the afternoon temperatures are going to feel fairly warm. our winds this morning have been calm to light. they're slowly shifting from

the north and the northeast and that's what's going to give us some cooler temperatures as we head into that saturday and sunday forecast. at least a little bit of an adjustment from the summertime pattern. the next three days ahead we're looking at code yellow for most ever -- for all of the region as we have the heat moving on through and the showers and thunderstorms a possibility all three days. monika? on the inner loop of the beltway in prince george's county, there's an accident near kenilworth avenue. in fact, they're saying it could be two separate accidents inner loop of the beltway near kenilworth avenue. two right lanes are blocked. on the west side of town beltway is looking fine between the american legion bridge, the dulles toll road and 66. we'll take a live look outside in maryland and show what you it looks like if you're planning to head here at the legion bridge. there's quite a bit of volume actually for this time of the morning but all lanes are open thankfully. we'll go back over to the maps and this time we'll head inside the beltway. no problems on 395 to the 14th

street bridge. 295 looks good. everything around national airport i think is normal right now and the pentagon as well. take you outside to georgia avenue where i want to let you know the signal lights are dark in silver spring between the beltway and spring street. you want to treat those intersections as a four-way stop. in my next report a look at that accident? prince george's county in a few minutes. back to you guys. >> thanks, monika. we're following breaking news out of aurora, colorado this morning. that is where police are investigating a mass shooting at the century 16 movie theaters in aurora town center. these are live pictures from our sister station kusa in denver. we're told anywhere between three and possibly 20 people have been shot in this. this all happened during a midnight showing of the new batman movie. three patients have been taken to the hospital in critical condition. as soon as we get more information we'll update you on the story. 5:32 now. as we look back at this summer, chances are we may be calling this one of the most powerful storms in the series of them.

last night the mid-atlantic endured another round of heavy rain, powerful lightning and thunder. >> this is a tough situation for a lot of folks. a number of low-lying areas remain flooded this morning and a number of our neighbors are waking up without power yet again. delia goncalves joins us live with a look at conditions on rhode island avenue. how are things looking there now? >> reporter: well, some good news, jess, i should tell you, that pepco has made some progress and the lights are back on at this intersection. you can see, though, this people are treating it as a four-way stop and they should be because the lights are still flashing. so power has just been restored and commuters heading to work this morning should proceed with caution when they're traveling through 20th and rhode island avenues. pepco has been making some progress. after thousand of customers last electricity. last night's fast moving rain flooded numerous roads throughout the region and basements and neighborhoods like bloomingdale in northeast flooded for the third time in the past couple of weeks.

this go around, though, restoration is far faster than it was during the derecho which left hundreds of thousands of customers in the dark, anywhere from three to seven days. as pepco seeks a 4% rate hike, a number of maryland legislators, including congressman chris van hollen are asking the public service commission to send pepco a message and deny that increase increase. >> they're stonewalling. they're simply been giving excuses and that's what we've been hearing all afternoon is one excuse after another. >> as i stated previously our reliability plan is focused on day-to-day improvements, not protecting the system as governor o'mally described as a hurricane with no warning. >> reporter: here's the breakdown of what people are calling themselves a hurricane without warning when they look at their bills if the rate goes

up. in d.c. it will likely go up another five bucks if the rate hike approved. commissioners haven't announced when they'll make the decision. however, in maryland public service commission is expected to announce whether or not the rate hike will go through later today. back to you. >> you could see why people would potentially be mad about a rate hike. delia goncalves live this morning. d.c. mayor vincent gray is responding to a recent "washington post" poll that showed more than half of his base believes he should actually step down. mayor gray responded to the poll yesterday after a press conference on the status of hiv- aids in the district. he told 9news the city should look at the positive changes he's brought to the city including a lower crime rate, lower unemployment. gray also says the poll is disappointing. >> on a personal level, when you hear about these kinds of poll numbers, does it bother you? >> of course. i would love to be able to have

the as and bs we just saw. of course it does. >> in a statement for mayor gray's -- from mayor gray's attorney, it says mayor gray is being treated very unfairly by some in the media and those with their own political agendas. they're not focusing on the very good things he's doing for our city, the improvements he's made in city services, the local economy and the welfare of less fortunate folks in the community. the pog is taking new step -- the pentagon is taking new steps to limit or end leaks of classified information. leon panetta has ordered the senior intelligence officials to now monitor all major national level news media reports looking for unauthorized disclosures or secrets. leanne panetta also reiterated the policy that the pentagon's public affairs office should be the only source of defense information provided to the news media. the time right now is 5:36. i am watching your money, has this ever happened to you? you rent a car and you aren't too sure if you should pay extra for that rental

remembered this morning. sylvia woods who had alzheimer's died yesterday at her home in mount vernon, new york. she was 86. the reverend al sharpton said sylvia's is more than just a restaurant. it's been a meeting place for black america. her foods are sold in grocery stores nationwide. public television has serverred its ties with actor fred willard. will hard was recently arrested on suspicion of a lewd act inside an adult movie theater in hollywood. the 72-year-old is best known for his role on "as -- as the dog show announcer in "best in show." till now he had also been the narrator for the pbs show "market warriors" produced by wgbh, a public television station. this fall wusa will launch a new talk show with bloomberg government. the show will air on sunday mornings as part of wusa's acclaimed power block.

