porch of a home. a man in a boat tried to her them to safety. crews cut holes in a nearby levee to relieve pressure and allow the water to drain back into the mississippi and nearby marshes. in la place entire subdivisions are evacuated after isaac's floodwaters rushed in. the rescue efforts continued today as the coastguard used a helicopter to lift a family from their flooded home. here in nearby reserve, louisiana, entire neighborhoods remain under heavy water after evacuating in the middle of the night. some families have come back to see what's left. it could be days before the water starts to recede. >> this is worse than katrina to us. >> reporter: rashad brown and his friend used a boat to take their neighbors to dry land. >> a lot of people coul't walk through this. it's too deep. >> reporter: they also rescued a stranded dog. ricky frazier and his family were also forced out of their home left shaken. >> that's all replaceable. they're not. that's all that matters.

>> reporter: in louisiana alone more than 900,000 are without power today and many people won't have electricity for several more days. karen brown, cbs news, reserve, louisiana. >> we should note downed power lines also a big problems in new orleans, but the brand-new levee system kept flooding to a minimum and in the wake of the devastation we're hearing countless stories of one amazing rescue after another. >> reporter: i'm scott broom in moss point, mississippi near pascagoula and nobody here thought a category 1 hurricane making landfall 160 miles way from here in another state would result in flooding like this. >> it's not a katrina. it's isaac. >> reporter: 20 inches of rain from a storm that simply will not leave. and now roberta turner's disabled mother betty is trapped.

>> she has alzheimer's and i was really, really concerned about getting her out of there because i don't want nothing to happen to her. >> reporter: this was approximately the 200th rescue of the day. rescuers predict they'll be doing this for at least another 24 hours. >> areas that are flooded now, it's just going to get worse. >> we've been rolling all day. >> reporter: bewildered residents were brought to the town's public safety clothing, some still in bed clothes, others clutching pets. they remember loaded on school buses taken to a -- they were loaded on school buses taken to a high school on higher ground with no idea how much higher the water will get or when they can go back home. mississippi national guard is here with trucks that can navigate the flooded streets. mississippi's governor is frustrated by isaac's lumbering pace. >> night and day wind has been blowing, rain has been falling, surge has been coming in. this system stalled over the gulf coast and will not move out. >> reporter: the rain just keeps coming even as isaac

slowly moves farther away. there will somebody more rescues here in the days to -- will be many more rescues here in the days to come. low lying areas near moss point and pascagoula are under evacuation orders this afternoon. rescuers still have not counted how many thousands will have to move. >> that was scott broom reporting live from his mobile newsroom. we got to tell you a lot of us i think thought well, it's a category 1. it won't that be bad. you did not expect to see this flooding. >> the water always gets you. unfortunately where scott is a lot of the water upstream has to drain down. >> so in other word, more is still to come. >> it will probably -- words, more is still to come. >> it will probably go up before it goes down. this thing really won't die completely. heavy rain and showers going through jackson. it is now pushing into northern louisiana and still some pretty heavy activity even at this hour in through eastern and

southeastern mississippi. again the whole system will rotate very slowly off to the north and the west, but very, very slowly. in fact, we'll show you the track. we are looking at -- is going to probably take until tomorrow afternoon to get -- it's going to probably take until tomorrow afternoon to get into northern arkansas. saturday 1:00 it will be just to the west of st. louis and then it will begin to accelerate off to the east and we'll come back and let you know if that means a wet or stormy holiday weekend. >> thank you, top. a 23 year sentence for 24- year-old george huguely, the former university of virginia lacrosse player who killed his girl friend in an alcohol- eled beating in 2010. andrea mccarren has followed the proceedings since day one and is live in charlottesville with more. a lot of different emotions out there this afternoon, venezuelan. >> reporter: that's the truth, derek -- afternoon, andrea. >> reporter: that's the truth, derek. george huguely shuffled into the courtroom this afternoon, his wrists and ankles shackled.

the former uva lacrosse player showed no emotion at all until he faced the family of his former girl friend, yeardley love. he turned to them and with his voice breaking he said, "i'm so sorry for your loss. i hope and pray you may find peace." now tonight the huguely family issued a statement saying, "today is a sad day for our family. we love george and will always support him. we continue to believe yeardley's death was not intended but an accident with a tragic outcome." huguely's defense team had asked for a 14 year sentence. here's the reaction to the eventual 23 year sentence from the defense team and first the prosecution. >> we believe that the jurors here in charlottesville got it right. the judge made some adjustment based on an appropriate factor to take into consideration which is the sentencing

guidelines and he otherwise nearly without modification affirmed the judgment of the jurors. >> we fundamentally believe in the jury system and in our courts, but we fundamentally disagree that the conviction in this case for second degree murder was at all appropriate and we basically disagree with the sentence that was imposed today. >> reporter: in fact, huguely and his defense team plans to appeal both the sentence and his conviction on second degree murder. yeardley love's mother and sister lexie looked stunned in the courtroom when the judge said he would reduce the 26 year sentence that had been recommended by a charlottesville jury. they said in a statement tonight they would work diligently to try to prevent this from happening to any other family. the loves have alsofiled a $30 million civil suit against huguely. once again to recap, a 23 year state prison sentence for

george huguely with time served. he is likely to serve fewer than 20 years. derek, back to you. >> correct me if i'm wrong, but it saved to dave chapman, the prosecutor, what you asked for his reaction, he said all i see is lost and he seemed to choke up a bit. did you get that same feeling? >> reporter: that's a great observation, derek. he also choked uprepeatedly in the courtroom. remember, this has been part of his life and handling sensitively dealing with yeardley love's mother and sister lexie has been a part of his world. it was just an emotional case all around regardless of the circumstances. there's one young woman whose life is gone and another young man whose life is certainly damaged because of his apparent actions. >> andrea mccarren, thank you, great job down there. on to the 2012 republican national convention now and here is a live look inside the tampa bay times forum tampa

>> to get the opportunity to be back here again and race again in front of the entire world is just indescribable. >> exactly. pair listennic athletes compete in 20 different event -- paralympic athletes complete in 20 different events. these are on track to be the most watched ever, almost 2.5 million tickets sold. a federal court strikes down a texas law that would require voters to show a photo id before they could vote this november. the three-judge panel noted racial minorities in texas are more likely to live in poverty. this is the third court ruling in three days striking down republican-backed voter id laws. gas prices rising again tonight. well, experts say isaac has something to do with it. it hit the gulf and knocked out some of those big drilling platforms out there. nationwide drivers are paying $3.83 a gallon up 11 cents since this time last week. here in the d.c. metro an average of 3.80 a gallon up nine cents from last week.

in the mailbag tonight lots of reaction on our wusa9 facebook page regarding that federal appeals court ruling striking down a voter id law in texas ruling the law had a disproportionate effect on minorities who tend to be poor. most of you thought the court was wrong. t. judgment chapman writes i have to show an id to buy a damn video game or dvd at wal-

mart. voter cards are a printed piece of paper that could easily be made copies of and put any district you want on it. i don't see how having to show a photo id is discriminatory against anyone. there were similar sent i.s from marianne -- sentiments from marianne. when i go to see a doctor, i need a photo id. that means the elderly would also need one. they need it to use with your insurance and medicare to say you are who you are. but ed violet points out voter id laws are a solution in search of a problem. your dogs could attempt to vote under someone else's name and could face 10 years in prison. it's a dangerous way to steal one single vote. that's why it's so very, very rare. why, exactly, ed, and if policing voter fraud is really the goal, then make it easier for people who are poor or old
