boat yesterday. it's been reported that it was .2. no one should be drinking and operating a motor vehicle or a power boat. and i deeply regret my actions and i asked for forgiveness from the item. >> neighbors saw them go down last night. they rushed out to the river to help. they range from bruises to broken bones. investigators have not determined who was at fault. well, trains are rolling again through the city, almost three days after a derailment that killed two young women. they resumed freight operations today. they rerouted trains to the alternative line after monday night's derailment. the roads are not quite ready yet as the howard county spokeswoman said that they will be staying closed until the investigation is done and all the dumped coal is removed. most of the 21 derailed cars

dumped their entire loads and we have also learned just how the two 19-year-old women died. autopsy show that they were crushed to death by cole when the train derailed. funerals are scheduled for tomorrow and saturday. one year ago today at 1:51 p.m., the ground started to shake all over d.c. that magnitude quake caused a lot of damage where they struck the dozens of miles away from d.c. and baltimore. now, they were in mineral, virginia as the shaking there was so strong that two schools were damaged beyond repair. thomas jefferson elementary has been knocked down putting up a new building to replace it as they needed to move up to the high school. and today, our peggy fox got a first-hand look at the school where the classes have already begun. >> here we are exactly just one year since the earthquake. coincidentally, demolition just started here at the county high school. and the students have all

gotten used to the temporary building in front of the school. >> we'll find this exact point where it will end. >> reporter: it sounds like the beginning of school. with a sea of students navigating through a maze of the modular buildings. and they are reminded of why they are here every time a train goes by. >> even now, you know if the train goes by, people will kind of look at it to see if it will be coming up. >> reporter: this is what the school building looks like in the days following the 5.8 magnitude earthquake. >> they got out in the hall way and everyone was around it. >> i was terrified as i didn't know what it was. >> and the room looked the strangest says the principal. >> that's one of the oddest rooms that you need to walk in and the heads are to the floor. >> reporter: the damage is various decades of construction going back to 1938, it was too great to repair. >> it is really sad about this

exact moment that the earth shook below the national cathedral just a year ago. and people saw the power. the day of the quake. >> reporter: they had the $20 million task of repairing the damage on top of the glorious views on thal tower. they hoisted the first repair of the beautifully hand carved crock et to the pinnacle. >> well one year ago at this very moment, we were crawling up here for the first time, just stumbling around hundreds of broken pieces of the stone. >> and it took just under a minute to bring some of them down. >> reporter: and today a $5 million donation that will go a long way to repair the spiritual landmark. i'm surae chinn. 9news now. >> they are ongoing as well as the washington monument. there the earthquake cracked the panels and the structural beams to display some of the

stones. and now we've got no timetable for when it will be reopening. that's as significant as the quake was. >> reporter: it did significant damage here in the eastern u.s. by recent estimates between $200 to $300 million of damage. and that is the only earthquake ever in u.s. history. and the emergency shut down of the nuclear view. and because of all of that, the federal emergency officials will hold back an earthquake drill for much of the east coast. it is meant to teach people how to respond in case of another earthquake. and a big shake out that is called up for next month or should i say october. >> well parts of the southeast are now bracing for a possible hurricane. right now it is tropical storm isaac that will >> baring down on puerto rico moving into the gulf. keep an eye on this storm's track and what's the latest on how strong it might get, top?

>> well right now it will be a minimal thing and that's good news. we also have joyce to worry about. we're not going to worry about joyce as she will be staying offshore. right now about 250 miles southeast. right now, there are just some hurricane warnings here for the south coast. and tropical storm haiti and the warnings here for the north coast of the d.r. as well as puerto rico. and it's a pretty big storm, but not well defined. the circulation is not tight, so consequently a very weak storm. now remember that the winds are 30 miles per hour as you need to become a tropical storm. they are just 30 miles per hour. but not very power pack in terms of the wind. but it is not always a problem with these storms. it's heavy rainfall as it will move west. turn a little northwest to go over cuba. and they will weaken no doubt about that to go back in the gulf of mexico and become a category one storm with the

winds, maybe 75 to 85 miles an hour. now if they take the track, they will need to shut the convention down. if it takes a little closer, that will be a different story. but apparently you need winds, 96 miles an hour to turn could be the convention center and a storm surge. that had not do it as it will be much closer, even if it were to get closer that it will be 25 miles an hour. we'll watch it for you tonight, with new information at 11:00 and we'll come back and have new information on the weekend forecast. >> all right, keeping a close eye, thank you, top. and still to come as they continue to move to the gulf. republicans are heading off to tampa for the big presidential convention. their plan coming up just in case that storm takes an ill turn. but first a judge has ruled on the decision to retain that veteran for their facebook comment. now we'll tell you if he is about to be a free man. that's coming up next.

breaking news, the fbi and the u.s. capitol. police are investigating the threats. he is well here as his family and the congressional staff. as you probably know, he's running for the missouri senate seat. recently made headlines, regarding the rape and abortion. and sources tell our sister station in st. louis that one of those threats is a particularly great statement concerning his wife. well now an update on the case, detained for the psychiatric evaluation over the post views on facebook. the civil liberty group said that they have ordered that he would be set free. the 26-year-old who served in the marine z wake tan into custody last week after posting the anti-government facebook messages. then ordered to the one-year detention, but the judge ruled today that the commitment order had no bases to hold them. he was never charged with any

tracks and that's what i meant is that the storms that actually hit that tampa bay area, they usually clipped the west coast of cuba or they went in between the cuba and the yucatan view. so if they take a track, then they will be going south of puerto rico to go across the southern part. still south of the d.r. and then move up towards cuba. it is very unusual for them to curve back into tampa as they either need to start in the gulf of mexico or over west cuba or in between cancun and cuba. some of the odds are in their favor. a live look outside. a great night for you. low humidity. the high was 789 -- 89. we're down to 83. making relatively humidity very comfortable. winds are out of the east at 9. pressure is still steady. all right, live doppler radar. this shower is weakening up just a little bit, rolling across 50 out near here and paris, but for the most part u that will dry up for another couple of minutes or so. these ha finally died down, but as much as 2 inches of rain for you between new market and down through harrissonburg. temperatures are great.

82 at great falls. 81 in vienna and 83 in fairfax. and very nice. 80 in bethesda and college park and 79 for you over in bowie. okay here is what we're looking at. just an isolated shower or storm tonight as we have seen it out in leesburg area in loudoun county as you can still walk the dog to open up the windows tonight. it will be very comfortable. a strong finish to the week for tomorrow. and kind of setting you up here. the weekend went downhill just a little bit since we last saw you this time yesterday. and for tonight, early isolated shower or storm. but then comfortable, lows in the 60s. now by morning, great shape. partly cloudy pleasant, temperatures are until the 60s and 7 -- temperatures are in the 60s and the 70s. but a strong finish to the week, partly cloudy, comfortably warm and high temperatures in the upper 80s. the next thee days, we'll keep it green, green, green with the showers increasing on saturday and sunday and nothing severe. 80 on saturday. and 83 on sunday.

that went to a company from outside d.c. a lot of you reacted on the facebook page as they said that the credit card access will be a convenience for customers. it would track sales and better track the taxes here. i questioned their integrity and their hand here in the other back pocket. but i don't think that i would ever side with them because i like their idea about keeping jobs in d.c. if at all possible. that is what they said, but they argue that's not enough. however if a district business is unavailable to provide the service, even through the competitive bidding process, then it will be done. there's more to this story and i will take it seriously. most of them are highly suspicious. and for the company, because they already have certain council members in their pockets. i honestly believe that we were
