>> police are still trying to determine the cause and nature of death. they found go blood in the apartment. >> i can't imagine why anybody would want to see kiki dead. >> police are calling this an isolated incident. for people who live here, they can't help but wonder if there's a killer on the loose. >> we aren't saying there's a killer on the loose. that's speculation. we are investigating two suspicious deaths. >> now if these suspicious deaths do turn out to be homicides, it would be a very big deal for arlington county. until two weeks ago, this county hadn't had a single homicide in almost 2 1/2 years. two weeks ago, there's been two homicides in the last two weeks and now with this, there could be two more. live in arlington, i'm kristin fisher, back to you. >> kristen, thank you. the accused gunman in the mass shooting in tucson,

arizona, was back in court today. jared lautner. karen brown with the latest from the courthouse in tucson. >> reporter: a judge ruled that jared lautner is mentally competent to stand trial. he pled guilty. tv cameras were not allowed. lautner appeared very different. pale, thin, gaunt. he sat still as a psychiatrist testified about his troubled teenage and college years when he allegedly heard voices in his head. the psychiatrist said lautner told a doctor he was remorseful for what he did. lautner told his doctor, quote, i especially cry about the child. apparently referring to nine- year-old victim, christina green, who was killed in the attack. jared lautner's attorneys hope the plea agreement will get the 23-year-old college dropout life in prison instead of the

death penalty. survivors of the shooting came to court, but former congressman woman, gabby giffords, was not one of them. mark kelly said he and his wife are satisfied with the plea agreement and avoiding a trial would help them and the rest of the community continue to recover from the attack. karen brown, cbs news, tucson, arizona. >> and we should note that ever since last year, lautner has been kept in a psychiatric hospital in missouri. and there, doctors have been forcibly administering drugs trying to control his behavior. funeral services will be held this friday for all of the victims in the shooting in wisconsin. the southern poverty law center says the suspect, 40-year-old wade michael page was a member of white supremacyst groups and played with the skin head band known as definite hate. page's step mom says she hasn't seen him since 1999, but she

doesn't recall a person responsible for the carnage that page is accused of. >> he was gentle and loving and a happy person and happy child. and what happened, god only knows, because i don't. >> residents of oak creek are expected to gather tonight for a vigil. it's part of the national night out. lesli. >> a guilty plea today from the university of maryland student behind a series of online threats. 19-year-old alexander song admitted he made multiple postings threatening a shooting ram pain on the college park campus. the judge ordered him to continue receiving mental healthcare and to begin community service while awaiting sentencing for a later date. it is not clear how serious his threats were. a search of song's dorm room and his parent's house failed to turn up any weapons. we have new information about a woman's body that was discovered last week.

police identified her as chevon phillips. she was last seen july 30. her body was discovered two dais later floating in a creek in the 12200 block of bramer circle. a vigil for phillips is planned for later tonight. slow moving storms have been striking parts of our region today and meteorologist, topper shutt is out on the terrace. obviously it's not raining there. top. >> we're okay here. for a change, the storms are providing some beneficial rain to southern maryland. let me start with live doppler 9,000. we have clouds and muggy and not that comfortable. we're going to zoom into maryland, calvert county, and even the northern neck on the other side of the river. pretty heavy storms here. the problem with these storms, they don't have much guidance. they are wandering around. so they'll have heavy downpours, especially around 2:35 headed south of

mechanicsville. so, that is the main threat, flash flooding. where are these going to go in the next hour? they don't go anywhere. they meyander. so, again, if you're under one of those storms, do not cross a flooded street or road. 85 right now. 83 at andrews. 88 in leesburg. we already have hit 90. we'll come back and see how many times we hit 90 since june 1. some heavy. low 68 to 74. we'll come back and we'll talk about ernesto. >> all right, topper. a long, sharp piece of sheet metal gashed metro riders this morning and reopening a simmering debate about whether the transit agency is doing enough to keep its many escalators safe. bruce leshan reports from

lafont plaza. >> a transit worker mopped up the blood left behind after the sharp nasty piece of side panel sprang all the way across the escalator steps gashing five people, three of them badly enough that medics were forced to rush them to the hospital. metro transit police snapped pictures as the transit agency tried to figure out what went wrong. one escalator expert suggested to the blog unsuckdcmetro, that someone must have forgotten to screw down the panel and there shouldn't be gaps in the metal in the first place that could snag bags or clothing. >> that is dangerous. metro needs to do better. they really do. it makes you wonder about your safety. >> two years ago, oily brakes sent a heavily loaded escalator crashing toward the platform until an emergency system kicked in, bringing it to a sudden tumbling stop injuring a

