and let you know if we'll do it again for you tomorrow and give you the 9 weather alert codes. >> thank you, top. tonight, a 12-year-old boy is the only survivor of a terrible murder suicide and arson rampage that left the rest of his family dead. police have identified the boy's dad. >> investigators say 32-year- old frank hayward attacked his wife and kids and then set them on fire before killing himself. all this happened this morning on candle light court in owings, maryland. that's where scott broom joins us live. >> well, that little boy you were talking about, 12-year-old frank hayward iii was rescued by tactical officers from this house behind me this morning. his throat had been slashed. the house was set on fire. all of it apparently committed by his father who committed suicide. from sky 9 this morning, calvert county rescuers converged on the home. where they found the horrors

committed by 32-year-old frank hayward, who killed and burned his 31-year-old wife, cynthia, and their two-year-old daughter, natalie, then killed himself. but his son, 12-year-old frank hayward iii had somehow survived the attack from his suicidal father with a slashed throat and burns. after sheriff mike evans said another unidentified adult relative had fled at about 8:30 and called for help. the officers found the house on fire. >> it is horrible. i have seen a few in my s.w.a.t. team days and these are the worst case scenarios. you want to do something to help and there was nothing else we could have done. they are very fortunate. >> it's a sad situation. >> neighbors are completely stunned. >> terrible, absolutely horrible. >> to do this and take a two- year-old's life and kill everybody, completely ridiculous.

>> what caused hayward to snap, a mystery to investigators. the home recently put on the market and headed for foreclosure perhaps one sign of stress. neighbor patrick davis exchanged e-mails with hayward last week. >> i'm trying to keep it quiet, not putting the sign up. you know, my wife and i are going through trouble. >> there's been no protective orders. >> this is an extremely unusual event here. >> we take domestic violence very serious. the facts about what led up to this event are unknown at this time. >> so, a wife and a two-year- old child murdered. a 12-year-old boy tonight in critical condition at children's hospital. police say they found handguns here they believe were used in this incident. they are not exactly sure how everyone died or how the fire got started. they do want to continue to investigate to understand it in the hopes that maybe they could come up with warning signs and

prevent something like this again. live in calvert county, maryland, scott broom, 9news now. >> a horrific event indeed, scott, thank you. police hope new video will help them find a person that kidnapped the mother of cal ripken, jr. taken at a wal-mart in anne arundel county. it shows a man in an orange cap and coat entering and exiting the store. a sketch of the man says abducted her at gunpoint from her house last week. the 74-year-old woman was found bound, but unharmed in the car and police still don't have any idea about a motive. thursday marks one year since 35-year-old robyn gardner of frederick disappeared. she was last seen vacationing in aruba with gary giordano. a gaithersburg man who was held for months in an aruban jail. he was released in november for lack of evidence. gardner's sister spoke with andrea mccarren for the first time. >> robyn gardner's family is

report bragging about its response to the big storm. and bruce leshan is here with details. bruce. >> derek, here is the report, 69 pages of pepco arguing that its response was fast and effective. the public service commission will look this over. it will hold hearings, but one state delegate says the verdict is already clear. >> it is comical that pepco claims they couldn't have been ready for this storm. they sat in front of my committee 18 months ago saying they would be ready for anything. obviously they weren't. >> delegate tom of montgomery county said the pepco report is chocked full of pretty pictures and excuses, but sorely lacking in solutions and accountability. >> everyone knows that we have a huge problem. we have one of the least reliable utilities in the country. >> pepco claims forecasters had the storm stalling over the appalachians. but when it defied

meteorologists and knocked out power to nearly half a million pepco customers that saturday night, the utility insists it responded quickly, restoring electricity to 99% of its customers by friday and bringing the last customer back online by sunday. pepco says it ultimately brought in nearly 2,000 field groups. state regulators fined pepco $1 million for past shoty maintenance. he will push even tougher utility oversight in the next session of the general assembly. >> they are going to be paying higher fines and greater penalties if this goes on any longer. >> $1 million as far as you are concerned is not enough. >> pepco needs fines that are sufficient to change their behavior. >> you do not have to be topper shutt to know there's going to be another big storm. he says despite investing millions to trim trees and

