sixth came seen know site at national harbor. wasn't it an early morning for lawmakers? >> reporter: it was so early. it was a very late night, early morning for lawmakers in annapolis. the house of delegates didn't vote until just before midnight. the senate voted annual hour later around -- an hour later around 1:00 a.m. now governor martin o'malley is expected to sign the bill around 10:00 this morning. here's a look at what this bill would do if it is approved by voters this november. thbill would essentially green light a sixth casino to be built likely right here at national harbor. it would allow table games at all state casinos and cut tax rates on slots at all current casinos except for the one in rocky gap. the last provision is designed to offset the economic impact that this future sixth sino could potentially have, the one that will likely be built here at national harbor. prince george's county executive and the delegates have voted for the bill -- that

voted for the bill believe this could bring in big business for prince george's county. >> this is big legislation. we're talking about providing economic development for prince george's county, for the washington, d.c. region. we have 40 million visitors that come annually to the d.c. area. about capturing some of that in a resort style gaming facility that would create 4,000 jobs under one roof. >> reporter: that was delegate justin rock, a democrat from prince george's county. he voted for the bill, the gambling expansion bill. but six other democratic delegates from this county, prince george's county, voted against the bill that would bring this casino and all that business to their district. i'll let you know who they are coming up in half an hour at 5:30. >> kristin fisher reporting live from national harbor. 5:03 now. pit bulls are still inherently dangerous according to the state in maryland, the law there.

the bill aimed at changing that died early this morning in the special session as well. it would have addressed the liability concerns related to a court ruling about dog bites regarding pit bulls. the house and senate could not reconcile the differences in the bills. the city of laurel, maryland and one of its police officers are facing a $3 million lawsuit. it stems from an incident ten days ago in a restaurant parking lot. cell phone video shows officers escortg a handcuffed suspect to a patrol car when one of the officers strikes the handcuffed man three times while shouting curse words. laurel's mayor denied our interview request but does say the results of an internal investigation will be forwarded to the state's attorney. reports of lavish trips overseas, sweetheart deals and a list of other concerns are now prompting some strong words from the u.s. secretary of transportation. secretary lahood, d.c. mayor, and governors of maryland and virginia all say they are gravely concerned over the board's lack of accountability. they're calling for sweeping

changes right now. the board says a lot of those suggestions are already being implemented. it is coming up on 5:05. time for the latest your money report of the morning. >> jessica doyle is here with today's headlines. good morning, jess. >> good morning to both of you. we're hoping for a better day on wall street. that would be really nice. investors have had trouble shaking the lingering concerns about china and europe. those overhad doughed good news out about our -- overshadowed good news about our economy yesterday. we spent more in july increasing retail spending by the biggest amount in five months. checking the numbers, the dow stands this morning at 13,172, added about 3 points in trading yesterday. red arrows, though, for the nasdaq and s&p. nasdaq was off by a point and a half and the s&p 500 was off franceally. if you want to -- was off fractionally. if you want to invest, intel is investing in national oil and philips 66 adding those stocks to its $74 billion stock

fine. no problems on 66 outside the beltway as well. i'll have more on traffic coming up in my next report at 5:16. back to you. making news now coming up on 5:10, thorpts close off -- authorities close off part of maryland after a propane tanker crashed into a condo complex. investigators believe the tanker lost its brakes coming down a hill. the driver suffered minor injuries no one else was hurt but the area was evacuated as a precaution. virginia state police blame a tractor-trailer driver for a crash on i-81 yesterday near harrisonburg. investigators say the big truck was heading northbound when it hit a commercial passenger bus while it was changing lanes. both vehicles went into the median. the bus driver is the only victim who suffered any injuries. an internal memo obtained by 9news now shows arlington police are looking into a possible scam targeting their own officers. a woman claiming to be from afleck recently gave a presentation to county police. she's one of two suspects under arrest in atlanta and charged

we're going to take a little bit of that cooler air, even kansas city at 57. what a morning for them. we're going to take some of that cooler air, bring it toward us for the weekend. big storms down across north texas this morning. cold front here. they're welcoming that down there. they could use the rain as well. up to the north we're still watching yet another front. this northwesterly flow, a sign of the cooler air trying to come on in. that's what we'll be enjoying but not until the weekend. right now, though, we've got generally quiet, clear morning. we're looking at the threat of severe weather along the east coast once again today talking about some damaging wind gusts. maybe some hail in the strongest of storms generally east of 95. you'll see how as we get into the afternoon the showers and storms once again pop up here and there. so the forecast today about 87. a yellow alert day. the storms this afternoon certainly could mess with your plans. tonight we'll dip to about 70 in town. 60s north and west. a good looking thursday. hot, not too humid, about 90. friday another yellow alert. we'll be 90 to 95.