half dozen people. >> pile of bodies, a lot of screaming. >> metro's spending around $150,000 over the past years to repair escalators. metro's design left it dependent on its 588 moving stairs. it has more than any other system outside moscow. since 1985, the escalators claimed five lives. including three-year-old melissa gilbert in 1995, darryl jackson in 1997, and glenda weeks, a mother of three, on thanksgiving day in 1998. >> she was a loving person who would give you her all. >> that was bruce leshan reporting. sky 9 was out over i-66 just after a pedestrian was hit by a car this morning. this is right in the morning rush, just west of the fairfax

county parkware. the victim had to be flown to the hospital. the accident shut down all of eastbound 66. you can imagine what a mess that was. traffic had to be detoured and investigators are trying to figure out what happened and why was that person walking on the highway? >> and some startling new figures out today. the national highway traffic safety administration says more than half of the people killed on d.c. roads in 2010 were pedestrians. in d.c., 13 of the 24 traffic fatalities in that year involve pedestrians. that's a rate of 54%. in maryland, more than 20% of traffic deaths were people out walking and in virginia, it was just under 10%. look at this. nationally, 4,000 pedestrians died in traffic accidents in 2010, which is 13%. >> a washington landmark is expected to reopen later this month after getting a facelift. the reflecting pool on the national mall has been closed

we have breaking news for you out of prince georges county. where police announced the arrest of a man for abducting

and sexually assaulting young girls. matt jablow is live with the details. who is this guy? >> derek, a prince georges county police officer is being called a hero and for good reason. after coming to the rescue of a six-year-old girl who was sexually assaulted and before that, kidnapped. it happened around 1:30 yesterday afternoon. that's when the officer, after hearing that the girl had been kidnapped from a value village store, set off to find the girl. a few minutes later, he did just that in a nearby park, holding hands with the man who allegedly abducted and sexually assaulted her. >> as i approached the little girl, all she had was nothing but tears, it reminded me of my daughter who was three years old and she seemed very desperate and the only thing coming out of her mouth was, i want my daddy. i want my daddy. >> tonight, 25-year-old charles emofa is under arrest. in addition to yesterday's kidnapping and sexual assault,

he was responsible for the july 9 kidnapping and acemented sexual assault of an 8-year-old girl also in hyattsville. lots more details throughout the night. for now, back to the studio. >> we need to be glad this guy is off the street. thanks. virginia vip's were out in force shoveling dirt for an important highway project that promises to lift tens of thousands of commuters out of terrible traffic congestion. they broke ground on the i-95 express lanes project that will take the car pool and the toll lane nine miles south into stafford county. peggy fox reports, there is one missing link to the project. >> two, three. >> governor bob mcdonald tossed the dirt, along with jurisdictions who touch i-95. >> no more will we be worst congestion in the nation. >> the public private partnership will add a third

hiv lane and extend two express lanes nine miles south into stafford county. fort belvoir commander says express lanes will be a big help to his work force. >> we have over 60,000 vehicles that come on to port belvoir every day. >> the express lanes will tie into the beltway's express lanes. car poolers with three or more can ride for free. others will be charged a toll that is raised and lowered to keep speeds no less than 45 miles per hour. the governor says the tolls will encourage car pooling while offering those who want to pay a choice. >> you either pay taxes or debt service on bonds or pay a toll to use the road. at the end of the day, all these roads and public assets are paid for by the taxpayers. >> there is a missing piece to the project. if you get on the express lanes here in stafford counties, and if you don't have three people in your vehicle, you're going

to have to get off north of the beltway because arlington county didn't want to be part of it and sued the state over it. >> they created their own stew pot and unfortunately, hundreds and thousands of motorists will have to be part of it. >> project managers say continuing the lanes into arlington county is a future goal. in dale city, peggy fox, 9news now. after about 100 acres of trees and brush are removed, construction will begin around the clock and over the next two years, you'll have to expect many lane closures and delays, but not during rush hour, thank goodness. >> thank goodness. nasa engineers are getting a glimpse of the first color photos from that curiosity rover that landed on mars. take a look at this ancient crater, there's some dramatic video of the last of that 2 1/2 minute decent through the martian atmosphere. a little cloudy. the nuclear power curiosity will look for life on the red planet, but won't start moving

