before they can enjoy that first they have to get here which is me small feat on a day that's been nicknamed terrible traffic tuesday. summer is over. people are going back to work, kids going back to school. what this essentially means is this is now a return to the worst traffic in the entire country. sounds pretty terrible, right? here's what you can expect on the roads today according to aaa. 2.8 million commuters in the d.c. area. about a million students that will need to be transported to and from school. and more than 7,000 school buses. here is john towson with aaa. >> the traffic will increase by 26% over what the level of traffic and gridlock wise during the summer months. so you can expect a 26% increase in traffic. the bulk of that or ground zero will be around 9:00 when all the parents finish carrying their kids to school.

>> a 26% increase in traffic overnight. what that means is the average commute in the d.c. area is going to jump from 20.4 minutes of traffic delays per day to 25.8. so that's about more than five minutes tacked on to your commute every day. to make matters worse, tonight you've got the washington nationals playing a home game against the chicago cubs. it's 7:00. so that's going to tack on a ton of extra traffic near nats park. so plan for that during the evening commute. coming up at 6:30, we're going to have an interview with fairfax county superintendent jack dale. dr. jack dale. he's going to be here. and we'll be talking to him about what today means to him because this is his first day of school as fairfax county superintendent. a lot of questions to ask him coming up at 6:30. >> kristin fisher live in norton, virginia this morning. today is the first day of school for prince george's

county's new school superintendent dr. alvin crawly. he will lead the school system through the end of the school year. he spent 16 years working as an administrator in arlington county schools. he will replace dr. william heit who left prince george's county for philadelphia. it is 6:04. in campaign 2012, the democratic national convention begins tonight in charlotte, north carolina. first lady michele obama will deliver his speech tonight. maryland governor martin o'malley will also speak in prime time. as susan mcginnis reports, a misstep by the maryland governor has thrown democrats off message. >> reporter: the stage has been built, the party platform released and democrats are ready to kick off their 2012 convention. >> this has been such a historic time, i couldn't imagine not coming. >> reporter: but as the festivities begin, republicans won't let go of the question are americans better off than they were four years ago. >> they can't tell you that you're better off. >> reporter: the obama team

off the prime time coverage of the convention with his keynote address. president obama used the 2004 keynote to launch himself into the national spotlight. >> in charlotte, susan mcginnis, 9news now. former virginia governor and current u.s. senate candidate tim kaine will address the convention this afternoon. we'll have coverage of all the speeches later tonight on 9news now at 11:00. in just a few hours, a former top campaign aide to d.c. mayor vincent gray will be back in court. thomas gore pleaded guilty in may to organizing the under the table payments to former mayoral candidate suleman brown. it was all part of an alleged shadow campaign to get gray elected. gore was the first of three campaign aides to plead guilty in this. today's hearing is going to decide whether or not -- excuse me, decide when gore will be sentenced. prince george's county and montgomery county residents could see a hefty increase in their water bills. the wssc needs to increase funding for some construction projects.

on the amazon best seller list. >> as mariellen hopkins reports, the formerly anonymous author could be in a lot of trouble. >> reporter: the former seal team six member spoke with cbs's 60 minutes. in the interview he went by the pen name mark owen. his face and voice changed to hide his identity. but his cover has since been blown. he said his book originally september for a september 11 release is not aimed at influencing the election. >> my worry from the beginning is it's a political season. this book is not political whatsoever. it doesn't bad mouth either party and we specifically chose september 11 to keep it out of the politics. >> reporter: his account offers new details of last year's raid. he says as the team went up the stairs at bin laden's compound in pakistan, the al qaeda leader poked his head out. two shots were fired.

by the time they got inside, bin laden was on the floor not standing up as was first reported. he and another seal then fired into bin laden's chest to make sure he was dead. the military's top lawyer warned the author last week that he had violated secrecy agreements and broke the law with the book. he said the military was considering pursuing all available legal actions against him and his publisher penguin putnam. his lawyer says he did not violate military secrecy agreements or break the law and said he is confident he did not disclose classified information. i'm mariellen hopkins for 9news now. >> military insiders say the real impact of the book is that it broke the code of silence among covert military operatives. if the pentagon has its way, both the author and its publisher may be forced to forego all the royalties. it's 6:15. howard is here. we're talking about terrible tuesday as far as traffic and what will we describe wept

toward 121, one continuous slowdown till you hit germantown. all the lanes are open. we have several minor accidents all over town right now, including on the southbound side of the 270 spur ramp to democracy boulevard. that should be in its clearing stages. let's take a live look outside of the on the outer loop of the beltway you will hit the brakes leaving 95 toward university boulevard where i would say the pace improves heading into silver spring. it might be a little slow at georgia avenue as well by the way but all the lanes are open. by the way beach drive has been reopened over at joyce. there had been a fallen tree early this morning. back over to the maps. this time northbound on i-95. it is very slow in quantico of the then again in woodbridge and through springfield. a live look there first. northbound 95. everyone does seem to be behaving themselves. i think a lot of you are getting an early start and that's a good thing this morning. slow from route 644. let's go a little further north on to 395. brake lights a little further north of duke street heading toward seminary road. then again at the 14th street

mentioned we're growing 2% this year. we've grown about 15,000 kids over the last five years. so we are dealing with growth, growth, growpt. we -- growth. we have the two facilities, the south county middle school and mason crest elementsly school. we also refurbished an additional school to increase capacity and additions on high schools. we have a great construction program but we're running out of space here in fairfax. it will be a challenge in the next five, ten years. >> reporter: and a challenge for a new superintendent because for those that do not know, this is dr. dale's very last first day of school as superintendent. what are your thoughts? what are you going to miss the most? >> that's interesting. i will probably not miss getting up at the crack of down to do these morning interviews but i think the people in fairfax. just amazing people from kids to families to 25,000 employees that we have. we have phenomenal people and i'll miss that kind of intellectual interaction and

challenge. great place. >> reporter: dr. dale, thank you so much. best of luck today. hope things run very smooth. for now, back to you, mike and andrea. >> kristin fisher reporting from lorton, virginia. some parents in arlington county will be driving their children to school today, and they're not happy about that. to ease crowding on school buses, the county announced it will strictly enforce walking zones for students. if you live one mile from an elementary school or one and a half miles from a secondary school, you won't be allowed to take the school bus. some parents are trying to get the policy changed but they didn't get it done before the school year began. well, this morning residents in the district's bloomingdale neighborhood are getting back to the cleanup. their homes were damaged by flash flooding over the weekend. d.c. fire crews even had to use some boats to rescue some people and some drivers that were trapped by the floods on sunday night. the deluge flooded scores of basement apartments along u street and rhode island avenue in northwest. many residents say this is not the first time this has happened but it is by far the

worst they've seen. >> it scared me when i saw the water force that door open. i couldn't believe it. >> mayor vincent gray has appoint add task force to coup with a plan to fix the problem. until then, though, authorities suggest residents keep plenty of sandbags nearby. about 3,000 people living in louisiana will wake up in shelters nearly a week after hurricane isaac. president obama met with some of the people monday whose homes were destroyed by the storm. he promised some federal aid that the government is going to provide some disaster relief as soon as possible. right now thousands of customers in louisiana, mississippi and arkansas are still without power. it 16:36. jessica doyle is here -- it is 6:36. jessica doyle is here with another money report. >> one retailer is ready for the christmas shopping season. 111 days early. >> you have started your christmas shopping yet? >> making a list. >> that's good. well, toys 'r' us is making it easier for you on this, the