hardens its infrastructure, pepco is not ready for the next one. derek. >> harsh judgment, thanks, bruce. federal safety investigators blast add chinatown bus company that was involved in a deadly crash in virginia. the national transportation safety board says sky express had no regard for passenger safety. this over a year after the crash that killed four people and injured dozens of others on i-9530 miles north of richmond. the driver was fatigued and that was a factor in the crash. that driver faces four counts of involuntary manslaughter. there's a warning out tonight to drunken drivers in the district. some tough penalties take effect tomorrow. and under the new impaired driving law, offend for the first time. you could be sent to jail for up to 180 days and be fined up to $1,000. spenders offenders with a miner in the car will face five days. and blood alcohol limits for

commercial operators will be .74. connected to a four-vehicle crash. one of them a tractor trailer overturned this morning. that rig ruptured and spilled cucumbers all over the roadway. the accident shut down several lanes, backed up traffic for miles, the truck driver was traveling with his son in the rig. >> we were inside the trailer that flipped on its side. i guess something hit the red car that ran into this green truck and it hit us and we swerved out of control and slipped on our side. and everything pretty much fell over from there. >> luckily, they are okay. the tractor trailer was hauling that produce to new jersey. the driver of the car that caused the crash is charged with making an improper lane change. anita. >> first, you took on extra big servings of soda, now

michael bloomberg is going after baby formula. one of the strongest public policies yet. >> remember all those little formula freebies you get in the hospital? well, this policy puts an end to that. it also locks away the formula and only give it is away under certain conditions. >> everyone knows breast milk is best, but new york city's mayor is taking that slogan a big step forward. >> most of the public health officials think this is a great idea. >> his new program, latch on nyc will do much more than encourage breast-feeding. it will make formula feeding tougher. hospitals that sign on will provide formula for medical reasons only. they'll keep track of the number of bottles used by moms and they'll stop handing out free formula. nikki, a mom of two, who is expecting her third is a northern virginia lactation consultant. she says it's about time

hospitals stop endorsing formula feeding with freebies. >> when times get tough, those first few days and you really don't have the support or the information you should have had going into it, formula there on the counter and the free bag from the hospital from your ob or pediatrician is your fallback. >> she had difficulty nursing with her first and given supplements, but supplements can reduce the mother's own supply and put an end to breast- feeding. >> in those early days and hours, it is imperative that mom keep baby on the breast as much as possible. >> other moms say mayor bloomberg will make moms that can't breast-feed feel worse. >> having a new baby and giving birth, she shouldn't have to worry about explaning her choices to anybody. >> i don't think it should be something that, you know, that is legislated by the government. the mother should have that choice.

u.s. swimming continues to be one of the big stories at the olympics. >> the latest swimmer to make headlines is a 17-year-old from colorado who made her mark last night with an emotional victory. monica has the latest from the summer games in london. missy franklin couldn't hide her excitement after she shot past the competition to win the 100 meter backstroke. her parents cheered as their daughter finished first just 14 minutes after swimming a qualifying race. the teenager from colorado says she is dedicating all her races to aurora after the deadly theater shooting. franklin's teammate made it a sweep for the u.s. in the backstroke. the family rushed to congratulate him. >> oh man. >> beaver's mom couldn't keep her hands off the gold medal. families of america swimmers say being at the games is almost overwelming. >> should i turn on the tears now because i have been a

basket case. it is great. >> fans that didn't get tickets are saying this is the next best thing. they are coming to parks around london to watch the excitement on the big screen. >> prince william, kate, and harry, were among a packed crowd at an equestrian event. the queen's granddaughter helped britain's theme get the silver. british police say the games are safe and running smoothly, but they did arrest a teenager accused of threatening to drown, tim daly. the 18-year-old let his dad down when he failed to win a medal. his father died of brain cancer a year ago. monica, london. >> here we are again with a spoiler alert. if you do not want to know results of today's biggest events in london, turn down the tv, turn away for 45 seconds. we may as well start in the pool as history was made. michael phelps and the u.s.a.

won gold in the men's 4 by 200. the medal was phelps 19th, making him the most decorated olympian of all time. phelps won a silver in the 200 fly, but the story here was that phelps led that entire race and made an error, allowing chad to take the gold. in the women's 200 free, allison schmidt took home the gold. missy franklin finished fourth and the women's gymnastics team flipped and jumped their way to gold crushing russia which took the silver. here is the medal count right now. japan has 13, france 11, and south korea 8. it is the second day of a massive blackout in india. at least 600 million people are without power. and now a third electrical grid has collapsed. those power outages are affecting more than half the country. hundreds of trains are out of service and passengers were trapped on a subway.

