they're just sitting out isaac. >> riding out the storm. outside the levees, outside the flood protection zone, that's where we're hearing reports that the levees are being topped. plaquemines parish, east of new orleans. flooding going to be a problem there. let's talk about our weather and then we'll get back to isaac. a perfect day ahead. 81 by noon. a 5:00 p.m. temperature of 84. beautiful this morning as the front from yesterday morning is now down in the carolinas. we've seen drier air move n. our temperatures have dropped into the 50s in a couple of spots like in martinsburg, west virginia. they're 58. it's 73 on the bay and we have fallen to 69. looking for highs this afternoon which will be about 85 degrees here, maybe in the low 80s down across the bay. let's show you what's happening with isaac right now. there's the eye. it's south of houma, louisiana about 65 miles southwest of new orleans. still has winds 80 miles an hour, gusting to 100.

potentially could see rainfall up to 20 inches in spots. we'll take you to new orleans where bigad shaban is standing by with the very latest. >> reporter: packing winds up to 80 miles per hour, drenching much of the louisiana coast, in the nearby parish of plaquemines, there are reports that water is over topped the levee there. here in new orleans, all the pumping stations are on and working, but city officials still fear that parts of the city will be flooded. hurricane isaac brought heavy rain and pounding winds to coastal louisiana overnight. but so far only minor damage. >> our biggest concern is the amount of rain we may be getting. it looks like it could be very, very heavy. >> reporter: those in the heart of new orleans heeded warnings to stay home allowing police to patrol the streets. about 30 miles south of new orleans in the small town, canals are overflowing and strong winds knocked down

trees. it's where commercial fisherman ricky pulky is riding out the storm, on his boat. >> we always felt safe on a boat, you know. high waters come and, you know, you go up with the water. >> reporter: all along the banks here, sandbags have been set up as well as tube levees filled with water to prevent the high-rising bayou from seeping into neighborhoods nearby. the city of new orleans has a much more sophisticated line of defense against flooding. a levee system built by the u.s. army corporation of engineers. >> i haven't seen a lack of work in the last couple of years. i'm not worried about it now. >> reporter: isaac which spans 200 piles from its center isn't just hitting louisiana. the storm is stirring up the surf in mississippi and soaking orange beach, alabama. >> if it were to come in straight at us and got up to a two, we would have left for sure. >> reporter: it could leave behind as much as a foot and a half of rain and a dangerous

storm surge. the eye ever the storm is moving just west of new orleans. isaac is expected to eventually bring some much needed rain to arkansas, but louisiana will have to continue taking the brunt of the storm likely through thursday. in new orleans, i'm bigad shaban, back to you. >> coastal mississippi also going to get hammered by the flood surge and tremendous rains. we're continuously tracking hurricane isaac on 9.3, 203 on x finity and cox 805, verizon fios461. right now over to monika. she's got your timesaver traffic. lots of news out on the roads as well. we're going to first take a live look from our sky 9. we've been telling you all morning long about a situation that happened after 2:00 this morning northbound on i-95 here at the fairfax county parkway in newington. it was a huge tanker fire. a deadly accident and look at

what it's left for you. we've been telling you to plan early and this is why. loads of traffic northbound on i-95 with the two right lanes blocked and no ak says to the -- no access to the fairfax county parkway. we'll take another live look, this time from the ground and show what you it looks like with the equipment on the scene. police diverting traffic through the area. let me take you over to our graphics so i can give you alternate routes. on the northbound side of 95, take lorton road eastbound to telegraph road to the beltway. route 1 will get you to the beltway but lots of lightses in the area. another live look outside, this time on the other side of town. here's what it looks like in college park. no issues on the outer loop as you head into silver spring. you'll just hit some brake lights toward university boulevard. i'll be back with more traffic at 6:11. 6:04 tonight. tonight vice presidential nominee paul ryan will be addressing the republican national convention in tampa. >> his speech comes 24 hours

after those by ann romney and new jersey governor chris christie. kristin fisher is live in our satellite center with more on the first big night of the rnc. paul ryan has big shoes to fill after listening to ann romney and chris christie last night. >> reporter: he does. by far the most buzzed about speaker last night was ann romney. he had two big goals going into that speech. she needed to help humanize her husband, make him seem more in touch with the average american and she also needed to help rally women voters around the republican ticket. it's hard for hear underneath all of that applause, but that is the temptations hit song "my girl." it was played during mitt romney's only appearance on stage last night right after his wife's speech. clearly it was intended to highlight his role as a good husband, high school sweetheart then came the kiss. it's something that's done at

every convention but it was especially important at this convention because mitt romney needs women voters. it's one of his great weaknesses and ann romney made sure to target them during her speech. she also addressed the romney family wealth. specifically she talked about how romney struggled to start bain capital. >> it's given us the deep satisfaction of being able to help others in ways we never could have imagined. this is important. i want you to hear what i'm going to say. mitt doesn't like to talk about how he has helped others because he sees it as a privilege, not a political talking point. >> reporter: of course it wouldn't be a convention without those talking points. believe me, there were plenty of them last night. some of the other big speakers, new jersey governor chris christie.

