this is nine news now. >> new tonight at 11, we have the dramatic video of police shooting and killing a man outside the empire state building. >> jeffrey johnson is the man accused of killing a former coworker before the cops shot him. what you're about to see is graphic. this is surveillance video just out. keep your eyes on the man wearing the suit walking up the sidewalk. there he is. police run up from behind him. people scatter and the suspect turns towards the officers and they open fire and he goes down.

check out this video taken by a passer by a few seconds later. in it you can see two police officers standing there, guns aimed at jeffrey johnson. he's lying on the sidewalk on his back and more people are lying on the ground nearby. police say the violent attack began when the former apparel designer shot and killed a coworker this morning and shot and killed by the police when he pulled his weapon on them. nine bystanders were hit and likely hit by police officer's stray gunfire. >> i heard the gunshots and we looked towards the left and saw three people fall, three or four people fall. like i said, the whole entire crosswalk emptied and people were running and really didn't realize people, if it was an actual gunshot or what. >> all of a sudden there's cops running down and people are taping off scene. it was a scene out of csi, honestly, but it was real.

>> but it was very real. johnson had been laid off from his job a year ago and he killed a former coworker. the two were arguing about alleged workplace harassment. >> two police officers are on administrative leave following the shooting of a man who was carrying a knife and went towards them. both officers shot him. this happened in the 4200-block of 4 street southeast. gary brings us up to date. >> reporter: police closed parts of 4th street to investigate the shooting that happened in the 4200-block at 6:00 when officers were called because of a domestic dispute. >> upon the arrival there was a male, female in the street. the female was armed with a knife. officers tried to intervene. they asked the gentlemen to put down his knife several times and

he failed to comply and went towards the officers at which time they shot him. >> reporter: quote, multiple times. you say he moved towards the officers? >> that's part of the investigation. >> that is gary reporting. residents of the cascade apartments where the shooting took place, they're upset with the police. they claim children were outside and could have been hit. a number of residents told gary they know the man he shot and he's harmless and spent time in st. elizabeth. the second suspect in a chase that left a prince george's police officer is behind bars. kevin neil surrendered today. adrian morris died monday following a chase that hit speeds of 100 miles per hour. neil and his alleged accomplice are charged be stealing a car. they could be upgraded to vehicular homicide. the man accused of shooting an employee at the family research counsel last week says

he's not. floyd entered the plea today and will stay in jail pending a trial. if convicted he faces up to 55 years in prison. guilty. that's what a self-admitted car jacker told a judge. 23-year-old taron white said he's responsible for a wild police chase that was caught on camera. ken reports on the plea and the video that just went public. >> jerome white pled guilty to two counts of kidnapping. >> it happened last year on the night of july 13th and ended with this dramatic escape. >> a female jumped out of the car. >> miss samuels terrified for her life and the life of her child rolls out on the pavement. >> investigators say samuels was at a gas station and white tried to rob her car. he kidnapped samuels and her child and took off in the car.

>> a chase then began. >> that chase took police through four counties throughout the pursuit he hit a maryland state trooper's car. once he got to montgomery county the chase came to an end. take another look at how she made her escape. >> the female has a baby in her hand. >> moments after samuels jumped out of the car, police jumped on white and took him into custody. now he's accepting responsibility for what he did that night more than a year ago. >> as a result of the plea he faces 40 years in jail. >> white will have his sentencing in november. want to see more of the video? go to www.wusa9.com and there it is. tonight a mother and a step dad are mourning the loss of their two small children killed in a fire. the flames broke out last night in the family's home in winchester, virginia. lost two young brothers.

republican party has pulled millions from his campaign and urged him to step aside. capitol police are investigating death threats against him. tropical storm isaac out there strengthening in the caribbean and concerns it could make an appearance in florida. forecasters expect it would strengthen into a hurricane but it's early to predict exactly where that storm will hit the country. that is causing headaches down in tampa where the republican national convention gets going monday. rnc and state officials met to talk about their emergency plans. florida governor rick scott says he's optimistic the gop will be able to keep to its schedule. >> we're going to have a great convention and they'll see maybe a little bit of rain and wind. >> a little rain and wind is okay. right now the storms tracking west of tampa. if it doesn't make a direct hit low lying areas could see flooding and florida officials are prepared and as of now, the

gop party kicks off as planned. tonight we have brand new information on where isaac is headed. let's get over to topper. >> winds are 70 miles per hour and up to 74 it's a hurricane. it will be known for the rainfall, more than the wind. let's start with the satellite picture and radar. it's about 65 miles south, southwest of port a prince. you can see there's a lot of colors on this map. i want to point out where the storm is. it will make land fall in haiti and tropical storm warnings in effect. rainfall 5 to 10 inches into haiti and cuba tomorrow. here's the official track. wind are 70 miles per hour and we say 70 miles per hour, that is the sustained wind. by sunday it will be a tropical storm, a high end tropical storm over key west and then it does

take this track west of tampa, which is good. keeps all the high winds off of tampa. this is monday at 8:00 at night. a low end category i and should make land fall perhaps around panama city tuesday afternoon. there's wiggle room in the track and talk about that and there are some new hurricane watches and tropical storm watches that have been issued for the keys and talk about that in our weekend forecast coming up. we're going to talk about a heads up on the traffic on i-66. you might want to expect delays on the westbound lanes at the beltway. crews will be working on the express lanes project. the work got underway earlier tonight and go on until 5:00 monday morning. in a big patten dispute apple puts the bite on rival samsung. a jury decided samsung infringed on apple's pattens.
