veteran saying he was trying to arrest a 19-year-old he thought was about to commit a robbery. they struggled at which point taylor says the suspect tried to disarm him and that's when he fired his weapon. no one was hurt, but any time there's an officer-involved shooting it prompts an internal investigation and those investigators found surveillance footage that apparently completely debunked taylor's account of what happened. taylor has been suspended with pay the last six months. on monday he is facing a police administrative hearing to determine his pay status while criminal prosecution is pending. >> if anything, our police department strifes to be transparent in everything we do and i think -- strives to be transparent in everything we do and i think this incident sadly is a reminder we are a transparent police department. >> reporter: to sum this all up for you today taylor was charged with four counts of misconduct in office, three counts of making false statements, second degree assault and reckless endangerment. taylor did have a partner working with him that night. that partner was also suspended

with pay. he's been placed on administrative leave and he still is facing an internal investigation, but today the state's attorney's office came out and said that that partner will not be facing criminal charges. at prince george's county police headquarters i'm kristin fisher, 9 news now. a d.c. man now facing murder charges for the killing of an arlington jewelry store owner. james sylvester caroline arrested yesterday for his probation violation and today arlington county police filed murder charges against him. they say he is the man who shot and killed 52-year-old tommy wong during a robbery at his store last friday. caroline is now being held without bond. jobs taking center stage today in the race for the white house. after the labor department released its latest numbers, all in all july's numbers actually exceeded what many experts expected. the latest report broke a four- month slump and added 163,000 jobs, the biggest increase since february. however, the overall unemployment rate grows to 8.3% despite all those new jobs.

that's because people who had given up looking for work are once again on the hunt. now both campaigns are working to spin the numbers in their favor. tara mergener with more on what the candidates are saying. >> reporter: mitt romney is telling voters he's the one to get americans back to work. the republican white house hopeful slams the president for the latest economic numbers showing the july unemployment grew to 8.3%. >> it's another hammer blow to the struggling middle class families of america. >> reporter: romney said his economic plan would create 12 million jobs in four years, although he gave no specifics. his plan includes helping small business and cutting both the deficit and taxes. >> the president has not had policies that put american families back to work. i do. i'll put them in place and get america working again. >> reporter: the president spent the day in washington

pushing to extend tax cuts for the mid class and pointing out 163 -- middle class and pointing out 163,000 jobs were created in july, the largest number in five months. >> those are our neighbors and family members finding work and the security that comes with work. >> reporter: the president said the republican controlled house has prevented him from jump starting the economy. first by not passing his jobs bill, then not passing his plan to end tax cuts for those making more than $250,000 a year. >> they voted to hold these middle class tax cuts hostage. >> reporter: recent polls say the economy is by far the biggest issue on voters' minds. tara mergener for cbs news, the white house. >> we should probably keep in mind that no president since world war ii has won reelection with the unemployment rate above 8%. maryland lawmakers now have more than just gambling to tackle in next week's special session. one delegate says a bill will be introduced to address the state's controversial court

ruling that pitbulls are inherently dangerous. he says the measure would remove landlord liability for dog bites and would put all liability for bites by any sort of dog on the owner. the special session is expected to start next thursday. two days ago chick-fil-a supporters helped the chain set record sales and now gay rights activists are flocking to the restaurants to send their message. all across the nation today same sex marriage supporters held their so-called kiss-ins at chick-fil-as. the protests are responses to recent comments by the company's ceo that he supports the biblical definition of marriage, that is, between a man and a woman. >> he can believe whatever he wants, but then when he puts money or pen to the paper of places that diligently try to stop equal rights in marriage or, you know, pray the gay away or organizations like that, he's not going to get my money no more. >> many of the kiss-in protests are scheduled to happen

simultaneously about 8:00 tonight. the restaurant chain is also rescheduling all of ceo dan cathy's appearances for the rest of this entire year. that includes a november 27th event with prince william county's chamber of commerce. the chamber says chick-fil-a will not reconsider that decision. events now scheduled for sometime next year. protest took a different form at one southern california chick-fil-a. somebody spray painted a message on the side of the building overnight. you see it right there. it says tastes like hate and has a picture of a cow. police are trying to figure out who did it. if you didn't know better, you'd swear one fredericksburg, virginia home has a bull's eye on it. two nights ago a car slammed right into the home on woodford street and it's something the homeowner has seen before. >> reporter: i'm surae chinn in fredericksburg, virginia, where this home seems to be a target for bad driving. the homeowner was watching tv when he heard what he tells police a large explosion around

