let's see this thing all the way through! let's get this done channel thank you and god bless you all! >> pelley: paul ryan, the republican nominee for vice president. 42 years old congressman from wisconsin, sounding every bit like the chairman of the house budget committee that he is, and here is the rest of the ryan family. his wife, jana, her daughter liza and her sons charlie and sam. and that is the congressman's mother who lives here in florida. he is hugging there. mrs. ryan is an attorney and a former lobbyist. they still live in janesville wisconsin on the same block where he grew up.

congressman ryan sure brought them to their feet. he said the name zero obama or obama care by our count at least 20 times in this speech. bob schieffer? did he accomplish what he set out to do? >> well, he made a good run at it, i will tell you that. i mean, this is the night that paul ryan, the policy wonk became bang the attack dog, i mean he took it right to the president, but he did it by what i think is always the most effective way to do these kinds of things. he did it with a razor sharp wit. he gave the delegates some great lines they can go home and say did you hear what paul ryan said? so in that sense i think he did about as well as you can do on one of these. >> pelley: well, a big, a big finish for this night of the republican national convention. the next big test for paul ryan comes in six weeks when he

>> 9news has been tracking isaac all day and all night. >> amazing images show record rainfall, dramatic rescues, and a ton of tornadoes. >> now topper says a battered gulf coast is due for even more damaging weather. 24 hours since isaac made landfall, and now it has been downgraded to a tropical storm. >> a significantly weaker huer can than katrina which hit seven years ago today but still dangerous and destructive. >> we have team coverage. i'll show what you people in louisiana and mississippi can expect through the night, but you've got see this incredible video. a possible tornado hit gulfport, mississippi that sent debris flying and ripped trees out of the ground. in louisiana evacuations were ordered. drew levinson joins us with the

latest. >> reporter: wind of isaac battered gulfport mississippi, dumping as much as an inch of rain per hour. rescue teams plucked stranded residents from rising waters after the storm pushed water over the top of a levee in plaquemines parrish south of orleans. >> this ain't never, ever happened to us. >> reporter: flood waters reached 14 feet deep in some parts of the parrish. as many as 800 homes could have significant water damage. >> we'll be able to rest easier knowing that all the people are out of harm's way. >> reporter: 70-year-old fred leslie cried when firefighters got to his home to rescue him. this is the second time he's lost his home. the first time was seven years ago with katrina. >> enough's enough. time to go. >> reporter: there may bea few stragglers but for the most part people are abiding by the

dusk to dawn curfew. flooding is minor in new orleans and power loss is mostly due to wind, not rain. >> if you're somewhere safe, stay inside, stay off the road. this is not over. >> reporter: isaac is expected to linger into friday. drew levinson, cbs news, new orleans. >> thank you, drew. the latest information we have, about 10 minutes ago, heavy rain is going to continue in new orleans overnight. let's talk about radar. it is located 70 mails to the west-northwest of new orleans. it's creeping off to the west at about 6 miles per hour. hasn't moved much. it's about 15, 20 miles south of baton rouge. the bands are just incredible. look how far to the east the bands extend out. this is the band that may have produced that tornado. even heavy bands through mobile, alabama. rainfall this is just since

eventually affect our weekend in just a bit. police are investigating what they think is a murder- suicide near charlottesville. we're talking about four people dead, a 49-year-old woman and her three children, all found inside the family home about midnight last night. police do say they think this is an ace late incident which poses no threat to the outside community. tonight a follow-up on a 9 news story we first brought you two years ago. it was august 20 10. a catholic university student was killed in cold blood in a dark northwest washington neighborhood. tonight in response to that murder the neighborhood has emerged from the darkness, literally. matt jablow joins us live in northwest to explain. matt, what's happening? >> reporter: anita, something good has come of something unbelievably sad. that's what residents were saying tonight about the improved lighting here in sherman circle. in the de aftermath of a terrible tragedy a little more than two years, a residents of this northwest washington neighborhood said, let there be light. >> people don't want to come

out after dark. >> reporter: tonight they got their wish. it was august 22nd, 2010, just after midnight. 31-year-old neil, a graduate student, was biking home on the way back from work when he was shot to death just off sherman circle. police say the motive was robbery. >> this is tragic all around. >> reporter: the murder drew immediate calls from residents and lawmakers to improve the lighting in the neighborhood. >> my friends, lights are the most important, most efficient crime prevention tool we have. >> reporter: tonight the lights were turned on for is very first time, the and residents here could not have sounded any happier. senate's getting darker sooner, and a lot of us like to walk our dogs in the park so we feel much safer. >> there was a murder here not too long ago, a block over, so it's good to have some extra lights around for extra safety.

