speed crash on i-95. officers from many other jurisdictions also came to say goodbye. >> it's a thin blue line. this is part of what binds us together. in our victories and in our tragedies we find comfort in each other. >> reporter: in beltsville, armando trull, 9news now. >> officers morris' services are scheduled for 10:00 a.m. at woodstream church in mitchellsville, maryland. four are charged with plotting to assassinate president obama. they bought bomb making materials. all four are also facing murder charges. they're accused of killing a former soldier in december who knew about their plan. his 17-year-old girlfriend was also killed. one of the accused pleaded guilty yesterday to manslaughter and gang charges. one baltimore county high school student is fighting for his life this morning, another one is in poli custody after a 15-year-old student opened

fire on his 17-year-old classmates. >> the shooter was tackled by quick thinking teachers and during the scuffle a sekd shot was fired. -- second shot was fired. it all took place about 10:45 in the cafeteria of perry hall high school. matt jablow has more. >> i was scared to go and be in a new school. >> reporter: 13-year-old sarah erpenstein had been nervous about her first day of high school. >> i was nervous about going. >> reporter: turns out being in a new building and making new friends would be the least of her worries today. >> once i realized something bad was going on, i just got up and ran because i was so scared. i had no clue. everyone was just running around. >> reporter: sarah was one of dozens of students in the perry hall high school cafeteria around 10:45 this morning when according to police, a 15-year- old student randomly fired a gun. >> i saw something go up and hit the ceiling and i saw a little bit of smoke around. >> reporter: hitting a 17-year- old student before being tackled by a teach gler my

friend said when she was running out, she saw lots of piles because people were running trying to get out of there. >> reporter: the victim was rushed to the hospital in critical condition. police arrested the suspect whose father said his son had been bullied at school. >> i heard people were talking -- like being rude to him in the hallways and they weren't really being nice, and i heard food was being thrown at him in the cafeteria. >> reporter: after being released from lockdown, many of the 2300 kids at baltimore county's largest high school were left deeply shakenned. how are you feeling right now? >>it's shocking. i didn't think anything like this was going to happen. i'm afraid to go back. >> reporter: in fact perry hall high school will be open later today complete with grief and trauma counselors in case anyone needs them. the victim and yesterday's suspect, their names have not been released. tropical storm isaac slowly

heading toward new orleans now. the storm is expected to be a category two when it makes land fall either tonight or early wednesday morning. >> the storm strengthened overnight and it's already killed 24 people in haiti and the dominican republic and it's halted most of the oil production in the gulf of mexico. we have more from the crescent city. >> reporter: plywood is popping up all over new orleans in preparation for isaac. >> right now i feel all right. we're very much protected. >> reporter: forecasters predict isaac could hit as a hurricane tonight. >> it's going to hit us direct. if not, we'll stay and tough it out. >> reporter: interstate 10 was packed yesterday with evacuees. >> i almost made the mistake of staying for katrina. i said i would never make that mistake again. >> reporter: the airport was also busy. all flights are canceled today. it was the sun before the storm

in plaquemines parish where some areas are under mandatory evacuation, a reminder of seven years ago. >> i lost of lot of stuff. i'm hoping for the best. >> reporter: more than 50,000 people in low-lying areas have been told to evacuate but not everyone will listen, confident the rebuilt $14 billion levee system will hold and keep them safe. >> we're going to stay and ride it out. >> reporter: the waterfront community is outside the levee system. almost all of the 1,000 residents are leaving. >> we had a couple of people stay here for katrina, believe it or not. it was some very, very scary times for them. i asked them where are you going to say -- i asked them are you going to stay again and they said absolutely not. >> reporter: katrina killed more than 1800 leaving $18 billion in damage. officials say this time the city is ready. cbs news, new orleans. mississippi and alabama are

also in the path of the storm. the governors of those statements as well as louisiana have declared states of emergency. the american red cross is already preparing for any damage isaac could leave behind. the national capital region is sending about a dozen volunteers to louisiana. they all left fairfax yesterday fl the volunteers will be part of the first wave of response. the american red cross is going to ensend more volunteers as emergency teams on the ground get a better handle of how much help is needed. >> you can stay up to date on isaac and its track. you can do it right now in fact on wusa9.com. the g.o.p. convention officially got under way yesterday, but today will be the first full day of activities. monday's session was an abbreviated 32 seconds because of concerns about tropical storm isaac. >> it will be today that mitt romney will be officially nominated as republican candidate for president. susan mcginnis has more now from tampa. >> reporter: mitt romney has worked for years for this moment. he will be officially nominated

as his party's presidential candidate tonight. romney is expected to make an unannounced visit to tampa to watch his wife's speech. romney's message is seen as critical to softening his image among americans. the republicans have already lost one day of the convention. monday's session lasted only 32 seconds because of tropical storm isaac. the delegations from look la, mississippi -- from louisiana, mississippi and alabama have sent some people home to prepare for the storm. while isaac could steal the spotlight from the convention, some say that's okay. >> it will overshadow what's going on here but when you have something that dangerous going o it probably should overshadow. >> reporter: there's something else that has the potential to steal the proceedings here. president obama is breaking with tradition and will be heading out on the campaign trail. the president will be in iowa and colorado today. the obama campaign sees this as an opportunity to get face time

