found earlier tonight. detective vince tuche, an investigator, doing nothing about financial crimes. the 23-year veteran of the department was walking a beat one week out of about every wait eeks taken from -- eight weeks taken from his duties. >> employee embezzlement. complex bank investigations. those types of things. >> reporter: and what are you doing tonight, thursday? >> tonight i'm here in the lovely confines of the 6th district working patrol. >> reporter: and how does that utilize the expertise you have in financial crimes. >> it doesn't. >> reporter: the rotation has long been opposed by the police union. >> all of the training and investigative knowledge isn't being used. >> reporter: when members are deployed for 8 weeks it's like taking a leave. it gets them out on to the

street and assists with the addressing of the needs of the community. it is not fulfilling the goals of the police officer or the goals and objectives of the mpd. >> it can be various complaints from citizens and our abilities to provide our expertise to the uniform officers in the field. >> reporter: you talked to some citizens this week that had questions. >> i received a few phone calls from complainants and why i'm not working their cases and i have to explain to them that i'm on redeployment and i'll have to be looking at the cases the following week. >> reporter: the department #45z long operated -- has long operated well below the usual. until there are more cops on the street, the rotation is likely to continue. >> thank you, gary. tonight we're learning more about the man that shot a security guard at the family

research center. he is facing alew of charges and today in court a judge ordered him to undergo a mental investigation. he was employed by gay, lesbian and transgender people. today he had 15 chick-fil-a sandwiches and he said i hate your politics. >> he was given a license to shoot an unarmed man by organizations like the southern poverty law center that have been reckless in labeling organization hate groups because they disagree with them on public policy. >> if convicted on all charges, corkins to face nearly 50 years in prison. as for the man shot, he is recovering in the hospital. we spoke with his mother today and she said she's thankful for his actions. >> i know he said a whole lot of lives -- saved a whole lot of lives yesterday. i thank god for everything.

i thank god for him too. because so many people could have been gone away today. >> that was the chief visiting with the family. johnson is 46 and worked as the building manager and security at the family research council. he was unarmed when he stopped the shooter. well, this shooting is just the latest example of rhetoric and name calling getting in the way of political and social discourse. ken molestina joins us now with more on that angle of the story. ken. >> well, you know, derek, we've seen it a lot lately. the chick-fil-a blab, the shooting at the frc. they've all been linked to social and political ideologies. and as unfortunate as the outcomes have been, it may be the new norm as how we as a country debate ideas. >> those are fighting words. >> reporter: everywhere you turn, the name calling, the fierce political rhetoric racing through americans is everywhere. it begs a certain question. >> can we all get along.

>> at times it is as nasty as people are making it out to be. >> reporter: in most cases we can't, according to the commissioner for the u.s. equal employment opportunity commission. she has engaged in the research and practice of political discourse for decades. >> it's hard to ever get to a result where many people are going to be satisfied. >> reporter: polarizing opinions on social ad political issues have been linked to violent atrocities in our nation. here in the district, wednesday's shooting of a security guard at the family resource council by suspected gunman floyd corkins is the most recent example that hits close to home. he has been vocal about the treatment the lgbt group has received. >> politics is something we've all been used to. >> reporter: social media, a relatively new platform in the world is giving way to even more nastiness. take this most recent threat. one man accuses another you're a

militant atheist. the man replies said, no, you're an idiot. in the end she says the name calling and the characterization of being hateful just for having differing opinion is simply --. >> a really easy way to argue. and it's a really easy way to not force yourself to examine your own beliefs on something. >> reporter: now, because this is an election year with many hot button issues, she tells us we can expect for of this nastiness to continue. >> indeed. now we're off to campaign 2012 where mitt romney was hit with more questions today about his taxes even though he wanted to discuss medicare. reporters asked the former massachusetts governor about claims he hasn't paid any taxes for years. he claims he paid every year, least at a rate of 13%. but president obama's campaign says prove it. meantime, gop vice-presidential candidate paul ryan will be in our part of the world tomorrow. the wisconsin congressman scheduled to speak at west