he was the keynote speaker and virginia governor bob mcdonnell. i'll have excerpts from both of their speeches coming up in half an hour at 6:30. >> kristin fisher live in our satellite center this morning. she'll have more for us later on. president obama is going to be in virginia later today. he'll hold a campaign event there this afternoon in scar lotsville. -- charlottesville. it's part of a swing to three college towns in three swing states, iowa, colorado and virginia. the the 17-year-old shot during the first day of school on monday in baltimore county is still in critical condition this morning. he is a special education student at perry hall high school. his family thanked the staff members for those who got to him and got him to safety quickly after he was shot on monday. police do not think he was targeted by the suspected gunman 15-year-old robert wayne gladden, jr. they don't even think gladden meant to shoot anyone. he may have brought the gun to school just to threaten some

bullies. however, he's now being charged as an adult and remains in police custody. you still need proof that bike helmets save lives? check this out. an 8-year-old boy riding his bike hit by an suv last night along mount vernon highway in fairfax county. police say that suv dragged the boy 50 feet. he's going to be okay. police say it was because he was wearing his helmet. police have not said whether the driver of the suv is going to be charged or this was simply an accident. have you ever said or thought people around here are the worst drivers, especially those from? >> that's not what i've said. i've said things much more whicheverful than that. -- colorful than that but here's some proof. >> allstate ranked cities and towns to find the best drivers. washington comes in at number 195. that's because on average we go 4.7 years between collisions. baltimore is just one spot better at 194.

it is going to turn out to be a gorgeous wednesday around here. we start with many temps still in the 60s. by noon sunny, 81. light north, northeast winds 5, 10 miles an hour. going to push our high to about

85. look for that about 3:00. by 5:00 we're back down to a very comfortable 83. on the northbound side of i- 95 at the fairfax county parkway, crews dealing with major delays due to a tanker truck fire that happened overnight. you will find lane closures and no access to the fairfax county parkway. i'll have more on this coming up in my next report. the heart of hurricane isaac is slamming into the louisiana coast this morning. >> the outer bands of the storm reach as far as the florida panhandle. scott broom joins us live from pensacola, florida. let's check on the conditions now. good morning, scott. >> reporter: good morning. the wind is still blowing. i'm here in part because this is a region wide event and we're tracking some of the evacuees from new orleans who have fled to places like pensacola here where we're still going through some marginal tropical storm conditions. take a look at what was going on last night. that's when we had full tropical storm conditions here

in pensacola beach. very strong winds at times. some downpours. these are the kind of conditions that folks of new orleans have come to and they consider this an evacuation vacation here. there has been some minor flooding throughout pensacola beach and the florida panhandle but nothing as serious as what's going on over in louisiana and been no serious damage here on the florida panhandle because of this. but the folks from new orleans have come here figuring a tropical storm and a brush with isaac is a whole lot better than a direct hit back home. the region wide effects here include the closure of airports from new orleans all the way over here to pensacola beach. so that would include mobile this morning is still closed. biloxi, mississippi, new orleans airport closed and pensacola closed this morning as well. if you have flights to the gulf coast, you'll have to check into that. we expect the situation to change. this is a big navy town here, particularly for navy aviation,

the blue angels base here. they all fled off to air bases elsewhere to ride out of the storm. if weather improves today they're headed back. the big concern here is the surf. it is huge. waves topping 13 feet. topping the pier. they've got lifeguards on the beach trying to keep people out of the water. believe it or not a jet skier went out there and that person is still missing. a lot going on up and down the gulf region. most people ignored the earlier evacuation order. some of the big hotels stayed open. we've got people from new orleans staying here thinking it's an evacuation vacation. >> looks like the conditions are pretty palatable compared to what they were last night. >> exactly. that's scott broom live from pensacola, florida. thank you, scott. stay safe. our hurricane coverage on isaac continues at wusa9.com. our interactive doppler radar right on the front page.