95, traffic is running well up to 395 and the 14th street bridge. i'll be back with more traffic coming up at 4:47. it's time for the first your money segment of the morning. jessica doyle is off today. here are the headlines. wall street is waiting for the latest read on whether americans are feeling better about the economy. later this morning, the conference board releases its consumer confidence survey. it could signal whether shoppers will be comfortable spending more in the near term which would provide fuel to the economy. we'll also get the latest snapshot on the housing market. the s&p index will show the latest changes in the value of residential real estate. the survey has shown three strong gains in a row which could mean the housing market is finally on the mend. looking at the trading numbers, the dow lost 33 points monday. the nasdaq added three. the s&p dropped less than a point. apple was one of the day's big winners. its stock shot higher after the company won a legal dispute with samsung. now it's pushing to take that

we have isaac's moisture. i'm not just convinced it might get here saturday. it may hold off till monday. let's talk about isaac. that certainly is the big weather story out there. here's the infrared satellite image. you don't see good symmetry which is a good thing. we don't want good symmetry. we want this as weak as possible as it approaches land so it will do as little as possible. it is a tropical storm. it's spinning down here. it's just not very organized. it is but it isn't. it still has a little bit of dry air on the north side. bigger thunderstorms on the south side of the storm. when you switch it over to the radar, yeah, you can see this a little bit better with the banding here. looks like there's a little circulation in this part of the world trying to move back over toward the mouth of the mississippi river. i think that's going to happen potentially late this afternoon or this evening. for new orleans, well, winds up to 70 miles an hour gusting to 85. so still a tropical storm.

could become a hurricane. if you're wondering why 74 miles an hour makes a hurricane because that's the wind speed that an eye wall can maintain itself. that's why 74 and not 75 or 80. in anywhere event the forecast from the hurricane center brings us toward the mouth of the mississippi river this evening as a category one storm sustained 90 miles an hour so they expect strengthening as we go through the afternoon and evening hours. it moves really almost right over new orleans as we get into tomorrow morning. then by tomorrow evening we've got it on the north shore. this will move slowly. it could be a foot of rain in spots in southeast louisiana. maybe more than that. by the way east of the track, that's where the storm surge could also be 6 to 10 feet, maybe more. we'll be hoping it's less. then the storm looks like it will be drifting up into the mississippi valley over the next couple of days and potentially we'll watch the moisture move toward us as we get toward the weekend or maybe hold off till labor day. bus stop forecast, we are looking at a few showers this

morning. right now north and west trying to get closer to the metro. they may still get into the metro here in a couple of hours. temps running in the upper 60s up toker 70s with your sun-- upper 70s with your sunshine at 6:34. mid-80s by lunch time with a high near 90. here's a line of showers we're looking at. you can see it's moved through hagueertown. it's coming in toward frederick right now and westminster almost into montgomery county, northern loudoun county seeing it. here's frederick. northern montgomery county up toward damascus, back toward areas north of leesburg, tuesday came error a, lucketts -- owe tuscarora, lucketts, upperville and this goes down to the shenandoah valley. the temps have been on the warm side. warm night with mid-70s still going on here southern maryland. some low 70s in the shenandoah valley. and as far a today is concerned, it is going to be a very warm day once we get rid of the morning showers. we'll see highs near 90 under the sun and a breeze this afternoon. winds turn northwest 10 to 15. tonight we're dipping into the 60s to around 70 in d.c. a

southbound tied. looks great out of frederick. no problems into clarksburg. we'll take a live will in germantown at father hurley boulevard. this is the southbound side. lanes are open heading down to the spur. i'll be back with more traffic at 4:55. back to you, andrea and mike. >> thank you, monika. today two members of the d.c. city council are taking up the issue of speed cameras and those red light cameras. council members mary shea will look into whether the fines should be lower. the hearing today at 3:00 will be at the wilson building in room 302. the phrase "please turn off your electronic devices" could become a thing of the past when it comes to flying. the faa is forming a group to review its consumer electronics policy. right now you have to put them away during takeoff and landing. that's because the faa is worried that electronic devices could interfere with airplane communications and the navigation systems. the rules established by the

federal communications commission, not the faa. the review group will begin their work this fall and report back to the faa six months later. they won't however be looking at cell phone policies. it may be even more difficult for women to lose weight and stay thinner after menopause. a new study in the journal of the academy of nutrition and dietetics shows post-menopausal women have less energy and are more likely to lose their motivation after starting to lose weight. they also have a decreased met politic rate and tend to release more appetite stimulating hormones. some patients are diagnosed with a narrowing of the arptries to the heart may be better off getting a extent right away -- stents right away rather relying on therapy. researchers at stanford university found many heart patients who relied on drugs alone ended up needing emergency stent procedures to open up their arteries later.

and there's more evidence that exercise can keep you disease free later in life. researchers after the university of texas found that people who exercised 20% more in their 30s, 40s and 50s decreased their chances of heart failure, alzheimer's and colon cancer by 20% in their elder years. they were also more likely to live their last five years without chronic disease. the effects were the same for both men and women. >> very interesting. first day of the 2012 school year was pretty special for thousands of kids across our region. >> the district it was especially so for the parents whose children are enrolled at the new international charter school. as bruce johnson tells us, the school already has a very long waiting list. >> reporter: it's easily the most diverse public school in the district. >> i thought this one would be ideal because of the class size. >> i wanted to be part of starting something new,