last night, olga, were something. i felt like they were right over our house. >> they were loud, they were bright. and they lingered. it wasn't like it passed through. these are like 20, 30, 40- minute events. >> we've been getting so much rain s. this helping us with our drought situation? >> it's giving us a little something but in an ideal situation, we really want to see a more gentle rain, something that will seep gradually into the ground. we have our flash flood watch out today till 1:00 because many of the creeks and rivers are swollen and the flood prone areases a we know have been difficult for a lot of folks this morning. things will get better as we head through midday. another round will come our way later this afternoon. let's get to our day planner. mainly cloudy skies to start us off this morning. the sun will do its best to move on through. we'll call today officially partly sunny. by midday and late day clouds are going to win out and that means we'll have an opportunity for late day showers and thunderstorms. any time we get the daytime heating and instability, we

have a possibility for more showers and storms late in the day. the timing of that for right now looks like it's probably going to be after the lunch time hour but early afternoon starting off toward the west and indefinitely into the evening hours for most of us. the flood advisory will be up until 1:00 in the afternoon and then that should be lifted. we will see the opportunity, though, for some more showers and storms moving on through later on this afternoon. so as of right now, it looks like our forecast is going to keep it muggy and on the sticky and steamy side. that's going to last for today. we're slowly shifting our winds to the north and northeast. afternoon showers and thunderstorms very much a possibility for us. we will get the possibility, though, to see the temperatures begin to retreat a little bit. today in the 80s. tomorrow in the upper 70s. we'll get a little bit of a break from the mugginess too as well but the unsettled weather will follow us well into next week with showers and storms each afternoon and evening. doppler radar calm right now. mainly clear. temperatures holding right

around 72 degrees across the outer beltway region. we're sitting in the center center at 76 this hour. it will be a little bit on the overcast side for the first half of the day. we'll get a little bit of a break midday. by the 12:00 hour the moisture just begins to develop but it's not till about 6:00, 7:00 this evening when we start to see a little bit of this yellow and red which means we have some more steadier rainfall amounts coming down fairly quickly. that's going to pass off through. a lingering shower abe about the mid -- maybe about the midnight hour. by the time we get to saturday morning you should be okay for your early morning games. we're fine saturday into saturday night another round of storms. today's highs should make the middle range 80s for most of us. we'll stick to the lower 80s to the north and west but for most of us it should be a fairly comfortable night tonight. lows in the 60s and 70s early on your saturday morning. and, yes, the three-day forecast is keeping code yellow alert for the showers and thunderstorms both today and

tomorrow and then slowly we'll build back the south and southeast winds from sunday into monday and, yes, the heat will return by the time we get to tuesday afternoon. there had been an accident on the inner loop of the beltway at kenilworth avenue. i'm told now that everything has been moved to the right shoulder shoulder. on the inner loop of the beltway southbound 495 as you approach and pass kenilworth accident, you want to watch out for the accident activity in prince george's county. let's take a live look outside right now. if you're planning to head over to the beltway near route 50, you can see here in new carrollton everything is final. no issues on route 50 or the bw parkway heading inside the beltway and through cheverly. let's go back out to the maps and this time to 66 on the inbound side after route 7100. another accident on the shoulder attracting attention as you come in from centreville, you want to watch out for that past route 7100 again. that accident is also on the shoulder. we'll take a live look outside

once again. here's what it looks like at the american legion bridge. no problems between bethesda and tysons corner on the west side of town and crossing the potomac river you'll be final. in my next report we'll take another look at area roads. the time right now is 5:52. here's what we're watching. new study of patients with cervical cancer finds one of the biggest reasons people are diagnosed in their late stages is lack of insurance. researchers say women without insurance skip screenings and that could catch diseases earlier where of course it's more curable. 4,000 women it's estimateland die of cerve sal cancer -- cervical cancer this year. researchers are questioning the safety and effectiveness of kidney drugs. phosphate binders are not as effective as previously thought. the study found they can cause calcium buildup in blood vessels which can lead to heart
