lawmakers are back for the second time this summer with another special session. this one aimed at trying to break the political paralysis over gambling in the state. and today, lawmakers took the first step towards approving a bill that could put on a vegas casino right on the banks about a mile of the d.c. line. scott broom with more on the debate from annapolis. >> reporter: on the special session of the legislature is whether or not to allow a very big vegas-style casino on the banks of the potomac river. barely a mile across the d.c. line. developers and county executives, they want a vegas- style casino. yet another expansion of gambling in maryland. and an expansion that requires an act for the legislature and the approval of voters and the referendum in november. today, the maryland senate went into session in an attempt to settle the issue once and for all. >> it is a daunting task.

>> if this bill passes, what you're seeing in the obama and romney ads are nothing compared to the ads that you will be seeing in prince george's county. because the people in west virginia, they do not want this bill passed because they want the maryland money to continue to flow to west virginia. and competitors from out of state are opposed, saying that another casino in prince george's county would hurt business. >> this is our community. >> reporter: meanwhile church groups are still opposed. it does not include prince george's county. >> reporter: if it is cleared here towards the special session at gambling and if

voters are approved in november, then the earliest that you could be playing would be in 2016. in annapolis, scott broom, 9news now. more on the gambling story, but we've got more hot muggy weather and storms popping up. we need to take a break and talk to topper about the storms. >> new warnings from montgomery county and howard county. let me show you p doppler radar. these are severe thunderstorm warnings. we'll zoom in to these storms. we have been watching them. we've got two storms at montgomery county. and the strongest storm is out here, headed up to the north and the west. so keep that in mind that these storms have heavy rain and flash flooding is likely. also the possibility of some hail.

you've got a lot of rain with this particular storm just creeping off to the north. >> what is also that will be happening is that they needed to pass a bill, tackling the ruling. that's a ruling that said that the dogs will be dangerous, making landlords liable in their property. they are accusing the court of going way too far. >> the rumors, trainers, pet stores, allowing them to visit. they are all covered under the ruling. that is outrageous. >> they will be held responsible for injuries and damage that their dogs caused, you know, not second and third parties. >> that is a bill that was

passed today, addressing them by the liability issue. and now they will need to go to the full senate. but they are really looking complicated as they needed to leave them, covering the development that will lead to what we're looking at today. thanks for coming in. >> yes, you bet. >> basically saying that the whole thing is a terrible idea? >> yes, it is a special interest. i mean we are talking about hundreds of millions of dollars, going to the gambling operations from around here, and all done in the middle of the summer. very little public input and scrutiny. >> now, they seem to be on board with this. is that what it is all about? >> yes, when they were in the assembly, they were against them. so when they need money, that's

the wrongful death lawsuit against virginia tech for the 2007 campus shooting might be headed to the supreme court. both sides filed a notice of appeal with the state's supreme court. they awarded the families of two victims killed, reduced because of the law capping them from the state. they are appealing to get that ruling. in the meantime, they seek to overturn their selection altogether. nowfection had year, the students will have a new requirement to meet before they could graduate. they will all need to take an online course that will begin with incoming freshmen in the fall of 2013. the virginia department of education says that they would like to make sure that students are made to online classes.

and virginia ranked number 12, but maryland came in at 19 and that is a drastic improvement from last year when they were ranked number five. now, there's a silver lining to this report. they said that toxic commissions, they dropped by 19% nationwide. another hot muggy day, another round of storms. when can you break the cycle? topper will hit us know. but first, speed walking, the rhythmic gymnastics. should they win that for sports like these? hear what some will have to say to replace them coming up next.

a really big day late this afternoon. the u.s. women's soccer team, catching their third straight olympic gold title. the red, white, blue, avenging their loss in the world cup finals, netting both gold for the u.s. that helped give team u.s.a. a commanding lead in the medal count. right now the united states has a 10-medal count over china. russia is rounding out the top five. well, there are now some efforts to add a new olympic sport. yoga and pole dancing. no, we are not joking. but some are questioning why other sports are a part of the

game. peggy fox will take us to the local studio with some reflections. >> bend your knees, roll your hips open. >> if you look at the notion that they might become an olympic sport, then consider this that it might be more physically challenging than some sports already in the olympics. >> like table tennis or race walking. >> if they really got into it and there is form and stuff. so i think that it will be really cool. i mean, i'll try it out. >> reporter: and some question why rhythmic gymnastics are olympic sports. >> how about shooting? >> i don't know about shooting. i'm not a big fan of guns. but you know, they could be my bodyguard any time. but is it a sport worthy of formal competition at the highest level? >> is dancing an olympic sport? i don't think that it will be, but it is more of an art form, right? the entertainment form.

granted the reprieve to maryland's only ski resorts. the judge ruled today that they could have one more month to come up with this bankruptcy reorganization plan. now, this is suppose to be all done by tomorrow, but they will ask for two more months. the judge how set up the deadline for september 10. and of course that's a part of the problem as topper keeps giving them no snow in the winter and they can't make any money if it does not snow in maryland. >> it's a great resort. >> how much did they get this past year? >> about 80, but not too much. much more than what you got. percentage wise, we e did not do anything. and some big storms, we'll start with severe thunderstorm warnings for montgomery, just popping one now. and also howard county until 7:40. we'll zoom in to this one storm for you. we showed you this a little earlier. a pretty heavy storm and it extends, you know, up into parts of montgomery county as

you go out towards georgia avenue and then there is a wide view now with this storm here. headed in between beltsville, headed towards columbia. another storm on the west side of 270. so severe thunderstorm warnings are in effect for you as well as we'll zoom in to the first storm, the tip of the diamond here, moving pretty far to the north. this is the road up here, out in silver springs. this is a pretty heavy storm. certainly very heavy rain and flash flooding possibly. just a little past here. moving off to the north. well, we'll kind of work our way up to the north and the west now as this is the heavy storm too. stretching really from poolesville, all the way across the river and then back up past this area. possibly small hail as we as we move out to the west. it's a pretty big storm here. now, you'll see the little pink or purple area. that will be more likely some hail for you. that's why there is a warning out here with this particular

storm. that's the trouble that you're moving so slowly. that's why we have them in effect for, you know, frederick county and virginia and morgan county in west virginia. we'll put this into motion. where will all the storms go for the next hour? this will try to move off to the north as they try to move to the south and the east. we're not so sure about that as they have been at least to the north or the northeast. but again, severe thunderstorm warnings now for loudoun county, montgomery county as well as howard county. all right, here's the deal. big storms again tomorrow. we've got a cold front pushing on through for you tonight and a better chance tomorrow. we'll salvage a nice saturday afternoon. it looks like a pretty decent saturday afternoon and all day on sunday. isolated storms for you tonight. some heavy, some severe. and the winds are out of the south at 10. next three days, code yellow for you tomorrow.

arlington has no problem with all the increased surveillance. two vehicles ago, friends got bashed by a car in maryland that ran a red light smashing into their suv. if it saves one life, then i think it's worthy. the other thing that bugs me, people put all their businesses on out there on facebook and twitter, yet they will be going all aclu on these cameras. didn't they help solve the murder of the jewelry store owner in arlington? you cannot have it both ways. nobody says that they could not help some time. that's the question, what are you giving up? if you are not sure about that, imagine the other extreme. i have a great idea, let's get rid of stop signs, speed signs, traffic lights. let everyone drive like they feel like it. and talk about your cameras for sop signs and speeders, they would like that, an anarchy reign. you know what, i think that there are folks that would hike it, not until somebody they know is run off the road by someone doing that on the avenue. and as much as i dislike the big brotherrism of all these
