bruce leshan is live at the takoma park metro where all this started. it is creepy, bruce. >> reporter: definitely disgusting is what we heard over and over again from women around here. police say this guy followed the same woman at least twice two different days. on tuesday she just thought he was strange and kept trying to get away from him. he was rubbing his book bag against her leg and pretending to ask for directions as she got on the metro train here. on wednesday a few blocks away, same guy, same ruse, directions, book bag, but when she looked down, semi-saw a cell phone camera peering up her skirt through a hole in that book bag. she screamed, grabbed the bag, wrestled for it, but the guy got away. >> you're sick. you're a sick individual and you need help seriously and i would call 911. >> quite nervous. i don't think i'll wear a dress any time going on the metro. >> reporter: this kind of

thing is shockingly common. when we searched google for upskirt we got more than 68 million hits, pictures, video, websites, many of them making money invading women's privacy. now takoma park police detectives suspect this guy may have done this to other women. they're desperate to catch him. they only have a vague description. they're hoping somebody will come forward to get this guy off the streets. >> bruce, some of your folks told you in that piece last hour they better hope they don't come across the wrong woman. he might be in trouble for sure. >> reporter: you got it. now a warning to people in prince william county. there is a guy out there on the road who seems to be playing a police officer. he's driving a brown buick with white and blue lights on the dashboard. on monday afternoon he pulled over a woman on dale boulevard in woodbridge, asked her for her license, checked it, gave it back, told her to slow down and left. police say if you are ever unsure you are being stopped by

an actual police officer, pull over in a well lit public place, call your police department's nonemergency line and start asking questions. the campaign for the white house rolled back through our area today. republican vice presidential candidate paul ryan just wrapped up a rally at west springfield high school in springfield, virginia. peggy fox joins us live, a big day and some who's who folks out there. >> reporter: we had 3,400 people who bought tickets to come hear paul ryan speak today. the capacity crowd inside the west springfield high school gym is only 1,500. so they actually had at least one overflow room and the parking lot filled up as well. so people parked at northern virginia community college and bussed them in. there was a lot of excitement here and paul ryan did not disappoint. >> do we want to stay on the path that president obama has placed us upon?

i take that as a no. it's a path putting us deeper in death, further in doubt and more in decline. if we get this right, we can turn things around and get us back on the path to prosperity and reignite the american idea. >> reporter: now he did acknowledge that president obama inherited a bad situation he said, but then ryan said the president made it worse and he accused the president of turning his hope and change message into an attack and blame message. he said that the romney/ryan administration would turn things around and create jobs. of course, the democrats disagree with that and say they need more time to get the economy back on track. today inside it was really a who's who of all the local

gops, even attorney general ken cuccinelli coming up sharing the stage with paul ryan. we'll have more on that coming up at 7:00. of course, virginia an extremely important swing state with most of the votes right here in northern virginia. i'm peggy fox reporting live in springfield, back to you. >> thank you. on that note new polling this week shows the race for virginia is still a dead heat. it was released by purple strategies and shows 48% of likely virginia voters would pick mitt romney and paul ryan, 45% would choose the president and vice president again, but 8% of the voters in the commonwealth say they are still undecided. the last effort to keep maryland's congressional redistricting map off the ballot failed. today the state court of appeals rejected the maryland democratic party's request to stop the referendum. the party argued the process opponents used to collect signatures was susceptible to fraud, but the court did not agree. maryland voters will have the final say on the redistricting plan in november.

a herndon teenager was found guilty of wounding animals at fairfax county's frying pan park. his weapon of choice, a machete. in april three horses were slashed, then in may a goat and other animals cut. all the animals are recovering. they're okay. that 17-year-old will be sentenced later this year. if you ever want to disappear, it seems mexico is not a bad choice. that's where 39-year-old wesley thomason hid to escape prosecution in fairfax county on drug and sex charges. thomason spent the past 12 years on the fugitive list. police recently found him living in an ex patriot community in central mexico. now he's back here to face trial. today's hot muggy weather is causing some storms to pop up across the area, so our 9news weather team issued a yellow weather alert. who is getting the most of it now? >> right now it's out north and west of town toward hagerstown where they're getting more heavier amounts of rain. i think around the i-95 corridor we'll get probably

light to moderate rain this evening. i think the severe thunderstorms threat is minimal, but you can see more of the heavier amounts of rain between couple land and hagerstown just crossing interstate 81. we had a severe thunderstorm warning earlier towards schenn dough warning but these storms are having a hard time -- shenandoah, but these storms are having a hard time staying organized especially over the mountains. mostly we're looking at light rain and showers out toward sterling, chantilly, but not this may be hitting the ground. now temperatures are in the lower 90s, but where it's rained in hagerstown and martinsburg, wow, hagerstown down into the upper 60s already thanks to the storms that came through. tonight we're expecting showers and storms possible, otherwise partly to mostly cloudy, lows in the lower 70s in downtown to lower 60s. nats play at 7:05 with the mets. bring the umbrella just in case. we may see some showers

entering the area, especially impacting some folks heading out for the nats game. i've got your full forecast including a cooler weekend coming up. the new smart meters for d.c. taxicabs might not be coming as soon as we thought. the washington examiner reports council member marion barry filed a disapproval resolution on the meter contract to put the move on hold to allow extended review. this would allow customers to pay by credit card, track their trip on gps and even watch tv. people who use the dulles toll road can weigh in on the airport authority's proposed toll hike. the 30 day public comment period runs through september 16th. the proposal calls for a 50- cent hike a year, a 70 five cent hike in 2014 and an increase to a $4.50 toll in 2015. this money would help fund the new silver line out to dulles.

