been a little rum balancing of thunder. -- rumble of thunder. a little unsented, especially the west -- unsettled, especially the west and north side of town. this afternoon depending how much sunshine we see will determine how strong some thunderstorms may become before the day is over. we've got some issues to deal with. first things first. this morning showers which are around, especially west of washington and north of washington. we're seeing some moderate, even heavier downpours here from frederick county right down now through frederick and urbana getting on the west side of 270 there toward germantown and boyds over towards sterling. fairfax county, you've got light to moderate rain occurring right now. the heavier stuff south into prince william. there was one clap of thunder out of this earlier, one lightning bolt. temperatures this morng are mainly in the 70s. wet streets in parts. that means problems on the roads. here's monika with timesaver traffic. it certainly is going to mean you're going to find slower traffic than you're used

to during the summer traffic pattern so be aware of that maybe give yourself a little bit of extra time to deal with as howard showed us some rain coming in on 66 as well. be careful if you're traveling through the centreville area. although the lanes are open right now, traffic is moving well on 66 overall. we'll take a live look on the northbound side of i-95. you'll see the wet road conditions here north of the rest area coming up from dumfries into dale city and woodbridge. again wet roads but again volumes are still quite light in august. let's go back over to our maps and this time we'll head over to the other side of town. there are no issues to report coming in from the north on 32, 29, 95, the bw parkway and another live look outside. this time here on route 50 at route 410 heading through the cheverly area. you're going to be fine into northeast. we'll be back with more traffic at 6:11. back to you guys. today should be the day in annapolis the house of delegates finally takes up the issue of expanding gambling in maryland. supporters want to legalize table games and allow a new is

a seen know in prince george's county-- >> new casino in prince george's county. >> but there's still a lot of debate to come. kristin fisher is live where county leaders want the casino to be built. good morning, kristin. >> reporter: good morning. by the end of today we could be one big step closer to getting a new casino right here at national harbor. maryland's house of delegates will be voting this afternoon on the bill that you were just talking about. what it would do is not only approve this new site but legalize table games like blackjack, roulette. this all comes after yesterday's marathon committee meeting. last night after hours of debate, the house, ways and means committee voted 13-7 to expand this gambling bill. the holdup? why did it take so long? amendments. specifically i'm talking about amendments regarding tax breaks for maryland live. that's the new casino in anne arundel county and that planned casino up in bat baltimore. there's been a lot of -- up in

bat more. there's been a lot of concern that a new casino here would take too much business away from the other casinos in the state. legislators are trying to offset the impact this future casino could potentially have. in the end the committee voted to approve the tax breaks which sent the bill to the full house this afternoon. so here is what's on slate for later today. the house is expected to convene at 2:00. if approved the senate still has to pass it and it then has to be signed by governor martin o'malley and then it still has to be approved by voters in november. we're still quite a ways away, several months away from finding out whether we'll be getting a casino at national hash oo. hopefully we should know what way maryland's legislature is going to want to go. are they going to vote to approve this or are we going to have to wait and hold off this decision till another legislative session. back to you. >> kristin fisher live at

national harbor. that will be on the november ballot. montgomery county's energy tax could also wind up on the november ballot. former delegate robin thicker submitted signatures to get a referendum on the issue. his proposal could make it harder for the montgomery county council to increase your energy tax bill. yesterday on 9 news now at 7:00, he explained why his proposal is so important to county residents. >> they announced they were going to have a 30% increase in the energy tax. when we came to the hearing, it was 60%. later on they increased it to 256%. >> ficker needed 10,000 signatures to get his proposal on the november ballot. he claims he now has more than 14,500 signatures. a marine from fairfax, virginia is one of the latest casualties in the war in afghanistan. 31-year-old begunry sergeant -- gunnery sergeant ryan jeschke was killed on friday along with two other marines from

california. relatives tell "the washington post" he had been sent six times to iraq and afghanistan. a commuter alert this morning for beltway drivers in virginia. signs of progress on those express lanes. you may see people driving in the lanes this week. they're doing testing to make sure the ez pass system works. when they open, they'll pay to ride in the high occupancy toll lanes between springfield and tysons corner. car poolers with three or more passengers can ride for free. the 495 express lanes are slated to open by the end of the year. if you live in parts of culpeper, virginia this morning, you're going to need to boil your water before you drink with it or cook with it. part of the community's under the boil water advisory because of a 12-inch main burst that happened yesterday. the boil water effects people living in the southern part of culpeper like blue ridge avenue, high point and three flags. the boil alert is expected to be lifted by tomorrow. it's coming up 06:06--