9:45 wednesday night. >> coming into the house. we did advise to evacuate. >> reporter: police say the driver was drunk and plowed right into the kitchen. the home is located on a bend where some people say attracts bad driving. >> for that kind of damage it either was in reverse or had to go awful fast. we're kind of a cut-through for a lot of the surrounding areas. that happens on my street as well. it's very dangerous. >> reporter: we tried clocking people this afternoon. most were going the posted 25 mile-per-hour speed limit, but not all. >> 33. >> reporter: the homeowner is thinking about building a barrier to prevent something like this from happening again. the driver in this case has been charged with reckless driving and dui. in fredericksburg, virginia, surae chinn, 9 news now. mother nature kicking up the heat again today and that, of course, had a few storms popping up as well. we got ourselves a yellow alert. what's the story right now? >> now there are no severe

thunderstorm warnings. the storms have actually dissipated a little bit. we'll show you live doppler 9000. i think the nats fame will be okay. i can't -- game will be okay. i can rule out a sprinkle. most of the activity has moved northward across 66 and kind of died out. there are storms still firing back in the mountains west of new market west of i-81 into morgan county and tucker county, west virginia. temperaturewise being 96 today, down to 89, 86 gaithersburg and leesburg, 88 frederick, 88 in fredericksburg. to tonight early isolated storms possible, a few could be heavy, otherwise partly cloudy, muggy, lows in the 70s. we'll come back and talk about the weekend. is it going to stay hot and do we still have to run the risk of storms and the latest on tropical storm ernesto. still to come she is the new darling of the olympics and now virginia beach native and gold medalist gabby douglas gets a new honor.

now a heads up about some big shopping savings this weekend in virginia. the state's holding its annual back to school tax holiday. that means you won't pay 5% sales tax on most school supplies and clothing. it runs now through sunday. there are some price restrictions. supplies have to cost less than 20 bucks apiece and the apparel must be under 100. we'll have the full list of eligible items on our website www.wusa9.com. frederick county homeowners will soon get a $100 check in the mail. county commissioners approved a property tax rebate. that money is from the county's $6.7 million surplus from last year. the checks should be in your mailbox sometime next month. it seems the university of virginia's decision to

reinstate the ousted president teresa sullivan has led to a windfall of donations. the school released new financial figures today. they show the monetary gifts to that school dropped by 50% when the board forced sullivan out, but the donations doubled once she was returned to her position about three weeks later. uva says it got more than $44 million in the month of june alone. we wrap up with yet another hot muggy day. we can only hope for perhaps some cooler temps over the weekend. we'll find out from top in a couple minutes, but first a local swimmer hits the pool for her shot at gold and her community just goes crazy with excitement. how bethesda's katie ledecky did. ♪ i've never felt this way before, but it's a scary time to be a woman. mitt romney is just so out of touch.

another honor tonight for the new darling of these olympics, gabby douglas. kelloggs is now featuring her on the special edition boxes of corn flakes. it shows a picture of douglas on the podium from last night sporting that gold medal she got from the women's gymnastics all around individual. the boxes hit store shelves in the fall. a spoiler alert about some of today's events. so turn off the tv if you don't want to know. as a local girl goes for the gold in the london olympics, we'll let you know by the start of this story you will know whether katie ledecky actually struck gold and as bruce leshan tells us, she could almost hear the screams of support from bethesda's stone ridge school. >> reporter: katie ledecky's

storms, some heavy, otherwise partly cloudy and muggy, lows in the 70s, winds southeast at 10. by morning it's going to be hot by lunchtime, partly cloudy, 72 to 92. the air quality goes to code yellow which is moderate. that's pretty good. by afternoon again some storms, some heavy, high temperatures near 95, winds out of the south at 10. we'll keep our 9 weather alert codes on the yellow, for tomorrow 94 between the heat and storms, 93 sunday. again both those days it's isolated activity. monday is a much better chance of widespread showers and storms as the cold front approaches. next seven days we'll keep tuesday dry behind the front and then it stays pretty much the same around 90, low 90s wednesday, thursday, friday with just some isolated storms. so no widespread relief from the drought. you and i both know what that will take and that's a bitter pill sometimes to swallow getting remnants of the tropical system. >> as long as it's remnants.

some days i think we would have no weird news at all if not for the guinness book of world records. to dallas, texas, where yesterday 714 people turned out to set the world record for the biggest shaving cream pie fight on earth. yes, they do apparently keep track of such things and yes, it was all the fault of a bunch of clowns literally. a cnn reporter shot this video. she said it was fun and chaotic. i would just call it really messy and by the way, biggest shaving cream pie fight category is brand-new. it replaces the largest custard pie fight which was retired in an effort not to waste food. i kid you not. >> you're not making this up. >> how could you? >> we want to what are you think. send your e-mails -- hear what you think. send your e-mails to mcginty's mailbag, the address mailbag@wusa9.com. 9 news now will be right back.

i got the chance to start my own business. i know what it's like to hire people and to make ends meet. from those experiences, i had the chance of running the olympics. the games were in real trouble. there'd been way too much spending. and in massachusetts i found a budget that was badly out of balance. our legislature was 85% democrat. and every one of the four years i was governor, we balanced the budget. i want to use those experiences to help americans have a better future. we believe in our future. we believe in ourselves. we believe the greatest days of america are ahead. i'm mitt romney and i approve this message.

in the mailbag tonight gabby douglas, the amazing 16- year-old who apparently has another nickname, the flying squirrel, i love that, she also won the gold medal for the individual gymnastics in london but a rather nasty undercurrent of chatter has cropped up on the web criticizing little gabby's hair-do. at 6:00 our lesli foster eloquently applied a verbal slapdown to those guilty of such antics and in the mailbag joyce can't even believe we're having that conversation. anyone who dares to complain about her hair needs to stop and look at theirself and what is really important. hair is not. this time last year i was bald because of effects from chemo and it took me a long time to be able to walk out of my house without a covering, but guess, what i did it and i learned hair is so overrated. what matters is that this young lady did something she set her mind to and with the help of
