life and newly uncovered bonuses of commissioner paul prouty. ♪when i'm commissioner oh, oh ♪ congressional sources say prouty helped organize that nearly $823,000 las vegas gsa convention working with commissioner jeffrey neely who is better known for this convention bathtub shot. back in 2009 prouty was acting administrator who received the gsa death list and e-mail warning about fears kansas city gsa workers had cancer-related illnesses caused by toxins at a gsa complex. gsa ignored the warning and prouty got a bonus. prouty's cash bonus? according to documents and a database obtained by 9 wants to know under the freedom of information act in addition to his $179,700 annual salary, prouty pocketed over $100,000 in bonuses over the past three years.

southern california where a wildfire is threatening some very large homes. this is live from riverside county. the fire broke out early this afternoon in a rural area just west of murietta and quickly spread to 1,500 acres in. immediate word on evacuations or how the fire was started. more breaking news this time from texas where a bomb threat forced evacuation of san antonio international airport this afternoon. somebody called and said three packages were left inside a parking garage. passengers were taken out on the tarmac and arriving planes are parked away from the gates. police and federal agents are looking into this. locally at home traffic backed up on i-95 in howard county after a truck flipped over and landed right there in

the woods. there were some injuries. it happened on the ramp from i- 95 south to route 100. state police tell 9 news now crews spent 30 minutes getting the driver out of cab. we decent -- don't know about any other injuries. the maryland man accused with threatening an rather style mass shooting was prosecuted today. >> the prosecutor said maryland law has tighter hands. scott broom is in upper marlboro with a man who has an arsenal of assault rifles and called himself a joker facing a misdemeanor charge. >> reporter: the charge against 28-year-old neil prescott is a misdemeanor, telephone misauto, and that's it, prescott the -- misdemeanor, and that's it. prescott was the man who threatened to splatter his brains all over the sidewalk to go joker in the workplace recalling the mass shooting in aurora, colorado, last month at a theater and had an arsenal of

mostly assault rifles when he was arrested. he's getting off too easy prince george's county prosecutor angela alsobrooks fears. >> unfortunately maryland does not have a law that makes it expressly illegal for a person to communicate generalized threats over the telephone. i believe that when people like mr. prescott threaten violence, especially in this day in age with all that we have going on right now, he ought to be facing felony charges, not just misdemeanor charges. >> reporter: alsobrooks with her hands tied said prescott's guns were all legal and there will be no charges there. >> he's in a hospital now. >> reporter: police chief mark magaw. >> so we're not walking away from this individual by any means. he'll have a lot to answer to when he is released. >> reporter: regardless of the misdemeanor charge magaw counts this case as a victory. >> it's hard to measure what you prevented, but all the elements were here that we

believe that a tragedy was averted in this case. >> reporter: one consolation for prosecutors, the charges will prevent prescott from getting his arsenal of 25 guns back and if he's convicted, he'll lose his right to possess firearms in maryland into the future. in prince george's county scott broom, 9 news now. >> also if he's convicted on that telephone misuse charge, prescott could do three years in prison even though it's only a misdemeanor. police in blacksburg, virginia, say an explosion this morning was caused by a pipe bomb. someone called to report hearing either a gunshot or explosion just blocks from the virginia tech campus in the middle of the night. several cars were damaged. so far no arrests have been made. severe weather once again within striking distance of our neighborhood. meteorologist topper shutt tracking the storm from the weather center. top. >> earlier we had severe thunderstorm warnings up into pennsylvania, franklin county

and that area. now they are discontinued. however, still some pretty big storms on live doppler 9000. pretty quiet around town. nats are in town. i think that game will be okay. at the very most we may see a delay, but we'll zoom into the northwest part of our viewing area to these storms. these are the same storms that prompted the severe thunderstorm warnings earlier in places like adams county and franklin county in pennsylvania. could be some hail in the storm around martinsburg. it's drifting very slowly south and east and possible flash flood between martinsburg and hagerstown. we'll come back and talk about the heat returning and more of these later on tonight. herndon police are trying to piece together two events overnight involving a fatal hit and run leafing a woman dead and a collision involve -- leaving a woman dead and a collision of multiple parked cars. it happened around midnight on center street in herndon.

