as it weakens, it's going to provide some much needed rain fall for the midwest. they have been drought starved for a couple years. this is great news. this is not so good news as a category 2. they are evacuating and hurricane warnings in effect. >> thank you, top. isaac gaining strength now down in the gulf of mexico. a lot of folks are clearing out of the way. drew has the latest from new orleans. >> reporter: people in louisiana are boarding up their homes as isaac closes in on the gulf coast. there are evacuation orders for low lying areas, including south charles parish. but not everyone is leaving. >> it worries the heck out of me. i think i'm going to stay. >> others are gassing up and getting out of town. >> we went through katrina and

had a bad experience with that. >> isaac is expected to make land fall tuesday. the day before the 7th anniversary of hurricane katrina. isaac brushed past the florida keys sunday and is now in the gulf where it is expeed to become a category one hurricane. >> because of the warm waters and the relatively weak wind sheer in the atmosphere, it would be able to strengthen in the day-to-day and a half it has left. >> officials warn isaac could bring 6 to 12-foot storm surges and dump 18 inches of rain. >> slow moving nature of this storm means there are many parts of our state that could have tropical storm or heavier winds for several, several hourat a time. >> airlines are warning that isaac could affect travel here in new orleans as well as other spots. carriers are waiving their fees, allowing passengers to reschedule flights. oil production already stopped

on rigs in the gulf. cutting 17% of the daily oil production. now about 15 million people in isaac's path are preparing for the storm's land fall. cbs news, new orleans. >> and the governors of florida, alabama, mississippi, louisiana, they have all issued states of emergency preparing for the possible arrival of isaac. anita. >> as we have been telling you, isaac's timing and track is similar to hurricane katrina. topper is with anny hong with a comparison of these two storms. >> it's a little eerie. it's not as strong, but the gulf of mexico is strong. you are seeing signs that the forecast having isaac landing with hurricane force, maybe as a category 2, near the same place and time as hurricane katrina. anny hong joins us. >> we see some similarities. they do not want people thinking that isaac is going to be as deadly nor destructive as

katrina despite the similarities in timing. but the big difference here is isaac's force. it's not expected to be as powerful as katrina. the national hurricane center is on high alert, giving hourly briefings on isaac. a tropical storm that is expected to better organize and gain strength in the gulf of mexico in the next 24 to 48 hours. >> tonight is when the conditions will start going downhill in the warning areas, so preparations need to be taken today. >> isaac should make land fall around the same time hurricane katrina roared into the gulf as a category three storm. its seven year anniversary is this wednesday. it was the worst natural disaster in u.s. history. levees in new orleans gave way to the storm surge flooding 80% of the city. leaving more than 1800 people dead and more than $80 billion in damages. the path of isaac is similar to

katrina's, but the main difference is its size and strength. isaac's winds will likely be less than katrina, but most importantly, the national hurricane center says stm surges are expected to be less than half the size of katrinas. for some residents, they aren't taking any chances. now katrina made land fall twice as a category 3 hurricane and that was with sustained winds of 125 miles per hour. isaac on the other hand, could make land fall as a category one or two. and it's important to point out that we are just now entering the height of hurricane season where the waters are warmer and more conducive to the storms organizing and gaining strength. >> yeah, we are at the height. in terms of hurricanes, 28% form in august and 26% form in september. and you get to the early september, and usually a hurricane on the map. the good news is, it's not as

bad as katrina. anyone lives down there has to take it seriously. winds 96 to 110 miles per hour. >> well, some gulf residents are seeking refuge in pensacola, florida. services there are going to be cut off. scott broom is standing by. he has been driving for days to get there. scott, tell us more. >> reporter: well, i tell you what, pensacola was a place a couple days ago was in the bulls eye of the storm. that moved west. now we're in a situation where we are still in the hurricane zone, but finding people from the west evacuating to here even though here in the two western most counties of the florida panhandle, they have closed schools and evacuation orders were where affected areas have been issued. betting isaac will be only a glancing blow. >> more of a vacation. >> evacuees from louisiana and mississippi are coming here to

