>> 24 counts for murder. they were charged on two legal theories and then there were attempted murder charges and charges for explosives as well. >> is this unprecedented? have you done anything like this in your history with prince georges county where you issued two counts of murder for per one charge? >> that's pretty regular, actually. what is pretty unusual is the number of counts. because he shot at and killed so many people. 142 counts is very large for this type of violent crime. >> one of the things that they sited in colorado is what they called deprayed or extreme indifference. what does that mean? you just didn't even care about who you were shooting so much that we will charge you for that as well? >> yes. i mean, two approaches to murder charges typically. one is deliberate, malice. planned out in advance for a particular person you wanted to kill. this other theory is that he might not have planned to kill those particular 12 people, but he acted in such a reckless way

that he should have known he could kill people and he should be held accountable for that. >> going forward, the real fight for the prosecutors is not necessarily whether james holmes is actually guilty of these crimes. it sounds like what you said to me off camera is whether he understood what he was doing when he has been accused of carrying out these crimes. >> that's right. this is clearly heading toward a defense, i think of insanity. and the argument, i think, by the prosecutors has to be that no, he knew what he was doing. he bought the rounds of ammunition in advance. he booby trapped his apartment and the like. on the other hand, the defense, just his appearance in court and the way he behaved seems to indicate he had no health issues. he was seeing a doctor already. what the psychiatrist comes out with after this week, after he has a chance to inspect him, i think will be critical.

reputation of u street. >> contacted one of the women. she is declined to do an interview. assigned to the white house. she is going to be okay. that second woman, according to a published online report looks for the washington post. a week ago saturday, at 11th and u, two groups of men were arguing, gun shots erupted and two more women were hit. both of them in the legs. they'll recover, say police. three men were arrested after a gun was thrown from a car. >> we require more police officers than i think sometimes we get from mpd. so all over the city, areas like this are using the cost reinverseable program. >> jim graham says police want to sign more officers to u streets, then private businesses should hire their own offduty police. there is city money that will pay for half the costs of bars and nightclubs. >> our business contributes lots of taxes to the district.

private arsenal? police in anne arundel county are making no apologies for a bust they announced today. some of the neighbors of that suspect accused the police of overhill. scott broom is in maryland tonight trying to sort out those details. >> at least some of nicholas dominik's neighbors say the s.w.a.t. stale raid on his house here was overkill. but police say given the volume of marijuana and guns they seized, it's a different story. >> 46 mature marijuana plants valid at $50,000. in addition to the marijuana, 24 guns were located and seized from that residence. >> including an assault rifle. arrested and charged with four felonies was 53-year-old nicholas dominik who lives in this house in maryland. nearly in the shadow of arundel high school. dominik said this is not what it seems. that he's had neck surgery, doesn't want to use prescription pain pills, and is growing the marijuana for medical use.

areas. the latest happened early saturday morning. the victims had been drinking. investigators say they were walking home alone when a suspect confronted them. now at first, he tried to talk to victims, but forced them to the ground and assaulted them. the 2012 summer olympics in their third full day of competition in venues. some fans are fuming because they can't get tickets to watch. olympic organizers are being criticized for letting hundreds of stadium seats sit empty. british officials drafted soldiers to fill in the gap. the tickets were for olympic officials and family and friends who only stay at the game for a short time. >> by all means, let us in. >> we have been waiting outside, asking people for tickets if they have extras. we haven't boughten any. >> organizers say 3,000 of extra tickets will be available for some of the most popular events like swimming and gymnastics. here's the catch. the seats will be sold online

and up towards gaithersburg and south. but as i advance the map, you'll see what will be a severe drought just now entering calvert county, maybe st. mary's county, and certainly dell morva has been the hardest hit. you have seen a lot of brown field. well, relief only spotty relief, that's it. here's live doppler 9,000. we'll zoom into a couple of storms. these storms we have been watching a while in southern maryland. they weakened a little bit. still some pretty good rain. but that's about it. they are drifting off to the east, very, very slowly. you might get beneficial rains. now off to the west and north of town. these are stronger, especially in fauquier county. just north of warrenton, around the plain states. this just popped up northwest of ashburn. where are these going to go in the next hour? they will drift very, very slowly back to the north and back to the west.