springfield high starts at 4:30. before that he is to speak in west virginia. lots of sunshine today. but we have a yellow alert in effect for tomorrow. anny hong joins us now from the weather deck with what we can expect. >> we're expecting some changes to come this way. tomorrow morning starts out with plenty of sunshine, but don't let that fool you. you're going to want your sunglasses and the umbrella as we can see some big storms pop up once again. dew points right now are very comfortable. we saw them in the 50s. now they've creeped up a little bit into the lower 60s around town. but that still is very comfortable where you can open the windows if you want. and the humidity will continue to increase a little bit. here is a look at the satellite and radar picture where high pressure has been very quiet today. we saw lots of sunshine. highs popping out in the lower 90s. here is what you can expect for your friday wakeup weather as you're getting ready tomorrow morning. plenty of sun. temperatures will bottom out in the 60s and 70s by 7:00.

by 9:00, it will be in the 70s under mostly sunny conditions. strong to severe storms possible tomorrow will break down the forecast and talk about the big cool down coming this way for your weekend. well, the month of july simply tragic for soldiers servg in our military. the army now says 38 deaths are either confirmed or suspected to have been suicides. and that's the highest one month total in recent army history. but are officials doing enough to help distressed soldiers. one woman says her husband tried to reach out. >> he was on hold with military resources for over an hour before he hung up. i game home from graduate school -- came home from graduate school march 21st at 9:30 in the evening and my beautiful husband was dead on the floor in our room. >> the army is on pace for a 22% increase in soldier's suicide this year. and terrible news tonight

out of afghanistan. nato says 7 u.s. troops died today when a helicopter went down. three afghan soldiers and an interpreter were also killed. the taliban claims it shot down the chopper. the next story comes with a viewer warning. some of you will find the video disturbing. you may not want to watch it. it is of a police attack in south africa firing point blank at a group of minors on strike. [ gunshots ]. >> at this hour , no official word on numbers of casualties, but the news agency which recorded the pictures says at least a do's miners were killed. -- dozen miners were killed. they had tried to disperse the crowd but at some point several miners charged the officers leading to the gunfire. a spokesmen for the police said

some miners opened fire first. they issued a statement saying he was shocked and dismayed by the senseless violence. politics, protests and a banned called riot. three members of the punk rock group. >> a musician activist arrested for demonstrating inside a church denouncing the russian president. other members of the band still at large gathered this week wearing masks to conceal their identity, and they vowed to carry on their protest despite the threat of more arrests. coming up on 9 news tonight, another case of west nile virus. we'll tell you where it happened and more about the disease. and russ ptacek tracks down more food violations all over our area. his full report is next.

in tonight's food alert, we are tracking a health department suspension inside a dc hospital along with restaurant closures from montgomery county all the way down to eastern market. >> 9 wants to know investigative reporter russ ptacek details the

food suspensions. >> reporter: one of the reasons cities require eateries to be licensed is so she know stwun there is trained in -- someone there is trained in food safety and ne can monitor the place -- they can monitor the place to keep it safe. when you're operating without a safety manager even in a hospital, they shut you down. it was inside sibly hospital inspectors cited nine violations at a kiosk including chicken salad and grilled chicken out of safe range and operating without a manager certified in food safety. all items cited on the report have been rectified said a contractor spokeswoman saying that was not the reason for the closing stating that the suspension was due to lack of business license and not due to any sanitation. workers with bare handed food touching, roaches and mice. here at eastern market, the

manager wouldn't speak on camera, but he did invite me inside showing me behind the bar and into the kitchen emphasizing that they keep it clean. we spotted no signs of mice. we identified no violations. in logan circle at this coffee shop, the health department cited roaches and eight other violations closing caribou coffee. at yummy doughnuts, when we arrived, customers were praising the taste and wiping crumbs from their face. >> crumbs. >> the reason we're here is because it was closed down by the health department. >> oh. >> reporter: we showed customers the inspectn report. >> there was a fly infestation in the kitchen. >> yes. >> reporter: inspectors cited roaches in the doughnut equipment, mice feces in the floor and walls. >> they were pretty good in hindsight. i don't know. >> probably some kind of misunderstanding. >> reporter: the owner says