surae chinn joins us live with details about the car registered to the dead woman's husband who is now a person of interest. help break this down for us. >> reporter: herndon police did just name a person of interest. i want to show his picture, 32- year-old fitsim tatio who is also the victim's husband. the victim was found in the parking lot of the apartment complex where she lived. you can see all the markings here. we know three small children were inside their apartment at the time and right now they are without a mother and a father is nowhere to be found. >> he was a great employee. whatever instruction we give him, he answers and he was so quiet. he was so excited when his family came over. >> reporter: pierre sahim said this 32-year-old worked as parity-time driver for him at paesano's piz that herndon. now he's a person of interest -- pizza in herndon.

now he's a person interest of in his own wife's hit and run. >> reporter: it was said the driver smashed into these parked cars. >> there was smoke coming up and he makes a couple circles around the car and then he ran away. >> reporter: ahmad called police having no idea a block away a woman lay dying in the parking lot of this apartment complex. the drive is nowhere to be found -- the driver is nowhere to be found. >> we have reason to believe perhaps the driver is involved in both events. >> reporter: police say the black toyota camry involved in crashing into the parked cars is registered to a man married to the woman who was killed. his boss said he failed to show up at work in herndon. did he ever voice any family troubles? >> not at all. yeah. he always, oh, my girls, my wife, you know, talk about them. he always pick up pizza for them. yeah, i mean he was so nice to his family i think.

now police are warning people to look out. >> had the dog been on its leash and they stayed on the trail, there probably wouldn't have been this encounter. >> reporter: kevin larson is a little more protective of 10- year-old sadie now, but he says there have been coyotes in daniel's run for years. >> when they have their pups on the other end of the park here, that's where they get protective and you don't want your dog to run around here. >> are there coyotes in this area? >> reporter: apparently three of them attacked a dog. coyote attacks on humans are extremely rare. at a nearby playground a group of moms talked about their own wild ones. >> safety in numbers. you have enough kids to scare way any wild animals. >> reporter: but they -- away any wild animals. >> reporter: but they were happy to hear the warnings about the coyotes. >> it's good to be cautious.

caught on tape tonight tsa agents save a woman from an alleged kidnapping. this is surveillance video from miami international airport earlier this month. the tsa says a group was going through security when the agents noticed something strange about a woman there who seemed uncomfortable. you cannot see her in the video, but the agents say that that woman was hiding her face. she had some scars and she was trembling. when agents first spoke to her, she said she was fine, but when security came back at her again, they say she broke down

crying and said she'd been kidnapped. two people in that group were arrested. >> wow. a woman says her trip to an auto repair shop led to days of harassment. >> she contacted police after she began getting dozens of obscene text messages. investigators say shortly after having her car serviced at a toledo auto shop the woman got more than 40 texts over four days, most asking the 24-year- old for sex. one was a naked picture. the victim said she repeatedly told the person just stop, but the messages continued. investigators traced them to 32- year-old stanley wilburn, the auto shop manager. police said he told them he thought he'd be able to get a date with her. >> mr. willburn admitted to sending the text messages and point and stated he obtained her phone -- picture and stated he obtained her phone number

starting today the affordable care act requires insurance companies to start offering millions of women eight new healthcare prevention services at no cost. tonight's health alert focuses on what they are including the controversial contraception mandate. expectant mom christine kimmel tested negative for gestational diabetes and starting today most private insurance companies will have to cover screenings for gestational diabetes with no cost to the patient. it's one of eight preventive healthcare services for women mandated under the affordable care act. >> i think it's just a huge win for women's health in general. >> the covered services include contraception, annual well
