overnight showers we had north and west of town. 83 by noon. we're looking at a high near # 7. that -- near 87. that will probably happen by 4:00 p.m. as we get into the afternoon with more daytime heating, better chance we'll pop showers and storms in this very tropical humid air mass. 68 in is the cool spot. culpeper 72. 75 across the bay in easton. the showers overnight, they lifted southwest to northeast. they're now in pennsylvania and jersey and approaching rhode island. around here our radars are looking good. on the quiet side. a couple of sprinkles not far from hagerstown. here comes monika samtani. here comes traffic. oh, yeah. we've already seen a lot of volume on our major thoroughfares early this morning. now an accident on the beltway in bethesda. it's right here on the outer loop just past i-270 sitting along the right side. apparently a car spun out and police are on the scene. if you're planning to head over

before they can enjoy that first they have to get here which is me small feat on a day that's been nicknamed terrible traffic tuesday. summer is over. people are going back to work, kids going back to school. what this essentially means is this is now a return to the worst traffic in the entire country. sounds pretty terrible, right? here's what you can expect on the roads today according to aaa. 2.8 million commuters in the d.c. area. about a million students that will need to be transported to and from school. and more than 7,000 school buses. here is john towson with aaa. >> the traffic will increase by 26% over what the level of traffic and gridlock wise during the summer months. so you can expect a 26% increase in traffic. the bulk of that or ground zero will be around 9:00 when all the parents finish carrying their kids to school.

>> a 26% increase in traffic overnight. what that means is the average commute in the d.c. area is going to jump from 20.4 minutes of traffic delays per day to 25.8. so that's about more than five minutes tacked on to your commute every day. to make matters worse, tonight you've got the washington nationals playing a home game against the chicago cubs. it's 7:00. so that's going to tack on a ton of extra traffic near nats park. so plan for that during the evening commute. coming up at 6:30, we're going to have an interview with fairfax county superintendent jack dale. dr. jack dale. he's going to be here. and we'll be talking to him about what today means to him because this is his first day of school as fairfax county superintendent. a lot of questions to ask him coming up at 6:30. >> kristin fisher live in norton, virginia this morning. today is the first day of school for prince george's

county's new school superintendent dr. alvin crawly. he will lead the school system through the end of the school year. he spent 16 years working as an administrator in arlington county schools. he will replace dr. william heit who left prince george's county for philadelphia. it is 6:04. in campaign 2012, the democratic national convention begins tonight in charlotte, north carolina. first lady michele obama will deliver his speech tonight. maryland governor martin o'malley will also speak in prime time. as susan mcginnis reports, a misstep by the maryland governor has thrown democrats off message. >> reporter: the stage has been built, the party platform released and democrats are ready to kick off their 2012 convention. >> this has been such a historic time, i couldn't imagine not coming. >> reporter: but as the festivities begin, republicans won't let go of the question are americans better off than they were four years ago. >> they can't tell you that you're better off. >> reporter: the obama team

off the prime time coverage of the convention with his keynote address. president obama used the 2004 keynote to launch himself into the national spotlight. >> in charlotte, susan mcginnis, 9news now. former virginia governor and current u.s. senate candidate tim kaine will address the convention this afternoon. we'll have coverage of all the speeches later tonight on 9news now at 11:00. in just a few hours, a former top campaign aide to d.c. mayor vincent gray will be back in court. thomas gore pleaded guilty in may to organizing the under the table payments to former mayoral candidate suleman brown. it was all part of an alleged shadow campaign to get gray elected. gore was the first of three campaign aides to plead guilty in this. today's hearing is going to decide whether or not -- excuse me, decide when gore will be sentenced. prince george's county and montgomery county residents could see a hefty increase in their water bills. the wssc needs to increase funding for some construction projects.

