residents to get permanents to conceal the handguns. their business has been absolutely booming. >> my phones are off the hook with people interested it in taking classes. >> reporter: stern says even though that it has been good for the supporters of the second amendment that they are quite sure that it will not be good if the state of maryland is a whole, unless a meaningful training component is added. >> i don't think that it is appropriate to buy that gun and no one gives you the appropriate construction. >> reporter: this week's ruling will strike out a requirement here in maryland, that anybody carrying a handgun needs to be given good and substantial ruling. it was applauded by gun owners here in maryland. but some of them think that they could have potentially dangerous consequences. >> the range is hot. for example, they said that it makes no sense to require the extensive training and testing to get a driver's license, but virtually no training or

testing to get a license to carry a deadly weapon. >> a bad idea for everybody. the range might be safe, but they wonder if the rest of maryland will be safe as well and if hundreds, perhaps thousands of maryland residents, with the newly printed handgun permits, if they don't get the proper training. >> i would like to see one. and you would need to choose somebody to make it correctly so you're safe and you don't hurt yourself in somewhere else. >> reporter: in bowie, 9news now. the judge's order goes into effect on august 7, unless the maryland attorney, they apply for and they have granted another stay in the case. now, the maryland governor, martin o'malley is going to make a former announcement on the special session to expand the gambling in the state. now, it would be to consider allowing the table games in the state and whether or not to authorize a new casino in prince george's county. the house speaker has said that they expect the governor, they will call in on that special session. a man who claims to be one

of jerry sandusky's child abuse victim will plan to sue penn state university. that man's attorney says that they are then shot -- that they are the then victim known as child ii, that happened back in 2001. and that was the incident witnessed. the attorney say that their client suffered extensive sexual abuse before and after that incident and that they are still dealing with the trauma. they claim that he called their client as recently as fall of last year, leaving personal messages. you're about to hear what they are claiming to be one of those voice mails. >> yes, i'm probably not going to be able to get a hold of them. and you know, they will probably just need to two on forward. i would be very true here to express my feelings upfront. but you know, there's nothing really to hide from. if you want, give me a call.

>> all right. >> and penn state says that they could not comment on pending the litigations. breaking news tonight in the top swing coach. abusing one of their own swimmers just decades ago. the montgomery county police assigned them to look into their current accusations. he had the swim club with one of america's top olympic prospects. i'm bruce leshan. more than two decades ago that kelly curan agreed to remain silent as a part of the $150,000 settlement with rick. but now headed to the olympics, she says she could no longer remain silent. >> that guy should be in jail and not center stage and at the olympic trials. >> the u.s.a. team swimming has now initiated the hearing on the allegations against them. and it could suspend their

membership. and the coach, they aledly performed oral sex when she was the 13-year-old swimmer in the georgetown prep pool. by 14, he allegedly had sexual intercourse with her at the office at the school. >> had in my 14-year-old mind when it started, i loved him. the coach asked me about that relationship and it happened here, especially to the pre- investigating story. >> reporter: but the washington post reporter who broke this story, they got them on the phone. and they said that they hung up on them. >> reporter: bruce leshan, 9news now. the it nfl is launching acomprehensive wellness program for the current and the entire programs, including a confidential mental health hotline number. the outside agency will be running up the phone line, described as a free consultation service for the players and their families. the nfl commissioner said that the health remains the highest priority for the league.

hopefully nothing, but good health for the players at red skins training camp this year. they officially kicked things off out in blistering ashburn. and we were there too. >> yeah, everybody seemed to be in good health and spirit. and despite the soaring temperatures. of course, you know, players, they won't have a choice that they will need to practice. the fans on the other hand, they had a choice and they came out this afternoon for you. as soon as rg3, stepped out of the building here to take the field for the first time on their first day of training camp, fans, they were ectatic. they were screaming, cheering their names, chanting rg3, rg3. ask and obvious many were excited to see them. many were excited just to see football season that it will be here. a few mental mistakes here and there, coming up later on in sports, we'll hear from some of their teammates about how well they have impressed them. we'll have a lot more of redskins day one in training

what are you waiting for? the average rate for a 30-year fixed mortgage is down to 3.49% it had week. that's the low -- that's the lowest record. it if you think that speed camera fines are too high, then you might have a friend in the d.c. council. the council member has formed a task force to review those finds. now, they said that some fines have skyrocketed in recent years that many drivers will see them as a money grab, instead of the tool to make the roads safer.

we're talking about a scorcher and some weather, right? >> yeah. the national weather service needed to issue the severe thunderstorm watch for the entire d.c. metro area. we're talking about that happening and that has now happened. now going until 1:00. you're watching the radar way out to the north of us. right now we're not talking about storms for the next few minutes. but lathe on tonight, i think that -- but later on tonight, we'll see the big storms. and we'll show you this again. the entire d.c. metro area again is under the severe thunderstorm watch until 1:00, basically early friday morning. and now if i take a look at the heat alert, also up until 8:00 this evening. okay, we'll go to doppler radar and show you watches and warnings, up to the north of us. still in pennsylvania. adding up until 11:00, bedford until 6:30. franklin and somerset county until 6:30. we'll see the storms coming. they will be here in the next

few hours. look at the line of storms. really hammering up pennsylvania, new york, you can see we're on the southern end of these storms, a lot of lightning. look what's happening out here. this up here could be coming their way over the next couple of hours, out late tonight. we're talking about damaging winds potentially and these storms are well organized with the atmosphere so unstable. temperatures, they are looking at the potential for very big storms. right now, dew points are in the 70s with sunny skies right now. temperatures are 99 in manassas and a 95 in winchester. the heat index is still very oppressive heat. 106 is what it feels like out there. leesburg, 112. it will still be hot and humid for the next couple of days. thunderstorms are possible, especially north of town. you need to watch for the damaging wind gusts. all right, the next three days. your weather alert code for friday. strong storms. we're talking about yellow and a chance for unsettled weather.

[ romney ] i'm mitt romney and i approve this message. welcome back. we're live at redskins park for redskins day one training camp. that happened between the ota's and the training camp. during that month, they invited their core group of the receivers out to texas for a little practice. they said that it really helps them bond as a unit. well, we got to see the hard work in action today on the field and rg3 was not totally perfect. but until every play that they need to go over there and they would have a little conference before starting the next play. and really, well, no surprise
