45 minutes, 24-year-old shooting suspect, faces more than 140 criminal charges in court monday. he is charged with 24 counts of first-degree murder and 116 counts of attempted murder. along with one count of possessing explosive devices and one count of committing a crime of violence. >> i got a sense that he was very aware what was going on. i do not believe that he is insane, but of course i'm not a psychiatrist. he responded very appropriately. and said yes when he understood the charges. >> holmes is being held in isolation at the arapahoe county jail. he was led through an under ground tunnel connected to the house where friends and family of the victim waiting hods. >> outside. >> we are here to represent strength that the community has. we are here to represent a lack of fear of what this individual

tried to cause. we are trying to show with our presence to the community that yes, he's here, but we're here also. the man was a coward, we are here to show we have strength and willing to fight back. >> 12 movie goers were killed and more than 50 were wounded in the mass shooting during the batman film premier on july 20. loved ones left behind want justice. >> i absolutely want to face the suspect in court. he looked my daughter in the eye and shot her and killed her. and i want to look him in the eye for her and i'll be there until he is sentenced and beyond depending on what happens. >> some shooting survivors still remain hospitalized. i'm chris welch reporting from centennial, colorado. >> holmes is scheduled to be in on september 9.

we are also learning more about the theater. the associated press is saying they didn't have any uniformed police officers on duty the night of the theaters. the other theaters did have such security for the opening night of the batman film. the parent company, cinemark provides security, but other days, including the midnight showing in aurora are up to the local theater operators. it's hard to know whether guards could have done anything to prevent the attack. >> maryland's attorney general is asking a federal appeals court to delay another judge's ruling on the state's gun law. last week, u.s. district judge, a u.s. district judge lifted a stay, which says part of the law was unconstitutional. maryland wants that in place until its appeal is heard. the original ruling found the state's requirement to show a good and substantial reason violates the second amendment. four women have been hit by stray bullets in the popular u

street corridor in just over a week's time. all those victims received minor injuries, there are some suspects, but not all in custody. calling for more cops and private businesses to her paps foot the bill. >> early saturday morning, two women suffered nonlife threatening injuries when they were shot near 12th and u. innocent victims hit by someone's stray bullets. >> you have to be concerned not only for the welfare of the people it happened to, but for the reputation of u street. >> a week ago saturday at 11th and u, two groups of men were arguing, gun shots erupted and two more women were hit, both of them in the legs. they will recover, say police. three men were arrested after a gun was thrown from a car. >> we require more police officers than i think sometimes we get from mpd. so all over the city areas like this are using the cost

reimbursable program. >> if police want to assign more officers to u streets, then private businesses should hire their own offduty d.c. police. there is city money that would pay for half the cost of bars and nightclub. >> our business contributes lots of taxes to the district. >> the owner of the 7-eleven at 12th and u says she can't afford to hire juve duty police officers. she can't get the same subsidies offered to bars and restaurants. g we hire 10 to 15 employees. somebody is probably going to go. >> bruce johnson, 9news now. now an update on the murder of a winchester, virginia, newspaper reporter. a defense attorney for john sheldon kearns confirmed his client is the person of interest in this case. he tells inside nova that investigators talked to kearns a few days after sarah's body was found inside her burning home in fauquier county earlier this month. police will not confirm what kearns lawyer says, but they did search an apartment where

he lived. kearns was arrested last week for an unrelated probation violation, now he is out on bond. >> the u.s. postal service is now nearing a first ever default on payments to the u.s. treasury. it says it is now losing $25 million a day and will not be able to make two legally required payments for future health benefits. the first is due on wednesday and total $5.5 billion. the second is a $5.6 billion payment due in september. analysts say the default should have no short-term effect on service. >> if you haven't heard the word yet, it could have a big impact on our local economy and in a bad way. now this refers to looming massive budget cuts that were never meant to go into effect. but as peggy fox reports from a rally in arlington, those cuts will happen if congress does not act. >> a few hundred employees who work for local defense contractors are rallying to save their jobs and stop massive cuts in their industry. it is called a rally to stop

sequestration. it could mean 2 million job losses across the country and about 160,000 job losses in the d.c. area alone. >> i'm here because we are concerned about jobs. more so we are concerned about the security of our nation. >> it was never really meant to be a policy. it was meant to be a hammer. >> virginia governor kept his speech nonpartisan. the looming se sequestration cuts. >> it's unbelievable that we are facing this, this late in the year for something that starts early next year. >> a year ago, congress passed a threatening measure. come up with a plan, but the super committee failed and those cuts are coming january 2 if congress doesn't act.

