door. we want to show you a map of our metro red line. there had been a problem with noma-gallaudet and fort totten. late clearing track work. the train service is now beginning to resume but expect residual delays through that stretch on the red line. no pa a--- noma-gallaudet to fort totten. train service is resuming as we speak. some brake lights forming as you cross the occoquan river on 95 and leaving lorton, springfield it will be off and on to the beltway. no problems on 395 as you head for the 14th street bridge. on 270 southbound overall delays route 109 to 121 and then the pace is great through germantown all the way down to the point where the lanes divide. i'll be back with more traffic at 6:11. this morning federal investigators will be back in howard county, maryland. they want to find out what happened in the seconds before a deadly train derailment. >> more than 20 cars carrying coal jumped the tracks in

downtown ellicott city yesterday. sadly two 19-year-old girls were sitting on the railroad bridge at the time and they were killed. kristin fisher is live in ellicott city with more on these young victims. kristin. >> reporter: good morning. this historic downtown normally so quiet at 6:00 in the morning is just full of activity because just beyond these barricades cleanup crews have been working through the night to try to clear all 21 of those overturned rail cars and the coal that spilled out from inside of them. n.t.s.b. investigators say it's that coal that killed these two teenage girls. they were hutly buried -- literally buried underneath all of that coal as it spilled out from the overturned rail cars. the two girls are identified as rose mayr and elizabeth nass. they were just sitting on the bridge a few feet from the tracks when the train rolled through ellicott city just around midnight yesterday.

minutes earlier, and this is really sort of the chilling part, these two teens had posted pictures on their twitter accounts of what appears to be their view from the bridge 20 feet over main street. one twitter post suggests the two may have been drinking. they were just ending to school but the loss of elizabeth is just truly tragic. >> it's really, really sad. i hope that my children learn something that train tracks are not places to play. >> reporter: the main street bridge is known to be a very poch regard spot for -- popular spot for both teenagers and tourists. officials are still investigating whether the teenagers' presence on the track contributed to the accident. right now a ruptured airline caused the automatic brakes to trigger. crew members on board the train

say they felt nothing, saw nothing before the emergency braking occurred which caused that train to derail. so still a lot of questions here this morning, a lot of cleanup that still needs to take place. main street here is expected to stay closed for several days as this cleanup continues. mike? >> kristin fisher livein ellicott city, maryland this morning. one man arrested in connection with the crash that killed a prince george's county police officer could be in court today. 24-year-old kenneth mitchell was arrested yesterday. he is suspected of starting that high speed pursuit which ended in the death of adrian morris. his car crashed along 95 in belts vail monday. police -- beltsville monday. police are still looking for a second suspect. >> there is clearly an extensive search under way to find that second occupant. this department is very focused on this investigation naturally. >> flags across maryland will remain at half staff until officer adrian morris' funeral. police confirm he was not

wearing his seat belt when these patrol car crashed on monday. his partner was and that partner suffered only minor injuries. an update on a story we first brought you at 11:00. an amber alert in prince george's county has been can is heed. a -- canceled. a one-year-old boy was found unharmed in district heights, maryland. charges are pending against the man the child was found in. a judge has released a crofton, maryland man accused of trying to shoot up his workplace. neil prescott was transferred tuesday from a mental health facility to the custody of his parents. the judge ordered prescott to keep taking medication and attend counseling while he awaits arraignment. good news after nearly a year after our big earthquake last summer. the washington monument is not sinking. a government report says the quake did not cause any change in the base or the depth of the monument. experts from the national survey say the monument went

about 2.2isms deeper into the ground since 1901. it weighs 90,000 tons and sits on a base of mostly clay and gravel. jessica doyle is back with another your money report. >> she says federal workers, don't expect a pay raise any time soon. >> this is bad news for federal workers. here's the news. for federal workers, president obama is extending a two-year pay freeze for federal employees till at least next spring. it will stay in effect till a spending plan is passed but the presidential campaign is making it unlikely that's going to happen before the start of fiscal 2013 on october 1. under a law passed in 2010, salaries were frozen for 2011 and 2012 but employees still have been able to get raises with promotions, with performance rewards or climbing the pay scale. a startling fact. a new study indicates that almost half of the food we buy actually gets thrown if the

controversial comments he made on rape and abortion. >> andrew spencer has the latest on both parts of this story. >> reporter: despite calls to quit his u.s. senate race, republican congressman todd akin let a withdrawal deadline pass tuesday night. he's under high fire saying rape rarely leads to pregnancy. >> if it's a legitimate rape, the female body has ways to try to shut the whole thing down. >> reporter: the political fallout prompted repeat apologies from akin. he even released a tv ad tuesday. >> rape is an evil act. i used the wrong words in the wrong way and for that i apologize. >> reporter: both presidential campaigns have strongly condemned akin's comments. meanwhile the republican party's platform committee approved a platform calling for a constitutional amendment banning abortion. it does not contain any explicit exemptions for rape or incest. delegates will vote it during next week's republican national convention in tampa. senator scott brown rejected such a stance in a letter to

the republican national committee. he wrote, quote, i believe this is a mistake because it fails to recognize the views of pro- choice republicans like myself. the romney campaign made its position clear sunday, a statement says, quote, a romney- ryan administration would not oppose abortion in instances of rape. i'm andrew spencer for 9news now. part of the republican platform hails abortion laws in states like virginia. earlier this year the commonwealth approved laws requiring women to undergo an ultrasound before having an abortion. governor bob mcdonnell signed that bill. he's also working with national republicans on the party lat form. the hill newspaper is out with its annual list of the richest lawmakers in congress. topping the list republican congressman michael mccaw from texas, cool $290.5 million is what he's worth. a distant second democratic senator john kerry of massachusetts. he's married to teresa heinz. he's worth $199 million.