for a couple of weeks. they have to check out all systems. fighter jet intercepted a small plane after it entered the president's air space. flying a little too close to air force one. police had a chat with the pilot on the ground. another plane was also intercepted yesterday after it violated the temporary flight restriction near new haven, connecticut. those planes were allowed to continue on. a fire at one of the country's largest refineries has now been contained, but the extent of the damage outside of san francisco is being assessed. the fire broke out early yesterday morning and black smoke could be seen as far as ten miles away. 200 people ended up in the hospital because they could not breathe. investigators are trying to find out the cause and there is concern the refinery fire could cause another spike in already spiking gas prices. in the philippines, people

were being forced to walk in waste and chest deep waters after flooding there. and in one section of the city, the flooding is over people's heads. torrential rains killed more than 50 people in the philippines in recent weeks and more than 270,000 people are out of their homes. we have a photo gallery with incredible images on our website, wusa9.com. and gentleman, i'll send it out to you where we could get rain here as well. >> we are hearing stories about earnesto, who may be about to come to shore, it might be good news, bad news, what's the deal? >> for most part, it's going to be good news for parts of mexico. let me show you what it has don to honduras. it brushed them, so not wind, but heavy rain. it was a tropical storm. now it's a category one storm. they had 5 to 10 inches of rain. mud slides, and some flooding.

now let me show you the satellite picture, radar combined. interesting picture here. you can see it developing a little bit of an eye here, which is rather interesting. still a category one. it's headed north. it's about 140 miles offshore. now, it is a hurricane. maximum winds are 80 miles per hour. it does have gusts to 100. it will make land fall tonight and go across the yucatan tomorrow. and make land fall early on friday morning in mexico. really concerned about flooding in through central mexico. it's possible for this storm to continue to traverse mexico, go into the pacific, and become a storm again and get a new name. doesn't happen too often, but it happens once in a while. rain for us, it's few and far between. we have good news. where it is storming, they need the rain. that's kind of good. the bad news is, it may cause minor flooding.

for mechanicsville, some heavy rain. nothing severe at this point and heavy rain is straddling north and sat mary's county. not much movement, they move back to the south, almost southwest. st. mary's city will get heavy rain over the next hour, hour and a half, and up south, crossing into 235, you get rains as well. right now, our live look outside at our live weather cam. we have clouds, a little bit of light rain being reported. 85. dew points in the 70s. that's not good. pressure 29.96 inches of mercury. the temperatures are in the 80s. 85 in vienna. they aren't bad for temperatures, but it's humid outside. 87 college park. 86 over in bowie. so, headline, it's heating up a little bit. isolated storms mainly south. somewhat hot tomorrow. it will be hot on thursday and scattered storms continue.

>> investigative reporter exposes new revelations about the agency responsible for government real estate and supposedly for minimizing costs. >> beside me, you're seeing the 13,000 gsa payroll records we obtained with the freedom of information act. the gsa top ten shows everyone making more than $200,000 a year. heavily weighed by bonuses and unused leave pay, or like this electrician supervisor at number seven, earning over $200,000, most of it from overtime. >> the president of the united states makes $400,000 a year, and that's one of few government paychecks higher than what our analysis found at gsa. gh they absolutely should be explaning. >> chair of the gsa oversight

subcommittee wants explanations. identified by our investigation, all making more than denim. although the president did earn more. bigger than the president. even more than the chief justice of the supreme court, sharing in the millions in gsa bonuses, and overtime exposed by a 9 wants to know information request. >> i got the payroll records, here's an electrician supervisor. >> more than half of his $214,929 paycheck coming from overtime alone. more than $8 million in overtime. we have to put a stop to it. >> what are all the different categories and bonuses, how important is what we exposed? >> it's extremely important. we had community members. >> we identified worked in

washington offices, making $75,000 in annual overtime or more. one washington air-conditioning mechanic earned nearly $112,000 in overtime. that's in addition to $15,000 in bonuses and pay differentials. totaling more than $200,000 in annual pay. several of the top ten highest paid at gsa got there because of payouts of the more than $7 million in unused leave pay, identified by our investigation. this woman went home with lots of that pay, gayle was the gsa's human resources chief. gsa reported her as 0 in award pay in a data base release. but uncovered $257,000 in actual earnings, including more than $81,000 in leave pay and $20,000 in bonuses. like that electrician, she was among the gsa's ten highest paid employees in our analysis,