>> this problem goes away with one simple thing. balance. so long as the other side puts revenue on the table, then we'll have a balance of spending cuts and revenue and this problem will evaporate. >> because of the high number of federal jobs and defense contractors, the washington area would be hit hard and could lose 161,000 jobs. >> national parks would have to close. would there be any people to fight forest fires? would there be anybody to stamp your passport? >> even though the see -- defense contractors are required to give employees working on federal projects 60 days notice if they plan to lay them off. so those letters will be going out in the next few months if congress doesn't act. i'm peggy fox reporting, back

aclu offices in 35 states including both maryland and virginia want to know more about how police are using those automatic license plate readers. they sent requests to local and state police agencies to find out how they use them. the aclu says it doesn't oppose the readers, but it is concerned about how long that data is stored. right now, more than 320 of those readers are being used in maryland, not sure the exact numbers in virginia, but the aclu sent requests to 16 different jurisdictions. people are moving back to the mobile home community flooded out following tropical storm lee's arrival last september. a lack of electricity led county officials to kick them out earlier. the first temporary occupancy

behind for the year. not that much behind for the month, but for the year, it is serious. in parts of the metro area, just kind of a moderate drought. let me show you what we are talking about. it is a severe drought. we are ab normally dry to the north of town in frederick county and winchester. but a moderate drought covers most of montgomery county and all the way down into fredericksburg. and slide in the severe drought, that includes much of the del marva and parts of st. mary's county. this is the worst. you know that, but most of the metro area is under a moderate drought. so, take it easy. hope you don't smoke. if you do, don't throw the butts out the window. things are quieting down a little bit. we'll zoom out to the southwest. new market and harrisonburg. these storms are heavy and they are drifting off to north and west. this is just around madison, on the other side of 29 and south

welcome back to redskins park. day four of redskins training camp has come and gone. they now begin their longest stretch. they did have the day off yesterday. a drift from mike shanahan. rg3 looked just okay. he did make some good passes here and there, but he still got a lot of growing to do. remember, though, that they are not in full pads right now. typical for the offensive line to fully protect the rookie. griffin says all the offseason workout he did here and in waco with his receivers has really seemed to pay off. >> being out there with them in ota's, being them here helps. you can't ever say you are there, because you can be more on point. we have a good chemistry right now. if we had to play tomorrow, we

could and be effective. >> remember, the redskins have to wide l this group of 90 guys down to just 53 before this season begins. the most compelling competitions is going to come out is at wide receiver. there's a big group of guys competing for a handful of spots. we have newly acquired peter and josh mohr gone. leanard, the vet, santana moss. that puts guys like anthony armstrong on the bubble in being one of the first guys to get cut. that being said, there's nothing like a good competition to really make you perform at your highest level. >> coach shanahan loves competition. get the best out of everybody. when we like that, put the best about the best. they say iron sharpens iron, it's that type of thing. the more you have out there, everybody has a step up and when they make the cut, it will be a good group. >> now here's the latest injury news. corey was held at practice

saturday and today. he had surgery to clean out his knee. today they expect him back, hopefully by the third preseason game. the rookie are getting ready for him. he is out for the season. now, the skins also had a special guest today, hip hop artist and d.c. native spent some time mingling with everybody. he said rg3 is making humble cool again. he said, he warned fans, he's excited to see them, but have patience this season. >> we aught to understand he's a rookie, he's a new guy, and we can't tear him down. a lot of cities tear down the guys that have potential and leave town as soon as the contract is up. we have to make sure he's happy. all of those things matter. >> that will do it for redskins park. kristen berset, back to you guys. >> have a great night, thanks. >> good night, everyone.