>> reporter: coincidentally, the trial of the young man accused of killing neil is now underway downtown. derek, anita. >> better lights are a better thing. thank you, matt jablow. one moment jody grant was biking in bethesda, but the very next she was lying on the ground bleeding. she had a broken nose and broken bones. she was hit by a driver who raced away. now she is on the road to recovery but she is hoping that the person who hit her will come forward. she is also hoping her story can spark a larger conversation about some dangerous driving habits. >> i see a lot of texting, i see a lot of talking on the phone, i see a lot of absent minded lane changes, people making u-turns without signaling. >> as you can see, she took quite a pounding in that accident. crashes between cars and bakes in this country injure an average of 1,000 people every week. and tonight at 11:00, we've

got some new information about an accident caused by a 100- year-old man. he claims his brakes failed, and that's what caused him to jump a curb outside a los angeles elementary school. 11 people were injured, including nine kids. that driver turns 101 next week. when they asked him, are you too old to drive, he said no. the republicans pounded president obama on foreign policy on night two of the republican national convention. they then gave vice presidential nominee paul ryan a chance to draw the distinctions with economic policy as well. gary nurenberg is here with highlights. >> much of the country just saw ryan for the first time. a gallup poll showed 26% of americans either had never heard of ryan or had no opinion about him. in the most watched speech of his career ryan just had the chance to do something about that. it took only moments in prime time for ryan to attack the

obama administration. >> they promised ideas. their moment came and went. fare and division is all they've got left. after four years of getting the run-around, america needs a turnaround, and the man for the job is governor mitt romney! >> noting the troubled economy he asked -- >> so here's the question. without a change in leadership, why would the next four years be any different from the last four years? >> knowing he's been criticized for his proposals to change medicare, this. >> the greatest threat to medicare is obamacare, and we're going to stop it. >> blasting obama for national debt, a promise. >> before the mass and the momentum overwhelm us all, we are going to solve this nation's economic problems. >> we have to cut the spending. >> before prime time a tribute video to ron paul because he wouldn't let the romney campaign vet his remarks.

>> the whole damn thing is still you know constitutional. >> also, out of prime time, a video tribute to the presidents bush. >> dad and i both know what it takes to be president, and there's no doubt in our mind that mitt romney will be a great president. >> and remarks from virginia governor bob mcdonnell's daughter. >> we need leaders who don't play chicken with our nation's defense. >> the party's 2008 nominee also critical of the administration. >> we've let the challenges we face both at home and abroad become much harder to solve. we can't afford to stay on that course any longer. >> and from the stage of the republican convention wednesday, really, this apparent wish for the obama administration. bin laden killing speaks out for the first time.

one of the navy seals responsible for killing osama bin laden is breaking his silence. the man who goes by the pen

name mark owen has written a book. owen was the second guy in the room when bin laden was shot. he took photographs of the body that were never release he'd. owen says the story isn't about him but about the hundreds of americans who spent years gathering intelligence, finding, planning, and training. the seals took care of the last 40 minutes, he says. a full-size replica of the compound was built in the u.s. for training, and there was a dress rehearsal for the top brass. >> how did that rehearsal go? >> it was fine. this is nothing new to us. the part that was new was all the vip's sitting there watching. one of the things i liked after the facts, i remember admiral mullen coming by talking to us. that was cool that they walked by, shook our hands, said, are you guys ready, can you pull this off, and i'm pretty sure to a man we all said, yes, absolutely. >> owen's book was scheduled to