they're going to put you all back in chains. >> this came just a few hours ago in virginia anded -- and the white house sinks a little lower. >> i've got a message. if you want to know what's outrageous, it's their policies. >> this is what an angry and desperate presidency looks like. >> the vice president says he was talking about how republican policies wrecked the economy and put the middle class in shackles. the negative tone is also present in increasingly critical campaign ads. maryland lawmakers worked into the early hours of the morning to pass a gambling bill. it would legalize table games and add a sixth came seen know site in prince george's county. the governor is -- casino site in prince george's county. the governor is expected to sign it but will voters approve it in november? kristin fisher is live at the proposed site at the national harbor. good morning. >> reporter: good morning, mike. this is a very close vote. the house of delegates approved the bill just before midnight without a vote to spare.

they needed 71 votes and that's exactly what they got. 58 delegates voted against it, including 36 republicans and 22 democrats. that includes six delegates from prince george's county. all of them are democrat. and these are delegates that voted against a casino being built in their own county. but i tell you what. one prince george's county official who is very excited about this bill's massage is the county executive rushern baker. he released a statement saying the passage of this bill enables the voters of the state and the county have the final say on this important issue. it's important because the expansion of gaming into prince george's county is about the thousands of new jobs, the millions of dollars in revenue. statewide these casinos are expected to generate an additional $174 million a year. once fully impmmentsed in 27 -- implemented in 2017. this all hinges on whether or not it's approved by the voters

in november. if approved, the bill would allow a sixth casino to be built right here at national harbor. it would allow table games with live dealers at all casinos in the state and cut the tax rates at all slots at all current and planned casinos except for rocky gap. the bill will be signed by the governor around 10:00 this morning. i'll leave you with this. "the baltimore sun" is reporting that very late last night as the governor was walking around the halls of the statehouse waiting to find out what was going to happen to his bill, he apparently told "baltimore sun" reporters that i'm getting buttons printed up that say "i am so sick of this issue." this has been going on for a very long time. we in the media have been reporting on it forever. i think there really is a sentiment about finally this thing is done. we now know at least how the legislature voted on this. at least now, mike, this is in the hands of maryland voters. >> now we don't have to guess and say oh, we're going to understand it at some point.

finally there's at least one step forward. thank you. kristin is live at national harbor this morning. 5:34 now. a judge is denying a request to delay the sentencing of former uva lacrosse player george huguely. jurors convicted huguely of second-degree murder in the 2010 death of his former girlfriend yeardley law. attorneys for him hope to delay his sentencing till october. in another development, those attorneys also plan to ask for a new trial. they claim prosecutors made an error by not telling them that lover's mother was preparing to sue huguely. today verizon will present a report to the metropolitan washington council of governments about what happened when 911 service went out after the derecho storm. more than a million people in northern virginia had no way to call emergency services after backup power systems failed. a company report finds verizon didn't even know about the problem till fairfax county called them. and then staffers treated it as

a service complaint instead of a major outage. it is just about 5:35. time for another your money report. >> jessica is back with pain at the pump and it's getting worse. i can't believe the prices i'm seeing. >> i'll tell you, it can't really get much worse than it already is. here's why. 2012 is on track to become the most expensive year ever at the pump. gasoline prices are up sharply in the past month on surging crude oil costs and refinery problems. our partners at "u.s.a. today" report that gas now averages about $3.70 a gallon around the country. it's up 30 cents since mid- july. gas prices now higher than this time last year in 39 states. last year was the most expensive year on record till maybe this year. prices are likely to continue climbing through august with little relief until after labor day. but there is some good news out there about your money. a new career builder survey finds 40% of workers say they're living paycheck to

paycheck. that is down slightly from 42% last year. this year's figure marks a recession low. 46% in 2008 during the early days of the financial crisis. can you imagine what type of blockbuster business this could be? chocolate with half the fat that still taste goods? that's what british researchers say they've discovered. the new chocolate formula cuts the fat in half by using a little bit of juice to replace some of the milk in the recipe. supposedly it's just as tasty if you don't mind it being a little fruity. scientists in the future say they could use water with a small amount of vitamin c to dampen the fruit juice flavor. >> i'd try it. >> i wonder if it's legit and does taste just as good. >> we'll have to get some. >> a little bit a day helps the body. >> watching your money and your tummy. >> well double. jessica is back -- well done. jessica is back with daily deals after the break. hundreds of firefighters