la. we saw bigad shaban getting pounded by some of those gusts. we're talking a storm that can drop ten, 20 inches of rain which will move inland according to the hurricane center. by this afternoon, 1:00, maybe west of baton rouge, lafayette somewhere in that range with winds down to 75. then it turns into a tropical storm as it heads north over the next day or two. some of that moisture could be here sunday. rain totals, the white areas ten plus. locally 15 or more. so southern mississippi, southeast louisiana flooding is going to be a big problem as well from this storm. around here, a beautiful day. really it's very pleasant out there. temperatures at the bus stop this morning will be in the low 60s to low 70s. sunrise coming up in about 18 minutes. and a sunny, dry day, a perfect day actually. 81 by noon. have lunch outside, recess, going to be great for the kids. then this afternoon 4:00 our high for the day 85. if you have plans tonight, nice outside. a long walk after dinner, temps in the upper 70s. we've got 59 now in

tanker fire that happened after 2:00. it was a deadly accident and crews are on the scene not only cleaning it up but of course they're going to need to investigate what happened here at the scene as well. in the meantime two right lanes continue to be blocked northbound 95 at the fairfax county parkway and there is no access to the parkway. you'll want to choose scour alternate routes -- your alternate routes carefully and give yourself extra time. let's go over to our graphics. northbound 95, take it to lorton road east to telegraph to the beltway or route 1 to the beltway. if you need to get into newington, take lorton road to route 1 to 638. that will take you longer but at least you can get through it and not sit in that delay for too long. let's go back over to a live picture now. if you're planning to head southbound on i-270, it's pretty normal. looks like this from about route 109 heading toward 121. then okay to the spur. no problems across the american legion bridge or the north side of town on the beltway in

welcome back. we're covering hurricane isaac on our weather, 6:29. we'll take you to new orleans, louisiana right now. you can see the camera shaking, wind blowing. gusts to 70 have been reported at the lake front airport in the past hour as isaac is lashing the coast, just straddling the louisiana coast and gulf of mexico. more on isaac coming up. i want to talk about our fantastic wet other this wednesday morning. drier -- weather on this wednesday morning. drier air has moved in behind that front that pushed through yesterday morning. here's a look from our roof cam in northwest d.c. generally clear skies. sunrise happening in five minutes. 81 at noon. a beautiful lunch hour. high today 4:00 p.m. 85. a perfect day with light northeast winds at 5, 8 miles an hour. clear skies. the front has drifted to north carolina. we dropped into the 50s in a few spots like frederick and martinsburg.

cumberland still 59 degrees. manassas and gaithersburg, very comfortable at 61 and 62 in la plata with your highs this afternoon. they're going into the low to mid-80s. enjoy. we've got a warming trend headed our way. i'll tell you more about that and the latest on isaac when i see you in a few minutes. right now let's go inside to monika, timesaver traffic. all sorts of issues this morning. it was a fiery and deadly tanker truck accident this morning. you're looking at the remains of the truck there. northbound 95 just at the fairfax county parkway and i think sky 9 is going to show us the delays and what's going on on 95. the right lane is blocked. you've got a four to five-mile solid backup trying to get up the interstate toward newington and i would say you'll want to choose alternate routes. if you're just heading out the door, go ahead and think about it and i'll give you some of my suggestions as well on a graphic. if you're planning to head northbound on 95, get off at lorton road east. you can take that to the

telegraph road to the beltway. you can take route 1 to the beltway. if you're trying to get to newington and fort belvoir, it will be lorton to route 1 to 638. elsewhere southbound 270, it's that slow traffic route 109 to 121 normal. just volume through rockville. over to the beltway on the outer loop in college park, it looks like this. it's going to slow down on 95 heading westbound toward university boulevard. then the pace improves into bethesda. i'll be back with more on that accident on 95 at 6:43. it is 6:32. campaign 2012, vice presidential nominee paul ryan takes the stage before the g.o.p. conventioneers. a rousing speech right from new jersey. >> ann romney, the candidate's wife, started things off. of course new jersey governor chris christie known for his direct and often humorous style were the to big speeches last

