>> gas station owner manager, joey, say they had seen the pair several times last week stealing women's purses. when he spotted thstolen car again on monday, he called police. by the time officer adrian morris and his partner arrived, the crooks had left. they started looking at this surveillance video. you can see the car drive away as the owner in an orange shirt chases after them. it's at this point while looking through the video is when he sees the suspect had returned to their gas station looking for more victims. >> 100% that was it. >> police located the stolen car in southeast d.c. and after hours of surveillance, arrested 25-year-old kenneth clark mitchell of northeast. who police say was the passenger during the fatal pursuit. questions have been raised about police chase guidelines, but police are addment. >> officer morr was doing

his job. >> here's another good look at neil. he has a star tattoo on his face. there are no funeral arrangements yet for officer morris. we are learning that there will be a moment of silence at this saturday's preseason redskins game. in laurel, maryland, surae chin, 9news now. >> four people are recovering tonight after they were hit by an suv in d.c. this morning. that car slammed into those people while they were waiting outside. police are trying to sort out who was actually behind the wheel when the car crashed. >> i'm peggy fox in northwest where a woman slams her suv into four people, sending them to the hospital. >> oh my god, that was terrible. >> more than 100 needy people were standing in line waiting to receive free produce this morning when suddenly a black suv plowed up on to a curve and slammed into four people. the victims were taken to a hospital and witnesses were

left shaken. >> a lady went through the wall and the car -- people bleeding and two other ladies laying down on the ground. >> one of the injured had been talking to these women and left to get in line for food. >> the next thing we know, there was a lot of impact. what went on? i walked around it and when i walk around, she was laying on the ground. >> fire and rescue officials say the most serious injury among the four victims is a broken femur. metropolitan police are investigating. witnesses say the woman wearing black was given a field sobriety test and appeared to pass it, but no charges have been filed. in northwest, peggy fox, 9news now. the man accused of opening fire right here in china town, now faces both federal and d.c. charges. today, a grand jury indicted floyd on one federal weapons count and two d.c. offenses, including assault with intent to kl. prosecutors say he walked into the family research council,

pulled out a handgun and shot a security guard in the arm, but that guard managed to disarm him. he is due back in court on friday. tonight, federal investigators trying to piece together what remains of the twisted rails at the scene where two young women were killed by a coal train that ran off the tracks. so far, they have turned up a few new facts, but investigators arnot drawing any conclusions about what happened. >> i'm scott broom in ellicott city, maryland, where two young women killed in a mysterious train derailment early tuesday are being memorialized in unique fashion. from sky nine, stones in the shape of a heart appeared in the river overnight. near the railroad bridge, where rose mayr and elizabeth nass were killed by a mysterious derailing midnight coal train. elsewhere, flowers and ribbons have been placed at spots near the tragedy. mayr's last tweets were eerie photos. residents like steve kendall,

spread throughout the center last year over a six month period. a new york city patient carried the bug and it infected 17 others. six of them died. >> we are seeing a rise in these super drug resistant bacteria, really throughout the world. including the united states. and it is resulting in increasing difficulty and treating infections and hospitalized patients. >> experts at nih used se sequencing. the kpc turned out it was hiding in sink drains and a ventilator shaft. the race for the white house, on the republican side, vice presidential candidate, paul ryan, worked up a crowd in roanoak. he told the champion by president obama will devastate medicare. >> you think sending one out

of six hospitals and nursing homes are dropping medicare patients to pay for obama care is an achievement? neither do we. >> president obama for his part was out in nevada talking education. he said mitt romney wants to reduce funding to several important government programs, including loans and grants to help many folks afford college. >> the plan governor romney put forward would cut america's investment in education by nearly 20%. >> a new poll from the ap shows the presidential race is close as it has ever been. a statistical tie. republicans now scheduled to kick off their presidential nominating convention in tampa on monday, but there are some concerns that the weather could be a problem. tropical storm isaac is churning its way along in the atlantic ocean right now and it could reach hurricane strength right now. and some models show the storm by next weekend, if it does, tampa's mayor says the

convention may have to be called off. >> human safety and human life trumps politics. i think the r and c recognizes that. the organizers recognize that. >> you know, this is not unprecedented. back in 2008, hurricane gustof responded to that storm. right now, isaac is still out in the atlantic and headed toward the caribbean, but maybe it will be too early to tell you where it will end up. >> we're talking five, x days out. it is early. and even so, even if you take that as fact, that it's going go into the gulf of mexico. right now, a category one storm, so lots of variables and right now, we have to track it south of puerto rico and see where that goes. we do have our own problems around town.

president graham is fighting back against accusations that he helped to cover up the jerry sandusky sex abuse scandal. his lawyer spoke out against the report headed by the fbi director. the report claims that he helped penn state officials conceal sex abuse allegations, but his lawyers say that is not how it happened. >> i know the diffence between a balanced, fair, and judicious assessment of evidence on the one hand, and a flat out distortion of facts so infused with bias and innuendo that it is quite simply unworthy of the confidence that has been placed in it. >> there is simply no evidence to support the claims, but they stand by their findings.