82%. so while we had the big storms yesterday afternoon and evening, they have since moved in toward new england. watching another disturbance coming through the tennessee valley. this is going to throw some of those high clouds our way giving us the very pretty sky right now. but by the afternoon as this area of energy moves toward us, once again there will be a threat for strong to severe storms. this is from the storm prediction center out of northern oklahoma. these areas generally east of 895 here in the metro -- 95 here in metro. the potential for damaging wind gusts or large hail in the storms. that would be the main threat from the storms that will be coming this afternoon. lunch time still quiet. i don't think you'll have any problems midday. however, as we get into the afternoon, look how the showers and storms scatter about the region. this is what we're concerned about for the afternoon hours into the early evening hours. by midnight, though, we're all clear, quiet. it will be a quiet overnight. thursday looks rather nice. it will be hot, not too humid tomorrow. the sunshine coming out. maybe a couple of showers right along the higher elevations

well to the west of town. we'll quiet down for friday morning but here comes this front. friday afternoon hot out ahead of it but by 5:45, you're noticing the showers and storms developing. high temperatures today mid- to upper 80s across the region but a pretty nice at least start to the day. the threat is this afternoon. the yellow alert for the strong, potentially strong thunderstorms. tonight about 70. tomorrow 90'ish. friday, afternoon storms, even storms could be strong. 94. so a hot day. the weekend featuring cooler temperatures. saturday still a bit unsettled with some showers, maybe some storms, 83. that's a nice dropoff. sunday looks better at 84. 5:48. here's monika samtani with timesaver traffic. >> we have some issues to report to you right now. first of all starting off with metro. delays on the orange line. they have to single track right now between foggy bottom and clarendon. i'll keep you posted on that situation. and now we have an accident on the northbound side of i-95.

it is right before you get to the beltway and apparently the entire right side of the roadway is blocked off. i'm going to step out and show you what it looks like first. you can see how heavy and slow it is here trying to get up from newington. let's go to our traffic camera on the northbound side of i-95. again this is your delay trying to get up toward that accident. you're going to need to stay to the left to get around it coming up from newington into springfield. we'll go back over to our maps. this time we'll take a look on the other side of town. 270 southbound you're going to go i'm going to say about 25 miles an hour as you head toward route 109 and 121. then the pace improves into germantown. a quick look live at the beltway at university boulevard. still looking good here. i'll be back in a few minutes with more traffic, but first, we are asking you to help us step out and walk to stop diabetes. the walk is just over two months away but the kickoff event is tomorrow night.

chef mike stevenson who is awesome by the way from potomac points winery will be doing cooking demonstrations. he showed me one diabetic friendly recipe in our kitchen. >> i'm a diabetic so i heat healthy. i've had to learn how to heat healthier. a lot of my clients are professional athletes so i prepare meals for them that are very healthy. food should taste great to actually allow you to eat and want to eat because you have to feed diabetes on a regular basis. >> you're thinking about what you're eating all the time and you don't want it to be boring. what are you going to make for us? >> we're going to make a braised short rib. the great hinge about short ribs is it's a comfort food -- thing about short ribs is it's a comfort food that you cook for a while. you can-- >> you know what i love about what you're going to do, i always think about my family as well. i want to eat what they eat. this is something that can be shared. how do you make it? >> we're going to -- we have a

hot smoking pan here. step back just a bit. it probably will sizzle a little bit. very some oil in here. this is a mushroom reduction. when i try to cook for diabetes or people who are health conscious, i try to use a lot of stocks. low sodium stocks to cook the food into to impart flavor. once it's then released, i add a little more stock to release the flavors. the more you concentrate those particular items, the more flavorful it becomes. >> that's lovely. how long does this cook before you add? >> you can smell the aroma. >> it's great. while you're cooking it, tell us about the kickoff event this thursday night. it's going to be a cookoff as well. >> thursday from 6:00 to 8:00. we're going to be down in chinatown area of washington, d.c. from 6:00 to 8:00 you'll be able to come through. there will be another chef there as well as myself. i'll be preparing these short ribs. also a wonderful strawberry