google's nexus7. two biggies out, the first pc for microsoft ever. the tablet will feature a built in stand, cover with keyboard. also that day windows 8. the new version of the operating system is touch screen enabled. so that's expected to inspire a whole new generation of pc gadgets. ultrabooks, even tabletop touch screens in the coming months. then october, november, amazon.com likely to release the new kindle and kindle fire. we'll probably learn more details. rumors are the fire tablet will be lighter and thinner with higher resolution. the ereader could also have an on board light. finally one for the gamers. september 13. that's when we might learn more from nintendo about the wii u. for now all they're saying is the updated console will be out

on the amazon best seller list. >> as mariellen hopkins reports, the formerly anonymous author could be in a lot of trouble. >> reporter: the former seal team six member spoke with cbs's 60 minutes. in the interview he went by the pen name mark owen. his face and voice changed to hide his identity. but his cover has since been blown. he said his book originally september for a september 11 release is not aimed at influencing the election. >> my worry from the beginning is it's a political season. this book is not political whatsoever. it doesn't bad mouth either party and we specifically chose september 11 to keep it out of the politics. >> reporter: his account offers new details of last year's raid. he says as the team went up the stairs at bin laden's compound in pakistan, the al qaeda leader poked his head out. two shots were fired.

by the time they got inside, bin laden was on the floor not standing up as was first reported. he and another seal then fired into bin laden's chest to make sure he was dead. the military's top lawyer warned the author last week that he had violated secrecy agreements and broke the law with the book. he said the military was considering pursuing all available legal actions against him and his publisher penguin putnam. his lawyer says he did not violate military secrecy agreements or break the law and said he is confident he did not disclose classified information. i'm mariellen hopkins for 9news now. >> military insiders say the real impact of the book is that it broke the code of silence among covert military operatives. if the pentagon has its way, both the author and its publisher may be forced to forego all the royalties. it's 6:15. howard is here. we're talking about terrible tuesday as far as traffic and what will we describe wept

senator. >> quiet -- weather? >> quiet this morning. radar is quiet. warm, sticky, muggy. the allergy count is way up as well on the weed and mold spores. but the threat for showers and storms is going to be with us once again, especially as we get into the afternoon and evening hours. here's a look at the bus stop forecast where temperatures are running in the 70s this morning. it's september after all but it's going to take a few more weeks before fall seems to get here, at least one if not two. 6:40 is the sunrise this morning. other than an isolated shower, we're just cloudy and muggy. we're looking at temperatures climbing into the 80s by noon with a better chance of some showers and storms for the afternoon and evening hours. the ride home may be marred by a few thunderstorms. 86 by 4:00 with a high around 87. could be 3:30, 4:30, that time frame and low 80s at 8:00. you'll notice the showers from overnight have lifted into pennsylvania. a couple of very light ones near hagerstown and western maryland. hagerstown this morning is 73. cumberland 72 with mid-70s down at the pax river naval air

station, easton 75. fredricksburg 74. and here in washington as we look outside on our michael & son weather camera. another cloudy morning. about 25 minutes before sunrise. starting to brighten up the clouds. 76. dew point 71. that is tropical air in place with the humidity at 85%. it's september now. there's still summertime heat going strong. look at oklahoma city and dallas. up around 105. 95 for kansas city. 09 in chicago. we'll see a little bit of heat creep toward us for thursday and friday as our temperatures get toward the 90-degree mark. in the short term still dealing with the remnants of isaac. you can see the circulation when we go back to the beginning. back here is where it is. this is still throwing much moisture and energy our way that the air mass in place is all sticky and it doesn't take too much to bubble up some showers and storms. that's why they're going to be with us today, tonight, tomorrow and even into thursday. looks like we'll have a chance of storms although it will start to wane.

toward 121, one continuous slowdown till you hit germantown. all the lanes are open. we have several minor accidents all over town right now, including on the southbound side of the 270 spur ramp to democracy boulevard. that should be in its clearing stages. let's take a live look outside of the on the outer loop of the beltway you will hit the brakes leaving 95 toward university boulevard where i would say the pace improves heading into silver spring. it might be a little slow at georgia avenue as well by the way but all the lanes are open. by the way beach drive has been reopened over at joyce. there had been a fallen tree early this morning. back over to the maps. this time northbound on i-95. it is very slow in quantico of the then again in woodbridge and through springfield. a live look there first. northbound 95. everyone does seem to be behaving themselves. i think a lot of you are getting an early start and that's a good thing this morning. slow from route 644. let's go a little further north on to 395. brake lights a little further north of duke street heading toward seminary road. then again at the 14th street