just e-mail him at tips at wusa9.com. on to tonight's health alert, a second case of west nile virus has been reported in maryland. the reported case is near the dc metro area, but they're not giving us an exact location. the victim is suffering from encephalitis. that is the swelling of the brain which west nile can cause. 43 states have reported infections. 465 cases, 17 deaths in texas alone. in dallas, residents are arguing about the merits of spraying for mosquitoes. >> i think we get rid of the mosquitoes and obviously causing a lot of sickness and deaths. i'm all for it. >> it can't work. the spraying from air can't get to some of the places. the main places where these mosquitoes are. >> virginia and maryland both use aerial mosquito spraying on a case by case basis. the district of columbia does not. today tony perkins of the

ultra conservative family research council says nasty rhetoric from the other side is at least partly to blame for the lone gunman who descended on the work headquarters. derek says, well, he might be half right. >> could reckless rhetoric from the family research council have something to do with this latest attack? it's possible. but if you're really looking to blame something, how about the dehumanizing tone of the whole debate. heck, of any debate we have these days. often it seems we view the people who disagree with us not as just fellow citizens but as characters or somebody else who is not quite like you or me. you know, throughout history, soldiers have dehumanized the guys on the other side. frankly it makes it easier to kill them. but what happens when we dehumanize the guy on the internet who happens to be on the other side of the argument. does that mean he deserves it?

cast. so overnight things are quiet. again, tomorrow morning lots of sunshine. no green on here just yet. but you see the clouds come in for the afternoon. a little bit of green. that indicates the light rain. the yellow the more moderate rain. and you can see in the afternoon, this is the cold front and into the evening we can see showers and storms come through. again, those storms and the heavier ones could include some damaging wind gusts and some hail. saturday morning we do have a chance for some showers. it just all depends on where this front stalls. right now it's supposed to stall just south of us, and that could continue to give us unsettled weather for the weekend. overnight very quiet. clear and partly mild. lows 63-73 degrees. tomorrow morning mostly sunny. a pleasant start. air quality is code orange which is unhealthy for our sense sif groups. for the afternoon -- sensitive groups. for the afternoon, partly cloudy with possible thunderstorms. 90-95 degrees. those highs all depend on how soon the clouds come in. check in the next three days. friday cold yellow because of

nationals continued their hot streak solidifying the spot at the top of the league. what's been impressive, this team has been getting it done on both sides of the ball. the pitching staff is first while holding their opponents to the lowest average in the league. and then as a team at the plate, they're batting .258 with 127 homeruns. they're 6th in rbis. bryce harper knows there's more to be done, but likes this young team for the future. >> there's a lot of things that i want to accomplish and things like that. but the biggest thing is we're in first place, and i think that helps out a lot. so having a team that i'm on that's in first place that has a lot of guys to play the game, play it hard, play it right, and i think it's just a lot of function. >> now, orioles looking -- lot of fun. >> now, orioles looking for --

now, there is bryce harper. bryce harper was teaching kids baseball today. 220 athletes. all of them pretty excited to be standing next to an all star like bryce harper. he also donated $3,500 to the washington area urban league. now, orioles looking to sweep the red sox tonight at camden yards. we pick this up at the top of the 6th. a bouncer to third base. matato not good. can't keep a hold on it. we can't seen too many errors from him yet. but they take the lead on that one. they beat the birds 6-3 and avoid the sweep. the redskins also wrapped things up before heading to the windy city for their second pre-season game. we'll get to see much more of the starters on saturday against the bears rgiii expected to play well into the second quarter. and it's another chance for mike shanahan to determine who he eventually wants on that final

53-man roster. of course, these games don't mean anything for the skin's overall record, but for the players a win means a boost in team confidence. >> we want to win. we want to win at all cost no matter what it is. pre-season, regular season. it doesn't mean much, but we haven't won a lot of games over the last couple years here. so we want to -- we want to start building those habits. and what a better way to do it than the pre-season. >> and the maryland terrapins trying to move forward after losing starting quarterback tj brown for the season. freshman perry hillis is taking over as starter. players and coaches say they have been impressed with the youngster and how he is handling that pressure. talk about being thrown into the gauntlet. >> no kidding. >> we have to hope maryland does a little better despite the trouble early on. >> we'll be right back.