night. kristin fisher is live in our satellite center to talk more about those. >> reporter: good morning. ann romney is going to be a tough act to follow. she spoke to women. she really addressed the romney family fortune in a very humble way. she delivered a very solid performance. but the real g.o.p. heavy hitter last night was as you said new jersey governor chris christie. he was the keynote speaker. his job was to rally the base, unify the g.o.p., and go after president obama. >> mitt romney will tell us the hard truths we need to hear to end the torrent of death that is compromising our future and burying our economy. mitt romney will tell us the hard truths we need to hear to end the debacle of putting the world's greatest health care system in the hands of federal pure bureaucrats and putting those bureaucrats between the american citizen and her doctor. >> reporter: a direct attack on president obama's health care overhaul. governor christie came out fighting. he even took the stage with a

fist pump. he delivered the fearist critique by far of the night against the president's party and his policies but he never once said the word barack obama. i'll tell you who did. virginia governor bob mcdonnell. he argued that states with republican governors are fairing far better than states with democratic ones and he used virginia as an example. >> while the president talks, republican governors lead. talk is cheap. results matter. conservative fiscal policies are working and so are more americans in the states with republican governors. >> reporter: tonight former arkansas governor mike huckabee will be talking at the convention as will former secretary of state condoleezza rice. but of course the big speaker, the headliner tonight is the vice presidential nominee paul ryan. he is expected to take the stage right around 10:00. mike? >> thank you, kristin, live in our satellite center. don't forget our convention coverage continues on

hurricane isaac -- news is hurricane isaac. it's a category one storm packing winds of 80 miles per hour but as you can see from our live pictures here, it is shaking up the camera that's on the tower there looking down on the city. isaac made landfall early last night. it will move over new orleans today and then head into arkansas. more than 200,000 people along the gulf coast are without power right now. that will only get worse. the storm is striking on the seventh anniversary of hurricane katrina. this is no katrina. that storm devastated areas like plaquemines pairish. the parish president says isaac has already left a two-foot hole in his own roof. >> the same kind of damage we received on katrina. i'm just blown away that that kind of damage from this supposedly category one storm. >> it's about ten -- in about ten minutes we'll go live to the national hurricane center in miami to get the latest on isaac's strength and where it

is heading next. there's new evidence out in the beating after d.c. man on capitol hill near eastern market. he remains in a coma this morning. d.c. police say surveillance video taken at a gas station on pennsylvania avenue shows the suspects moments after they attacked 29-year-old thomas maslin. he was headed home after a night out with friends on august 18 when he was savagely beaten. his wife is hoping this video will yield some results. >> i ask the public to please watch this video, show it to everybody they know and see if anybody can be recognized from this video. >> she says he is still in icu recovering from his injuries. again, if you have any information, please call d.c. police. the commute over the chesapeake is going to be a lot smoother this morning. one span of the bay bridge was shut down tuesday. workers got off the bridge after noticing what they called unusual vertical movement. inspectors checked it out just in case, but the bridge seemed okay and the westbound span

reopened around noon. but before then, it was basically a parking lot. united airlines says it's back up to speed this morning. its computer system crashed yesterday and that led to hundreds of flights being canceled, especially at the airlines' hubs at washington dulles, chicago o'hare and houston bush airport. the outage lasted about two hours. if you're flying united today, you might want to double check the airline website before leaving home heading to the airport. time 6:38. in nine minutes, a closer look at hurricane isaac and where it is going. we're going to talk live to the director of the national hurricane center. our weather isn't stormy. howard is calling it a beautiful, a fan tastic day. sunny skies, low humidity, highs in the 80s. you can't beat it. straight ahead, a preview of the holiday weekend. will it be as nice? but first, take a listen to this. ♪

. good morning. welcome back. monika here with timesaver traffic. it's 6:43 and 69 degrees. at least we have the weather going for us. here on 95 traffic is miserable. just after 2:00 this morning, crews got the word that there was a deadly and fiery tanker truck fire on the northbound side of i-95. sky 9 is zooming into the remains of that truck. it overturned on that ramp from the fairfax county parkway to get on to 95. crews have been on the scene ever since. it's going to take a long time to clear this up. in the meantime no access from