pensacola, thinking conditions will be better. today they learned the local water and sewer authority intends to cut off service at 10:00 p.m. >> of course, that gets our residents upset because they like to live here and don't plan on evacuating on a tropical storm. >> pensacola beaches newest sky wheel have been stripped down. surf warnings are up. >> we expect the surf to get bigger. so that gives me the primary concern. keeping everybody safe. >> swimmers have been the biggest public safety concern as isaac prepares to visit florida's emerald coast. >> i'll tell you what, what we're seeing here is a real testament to how much people pay attention to local weather forecasters and that tracking map put out by the national hurricane center. local officials here have issued evacuation warnings, but people watch tv, listen to reporters and look at the

tracking map. so far here in pensacola beach where there's an evacuation order and they'll turn off the water, people are sitting tight. in fact, people are coming here away from where people thirty hurricanes will hit. scott broom, 9news now. >> could be an interesting thing, especially if the services are cut off. tell us where you are headed now. >> reporter: it looks like i'm going to stay in pensacola for the duration of the storm and we'll react based on that. i have a team of reporters up and down the gulf coast. so if it's not me getting blown over, you'll see one of my comrades have the same thing happen to him or her. >> all right, you take good care out of there and we'll look forward to your report. see you soon. derek. >> the threat of isaac cut short today's opening of the republican national convention. >> it is my privilege to proclaim the 2012 republican national convention in session and called to order.

>> a couple seconds later, they were out of session and called to close, at least for now. the stormy weather forcing planners to scrap all of today's lineup and cram four days of events into three days. organizers worry the strong winds could lead to dangerous conditions and damage the tents that are set up outside the convention hall. florida's governor urged out of town delegates to stay in their hotels today while that storm goes by. keep in mind, some people are staying 30 miles out and it could be some dangerous driving in all that heavy wind and rain. coming up, we'll go live to the site of the rnc in tampa and we'll talk live with former maryland governor, bob ehrlich, about the results of presidential polls just out today. anita. derek, there's been a violent start to the school year in maryland. a teenager is? serious condition, shot on the first day of school. police say by another school in

the cafeteria. tara has the latest from perry hall high school. that's just outside of baltimore. >> reporter: sharp shooters stood position out of the school as students evacwaited perry high high school in baltimore. a student pulled out a gun and critically wounded another teenager. this student saw it happen. >> it -- i remember seeing the gun. that's all i remember seeing. >> students in the cafeteria were making fun of a teenager who then poled out a gun. police say several administrators immediately saw the weapon and rushed in. >> an instructor grabbed him and began to grapple where a second shot was discharged. >> i heard the gun shot and scream and we just all ran out. >> school went into lockdown until police decided it was safe enough to move them out where they could meet up with their families. some parents were frantic. >> i was a nervous wreck. i went into the school thinking i needed to get her out.

for isaac, governor mitt romney is getting ready for the most important political week of his life. he'll be accepting the nomination for the republican party of the office of president at this week's gop convention in tampa. bob ehrlich joins us live. he is head of the mitt romney campaign in maryland. governor, great to see you down there. >> good to see you, a bumpy ride coming in, i have to tell you. >> let's talk about these poll numbers, basically the race is all knotted up the way it's been all summer long. what can the governor do over the next three days to maybe put some distance between himself and president obama? >> well, that's good news for a challenger, obviously, whenever you are tied going into convention season. i call this the end of the silly season, beginning of the serious season. once you get to the convention seasons, then the debates begin

and we get down to it. for an incumbent in the mid 40s, it's tough. and then obviously that is his challenge, getting out of the mid 40s. but regarding mitt romney and paul ryan, it is getting -- the country to know paul ryan. it's been a race to define paul ryan. democrats have done their thing. but it's also completing the picture of mitt romney. a lot of people know we have been around for a long time, the national stage for a while. but there is a thought that people really have to get to know the real him and i think if there's a theme of the convention, that's it. >> let's talk about one or two of these polls and dig deeper, because cnn international poll gives the president a huge advantage when it comes to people's perception of who is going to help the middle class. how does governor romney reverse that thinking that he's a rich guy in favor of helping other rich guys? >> it's interesting, isn't it? as two rich guys, and that's

