worse. after two boats, both apparently traveling at high speeds, slammed into each other in the middle of the river. >> i was probably 500 yards away. >> reporter: allen says he was hanging out at the end of his pier enjoying a calm day on the river. >> you just saw things just spray up in the air. >> reporter: when suddenly a calm day on the water turned into a day he'll never forget. >> i was scared. >> reporter: it was right around 7:00 tonight when two boats, one of which according to witnesses was towing a young child in a tube, collided nearly head on off the shores of pasadena in anne arundel county. >> they both pitched up and debris flew out of the boats. >> reporter: all nine people on board the two boats were rescued by pasadena residents who saw the accident and immediately set out in their own boats to help the victims. >> the patients range in age from 5-54. >> reporter: seven of whom were taken

to the hospital, though miraculously known were believed to suffer life-threatening injuries. >> i had a neighbor who got a boat and we went out immediately and got the people on our boat and brought them in shore so paramedics could tend to them. the adult male had a full bloody head and a child -- two children had blood on their faces and arms. >> reporter: late word tonight that one of the people on board the boats was state delegate done dryer. his condition is not known. meanwhile, as far as the boats themselves, one of them was able to be driven back to shore. the other one sank. derek. >> matt jablow, thank you. well, we are just learning about what has been a scary year at the national institutes of health campus in bethesda where doctors have been trying to kill an out of control super bug that spread to 17 patients killing six of them. we have gary nurenberg to find out why it took 14 months for nih to let the community know

about this deadly outbreak. gary. >> reporter: nih did not report it because there is apparently no legal requirements that it do so, and nih insists there is no danger to the surrounding community. it started in june of last year when one patient with a drug resistent bacteria entered the nih clinical center. >> that bacteria spread to 17 patients in our hospital. >> reporter: killing six of them and increasingly common story happened elsewhere to world war ii veteran mark bennett. >> my dad died from bacteria that was spread to him in hospitals that ate him alive. >> as i stood with my dad and told him that i loved him forever, he died. >> reporter: at nih, infected patients were isolated. all personnel in contact with them monitored, special units built to treat them. extraordinary measures. >> we had staff members who were assigned 24 hours a day, seven

days a week to watch those units and ensure that visitors, health care personnel, all washed their hands and put on gowns and gloves appropriately. >> reporter: but while patients died, n ih did not inform county or local authorities. many nih didn't know nor many in the community. >> i don't think it's right. >> a shock to me. >> reporter: nih says it's no risk to the general population, only to those with compromised immune systems who are already sick in hospitals. >> so it's really not a danger to people outside of hospitals. >> reporter: nih used microscopic high tech science to study the bacteria's transmission. >> they took the entire jg genome, all of the bacteria from each patient. >> reporter: helping them figure out how the bacteria was being transmitted. and with that new knowledge began new better informed

measures to stop the spread of the super bug. it seems to be working. no new cases since january. anita. >> thanks, gary. let's break down exactly what this super bug is. it's called pneumonia and the drug resistant typed is called kpc. it lives in people's intestines and doesn't hurt you if you have a healthy immune system. but in really sick people, those in the icu, kpc can kill between 40 and 60% of its victims. the drug resistant strain is so pervasive in hospitals and nursing homes and the public is simply not aware of the problem. right now there is only three antibiotics left that have any effect on kpc. we have some new information tonight on the prince george's county police officer who died in a high-speed chase earlier this week. there will be a viewing for adrian morris. it will be monday, august 27th, 2:00-4:00 p.m. and then again

from 7:00-9:00 p.m. it's at the borg ward funeral home. tonight, though, detectives still on the hunt for the man that said morris on the deadly chase. this is the guy. he is 24-year-old kevon neal of fort washington. prince george's county police tell us it all began at this gas station out on route 198 in bower lane in west laurel. officer morris around his partner were checking out surveillance video of a couple of crooks. they were stealing women's purses while the drivers were inattentive and pumping gas. at the very same time, the bandits came back on the lookout for more victims. >> he has a very good mind for remembering things, and he remembered exact details about the car. and he told him that is the vehicle. >> well, the officers gave chase. and in the midst of all of that, they crashed into a ditch on

i95. that's when morris was killed. the passenger in the stolen cars already been found. neal, however, is still on the run. also new at 11:00, surveillance pictures of an armed robbery at a gas station in the land over hill station. this happened at 1:00 this morning. if you know anything about it, call crime solvers 1-866-411-tips. if you have any information, you can remain anonymous and you can get a $1,000 cash reward. two young women simply caught in the wrong place at the wrong time. that's one theory now emerging as federal investigators look into the deadly train derailment in ellicott city. the latest finding suggests the two friends killed had nothing to do with triggering the derailment. investigators say the train was traveling at an authorized 25 miles per hour and an engineer trainee was at the control when emergency brakes went off automatically as an air hose ruptured. >> what i know from the event recorder is that the air brakes