95 to the parkway. 95 itself, the right lane remains blocked and it's causing a four to five-mile solid backup, northbound 95 into newington. let's go to a graphic so i can show you alternate routes. it's lorton road eastbound to the telegraph road to the beltway. it's route 1 to the beltway which will be much heavier than normal and in newington lorton road to route 1 to route 638. those are your alternate routes but give yourself extra time you'll need to deal with it. let's show you how good it sells where. this is north of the accident scene in springfield. very light. that's because everyone is stuck behind the accident. 395 looks pretty much the same up to the 14th street bridge. a last live look out on the other side of town. route 50 at the bay bridge, nothing like yesterday. it's looking good. all lanes are open across the bridge span east and westbound this morning. we'll be back with more traffic at 6:58. back to you guys. monika has had a busy morning. howard has a busy morning as

sustained at 80 gusting toward 100. had some gusts to 70 in new orleans in just the past hour. bands going back toward mobile. there was a tornado there earlier today. the hurricane itself, winds of 780, gusting to 100, moving west, northwest at 6 but creeping here. forecast on the hurricane center takes it northwest through the day. by afternoon getting between baton rouge and lafayette and maybe toward alexandria this evening and toward shreveport tonight. tomorrow through arkansas and then through missouri but the rains will be a tremendous issue with this system as the estimates of rainfall. in is our computer model. up to 20 inches of rain. even monroe there could be 8 to 10 inches of rain. around here a great day. nice at the bus stop. clear, pleasant. temperatures running low 60s to low 70s. sunrise just happened about ten minutes ago at 6:35. it is going to be a gorgeous day. lunch time as we said, get outside and enjoy.

81. northeast wind at 6:00. 3:00 84. 85 should be the high. at 6:00 82. a couple of 50s. places like winchester, cumberland. the mountains of west virginia. nice and clear. reagan national 69 degrees. humidity 75%. our forecast today 85. a great day. tonight we'll dip into the 60s. maybe upper 50s again. a warm thursday, not too humid, 88. by friday we're going to get a shot of heat. look at that with a temperature in the mid-90s. for your weekend, well, we're going to drop into the low 90s saturday. there could be a storm late sunday into labor day as we will be watching some of the pois tur from -- moisture from isaac. we're going to go down to miami and the director of the national hurricane center. this has been a storm that's probably given you guys headaches. the forecast has had to change a lot with this one. >> yes, although we were able to get the hurricane warnings out for the coastlines of mississippi and southeastern

louisiana, including new orleans. 36 hours in advance. now we've got that hurricane unfortunately a large one moving very slowly over the coastal areas of the northern gulf coast. people think well, it's only a category one. that's the categorization based on the wind. those winds are going to be causing some power outages and damage and so forth. but what's even worse about this one is the large size and the slow motion. the large side is pushing the storm surge into these coastal areas and the combination of the larming size and slow motion -- large size and slow motion is going to cause the rainfall totals and flooding to pile up. that will spread well inland over the next several days. >> we're looking at some of the rain totals. normally when storms come ashore they weaken but because of the watchy -- the swampy areas, this could take a while to wind down. >> yes. it hasn't even completely come ashore. there's still so much of the

circulation that's still over the warm waters of the gulf of mexico, still able to pull in the energy from the ocean. the circulation is still a large one, still partially over water and it's very swampy in that part of louisiana. there's just no reason why we could think of right now that it should have weakened and it hasn't. the pressure really low. maximum winds especially in the eastern part here where it still has exposure to the open waters are up to 80 miles an hour. >> we're talking about some of the rain totals in southeast louisiana, southern mississippi. 10, 15, 20 inches. even inland in northern louisiana, arkansas, parts of mississippi we could have what? 10 inches? a foot. what kind of flooding is that going to cause even several miles inland? >> you make a very good point. several hundred miles inland, people don't think of themselves as being vulnerable to tropical storms and hurricanes. it's going to take until friday to get mort of louisiana, the center of -- north of louisiana, the center of circulation. that will allow rainfall totals to pile up in louisiana and mississippi. about you that will spread

northward. arkansas, tennessee, missouri, places like that and even farther north as remnant moisture goes north into the weekend. this will have a wide ranging effect. hurricanes are not just coastal events. the river flooding can occur days and days after the rains have stopped, well inland and days after landfall has occurred. >> talking to rick knabb. thank you for joining us. >> thanks for having me. we'll be right back with more 9news now right after this.

today is wednesday, august 29. here's a check on the news before you go. a truck driver died in this fire early this morning on the fairfax county parkway at interstate 95. the fuel tanker crashed and caught fire. crews are trying to clean up

one more thing before we go, a lot of us in the media and general public talked about the vitt roll coming out with the campaign. one of the disconcerting things we read online is chris christie gave the keynote address. so many people are talking about his weight and how unhealthy and not talking about the message, what's going on. they're being sort of mean. >> really they are. even people from new jersey delegation commented on it. they said they know he has gotten larger and has put on a lot more weight than we've seen before. >> he also talked about it publicly. >> they also stressed what did he say? do you know what he said? listen to his message.