a cruise control cable can get snagged and cause the gas pedal to stick. this affects 2001 through 2008v6 models. the auto makers says dealers will start repair in early august. we need to do more to keep children from being kept in hot cars. according to new research released by the safety administration and the children's hospital of philadelphia, the products on the market designed to protect children from heatstroke, they don't work. the best advice for parents is to never leave a child alone in a car. to check your car before you lock it. you want to put things in the backseat that will serve as reminders to check to see if the child is in the car and you want to teach your children that a car is not a play area. new ride on buses are expected to be rolled out early next year in montgomery county. the washington post reports that they'll have to shell out $12 million for these buses. the 28 brand-new ride ons will

replace buses that were bought. they will have to get replacements because those old buses were catching on fire. the last time it happened was in silver spring. and there is good news for drivers who travel through downtown. a brand-new ramp is now open on southbound 295. that ramp takes you directly to the inbound 11th street bridge and on to the southeast, southwest freeway. that means you will no longer have to make that funky u turn on pennsylvania avenue that was really annoying to all of us if you are coming in from maryland or northern virginia. the new link is part of the 11th street bridge reconstruction project. a ramp connecting the eastbound freeway with northbound 295 will be open by the fall. clearly derek is excited about that. opening a new multimillion dollar distribution center. the 123,000 square foot facility is located in the 4900

right now, police are looking for a suspect in arlington county's murder. that armed robbery shot and killed a jeweler inside his store on friday. >> it happened at the capital jewelers in the 3200 block of columbia pike. police believe this is the man. the guy wearing the reflective vest, he's the one who did it. surae chin spoke to the victim's family. >> reporter: his family says he has been doing it for most of his life. he had owned capital juicers jewelers for five years. her dad would come home late, but when midnight rolled around, he called police. >> he didn't take what he needed and leave my dad alone.

a similar description to the arlington suspect robbed this jewelry store on f street northwest last month. we'll have more on the possible connection coming up tonight at 11:00. and police are also asking for your help to find the man who sexually assaulted a jogger last week out on the crescent trail. the suspect ran toward fletcher's boat house after the attack. she described him as a black man, medium skin tone, 5'8" to 5'11". about 180, 200 pounds. he had a muscular build and a light scruffy beard. last time she saw him, he was wearing a white shirt, maybe a tank top with cutoff sleeves. and long jersey-type black shorts. a scuffle outside the verison center put one guy in the hospital today. police believe he accidentally shot himself in the leg. a second man was taken into custody. the fight apparently broke out early this morning inside a mcdonald's in the 600 block

during the morning rush hour. the man who was shot is expected to be okay. >> fire forces 20 people out of their houses. the fire began just after 11:00 last night on kill rush court. that's in montgomery village. you can see flames pouring out of the homes. it spread to three other units. a total of four homes were damaged. now investigators want to know how those flames got started. >> it's being called one of the worst blackouts in more than a decade. a massive grid failure left more than 370 million people without power. widespread outage caused chaos for commuters. trains were canceled, hospital and airports having to use backup generators. and some people blame the government for the power failure. there's been a lack of communication about the government. a dozen riders were stranded on top of stalled roller coaster in california this weekend. they were stuck in those seats for nearly two hours.

meditate. i had 42 treatments in two stages. >> dr. hong says some motion, just from breathing, can't be helped and that's where calypso comes in. >> what it allows us to do is track the tumor in real time. >> they are placed within the prostate. these become beacons for the radiation. if the target area moves out of bounds during treatment, the radiation automatically shuts off until the beacons are back in place. >> what this means is, there's less unnecessary exposure. >> it also means doctors can increase the radiation dose to the cancer cells. lloyd bell is certainly glad he overcame his initial anxiety. >> dr. hong convinced me that this treatment would localize the side effects and minimize them and it did. >> now those tiny beacons are placed in an out patient procedure, not a surgical one. you don't have to take out after radiation is finished.

they simply turn off or become enactive. >> the u.s. house votes to ban certain abortions in d.c. it will prohibit any abortion after twenty weeks of pregnancy, unless there's danger to the life of a mother. abortions at any point are illegal in washington. city leaders have opposed the bill as an intrusion on d.c.'s home rule. and the site where joe paterno's statue stood outside beaver stadium is no more. the university planted sod and trees in its place. now this comes just a week after the school removed the statue. penn state made the change after the investigation into the sex abuse scandal showed paterno helped cover up his crimes. getting a hotel room in london is not an easy task. cab drivers have decided to cash in on the opportunity. they are converting their cars into bedrooms as well. convenient for both parties as people are avoiding the cabs because of the bad traffic. >> you're going to be doing a