scrambling. and michele obama's speech and how her message will be different than four years ago. all that and more at 7:00 from charlotte. >> we'll be watching. summer is coming to a close for hundreds of thousands of children this morning. it is back to school in northern virginia today. some of the region's biggest districts are going back to class. alexandria, the city of fredricksburg, prince william and stafford counties all have the buses rolling for the first time today. >> kristin fisher is live in lorton, virginia this morning talking with the head of fairfax county schools. >> reporter: good morning. we're about an hour and a half away from the opening bell here at south county middle school. joining me now, fairfax county's public school superintendent dr. jack dale. thank you so much for being with us this morning. >> good morning. >> reporter: busy morning to you. this is as i said all morning, this is a brand new public school for fairfax county, one of two new schools in the district. how is this going to help the 2% increase in students this year in the county? >> our biggest issue as you

mentioned we're growing 2% this year. we've grown about 15,000 kids over the last five years. so we are dealing with growth, growth, growpt. we -- growth. we have the two facilities, the south county middle school and mason crest elementsly school. we also refurbished an additional school to increase capacity and additions on high schools. we have a great construction program but we're running out of space here in fairfax. it will be a challenge in the next five, ten years. >> reporter: and a challenge for a new superintendent because for those that do not know, this is dr. dale's very last first day of school as superintendent. what are your thoughts? what are you going to miss the most? >> that's interesting. i will probably not miss getting up at the crack of down to do these morning interviews but i think the people in fairfax. just amazing people from kids to families to 25,000 employees that we have. we have phenomenal people and i'll miss that kind of intellectual interaction and

challenge. great place. >> reporter: dr. dale, thank you so much. best of luck today. hope things run very smooth. for now, back to you, mike and andrea. >> kristin fisher reporting from lorton, virginia. some parents in arlington county will be driving their children to school today, and they're not happy about that. to ease crowding on school buses, the county announced it will strictly enforce walking zones for students. if you live one mile from an elementary school or one and a half miles from a secondary school, you won't be allowed to take the school bus. some parents are trying to get the policy changed but they didn't get it done before the school year began. well, this morning residents in the district's bloomingdale neighborhood are getting back to the cleanup. their homes were damaged by flash flooding over the weekend. d.c. fire crews even had to use some boats to rescue some people and some drivers that were trapped by the floods on sunday night. the deluge flooded scores of basement apartments along u street and rhode island avenue in northwest. many residents say this is not the first time this has happened but it is by far the

monika here with timesaver traffic. you're going to need to give yourself extra time at 6:42 in the morning. that's because it started to get heavy in the 5:00 hour on this terrible traffic tuesday. a lot more commuters than we're used to. summertime traffic patterns are over. on the southbound side of 270 in fact, you're going to find that long, slow lineup leaving frederick about 16 miles an hour at route 109, down to 121. we'll take a live look first on the southbound side of i-270 down at route 28 in rockville. look at all of that. definitely not used to that early in the morning heading down to the point where the lanes divide. also a live look on the outer loop. it slows now from 95 toward university boulevard and georgia avenue. but it is incident free. let's go over to our maps again, this time to southern maryland. route 4, route 5, 301, everything is fine. 210 leaving accokeek into oxon hill and across the wilson bridge here. you're fine as well.

a little tough to see this morning of isaac spinning in kentucky and tennessee throwing the most tur and pieces of -- moisture and pieces of energy our way. we'll get into the day today with the daytime heat so it will heat things up and showers and storms will start to pop. in the afternoon still scattered showers and storms. overnight into tomorrow morning. by midday wednesday, boom, more showers and storms will be popping across the region into the afternoon hours. then things settle down somewhat by the evening. 9:00 south of town a front may try to push through here. there comes the front as we head toward friday. thursday will also feature more showers and storms in the afternoon. but they may do the d.c. split. so we'll have to watch out. more sun thursday. expecting it to be a little warmer. as we look at forecast, 87 today, scattered thunderstorms. yellow alert days today, tomorrow, thursday. tonight about 75. isolated shower or storm. tomorrow 87. again the threat for the afternoon storms. a little more sun thursday, can't rule out some afternoon