drivers can submit their thoughts online or through the mail. new labor department numbers show unemployment rates rose in 44 states in july and that is the most states to see a monthly increase in more than three years. among those state with a jump, maryland and virginia. unemployment in the free state kicked up to 7%. virginia's rose to 5.9, but d.c. actually saw a drop. its unemployment rate fell to 8.9% last month. it shouldn't be this easy to steal a maserati. at 7:00 how a daring car thief drove off with a $75,000 sports car. >> coming up in this half hour our hot weather has intensified maryland's drought and even more of the state now is facing severely dry conditions. >> but first. >> reporter: another afghan trained by coalition forces turns his weapon on u.s. troops. i'm randall pinkston in washington, details coming up.

hundreds of people on motorcycles are in our area tonight as part of a september 11th memorial ride. they left shanksville, pennsylvania, this morning and tonight we caught up with some of them as they motored their way through leesburg. the ride continues tomorrow up i-95 to new york and to the site of the world trade center. they will hold a ceremony there on sunday. at least two u.s. servicemen are dead after an afghan police officer opened

fire and it is the latest in a string of attacks in afghanistan where insurgents appeared to be infiltrating the security forces. randall pinkston has more. >> reporter: an afghan police recruit shot and killed two u.s. servicemen moments after receiving his new weapon. in another part of the country an afghan soldier opened fire on nato troops wounding two of them. nato leaders say coalition forces killed both attackers. >> we have no findings yet in terms of what the reason for this insider threat incident was. >> reporter: these types of attacks are on the rise. this year members of afghan security forces have killed at least 36 coalition troops. nato says we'll continue to train afghans to take over the nation's security. most u.s. and allied troops are scheduled to heave in 2014. the taliban -- leaf in 2014. the taliban leader claims security forces are being

what has to be the fastest commute from new york city to new jersey in history, formula one legend david colhart rips through the lincoln tunnel at 191 miles an hour as part of a racing promotion campaign, making the trip in less than a minute. virginia now confirms two adults in the state have the west nile virus and they are the first two reported cases in the commonwealth this year. that now brings the total number of states with west nile to 43. 28 people have died from the disease so far this year. there are some things you can do to keep your family safe. >> reporter: i'm surae chinn in fairfax where you can do a lot to prevent a mosquito bite, first by wearing bug spray and long sleeves and the health department says get rid of the

standing water. they recommend this. mosquito dunks and what you want to do is get rid of all that standing water for breeding grounds for mosquitoes in your flower pots, kiddie pools and especially your down spouts. what you want to do is tie a string around the down spout and the mosquito dunk so it doesn't wash away in the rain. the centers for disease control says the west nile virus is spreading faster than ever before because of the mild winter and rainy spring. while there are no human cases of west nile in northern virginia, there are plenty of cases of infected mosquitoes. >> now we're up to about 19 mosquitoes per 1,000 are infected. >> reporter: dr. arias adds the mosquitoes that killed in texas where they're doing aerial spraying are not the same species as the ones here. >> it's never come this way. i don't know why, but i am very glad. >> reporter: in fairfax surae chinn, 9 news now. >> maryland's drought this year just keeps getting worse.

more than 55% is facing a moderate drought. almost 30% of the state is in a severe drought. the worst is still in southern maryland along the eastern shore. last week governor martin o'malley asked 13 counties to be declared a disaster for the dry conditions. >> i know we don't always want to see the rain, but now it's not about whether we want to. we really need it at this point. >> we do. we're just on every 8 inches shy where we should be this time of year for precip in the d.c. area. we definitely need the rain. we may get a little bit this evening. in fact, we got some light to moderate rain entering the i-95 corridor this evening, month of it still out north and west of town. we do see light rain, a lot of it having a hard time staying organized, kind of falling apart. we've got light rain where the green you see coming from the west and the north. you can see we'll zoom closer in town, rockville, silver

those storms being severe. overnight and early in the morning most of the shower activity will be out to the east of us toward the eastern shore and into the beach areas. for saturday afternoon you can see we do see some sun and clouds. it will be a much cooler day, may feel like fall in some locations. sunday we're looking at partly cloudy conditions, but an area of low pressure may form and we may see some more unsettled weather, potentially for sandlotter in the day, but we aren't looking -- sunday later in the day, but we're not looking at any washout conditions. tonight partly cloudy, thunderstorms, better chance south and west of town, lows in the lower 70s downtown to mid- 60s in gaithersburg and 63 up north in frederick, 67 for culpeper. saturday morning starts out mostly cloudy and mild, a few showers possible. air quality is code green, which is good. now in the afternoon becoming partly sunny but cooler, highs only top out in the lower 80s. we should be around 87.

now 9 sports with dave owens, the best sports in town. >> reporter: welcome back. high expectations, the order of the year here in baltimore. you know, realistically there's only a few teams each season that feels like they can go to the super bowl. the ravens are one of those teams and they have every right to feel that way, folks. in the last four years since john harbaugh took over few teams have been more successful. they've won 49 games. only pittsburgh and new england have more victories during that time. they're also coming off a season in which many feel they outplayed new england in the afc championship game and should have been in the super bowl. bottom line, this year the bar is high. >> it's a lot of pressure on us because we took a tough loss last year accident so the pressure is on -- last year, so the pressure is on to us get back to where we were and have a different outcome. >> we want people excited and