the rain moving in during the last several hours. on top of us in d.c. and points north and west, we do see a break to the southwest and southern maryland has been relatively quiet. montgomery county, you're dealing with it. same southern and eastern frederick county. all of this lifting to the northeast. yeah, damascus over to germantown, rockville, you will be wet for a little while. here in d.c. we're now wet. this goes into fairfax county. as you get past quantico, you'll notice things are starting to dry out. mount vernon, you're about to get some heavy rain. that looks like it will slip into eastern parts of d.c. and also into prince george's county and the rains up north light to moderate rains thrup but the heaviest -- up there but the heaviest stuff has pulled into pennsylvania. we'll watch out for potentially strong storms later on this afternoon. we'll go inside where it's dry and air conditioned. monika samtani happy about that but not the commute. >> i am happy about being indoors. not happy about the commute. it's been easy in august but

voters in november, but if this bill is passed in the house of delegates today, it would be a very big step towards getting a casino right here at national harbor. casino supporters have said from day one this is all about the money. they want to bring more money into the state of maryland. the national harbor location is a prime spot for that because it would bring in money from both d.c. and virginia. but opponents have said hey, why the rush, why are we pushing this through in a special summer session? they want more data and research to understand how a new casino would affect the other casinos in the state. but last night supporters won out. the house, ways and means committee voted 14-7 in favor of this expanded gambling bill that would approve the national harbor casino and legalize table games. the committee also approved some pretty big tax breaks for maryland live, the casino in anne arundel county, and a planned casino in baltimore. the reason being, lawmakers are trying to protect the casinos in their district, protect them

from any business that the national harbor casino could take away. this is shaping up to be a very interesting day in annapolis. house of delegates will convene at 2:00 p.m. the senate convenes at 7:00 p.m. shaping up to be what could be a very long night for lawmakers in annapolis. and on a side note weather wise, i know howard would like this weather update. it is about to start pouring out here at national harbor. the wind just really picked up. we're seeing lightning. i can see some showers just across the harbor right now. mike, i'm going to run inside before it starts to poor. back to you. >> kristin fisher live at national harbor this morning. well, struck down two years ago, ambulance fees back on the table now in montgomery county. the volunteer fire and rescue association reached an agreement with county executive ike leggett. if you have insurance, your provider will be billed with this new fee. if not, you will be getting the bill for the ambulance ride. it's estimated the fees could generate between $16 million

and $18 million which would go to fire, rescue and staffing resources. they're saying the new fees start january 1. in prince george's county, police are trying to locate a missing girl and they need your help. 12-year-old maurisha davis has been missing since yesterday afternoon. investigators say the girl was last spotted near her home in temple hills, maryland. she's 5'3", and weighs about 120 pounds. she was last seen wearing a black t-shirt, jean shorts and black shoes. if you see maurisha davis, please contact prince george's county police at 301-868-8773. later today, we could learn what caused a deadly fire in a cheverly, maryland apartment building. prince george's county fire crews found the young woman inside a burning apartment on landover road near 63rd place yesterday. medics rushed her to the hospital where she later died. there is smoke and water damage to three nearby apartments. one-third of american adults are obese.

according to centers for disease control and prevention, the rates vary state by state but no state had an obesity rate lower than 20%. the lowest was colorado. the highest mississippi. nearly 35% of adults are obese there. that's followed by louisiana and then west virginia. virginia ranks 15th on the list of the most obese states. maryland was 22nd. d.c. near the bottom at 47th. jessica doyle is back with another your money report. >> and more of us apparently are getting hit with fees from our banks. so we all could be sinners. is it us or is it them? >> the bank fees are going up. so look out for them. a new survey from moneyrates.com found banks are increasing fees from atms, overcharge fees. the requirements to avoid fees are getting harder to beat. the service found the average minimum balance needed to avoid fees jumped from about $856 to

nearly $4500 this year. banks have been looking for ways of course to recoup lost revenue from a law that limits how much they can charge stores when customers use their debit cards. we're buying more stuff on plastic nowadays but also doing a pretty good job of paying off the credit card bills. the average credit card debt per borrower in the u.s. in the second quarter was $4,971. that's up about 6% in the past year and it comes as more credit cards were handed out. coincidentally i don't think so at the same time the late payment rate remains near an 18- year low. good job, guys. there's a price war going on over e-readers. you may be the one saving money. barnes and noble is slashing prices for the nook. the price for an 8 gig e-reader is being roused by about 20 bucks -- reduced by about 20 bucks down to $179. the 6 gig is getting a $50 price cut.