the only good thing is the airports are now up and running, they have switched to those backup generators. >> another earthquake overnight. remember, they are still fixing things from the damage. this time the 2.4 magnitude quake struck around 2:45 a.m. no reports of any damage. the quake hit the area in mineral county last august and that one could be felt up and down the east coast. i did not feel that quake from last night. >> but you're going to feel the rain potentially through the evening. >> we have some new warnings, they added loudoun county to the mix and frederick county, maryland. again, severe thunderstorm warnings have also extended from montgomery county until 5:45. let's go ahead and start with live doppler 9,000. that's where it's at. there are the warnings in yellow. we'll zoom in to a couple of storms. the first one, we showed you at the top of the show and that is kind of just in western montgomery county.

there's one storm there. this is a pretty heavy storm, down toward dickerson, around 28. by and large, this is the heaviest storm. anybody going up 270, you know, from gaithersburg northward. big time rains. that storm did have hail in it on the west side of 270. no longer has hail at this moment. this storm has hail up toward 32, just shy of i-70 west toward frederick. that is drifting toward i-70 west. that's going to get nasty in the next 30 minutes. we are also looking at a storm toward hagerstown. not severe, but heavy, straddling i-81 from hagerstown northwestward. so big storm there. down to the south, we're looking at a storm. this just popped up in the last 30 minutes. this is a big storm. this may have hail in it. may see a warning on this in the not too distant future. this is manassas and 234 and pushing off to the north and to

the east. in fact, we'll put this into motion. it moves right where it's tracked. northeastward. good news is, the computer is dying that storm out in the next hour. so may see the worst of that storm before it moves toward manassas. our radar with lightning. got to get the kids indoors. we have tons of lightning in the mountains and these storms we just showed you, a fair amount of lightning toward howard county, south of 70, and that storm we saw pop up around manassas, we'll zoom into that. get the kids indoors, obviously, get away from windows because this storm is pretty hefty. in fact, look at the lightning as it moves off to the north and east through germantown and this moved through heart of town and up 29. so, get ready for some localized heavy activity. live weather cam brought to you buy michael and son. dew point 68. not too bad. 28.90 inches of mercury. 79 arlington. you can see where it's rain.

caught on tape, a man in a wheelchair beaten and robbed in his own home. this is surveillance video from the victim's apartment and it shows the 37-year-old man with muscular dystrophy goes and answers the door and with no way to fight back, these guys come in and begin to abuse him. they want his tv, obviously, but check out the suspect holding him down with one foot as they strip the place of the tv's and xbox's. and add insult to injury before the robbers leave, they hide his cell phone behind the chair. leaving him to crawl around for a half an hour just trying to

tonight in our health alert, we are going down under. melbourne researchers may be on the verge of a holy grail of sorts. they discovered a treatment where they can kill cancer treatments in mice. >> 41-year-old simone has undergone a range of treatments since she was diagnosed with lymphoma in 2009. >> it is really taxing on the body. in my case, i have a lot of nausea, vomiting. >> she suffered debilitating side effects. according to the cdc, more than 100,000 cases of blood cancers are diagnosed every year in the u.s. >> chemotherapy generally works by damaging cells and the cells die. this treatment is quite different, it turns off protein production in cells. >> tested in mice, it targets and kills the protein factories

within cancer cells while having little impact on normal ones. >> the animals tolerate the treatments very well. >> side effects were minimal and cancer cells were eradiated within seven days. shying away from the term cured, it's effectively destroyed all forms of blood cancers, including lymphoma, leukemia, and myloma. >> we will be monitoring them very closely. >> now again, those human trials are hoping to start in november. that's going to be the real test of this targeted therapy's effectiveness on a wide range of blood cancer. in the last hour, the u.s. house of representatives voted to give medical care to marines and their relatives stationed over the 30 year span. now they may have been sickened by water contaminated with toxins linked to cancer and organ damage. the senate approved the bill, which will recover those on the north carolina base between 1957 and 1987.