virginia. these are test vehicles in the lanes. they're making sure that the easy ez-pass transponders work correctly. the tests will make sure the people who use the lanes get charged and those would aren't in them don't get charged. car pools will ride free. solo drivers aren't expected to use the lanes every day, just when they need it. >> people will pay when they need to be somewhere, when you've got to pick up that kid at day care or making it -- or make it to the meeting with the boss. we expect the tolls to be anywhere from $3 to $6. it depends on where you're going and what's happening on the road at that time. >> they will be adding new buses to go along the express lanes. you can learn more about that at a meeting tonight at the braddock district governmental center in burke and begins at 7:00. so the actual express lanes will open to the public in the fall and we mentioned this a little earlier, a few weeks ago that if you get this ez-pass flex transponder and put it on the hov, you'll ride the lanes

toward the caribbean. it could go toward florida and cause trouble for the republican national convention next week. we'll have charlie's interview a pga champion mcelroy. i know you are caught in that tease that charlie rose is back. >> he is indeed. he also tends do do a fair amount of golf interviews. why is that? >> he yes, he does like a little bit of golf. we'll see you at 7:00. >> have a good day. for maryland women are dead killed in a train derailment while enjoying a summer night. >> now the question is exactly what caused that derailment. kristin fisher is live in ellicott city this morning. she's looking for answers as are investigators. good morning, kristin. >> reporter: that's right. good morning, mike. there's really two things going on here this morning. this massive cleanup effort and this ongoing ntsb investigation into exactly what happened here in this train derailment.

this cleanup effort has been going through the night just this barricade on main street is where all of these 21 rail cars overturned. the coal spilling out just everywhere. it's huge mess. the cleanup is expected to take several days. main street here is expected to be closed at least through today, probably tomorrow. this ongoing investigation is also expected to take several days, maybe even weeks. what we know as of now is that 21 of 80 rail cars derailed right around midnight yesterday crushing cars. it damaged parts of downtown spilling coal everywhere. and of course it killed these two teenage girls who were sitting on a bridge right near the tracks. the big question has been did their presence near the tracks leave the conductor to possibly slam on the brakes causing the train to derail. right now we just don't know. ntsb investigators will only say it was a quote, ruptured airline that caused an automatic brake to trigger. they're looking for information

on video footage. they're interviewing the crew. three members were on board. here's what this n.t.s.b. investigator had to say yesterday about what he's learned. >> the three members on board, i've reviewed their statements. all their statements indicate that they felt nothing and they saw nothing before emergency braking occurred in their train. >> reporter: at that time rose mayr and elizabeth nass were seated on the bridge with their backs to the tracks. when the cars overturned, they were literally buried in this coal. in fact, police say their bodies were found still sitting on that bridge on main street here in ellicott city. the girls were friends. they were 19 years old. they were 2010 graduates from ellicott city. the real tragedy here of course, these were just two teenage girls at the beginning of their lives. they were about to begin their junior years in college. nass is a junior at james madison university. mayr at the university of

teachers. 6:37 now. d.c. taxis that are set up with the new smart readers will begin hitting the streets today. the new system will allow passengers take pay by credit card, even get news, weather and show them the route to their destination. authorities say the smart meters will have a feature as well to contact police or an ambulance in case of an emergency. the taxi drivers will have to pay for that equipment but can send along a surcharge to the riders. also stop for school buss with flashing red lights. it's the law. in frederick county, maryland they're stepping up the enforcement of the law. they have installed cameras on the buses. violators who get caught will get a $125 fine. 6:37. time for another your money report. jessica says please return your tray tables to their upright and lockings. >> airlines apparently are starting to take away our leg room which for those of us who

are a little taller can find that frustrating. >> you get squished up in the seats. trying do control costs, the airlines are moving to the slimmer seats. that means they can pack more people on to planes, more seat rows. that means more dollars but the downside for all of us, we could wind up getting even less leg room when we fly and too be -- and it could find us asking for more aisle seats. >> passengers are not willing to pay the true cost of airfare and airlines have no other option but to put more passengers into their aircraft, into economy class. that's what they're using the slim seats for. they're able to add an adiggal row of seats in economy. >> so how squished are you on a plane? it comes down to the average seat pitch. the distance from one point on the seat to the same point in front. it's currently about 30 to 32 inches on most major airlines.

southwest is shrinking their seat pitch by an inch and the new design will actually give you more space in the long run. spire rit has been using later weight seats and said they're prereclined. they offer 28 inks of -- imps of seat space -- inches of seat space. here's the space you get across several modes of transportation. on an amtrak train, the average seat pitch is about 40 inks. in a car with the -- inches. in a car with the front seat pulled back, the pitch is about 232 pinch -- 32 pinches. compare that -- inches. compare that to first class on a plane. you're paying for 39 inches of leg room. >> smaller seats give you more room and eating pizza makes you thinner. >> they're getting more with less. the biggest downside is you're feeling cramped and families are having trouble sitting