were not applied at the head end from the engineer. >> services to remember elizabeth nass are planned for tomorrow at the church of resurrection city on saturday. friends and family will gather to say good night to rose mayr at bethany united methodist church. well, dc's mayor vince gray is all fired up about one council member's attempt to get in the way of putting new smart meters in cabs. these things would allow you to pay by credit card and they can perform gps functions and so forth. the focus of the mayor's eyre, council member marion barry who threw a monkey wrench into the plan. ken is live to break it all down. >> reporter: under this plan, more than 6 ,000 cabs throughout the district would have the smart meters put in them. many cab drivers are going to have to fork out the money and pay for the machines themselves until the matter is resolved. >> why do we have to go through this? >> reporter: the mayor's

frustration is aimed at ward 8 council member marion barry. he's exercising a move that ruflz a plan that -- roughlies a plan that would -- rough felz -- ruffles the plan. >> reporter: marion barry is responding to the mayor's frustration. >> it's wrong for $35 million of this country for all of it to go outside the city. no way. >> reporter: he says those who lost the bid for the $35 million contract are appealing the decision if the joe goes to an out of town company called verifone. it's his obligation to make sure the contract is looked at closer so he filed for a resolution of disapproval in effect halting the plan and forcing a judge to look at the bidding process. >> he supported it publicly, and now we're into this which puts the drivers into a difficult situation. >> reporter: until barry's hold is lift ed, the cab drivers will have to fork out upwards of

$400 for the equipment instead of having the district pay for it. >> if mr. barry would lift his resolution of disapproval, this would be taken care of in the matter that had been intended. >> reporter: in the end, he's in favor of upgrading the cabs. he wants to make sure the dollars stay here in the district. now he's wondering why the mayor is so fired up. >> you think i'm a minder? the mayor shouldn't be upset. he should be grateful. >> reporter: the taxi cab commission says they hope to outfit 150 cabs with the smart meters in the next two weeks. they hope to resolve this issue very quickly and have all of the cabs with the smart meters by november. we're in northwest dc, ken molestina, 9news now. at last check, no charges filed at this point in an accident that sent four people to the hospital. an suv jumped a curb and plowed into a group of people waiting outside dc's columbia heights neighborhood. it happened this morning. dozens of folks lined up for

it's still a minimal strength tropical storm. it's not that strong. we're looking at tropical storm warning for all of puerto rico. and now a hurricane warning in effect for the southern dr and all of the coast of haiti as we go through the next 48 hours. now, the track, again, winds are 45 miles an hour. the sustained winds. about 270 miles southeast of puerto rico. the center will stay south of puerto rico and south of the dr. clip haiti and then go into the gulf of mexico. this is just kind of a blend of a lot of models. some models take it farther south. some models take it on the other side of florida. remember, it's five days out. i don't think anybody is going to be cancelling any time soon. it's a good time to download the hurricane tracker. it is for free. we'll come back and talk about if we're looking at more storms tomorrow. >> all right, topper. and tomorrow marks one year exactly since the east coast earthquake shook our area. representatives from all over

the man ages. if these findings hold up, young men may want to consider storing their sperm for later use in life. we've got some disturbing news on west nile virus. the dc health department says mosquito testing has found west nile in several samples. so far only one confirmed human case in the district, and that patient survived. across the nation, the cdc says we might be seeing the worst outbreak. so far this year, we've got more than 1100 cases in 47 states and 41 people have died. big closures coming your way on interstate 45 happening right now. the virginia department of transportation closing two of the southbound lanes between the turkey cock hov entrance. now, that work is expected to continue through 5:00 a.m. and then it will go again tomorrow between 10:30 p.m. and 5:00 a.m. friday between 11:00 p.m. and 9:00 a.m. it's all part of the work for

and neither the voters or the congress were really in the mood. let's fast forward to 2012. the economy and federal red ink and what we care about, but neither the incumbent or the challenger are getting very specific about all of the uncomfortable challenges and sacrifices that will lie ahead. now, we know there are obvious reasons for this, right? mitt romney even said it to the weekly standard magazine back in april. and i'm paraphrasing a bit here. sure, i'm going to shut down some federal agencies, send some programs back to the states. but if i say which ones, i'll lose. and winning is the only important thick. rieft. except what is the -- thing. right. except what is the point of that? you want to make the changes. you really need the voters to sign off on them before the election. and, by the way, mr. president, one of the things i really liked about the 2008 campaign was that you talked to us like grown ups. we all have to make tough choices. you kept saying that over and over. well, now would be a good time to tell us what are they. because, let's be real, you two fellas really want to have some