be released september 11th. that date has been pushed up to september 4th. you can see the full interview september 9th on "60 minutes." tonight the government is offering up $10,000 for ideas on keeping so-called loose nukes away from the terrorists. the state department is launching the innovation in arms control challenge aimed at entrepreneurs, technology people, gadget geeks, students, you name it. it comes as the obama administration moves to reduce the number of nuclear weapons worldwide. now back to the republican national convention in tampa. for those who had never heard of or seen vice presidential nominee paul ryan before, this was your night. man did we see and hear paul ryan. he seemed to hit a lot of the right notes, at least as part of the party is concerned. former maryland governor and romney state campaign chair bob ehrlich is in tampa. sitting across from me is

democratic strategist mo elayse. i counted two or three sentences before romney's name was mentioned in praise. governor ehrlich, are you there? we'll get to him. i'm sure he will be up in just a couple of minutes. he's live in florida. i'll start with you. what did you think of the speech? paul ryan was passionate, if nothing else. >> is is he gives a good speech. he's very animated, very energetic. he gave a speech that was fantastic for the gop bea.s i'm not sure there was a lot in there, though, for independents and undecided voters. he glossed over a lot of his own record. most of his speech was spent attacking president obama. at least two-thirds of it was attacking president obama. but everything he attacked him for, or many of the things, were issues that he previously had supported. >> we did take note of the fact that he brought up medicare,

which is one of the clubs i think he was expecting to be beat over the head with as the campaign goes on. he tried to disarm that by saying, hey, we're the ones that are going to save medicare d. that work? >> no, because the basic fact is paul ryan sat there and attacked the president for $700 billion in savings that the president thenputs right back into services for seniors. paul ryan's plan also has $700 billion in savings. so he's attacking the president for doing the same thing that he does with one exception. paul ryan doesn't put that money back into the services for seniors. he uses that to pay for tax cuts for the wealthy. and that's where i think he is going to have problems. >> i'm really going to have that we have governor ehrlich on the line from florida. do we have him yet? we do not. let's talk about some of the great lines that were in this speech, because, as you pointed out, paul ryan went after president obama. i even wrote down a couple of

things. he said his presidency is a ship trying to sail on yesterday's wind grasping at a moment that has already passed. pretty effective, isn't it? >> again, if he's speaking just to the people in that hall. but i think most independents realize, and they're the ones that decide a lot of these elections in the battleground state, they realize he's talking about graspingt policies of the past. that's exactly what the republicans are trying to do, is take us back to the policies that got us into the economic mess in the first place. >> i'm told that we do have the governor so let's take a look. there he is. governor earl liquors can you hear me? >> i can. >> let me get your first impressions of paul ryan's speech. did he praise romney enough or was he basically just attacking the president? >> well, both. it's a meat and potatoes speech. it's about mitt romney, his economic plan, and it's about taking shots at the president,

and that's the job of the vice president, of course. vice president biden has done that job very w. >> now, we did hear that he tried to defend himself against charges that he wants to attack medicaid. he said, no, no, we're the ones who are going to save medicaid. our guest here says that doesn't hold water. >> medicare is part of this message. this was entitlements, social security, medicaid, jobs, dollars and cents, credit rating, tax reform. it was all about dollars which is really the central message of this campaign. last night obviously was about women obviously with ann, but beginning last night with chris christie and through tonight with the vice presidential nominee paul ryan it is about dollars and cents, appealing to a very angst ridden -- a very angst-driven, i should say, middle class, very nervous about the economy.

>> i thank you both for joining me. we will look forward to the debates between joe biden and paul ryan. >> that will be a fun one. >> should be a real good one. >> let's send is it back to topper shutt. >> more rain across much of louisiana. here's the latest model indication how much rain is going to fall in the next 48 hours. the orange-red is four to five inches of additional rain. a tremendous amount of rain in nortestern louisiana as the storm lifts northwestward towards alexandria. winds are still tropical storm force. 47 miles per hour wind in new orleans, 37 in baton rouge, 45 just to the west of morgan city. no wonder why hundreds of thousands of people have no power. they've had anywhere from 40 to 80-mile-per-hour winds over the last 48 hours. the track, it will slowly work its way northwest. it's 60 miles west-northwest of new orleans and is moving west- northwest at 6. so even by tomorrow it is still going to