so far, he has not been charged with any crime. the man convicted of killing uva lacrosse player, yeardley love, will not be getting a new trial. a charlottesville judge rejected the request to toss out his conviction. huguely's lawyers argued for a new trial because of errors made the first time around. there was overwelming evidence to support his conviction. well, the warm sunny day has storms popping up tonight. topper tells us when they'll move out and if they'll be back. the forecast is coming right up. but first, d.c. mayor, vince gray, issues a proclamation to honor the late chuck brown. details when we come back.

well, today marks what would have been the late chuck brown's 76th birthday. and mayor gray is marking that memory by declaring today, august 22, chuck brown day. the mayor unveiled plans to transform part of the park into chuck brown memorial park. we have seen some artistic renderings and there are perhaps a statue or a bust in that park along with an amp theater. a memorial focused on a performance venue would be an appropriate reminder of chuck brown's legacy. virginia tech is shelfing the controversial plan to cut down 115 trees to build a new football facility. university president, charles, has accepted a recommendation

to find a new place to build that facility. this after a panel of faculty and students asked the school in june to rethink the plan and reserve the woods. the facility would have required 117 trees, half of which are white oak. more than 300 years old to be chopped down. tomorrow marks one year since an earthquake rattled our area causing damage to landmarks like the national cathedral and the washington monument. that quake was actually centered down in central virginia. ever since it hit, scientists learned a lot more about what is down there under the surface. >> the main earthquake and most of the aftershocks occurred on an unnamed fault here that runs through eastern louisa county and over here in the west, we've got another fault running through here and the earthquake occurred between those two faults. >> ever since that quake, there's been more than a thousand aftershocks, but the rate of aftershocks has fallen to less than one per month.

so i guess that's okay. >> correct. >> second strongest east coast earthquake. >> and the monuments feeling the ramifications of it. >> all right, we'll talk about the tropics for a while. we promised to show you the track. it's just a tropical call storm now and even as we get into sunday and monday, it's only forecast to be a category one storm. that's if it takes the track it's supposed to take. we have isaac off of the left, pushing to the west, and we have what could become joyce on the heels of isaac. we'll zoom in and concentrate on isaac. it will pass south of puerto rico, but we'll see bands of rain and showers, and there are tropical storm warnings out there. there's a hurricane watch out for the dominican. all signs point this on the westerly track for the next two days, maybe 2 1/2 days. here's the official track from the national hurricane center. taking it right through haiti, eastern tip of cuba, and yes,

going back the northwest into the gulf of mexico on the west side of florida and that were to occur, it would be around the monday, late sunday and monday afternoon time frame. and as a category one, i want to show you something else. each line represents what computer model thinks that will do. a lot of lines on the east sides of florida. we have a pretty good con nuance confluence. all right, live look outside. we have now pushed the camera to north, looking at wisconsin avenue. and we got a good storm up north. we'll show that to you. down to 74 at national, because of the shower. dew point 66. come up a little bit. pressure falling now. all right, look at live radar now. we will zoom in to live doppler

9,000. we have one storm, just north of east, west highway. up toward rockville, gaithersburg, and just to the north of potomac. we'll zoom in and we do find rain fall rates about 1 inch per hour, which means gaithersburg, up toward rockville. so slow going, if you're not home yet and going up 270. we'll go south. nats game right now delayed until 7:30. this shower is south of the stadium and pushing away. more to the south and east, that's good. right now, they are inbetween showers and storms. we'll zoom back out and put this into motion and see most of the showers slowly diminish and move very, very slowly across alany and over toward 95. so they'll diminish essentially when the sun begins to go down. after that, they will lose their energy. next three days, code green. friday, saturday, now we have a shower and storm. a shower on saturday, but not anything to change your plans.

in the mail bag tonight, a little more on congress member, todd aiken. last night, i rejected the idea that vice president biden's recent statements regarding big banks putting people in chains were equally offensive. pete from maryland says show you're right. the vice president's remark was no way offensive. pandering at worst. representative aiken's comment on the other hand, i did find disgusting and ignorant. that's why aiken should drop out of the race, making policy and laws for the whole nation. i thank you for support. and we add this on the case of brandon, that's the former military man arrested for threatening to put on facebook. he is being evaluated for mental issues. is it fair to keep him locked up since he has not been charged with a crime? our good friend, deb, says we don't have a choice. i would say the authorities did

the absolute correct thing in taking him. what if we had this information before mcveigh and the fort hood masker or the recent shooter. not to mention the shooting in aurora. if there is a danger of a threat, why let it slide? we live in times where we have to look for warning signs. i wish it were different, but it is not. i too, wish it were different, deb. and finally, we have this comment who says it's a pretty good time of year to slow your role. now that schools are open, those speed laws aught to remember that every citation they get is worth more than half a tank of gas for each one and the price of gasoline is rising steadily. it is not, alfred, but i hope you'll take two minutes to write mcginty's mail bag. please, do not forget to include your name and where you're writing us from. that is our report, i'll be
