high flooding remains. dozens have been rescued from flooded homes, some of them not able to follow evacuation orders. >> we tried to leave and then we didn't becae we had nowhere to go. >> reporter: hundreds of thousands of people are without power. isaac keeps churning across the region. >> this storm a very slow moving storm. it will be moving through our state. we'll be dealing with this storm through early friday morning. >> reporter: as the center of the storm moves farther inland it could bring over a foot of rain to the region. >> we are very much in this fight of hurricane isaac. we are still under hurricane warnings with the flash flood and tornado watches remaining in effect. >> reporter: new orleans mayor mitch landrieu warned residents to stay prepared. >> in the city of new orleans i would just like to say now is not the time to let your guard down. you have to stay hunkered down and stay inside and you have to stay on task. >> i more damage for this storm than i did for katrina and i

rode out katrina. >> reporter: forecasters predict isaac will weaken as it moves over land the next 48 hours. now 56 parishes have issued emergency declarations and new orleans will be in a dusk till dawn curfew come nightfall. back to you. >> we just saw a couple people walking behind you and we know after katrina the police in new orleans had to deal with a lot of looting. it part of the reason for the curfew is that that's happening again? >> reporter: yes yes, absolutely. there have been some issues. the mayor said if you loot, plan on bearing an orange suit meaning the mandatory three year sentence for looting will definitely be imposed. they are issuing zero tolerance

for anyone being out hindering the work of emergency responders. >> hard to imagine anybody would think about looting in a situation like this. thank you. i'm in the tropic tracking center with more on some of those rescues. a lot of them have been in plaquemines parish just south of new orleans. before the sun rose neighbors were helping neighbors in boats and once the sun was up the national guard and other emergency crews were able to help respond. it all became necessary as the water started to come over a levee. >> but the water came up so quick it looks like we lost everything. if i have to, i'm going to have to shoot the hole in the attic to get pout on our roof. >> that is gene -- out on the roof. >> that is gene otto trapped in the roof with his wife and newborn child. he said the water was over the door frames on the first floor of his house. we're told everyone who needed

rescued in plaquemines parish has been reached tonight. fairfax county's virginia's task force one is standing by to head to the gulf coast. the elite team has been deployed in most of our natural disasters worldwide in the last two decades including haiti, japan and to katrina. fema will make the final decision if the team is sent. we are hearing report highway no. 90 which is the main drag along the gulf and mississippi is washed out near biloxi. that part of the gulf is seeing its own share of flooding. our own scott broom is there live. i've been to biloxi once, but i do remember a lot of fancy casinos down there. >> reporter: this is the end of the road here interstate 110 where it meets hoyt 90 and out there you can see the -- highway 90 and out there you can see the gulf of mexico. that's normally beachfront, a

real testament to the power of isaac as it lingered and ling ired, how much water it pushed -- lingered, how much water it pushed onshore where 140 miles away from the center of the storm we had significant flooding in cities like mobile and biloxi. take a look at some of the pictures. you just mentioned casino row down here. this is the big bo rivage casino, highway 90 you just mentioned. it has been under water much of the day. this is flooding in biloxi, not a lot of wind damage, but there's been a significant at of flooding and not a whole -- amount of flooding and not a whole lot of damage as far as winds are concerned, but highway 90 being washed out like this is a really big problem. the water is beginning to recede as the storms move away. folks in mississippi and alabama are already getting started cleaning up. scott broom, 9 news now. >> what a mess. i hope they can get it cleaned up quickly as possible. you can tune into our digital

52,000 injuries from bike and vehicle collisions in the u.s., more than 600 people on the bikes killed. the republican national convention gets back underway in about 45 minutes. joining me now is bob schieffer, chief washington correspondent for cbs news. bob, i guess if mitt romney's challenge is to make people like him, this is supposed to be paul brian's night. does he have to convince people -- paul ryan's night. does he have to convince people he'sen as scary as people say he is and -- he's not as scary as people say is he and the plan from this ticket is one the country can embrace? >> if i understand from the campaign people, paul ryan is going to talk about how scary barack obama is. i couldn't think he's going to talk much about -- i don't think he's going to talk much about himself. a lot of people thought last night governor christie was going to do that. what we saw last night was some good sound political speech

that was by chris christie but kind of pg rated. there's no question they dialed back. the person who stole the show here last night and really just captured the hearts of the people here at the convention was ann romney. she was just -- as speech goes, it was a good one, one of the best i've heard by politicians on either side of the aisle. so tonight is will be paul ryan's turn. he will take the fight to the democrats. then tomorrow night, of course, will be mitt romney's night in the spotlight and you're right. one of the problems they're dealing with here is these polls continue to suggest that people just like the president more than they like mitt romney. i mean the recent cbs poll showed that even people who thought that mitt romney was best qualified to fix the economy, the same poll shows that they still believe that barack obama had a better understanding of their lives,

campus making a special plea to young people to get out the vote this november. let's go back to top are now for the latest on tropical storm isaac. lots of people watching it, top. >> we still have the track to worry about. it's moving very slowly, maximum winds still 70 miles per hour which makes it a high end tropical storm, again over 74 miles becomes a hurricane, under a tropical storm. it is about 55 miles west of new orleans and look, by 1:00 tomorrow afternoon still a tropical storm. anything over 39 miles per hour is a tropical storm, so still a tropical storm and still in the state of louisiana tomorrow afternoon. after that it will pick up a little steam, go through arkansas, another 24 hours, friday afternoon, and then really begin to pick up speed and turn more northeast as we go through saturday and sunday. by the time we get to sunday some of the moisture, it's going to be right about here sunday, but some of the moisture will get into the metro area sunday and also for labor day. rainfall, they're not done. they're nowhere near done.

heavy bands of rain still affecting mobile, biloxi and pretty much the entire coast of louisiana, almost the entire southeastern part of louisiana. again movement is off to the west, northwest at 6 miles per hour. so it's barely moving anywhere. it's going to be in louisiana another 24 to 36 hours. winds, 46 mile-per-hour wind baton rouge, 48 new orleans and a 43 mile-per-hour wind in biloxi. you can see where the storm is right now between morgan city and new orleans, 53 mile-per- hour wind just west of morgan city and a 41 mile-per-hour wind over in lake charles. winds are still a factor. rain is the big keith an additional 4 to 10 inches of -- big key. an additional 4 to 10 inches of rain possible on the gulf coast. for us flip a switch, live look outside looking out towards tysons brought to you by michael and son, fantastic really, 86, dew point in the 50s. that's great. comfortal, not very humid. i can open my windows tonight,
