park, where i am right now, holding hands with the man who allegedly abducted and sexually assaulted her. >> as i approached the little girl, all she had was nothing but tears, reminded me of my daughter, who was three years old and she seemed very desperate and the only thing coming out of her mouth was, i want my daddy. i want my daddy. >> tonight, 25-year-old charles is under arrest. police say in addition to yesterday's kidnapping and sexually assault, he was responsible for the july 9 kidnapping of an 8-year-old girl also in hyattsville. matt jablow, 9news now. >> police are looking for a killer who attacked a young mom and dumped her body in a creek in fort washington. the victim, 22-year-old phillips who lived in d.c. this security video shows her july 30. she's dropping off one of her kids at a daycare. they found her body and late yesterday, they identified that body. the medical examiner will perform an autopsy to figure

out what killed her. arlington county police are looking into two suspicious deaths that could be the county's third and fourth homicide in just the last couple of weeks. these two bodies were found by a maintenance worker this morning. kristin fisher catches us up on the investigation. >> this has been a slow moving investigation. it took police almost three hours to get a search warrant to get inside. police aren't saying much. they don't have much to call these homicides. for now, these deaths are simply suspicious. suspicious deaths or homicide? it is splitting hairs for these family and friends. all they care about is that their loved ones are dead. >> oh no. oh no. >> this woman, dianne thompson, knew both men. 31-year-old carl moten, who was a chef at a restaurant in falls

church and 59-year-old kiefer sprigs who lived at the apartment. >> we went to school together. >> two men knew each other. they were friends, and their bodies were found together by a maintenance man this morning. >> two bodies were discovered in the residence. there was blood discovered on scene. we are continuing the investigation at this time. >> police say they are trying to determine the cause and nature of death. they found blood in the apartment, but no witnesses. >> i couldn't imagine why anybody would want to see him dead. >> they don't bother nobody. >> police are calling this an isolated incident, but people can't wonder that there's a killer on the loose. >> we are investigating two suspicious deaths. >> if these two suspicious deaths turn out to be homicides, it would be a very big deal for arlington county. up until two weeks ago, the county hadn't had a single homicide in almost 2 1/2 years. but there's been two homicides over the last two weeks and now

with this, there could be two more. in arlington, i'm kristin fisher, 9news now. >> a mishap this morning on a metro escalator, five passengers injured, three in the hospital, and it happened at lafonte plaza. how a metal panel ripped off the escalator so easily. >> i'm bruce leshan, metro spokesman suggests that when the woman's bag or clothing got caught in a gap, she actually yanked the piece of metal audiotape off the side of the escalator, but a witness says tas not what happened. the metal was hanging out over a second escalator and that she and everyone behind her were driven right into that sharp metal. >> a transit worker mopped up the blood left behind after the sharp nasty piece of side panel sprang all the way across the

escalator steps, one escalator worker suggested that someone must have forgotten to screw down the panel. >> that's real dangerous. metro needs to do better. they really do. >> it makes you wonder about your safety here on metro. >> two years ago, worn and oily brakes sent an escalator crashing toward the platform until an emergency system kicked in, bringing it to a sudden tumbling stop injuring a half dozen people. >> pile of bodies, a lot of screaming. a lot of panic running around. >> bruce leshan, 9news now. >> check this out, a maryland man wants the metro to adjust its fares on the days it has service problems. jonathan wright lost a petition drive at change.org titled, ramada metro service minimum fair. he fails with all those delays and closings. so, he is proposing that

officially underway on the virginia latest attempt to alleviate traffic congestion. brand-new express lanes. today, all of the state's vip's were out there to break ground on the $940 million project. that project will convert the existing hov lanes into lanes used by car poolers and those willing to pay a toll. now the project will add a third express lane to prince william county and it will extend the current lanes nine miles south all the way into stafford county. >> this may be the beginning of the end of one of those for our area, one of those titles that i think will all be happy to shed. we say no more will we be worse congestion in the nation. >> i'll believe that when i see it. funding for construction is a mix of public and private money. the rest will be privately financed by the contractors and they will recoup their costs by

collecting tolls for the next 73 years. and the drivers will already be starting to feel the side effects of that construction tonight. in less than an hour, vdot closes down i-95 hov lanes. all the traffic will have to get on the regular lanes instead. the hov lanes will reopen at 5:00 in the morning, but drivers can expect this same closure every night through friday. >> still to come, a new billboard in d.c. encourages people in the district to take their first shot. we'll tell you what that's all about. but first, a new contract to keep horse racing in prince georges county could derail plans for the casino at national harbor. details of the ultimatum. that's up next. i got the chance to start my own business.

about avengers2. gsa workers taking home $200,000 a year, most in overtime. is there really a scandal here? can wusa prove there's an overtime cap in place? can they prove any of these workers somehow patted the payroll with fraud? until then, consider that an employee who is willing to work that long and hard is likely doing the work of two or three people, saving the taxpayers benefits. i'm disappointed that a hometown station is reducing anchors to tabloid status by jumping on the let's hate the federal workers sensationalism bandwagon. first of all, federal workers are our friends, too. he points out a couple of things. first of all, while we don't allege anything illegal, these overtime payments are an anomaly that at least deserve some kind of explanation. something gsa failed to provide