taking home checks bigger than some of the highest ranking officials in america. >> gsa has not responded to our repeated interview requests, but the agency said that woman who earned that $80,000 plus in leave pay, gayle lovelay, was a federal employee for 40 years and paid for her unused leave time. saying gsa pays overtime leave and locality pay. in accordance to laws, the majority of employees did not work overtime. and finally, that acting administrator cut bonuses for senior executives and instituted a hiring freeze while the agency is evaluating current structure in the overall compensation process. tonight, still no answer to our original question as to why so many of these bonuses and the overtime was not reported until we filed that freedom of information act request. >> you're not done with all this. you are putting all of this

balance beam. americans dawn harper and kelly took silver in the hurdles. lolo jones was fourth. sarah hammer won silver in the cycling event known as omnium. the women's water polo team advanced to the gold medal match with a thrilling overtime win over australia. women's beach volleyball finals, that's an all american affair. misty and jennings advance to the gold medal match this afternoon. and just a half hour ago, april ross and jennifer beat top seeded brazil to advance to the gold medal game. as for the men, eric kinard won silver in the high jump, and leanelle won silver in the 1500 meter race. that means in the total medal standings, china is leading at 73. united states in second, and russia and japan at 29.

>> those chinese are pulling away a little bit. we have a grim and bizarre discovery. this was a partly decomposed human head found behind a shopping center in pasadena. now police say a man spotted the skull in a wooded area behind jumper's hole road. a search team later recovered the bodies. remains were taken to the chief medical examiner's office in baltimore and we await more on that. >> this is candid camera with a criminal twist. police say they arrested two suspects in western pennsylvania, who told their victims they were taping a show called, you just got robbed. the victims, pizza shop employees were approached in indiana, pennsylvania. >> the guys put us in head locks and he said we are going to be on a reality tv show. another guy started filming it on his cell phone. >> one man put us both in a head lock and said you're going to be on a reality tv show called, you just got robbed.

caught on tape, a woman suspect odd f ed of trying to take a newborn baby. this woman wore hospital scrubs, walked into a new mom's room, pretended to be a nurse and suggested the mother take a shower before the doctor arrived. >> mother turns her back, she puts the baby and tries to leave the room. when the suspect tried to leave the hospital, it sound an alarm and automatically locks the doors and prevents her from leaving. she's trying to open the door and she was confronted by staff. >> wow. the baby wasn't hurt and was quickly reunited.

the alleged baby napper, well, she was arrested. the suspect gave several different names and suspected of doing this many times at other hospitals. >> an angry store owner, a stick, a shelf, and helpful neighbors foil a would be robber. surveillance video in massachusetts says the owner started swinging when masked men armed with knives rushed the store. one makes a run for it while the owner uses the other one for batting practice. the owner's wife locks the door. look at this. she's got a shelf and he's going to town. i love it. i love this guy. eventually, neighbors break down the door and help the crooks and make an arrest. they are investigating whether the thieves are the same people who robbed the same store all of of its cash. now you understand why he was so mad. >> from water to fire, a volcano comes back to life

and st. mary's county, that's where all the storms are. that's where we have seen them all afternoon. they are still hammering much of st. mary's county, around leanardtown. we'll zoom into this storm in west moreland county and this may have hail in it. certainly had heavy rain, but it could have hail along state highway 202. so, we're going to see heavy rains and flash flooding with this storm no doubt and again, maybe some small hail. we'll put this into motion. where will these storms go, they don't move much. they just don't move at all. they drift very, very slowly to the south and back to the west. get ready for big time rains along the border of westmoreland county. all right, outside story. number of 90-degree days, we've hit 40 so far. this is just since june 1. so metrological summer is june, july, and august.

topping our health alert, have you ever stepped into an elevator next to somebody who just smoked? we hear a lot about secondhand smoke and how it harms nonsmokers. experts are warning against third hand smokes. the fumes that linger around somebody who just smoked a cigarette somewhere else. it's not so harsh as someone smoking right in front of you, but it can cause chronic ear and respiratory infections. >> speaking of children, a good night sleep is essential for every child, but violent television may keep them up all night . a recent study found

40% of children under the age of 4 have trouble sleeping after watching violent content. the sleep problems include waking up several times in the middle of the night. having trouble getting up in the morning and then being tired all day. 500 families took part in the study and it will be published in the journal of pediatrics. >> it is estimated 40 million americans struggle with some form of dyslexia. for them, reading, writing, even exprezzing themselves clearly can be a challenge. as anita tells us, scientists are working to figure out what causes dyslexia. >> he was born deaf, carson has made remarkable progress as a toddler, carson got cochlear implants. >> he could not speak and now i have a child who reads and speaks and laughs and he doesn't have to go to speech