okay. it's america. but that's obviously an issue that has to be dealt with here. part of it is negative response, which is the middle class hasn't done so well and asking people the question, are you better off today than you were four years ago? most people are going to say no. it's a predicate, all right, the last four years haven't worked very well, which leads to the numerator, what are you going to do mr. romney? what are you going to do, mr. ryan? that will be the numerator for this election. >> one other number we want to get into. that's this gender divide. governor romney doing very well among men, but down 35 points among women and whether or not he understands or is in touch of their problem. that seems to be something he has to deal with. >> derek, as you know, women tend to like the president a lot. women like democrats a lot. that gender gap is not new. that gender gap has been around for a long time.

on the other side, democrats of a male gender gap. that's been around for a long time, too. so you are seeing some of these numbers that are larger than normal. but typically the gender gaps are nothing new going back the last four or five election cycles. republicans can close that gap. that's the goal here in the short-term. >> very quickly, thee days instead of four because of this weather. does that make a difference? >> no, it really doesn't. first night is a waste anyway. tell you the truth, this could be done in this day and age, this could be done in two days. you know american history conventions really used to mean something. today, it's just basically a major commercial. it's the start of the general election season. it used to be the smoke filled rooms where you had to nominate somebody. now it's all media 24/7. by the second, media responses and media messaging. so you can really do this in

caught on tape, a bull running loose at the county fair. this is home video of a rodeo bull who apparently just got loose and started running around the 155th harper fair. this is from friday night. as you can see, he is causing a problem. the bulls got loose after the radio in the main arena. >> three were immediately captured. one roamed the fair grounds for a short amount of time.

but then later was captured. >> it was pure terror. everyone was in panic. not knowing what to do. run every direction. >> all in all, the bull came down around here. about six times. it was crazy. >> yeah, really was. they did capture that bull, but ten people were hurt before they did, including an elderly woman who hit her head after being knocked from a chair by that rampaging bull. fortunately, none of the injuries are believed to be serious. pennsylvania police are investigating whether they need to file any charges. >> they need to figure out what went wrong. in great britain, police are looking for a lion on the loose. helicopters and experts with tranquilizers from the local zoo are on the hunt after someone said they saw a lion roaming in a field. >> looking at a train, thought

her risk of cancer. looked at nearly 5,000 breast cancer survivors and first down heavier women were most likely to have their cancer come back. >> patients in the study who are obese had a 30% higher risk of having a recurrence of their breast cancer and a 50% chance of dying from their breast cancer. >> joseph led the research and says weight loss could reduce cancer recurrence in thousands of women. doctors think hormones, higher insulin levels, and inflammation associated with extra body fat helped drive breast cancer's growth. >> a new stance from the american academy of pediatrics. issued a policy statement saying they show greater benefits outweighing any minimal risk. this is the first time the academy endorsed the procedure and urging insurance companies to cover the costs. weigh medical insurance.

morris as well, maybe get to see more of him on wednesday. making the case to be the starter, is that a plausible idea? >> no longer is the discussion that this guy is going to be on the active roster. he is little known and we're debating whether or not he'll be on the 53 man. now he might start against the saints. he earned everything he is getting. >> it will be fun to watch him. it's cut down day. you first reported the trade for cornerback, kevin barnes, to detroit. former maryland terrapin. he had a great season. what was their thought behind that? >> i was surprised. he spent the last three seasons here in washington. he played in 29 games and made three starts. he was told this morning he was going to be released. the redskins planned on sending him to the league at 4:00 p.m. they decided to work the phones a little bit. they were able to strike a deal with the detroit lions.

enrollment. >> d.c. is ranked sadly number three in some of the lowest literacy rates in the country. we are two cities. well educated people and a city where we have a lot of people struggling with basic literacy skills. >> the executive director says academy of hope often is the first time many students get a chance at a quality education. >> many have had to leave school because they needed to work, or they had life situations where parents were not as great as they could be, substance abuse. >> earning her high school diploma is just the beginning to her academic goals. >> it all goes well, i'll be issued my diploma next month, which is exciting. i'm actually looking forward to the path way to college classes that are coming this fall. >> i'm j.c. hayward, 9news now. >> the academy of hope
